As a series of research plan, this study is to provide basic data necessary for the development of fishing industry which will contribute in establishing sound fishing culture in Jeju island through systematic management of fishing, protection of fishery resources and establishment of safety measures for fishermen in accordance with 'Fishing Management and Support Act'. To attain the proposed objective, this study conducted literature review and surveys on restriction standards of harmful substances generated from fishing equipment and baits, examined the current status of fishing management in popular fishing sites of other cities, and then reviewed and analyzed the fishing management and fishing-restriction zones in Jeju island. The survey on the opinions on the restriction criteria of fishing methods, tools and period, including the acceptable standards for harmful substances showed that general fishermen preferred 'alleviating the measure (44.8%)' to 'aggravating the measure (23.0%)'. Meanwhile, maritime police showed dominant opinion toward 'aggravating the restriction (52.2%)' over 'alleviating the measure (4.3%)'. Furthermore, fishing-related enterprise is favored 'aggravating the restriction (32.6%)' over 'alleviating the measure (27.9%)'. In the survey on the tolerance of fishing baits including criterion for content of certain substance in different types of bait, it showed 57.5% of general fishermen preferred alleviating restriction criteria while 20.7% of them favored tougher restriction. Whereas, 33.3% of maritime police group insisted such fishing baits should be more restricted while 16.7% answered it should be alleviated. 35.9% of fishing-related enterprise was in favor of alleviation while 14.3% preferred aggravation. Upon investigation on the status of fishing management in other cities and towns, it turned out that most of them had safety and convenience facilities, installed warning and guide signs in fishing sites, and set no fishing zones. The review of fishing management and restricted area showed that 10 sites required access restriction and 2 of 10 sites were considered to be partially restricted for weather and season. 82 fishing sites were regarded as unnecessary to be restricted and installation of safety facility and guide signs is necessary for the safety of fishermen.
This study is one of the research series for providing basic data that would contribute to the development of the field of fishing industry through the systematic fishing management, protection of fishery resources and healthy fishing culture with safety measures for fishermen in Jeju island according to the implementation of "Fishing Management and Support Act". As a result of analyzing the related acts, the contents of this study are related with provisions of "Fishing management and Support Act" on acts on fishing management, fish bait management, support for fishing and fishing related industries and with provisions of "Act of the preservation and management of desert island" on the preservation, use and development of desert island (use and development in a desert island, behavior in usable desert island). As a result of the survey, the rocks on the seashore showed the highest popularity with 52.6% for fishermen and the seawall was the highest with 47.1% for Maritime police as their fishing place in the fishing related activity data. And as the survey result about the awareness of "Fishing management and Support Act", 65.2% of general fishermen, 36.0% of maritime police and 70.5% of fishing related agencies answered that they knew the act. It was also surveyed whether they consider its contribution to fishing related industry development and positive result was shown by general fishermen and maritime police with 46.8%, 48.0% respectively whereas fishing-related enterprises showed negative answer with 47.7%. In the survey of fishing related regulation standard, general fishermen, maritime police and fishing related agencies all showed different opinions regarding the regulation standard. It is recommended that regulation standard needs to be set up after detailed review.
The purpose of this paper is to explore the fishing grounds of trawl fishery, which are operating in the waters around Jeju Island, and to investigate the monthly shifting changes of the explored fishing grounds. Information on AIS of fishing vessels operating near Jeju Island was collected and analyzed from October 16, 2016 to October 16, 2017. Thus, the location of fishing vessels with the same operational characteristics as those in this industry was extracted and displayed on Google Maps' location drawings to analyze the dense distribution of fishing vessels according to the frequency of their appearance. In the distribution of fishing vessels that appeared in October, a wide range of fishing grounds connecting the upper and lower waters of the 221 and 222 sea of fishing area was found to have gradually expanded and increased density, showing the widest range and highest density in December, and then gradually decreasing from January 2017 to near extinction in May. The distribution of fishing vessels that appeared in the left and lower waters of the 243 sea estuary increased not only in November and December, but also in the appearing sea areas gradually moved to the 242 sea and the range of their appearance was extended to the 241 sea. In other words, the highly dense fishing area in December indirectly shows that it is winter fishing grounds for these industries. The distribution of these dense fishing vessels gradually moved north and west with each passing day, reducing their density and reaching a near extinction in August. However, in September, the density was gradually restored again. Fishing vessels that appeared in high density in the northern waters of the 224 sea east of the Yeoseo island in December were thought to be fishing vessels, whose density decreased over time, almost disappeared in May, and reappeared in July and August, showing a certain degree of density, and then decreased again.
