낚시 어선의 U형 어창을 이용한 횡요 감쇠에 관한 연구 (A study for rolling reduction of fishing boat by utilizing u-type fish-hold)

  • In this study it will be discussed how to solve the problem of discomfort from rolling motion on the fishing boats. Most discomfort is caused by the short cycle of rolling due to the light weight of the boats. The light weight is due to the FRP material which dries a boat. A way to improve the feeling of boarding by using fish hold was researched. The experiment was done on experimental fishing boat made by FRP in Jeju. An existing fish hold was designed and manufactured through the rolling test and that was used for a marine experiment. The rolling condition of the U-tank boat ideally designed was compared to that of an existing fishing boat using the same conditions. The experiments were carried out two times on the stop engine in the outward Sehwa fishing port, which the experimental data had analysed for effects of rolling reduction to compare the U - tank with the of exiting fish hold. The results were confirmed that the U-boat tank in the roll period and GoM were more safe than the existing fish hold and the average amplitude and significant of rolling angles were decreased relatively.

동해 생분해성 통발의 어획성능 평가 (Fishing power estimation of biodegradable traps in the East Sea)

  • For an effective management of fisheries resources, it is very important that to make clean inhabitation environment and to preserve fisheries resources. The material which is mainly used as fishing gear in modern times, is polyethylene, polypropylene, polyamide, etc., chemical fiber. And lost fishing gears which are make of these, occur ghost fishing and ocean pollution. To solve these problem, we development biodegradable fishing trap using the polybutylene succinate (PBS). Developed traps are for red snow crab (Chionoecetes japonicus) and shrimp, major traps in the East Sea, and we carried out fishing research using two kind traps in the coastal sea of Ayajin-port (Goseong) to analysis fishing efficiency of PE trap and PBS trap. As a result for fishing experiment (year 2005-2006) of red snow crab trap, two kind traps were almost the same in catches and length composition. During a experiment, parts of meshes, used for over 1 year, were cut by biodegradation. As a result for fishing experiment (year 2007) of shrimp trap, northern shrimp (Pandalus eous), coonstripe shrimp (Pandalus hypsinotus) and morotoge shrimp (Pandalopsis japonica) were catched, and the almost is northern shrimp. Two kind traps were almost the same in catches and length composition. In accordance with these result, it is recommended that the developed traps are have to commercialized because the fishing powers of PE traps and PBS traps were same. But biodegradation speed is have to controled in consideration of ocean microorganism volume and traps life.

한국의 원양어업 IUU어업지수 개선방안 연구 (A study on improving the IUU Fishing Index of Korea's distant water fisheries)

  • The IUU Fishing Index is composed of 40 indicators. These indicators were grouped by state responsibilities (flag, coastal, port, and general including market) defined in the FAO IPOA-IUU (2001) and then by type into vulnerability, prevalence, and response. A total of 152 coastal nations was surveyed. Korea's total combined IUU Fishing Index was 2.49 in 2019 and 2.91 in 2021, indicating a drop in the ranking to the third worst out of 152 countries followed by China and Russia in 2021. The indicators that increased the IUU fishing risk in 2021 compared to 2019 included seven indicators of prevalence and two indicators of response while those reducing the risk included one prevalence and one response indicator. The IUU Fishing Index revealed that many fisheries observers and monitoring, control and surveillance (MCS) practitioners active in the waters of RFMOs jurisdiction where Korean distant water vessels operate have mentioned concerns about the compliance with RFMO conservation measures or fishing practices. It suggested that strengthening management intervention in the fishing sector is needed. The primary tool for management is the MCS system. Given the logistical difficulty of oversight from land, air and at-sea, there is a need to enhance MCS strategies through logbook data, at-sea observer and electronic monitoring program. It also suggested that MSC fisheries certification and fisheries improvement projects, which are widely used for improving fishing sector performance, could contribute to the eradication of IUU fishing and the promotion of sustainable distant water fisheries.

  • Redevelopment of the domestic small fishing ports is being started in earnest by applying the environmentally friendly technology in order to attract tourists. For the purpose of improving water quality in the harbor, selection of breakwater type might have the priority to secure calmness and stability. Therefore, this study is to determine the hydraulic characteristics of reflective ratio, installation efficiency and stability of the special type of blocks through the hydraulic model experiment. The results were introduced to analyze for the effect of infield construction work through numerical analysis. Gujora, a small fishing port in southern Korea, is affected by the waves of SSE, S, SSW direction and strong tidal currents. The results of applying cylindrical slit block show that stability of the blocks and harbor calmness were secured. Considering that the pass rate of a long period wave is still excellent, the primary objective of wave control and the secondary objective of improving water exchange are satisfied simultaneously.

