For an effective management of fisheries resources, we need fisheries informations necessary for the establishment of reasonable fishing effort and TAC distribution. We carried out fishing research using trammel nets in the coastal sea of Susan-port(Yangyang, Gangwondo, Korea) and Hupo-port(Uljin, Gyeongbukdo, Korea) and analyzed fishing power variation of the fishing gear in terms of species composition, condition and so on for both sites. A total of 29 species were caught with most dominant species of Hippoglossoides dubius followed by Pseudopleuronectes herzensteini, Lophius litulon and Alcichthys elongatus in Susan. The total number of species caught in Hupo was 37 species with most dominant species of Todarodes pacifius followed by Lophius litulon, Hexagrammos agrammus and Pseudopleuronectes herzensteini. CPUE of Susan fishing area per trammel net was 12.74 fish and 2.00kg on average, while it was 6.80 fish and 2.27kg on average for Hupo. The fishing power index for both sites was 1, placing the two fishing grounds in a same level.

On this paper, the methods of optimization research of the fishing navigation using the graph theory are substantiated on the basis of the proposed probable model of the fishing vessel navigator's activity. The graph theory is concered about the transitionform the top graph to the rib one. And the definition of the additional system elements (quasi elements) necessary to provide the effectiveness during the fishing navigation are also substantiated herein. This approach helps to optimize the structure of any fishing vessel monitoring system.

Korea has a systemic problem with lack of engine maintenance, especially among the Commercial Fishing Vessel fleet. This results in a inordinate percent of SAR call-outs for vessels with engine failure. These SAR call-outs lead to a free tow to shore by KCG or by one of its volunteer associates. Although these tows are not a terrible economic burden on KCG, it is a burden in terms of time and resources mis-allocated. This paper proposes a Commercial Fishing Vessel Examination (CFVE) program modeled after the program run by USCG. It is expected that adopting the CFVE program, KCG may be able to create a culture of safety among fishermen; thus, replicating the USCG's success rates.

본 연구는 경기바다의 접근성, 마리나시설, 수산자원의 한계, 어촌의 초고령화 등의 상황을 근거로 하여 어촌과 해양레저의 상생을 위하여 연안공간에서 발생하는 갈등 원인을 파악하고 섬 활성화를 위하여 수도권과 인접한 경기바다 지역의 특색을 활용해 효율적인 연안공간 사용을 제시하는 것이 목적이다. ‥‥(중략)‥‥본 연구를 통해 해양레저 산업인프라 구축을 통한 청년 유입, 어촌과 해양레저활동을 연계한 체험활동 및 교육 등 지속적이고 자생적인 경기바다의 발전을 도모하고자 한다.

Fishing village is becoming the central base of fishing industry and it plays a major role. However, there is a decrement of marine resources and some difficulties with the deterioration of fishing industry management. In order to solve these problems, there should be some developments(e.g. fishing village toursim development) on various undergoing government and the private organization programs. Nevertheless, there are not guidelines for fishing village tourism development to utilize for practical business. Therefore, it is necessary to understand the current status and guidelines regarding the development of fishing village for coastal planner. The primary purpose of this study is to investigate the characteristics of fishing village development works in Korea and Japan. The second purpose is to identifie success factors after analyzing individual success cases. Based on evidence from the literature and a dialogue with village leader, a literature review on extracting success cases for guidelines were selected according to criteria such as the degree of contribution to an increase in income of the fishing village, the degree of contribution to an increase in consumption of marine products using local natural resources, the number of tourists that visits the village. Finally we propose guidelines for future fishing village development projects. The guidelines based on the successful cases, as well as the major factors about the objectives and direction of fishing village tourism development, suggested as follows. 1)Plans for land use, 2)Development of tourist resources, 3)Plans for views, 4)Plans for resource protection, 5)Plans for operation and marketing.

본고는 일본의 피셔리나 정비정책을 조명함으로써 이제 발흥하려는 우리나라의 해양레저 수요를 수용할 수 있는 한 방법으로 어항시설의 활용하는 방안에 대한 시사점을 발굴하려는 목적으로 쓰여졌으며, 그 주요 결과는 다음과 같다.. 첫째, 일본에서 전개되고 있는 피셔리나 정비정책은 우리나라에도 유용한 정책수단으로 기능할 수 있다. 다만, 우리나라에서는 해양레저수요에 대한 엄밀한 예측이 선행되어야하며, 피셔리나는 그에 대한 대응책의 일환으로 준비되어야 할 것이다. 둘째, 피셔리나의 정비에 있어서는 하드웨어적 측면 뿐 아니라 소프트웨어적 측면 역시 중요하다. 또한 레저보트 보유비용의 대부분을 차지하는 계류시설 사용료를 낮추기 위해 피셔리나 시설의 정비와 운영에 민간 조직의 활력을 이용할 필요가 있다. 셋째, 피셔리나를 어떠한 어항에 어느 정도의 규모로 정비할 것인가는 또 하나의 중요한 포인트이다. 특히 우리나라에서는 도시형 어항을 우선적으로 활용하여 피셔리나를 정비, 해양레저의 수요에 대응하는 작은 거점들로 삼는 것이 바람직할 것으로 여겨진다.