In order to propose basic references for the policy making of fishing vessel fishery by Jeju Special Self-Governing Province, we have obtained the basic productivity through analyzing operating days and catches of 16 sample fishing vessels registered in Aewol port, the north of Jeju island in the year of 2011. In addition, to compare with the basic productivity of southern sea area in the Jeju island, that of 7 sample fishing vessels registered in Kangjung port was used. Around Aewol port, average operating days during the main catch period from July to October were over 15 days a month. A average daily catch of fishing vessels was minimum 21.0 kg in May and reached to maximum 54.5 kg in December, showing U-shaped catch pattern through the year. The trend formula of the average daily productivity (y) depending on a tonnage (x) of fishing vessels around Aewol port was described by the equation, y = 18.867 ln(x) + 11.001, and that around Kangjung port in the year of 2009 was understood to be y = 23.271 ln(x) + 25.715. As a result, it seemed that the productivity of fishing vessels around Kangjung port, operating in the southern sea area of Jeju Island, was much greater than that of fishing vessels around Aewol port in the northern sea area of Jeju Island. Especially, that of fishing vessels less than 10 tons was 35-40% more.

In this study, we estimate the interannual spatial and temporal distributions of fishing grounds at night in the East Sea based on satellite and in-situ data. We observe that the $15^{\circ}C$ thermal front moves in the north-south direction according to the movement of the warm water (above $18^{\circ}C$) in the Tsushima Warm Current (TWC) area, forcing the cold water area (below $10^{\circ}C$) to either expand or shrink. The interannual variations of sea surface temperature (SST) in winter represented by the indicator SST of $6^{\circ}C$ are consistent with the east-west zonal areas in the central East Sea which represented over $1^{\circ}C$ standard deviation of SST in February during 1990-2000. Annual SST in the fishing grounds of common squid fishing vessels, observed both by fishing vessels and satellites range from 9-$22^{\circ}C$, with the satellite-observed data having a larger range than the fishing vessel-based ones. The interannual distributions of the common squid fishing grounds in the East Sea are mostly concentrated in the TWC area in the southwestern part of the East Sea and in the coast of southern Honshu and Hokkaido in Japan. The interannual distributions of the nighttime fishing vessels are consistent with the catches investigated from the fishing vessel.
The research was analyzed the catch data of the five years (2016-2020) for six joint venture company tuna purse seiners in the Atlantic Ocean, with the aim of suggesting improvement measures for responsible and sustainable fishing according to changes of recommendation by International Commission for the Conservation of Atlantic Tuna (ICCAT) on the tropical tunas. In the last five years, the average catch of six tuna purse seiner gradually increased to 7,745 tons, 8,364 tons and 9,053 tons from 2016 to 2018, but decreased to 7,761 tons in 2019 and 6,214 tons in 2020. The reason for the decrease in fishing volume in 2019 and 2020 was the fluctuation of the formation of the cold water zone (22-23℃), and the total ICCAT convention area of FAD closure in January and February due to the expansion of the FAD closure area and poor free school catching during two months period, respectively. The analysis on fishing area showed that the percentage of fishing in the high sea was about 85% although the FAD closure area included the EEZ zone in coastal countries; the rise of the fishing license in coastal countries is also believed to be a factor. In order to overcome such situations and improve catching volume, it will be possible if excellent manpower is secured, school fishing is expanded, and the production of high value-added catch (purse seine special: PS).