북태평양 조업선박의 운영 효율성 및 생산성 분석 (An Analysis of Operational Efficiency and Productivity for deep-sea fishing vessels in the North Pacific Ocean)

  • 지구온난화와 더불어 조업이 가능한 수역이 넓어지고 있다. 특히 수온상승으로 풍부한 어족자원이 이동하고 있는 북극해의 경우 최근 관심이 높아지고 있다. 북태평양지역은 북극해에 가장 가깝고 진입하기 용이한 지역이다. 현재 북태평양에서 조업하고 있는 한국수산업은 미래 북극해 조업에 대비하여 효율성분석 등을 통하여 미래를 대비하여야 한다. 이러한 측면에서 본 연구는 자료포락분석(DEA)방법 및 Malmquist지수를 활용하여 북태평양 수역에 조업하는 선박 중 2009년부터 2013년까지 운항한 16척의 선박의 효율성을 분석하는 것을 연구의 목적으로 하였다. 효율성 분석을 위해 투입변수로는 선박톤수, 선박마력수, 조업일수를, 산출변수로는 연간어획량을 선정하였다. 측정결과에 의하면, 지난 5년간(2009년~2013년) 평균 효율성은 CCR효율성 0.8405, BCC효율성 0.9484, 규모효율성 0.8858로 나타나, 운영하고 있는 선박들은 전반적으로 선박톤수를 38%, 선박마력수를 36%, 조업일수를 29% 줄여야 현재보다 효율적인 운영이 가능할 것으로 나타났다.

어선 점용면적 기초 연구를 위한 부산항 중·소형 어선의 통항 이격거리 조사 및 분석 (Analysis of the Minimum Distance of Small and Medium-Sized Fishing Vessels near Busan Port)

  • 4차 산업혁명시대에 해운산업에서는 자율운항 선박의 출현이 예상되고 있다. 이와 관련된 충돌회피 시스템 연구는 활발하지만 대부분 상선을 중심으로 추진되고 있다. 자율운항 선박이 조우하게 될 모든 선박을 고려하였을 때 어선과의 충돌회피 시스템 연구 또한 반드시 필요하다. 본 연구에서는 어선의 점용면적(Ship's domain) 반영한 충돌회피 모델의 연구를 위하여 부산항과 인근 해역의 중·소형 어선과 모든 선박과의 통항 이격거리를 조사하였다. 통항량이 가장 많은 기간의 AIS 데이터 중에서 조우관계에 있는 어선과 모든 선박간 상대위치를 원형산포도로 나타내었고, 이를 대상선박으로부터 방위별 평균 이격거리 및 최다 통항 이격거리로 분석하였다. 분석 결과, 어선의 속력이 증가할수록 평균 이격거리는 방위별 4L에서 8L 정도로 증가하였고, 선박 길이가 증가할수록 10L 이상이던 평균 이격거리가 약 6L 정도로 감소하는 경향이 나타났다. 추후 어선의 점용면적 일반화를 통한 충돌회피 모델에 연구에 본 기초결과가 활용될 수 있을 것으로 기대된다.

폐어망을 이용한 보강 경량토의 압축거동 특성 (Compressive Behaviors of Reinforced Lightweight Soil Using Waste Fishing Net)

  • 본 연구에서는 폐어망을 이용한 보강 경량토의 역학적 특성을 고찰하였다. 본 실험에서 사용된 보강 경량토는 부산 신항 건설현장에서 채취한 준설토와 시멘트, 기포 및 폐어망으로 구성되어졌다. 다양한 함유율의 폐어망이 혼합된 보강 경량토의 보강효과를 고찰하고, 무보강 경량토와 보강 경량토의 거동 특성을 비교하기 위하여 다양한 실내실험이 수행되어졌다. 보강 경량토에 대한 실험결과 응력-변형 관계와 일축압축강도는 폐어망에 의해 큰 영향을 받는다는 것이 나타났다. 보강 경량토의 압축강도는 양생기간이 증가할수록 증가하며, 폐어망을 첨가함으로써 일반적으로 증가하지만, 압축강도 증가량은 폐어망 함유율에 비례하지는 않는다. 본 실험의 경우 폐어망 함유율이 0.25%일 때 최대 압축강도가 발현되는 것을 알 수 있었다. 한편, 보강 경량토의 함수비 변화는 양생기간 7일까지 급격하게 감소한 후 일정한 값에 수렴하였다.

UWB 기반 측위시스템을 이용한 연안자망어선 어선원의 작업위치와 위험요소 (Risk factors and fisher positioning task during coastal gillnet fishing boat operation using UWB based positioning system)

  • We analyzed risk factors of coastal gillnet fishers during fishing process and considered work safety measures to reduce safety accidents during fishing using a UWB (ultra wideband) based positioning system. The static position accuracy of the UWB based positioning system was 45 cm. When entering a port, there is a risk of falling overboard. When casting a net, there was a risk of falling overboard due to being hit by fishing gear or guards, or getting caught in a buoy line or sinker line. When hauling a net, there is a risk of getting caught between fishing gear and net hauler, and the risk of musculoskeletal disorders due to repetitive work over a long period of time. Most safety accidents during work on fishing boats are blamed on human errors of the fisher and skipper, but safety accidents occur due to a mixture of mechanical and equipment factors, work and environmental factors, and management factors in addition to human errors. Therefore, the 4E were presented as countermeasures against the 4M, which are causes of safety accidents, and the proposed measures were used to identify risk factors for operation process, comply with work safety rules, and ensure the wearing of personal protective equipments. We need to reduce safety accidents during work by making it part of our daily routine. These research results can be used in the future for optimal placement of fishing gear and fishing nets in other coastal industries where safety accidents occur frequently.

군산 연안 해역 항행 위해 요소 분석 (1) (Analysis on the navigation risk factors in Gunsan coastal area (1))

  • The Coastal VTS will be continuously constructed to prevent marine traffic accidents in the coastal waters of the Republic of Korea. In order to provide the best traffic information service to the ship operator, it is important to understand the navigation risk factor. In this study, we analyzed the navigational hazards of Gunsan coastal area where the coastal VTS will be constructed until 2020. For this purpose, major traffic flows of merchant ships and density of vessels engaged in fishing were analyzed. This study was conducted by Automatic Identification System (AIS) and Vessel Pass (V-PASS) data. The grid intervals are 10 minute ${\times}$ 10 minute (latitude ${\times}$ longitude) based on the section of the sea. A total of 30 sections were analyzed by constructing a grid. As a result of the analysis, the major traffic flows of the merchant vessels in the coastal area of Gunsan were surveyed from north to south toward Incheon, Pyeongtaek, Daesan, Yeosu, Pusan and Ulsan, and from east to west in the port of Gunsan Port, 173-3, 173-6, 173-8, 183-2, 183-5, 183-8, 183-3, 184-1 and 184-2. As a result of the study, the fishing boats in Gunsan coastal area mainly operated in spring and autumn. On the other hand, the main traffic flow of merchant ships and the distribution of fishing vessels continue to overlap from March to June, so special attention should be paid to the control during this period.

해상교통관제시스템을 위한 중앙집중형 선박정보 관리 방안 (The Centralized management method of vessels information for VTS)

  • 삼면이 바다로 둘러싸인 우리나라에서는 해상을 통한 물류가 전체 물류량에 90% 가까운 비중을 차지하고 있고, 중소형의 어업용 선박들도 다수 등록되어 있는 상황이다. 요즘 해상에서 발생하는 사고가 많은 인명 피해 및 바다 환경에 미치는 악영향으로 인해 해상교통관제에 대한 필요성이 증가되고 있다. 현재 해상에서 사용하고 있는 선박에 대한 정보는 크게 해상교통관제시스템(VTS)에서 활용하는 AIS 정보와 항만에서 운영하는 항만운영정보시스템(Port-MIS)으로 구분되어 있으며, 서로 간에 정보 교환이 이루어지지 않는 상황이다. 현재 어선에까지 선박 패스 장치(V-PASS) 설치가 확대되고 있는 상황에서 선박에 대한 정보가 다원화로 저장되어 관리, 운영, 활용에 효율성이 떨어지고 있다. 따라서 본 논문에서는 해상교통관제시스템을 위한 선박 정보를 통합하여 효율적으로 관리하는 방안에 대해 다루고, 구현 및 적용 방안을 제시한다.