This study analyzed the performance of the national fishing port development project, which lacked ex-post impact evaluation despite a lot of investment in terms of fishery income opportunities. Using micro data from the Census of Agriculture, Forestry, and Fisheries, the sales amount of fishery products and the proportion of fishery-related businesses were used as performance indicators. The fishery households in the fishing port area (treatment group) and those not in the area (control group) were classified through data pre-processing, and factors unrelated to the fishing ports were controlled using the propensity score matching difference-in-difference method. The analysis target is six fishing ports with large investment in from 2010 to 2014. As a result of the analysis, it was confirmed that the sales of fishery products increased significantly in four of the six fishing ports, and the proportion of fishery-related businesses increased in two fishing ports. The analysis method of this study can be fully utilized in the evaluation of the Fishing Community New Deal 300 Project, which is in need of performance analysis.
The purpose of this study was to compare sex role typing in relation to self-concept in 6th graders by to their residential area. The subjects were 6th grade children: 126 boys and 127 girls. The sample included 85 (42 boys, 43 girls) from a farming area, 111 (62 boys, 49 girls) from Pohang City, and 57 (22 boys, 35 girls) from a fishing area. The instruments used in this study were Shimer's self-concept measure (Suh, 1980) and Bern Sex Role Inventory (Byun, 1979). Statistical analysis of obtained data was by $X^2$ test; 2 (sex) x 3 (residential area) x 4 (sex role category) ANOVA; and $Scheff\acute{e}$ test. The results were as follows: Girls from the fishing area were more masculine than girls from other areas. Androgynous children and urban children demonstrated a higher self-concept. There was no difference in level of self-concept between urban boys and girls, but boys in both farming and fishing areas demonstrated a higher level than girls. In all 3 areas, androgynous children evaluated themselves positively whereas undifferentiated children evaluated themselves negatively. There were significant differences in self-concept according to sex, living area, and sex role category. In the city, the feminine category was related to a negative self-concept while the masculine category was related to a negative self-concept in the fishing area. But in the farming area, feminine boys demonstrated a higher self-concept whereas feminine girls demonstrated a lower self-concept.
This study is to analyze the efficiency of Korean fishing ports using DEA. First, the study calculated the efficiency scores based on a CCR-BCC framework and hence technical, pure technical, and scale efficiency scores are seperated for the 38 fishing ports under study. The Average of technical, pure technical, and scale efficiency are turned out to be 0.6834, 0.8582, and 0.7774 respectively. The 15 fishing ports are fully efficient under the constant returns to scale while 21 fishing ports under the variable returns to scale. Second, the super efficiency scores are also calculated under the radial model without the consideration of slacks. The highest score is turned out to be 4.4984 for the P16 fishing port with the average score of 0.9652 for the entire fishing ports. Nevertheless, P16 fishing port has showed up only once as a reference set. On the other hand, P34 fishing port has showed up 11 times as a reference set, which scored the second highest score of 2.9815. Finally the super efficiency scores are calculated under the non-radial model with the explicit consideration of slacks. Now the P34 fishing port scored the highest score of 2.3424 with even 15 times referred to a bench-mark. Therefore the importance of P34 fishing port is emphasized once again on the field of bench-marking for the efficiency of fishing ports. When the targets for the input factors to improve the efficiency of each DMU are calculated the area of fishing port needs the most adjustment to be reduced for 40.36% on the average, while the cosignment sales area does the least adjustment for 13.70%.
The Fishing Communities (so-called Uchongae) in Korea was legally established in 1962. It has been gradually expanded by quantity, and we have total 1,969 communities in 2006. The major establishment purpose of Uchongae was put 2 functions. The first function is to make up the double industry structure in coastal region, and second function is to make economical condition for Uchongae. Nevertheless the Fishing Communities System in Korea was not successfully developed after first beginning. The Income gap have become heavily between fishing area and non - fishing area, including agricultural area. The income gap has been due to rapid industrialization and urbanization in Korea. And the income gap even have become heavily among Uchongaes. In this paper, It have been researched the degree of Income inequality among Uchongaes in Korea during 1986-2006. The income inequality degree was analyzed by Gini coefficient and Mean Log Deviation (MLD) using Lorenz Curve. According to analysis result, the Gini coefficient of Uchongaes in Korea has been about 2-times high from 0.0847 to 0.1770 during 20 years. And the MLD has been 5.4 times from 0.0125 to 0.0679 during same periods. This means to more wide the general Income Inequality among the Uchongaes in Korea. Especially, It means to more wide the gap of high ranking Uchongaes and low ranking Uchongaes that MLD index multiplier has been more high.
