Estimating fishing capacity is one of current hot issues in the international fisheries. It is because that increased fishing capacity has caused not only fish stocks to be reduced, but also additional fishing costs to be incurred without additional incomes, which resulted in decrease of economically viability of fisheries. In order to solve this problem, FAO adopted 'the International Plan of Action for the Management of Fishing Capacity' in 1999 and recommended that member countries to measure fishing capacity and to implement the domestic action plan to reduce excess fishing capacity. This study is aimed at assessing fishing capacity of the octopus coastal trap fishery(OCTF) using data envelopment analysis(DEA) which is a method recommended by FAO. The DEA results on 10 individual OCTF vessels showed that the capacity utilization(CU) was a 0.93 on average, indicating some differences in CU among vessels(0.79-1.0). In addition, results of the sensitivity analysis revealed that under the current level of catch, the gross tonnage, horse power, days fished, and traps per trip could be reduced by 35%, 33%, 16%, and 18% on average, respectively.
In order to reduce the casualties of fishing boats, the author analyzed the fishing boat accident on the 412 cases in Korean maritime safety tribunal for the 2005~2009, and then studied the relation between the weather element and the accidents. According to this studies, the occurring ratio of sea casualty for fishing boat in fog weather was appeared 1 boat per 1.6 days. It means that the restricted visibility condition gives the most influence on the fishing boat accident. The casualties in winter season from November to next January occurred 139(33.7%), and small boats less than 50tons broke out more casualties with 68.4%. From this we can find that small fishing boats are very deeply affected on the sea weather condition. According to the boat types for fishing the casualty of jig boat was ranked first, and collision accident account for first with 77.9% for the types of casualties. As mentioned above, most sea casualties for small fishing boats were resulted from the human factors such as poor watch keeping in invisibility and the bad sea condition, it is necessary for navigation operators and the manager to take more attention to the meteorological factors.
The illegal, unreported and unregulated fishing can be properly regulated only if fishing activities, transhipment and landing of illegally caught fish, and processing of fish at sea involved in it are integrally managed. To do this, flag States, port States, coastal States, market States and relevant regional fisheries management organizations shall closely cooperate. In addition, fishing boats involved in IUU fishing often ignore requirements of safety of navigation so that they could be exposed to more causes of incidents and could have less chances to be rescued. Then, it seems to be necessary for the regulation on IUU fishing to include a certain consideration of strengthening safety of those ships. International Maritime Organization(IMO) has developed and implemented international rules for the safety of shipping. IMO has cooperated with Food and Agricultural Organization on IUU fishing since 2000 and the third joint meeting is scheduled in November 2015. This paper reviews the recommendations adopted in the previous meetings, and the measures actually taken as a result of the cooperation and, in particular, focus on the additional roles of IMO for the eradication of the IUU fishing.
The purpose of this study is to investigate the fishery perception and recreation fishing demand level of coastal waters ranch with the case in Tongyeong city's Bijin-do Yongcho-do, Juk-do. The study conducts a survey of 27 fishermen and 113 recreation fishing tourists from September 26 to November 21, 2016. The major results of this study are as follows. First, the survey of fishery perception level suggests that the increase of fishery resources by Tongyeong-si coastal waters ranch project contributes to the rising income of fishermen, decreased fishing cost, and increased the number of tourists. Second, the survey of recreation fishing tourists's demand level suggests that a beautiful view, fish populations, kindness of residents, fishing point information, charter information, and the convenience of transportation are highly praised and highly regarded. However, links to nearby tourism, lodging facilities, and food information that can increase the income of fishermen is poorly praised. Therefore, this study suggests that a careful marine policy with fishery resource creation should be followed for marine fishing village tourism consumer's benefits in order to increase fishing village's income.
This paper focused on meaning, problems and prospect of structural reform of coastal and offshore fisheries in Korea. Structural reform can be defined as effective combination of production factors in order to enhance fisheries productivity and it can be realized mainly through fleet reduction, modernization of fishing vessels and fishing gear etc. However, the structural reform alone will not be sufficient to advance Koreanl fisheries facing with severe challenges from both inside and outside. Domestically, worsening status of fisheries resources, decreasing number of fishermen, worsening financial status of fisheries businesses and severe competition cause structural problem in fisheries sector and internationally the pressure from WTO and OECD to reduce tariff and subsides in fisheries poses severe challenges. The structural reform should be carried out in relation with the general adjustment programs across coastal and offshore fisheries such as M&A among fisheries businesses, adjustment of number of fishing permits and fishing areas. And the policy to enhance the fishing productivity is needed for recovery of fisheries resources and for the reduction of fishing efforts, that is, the approach which combines economic and resources concerns is needed. For the effective implementation of the reform, effect analysis of the reform program is needed and at the same time, eradication of illegal fishing, reduction of fishing fleet and reduction of fishing cost should be realized. However, the most important thing is the will and efforts of the government for successful reform. If the government does not exert sufficient efforts for the structural reform, Korea could be degraded into a backward country in fisheries.
Nowadays, fishing village is in trouble because of the depletion of fishing resources and an aging population. Fishing village tourism can do important roles for improving these situation as alternative resources. This study monitored 6th fishing villages in Gangneung for discovering materials of fishing village experiences. The materials have classified based on model of the four realms of an experience by Pine & Gilmore which are composed of escapist, esthetic, entertainment, education. The results showed that Jumoonjin and Youngjin village had entertainment and escapist experience programs, Sodol village had escapist and esthetic experience programs, Geumjin village had entertainment and esthetic experience programs, Jumoon 5 ri village had entertainment, SaCheon village had escapist experience programs. The results of this study can give implications for efficient management of fishing village experience program, especially can provide fishing village experience programs tourist prefer among the four realms of an experience.
The purpose of this study is the impact of national fishing port investment and typhoons on fisheries disaster damage. The dependent variables were the amount of damage to fishing ports, fishing boats, fisheries enhancement, external facilities, mooring facilities, functional facilities, fishing port and typhoons. The analysis period is from 2002 to 2018. Since the error term is in a simultaneous correlation, it was efficiently estimated by analyzing it with a seemingly unrelated regression (SUR) method. As a result of the analysis, external facilities have not significance to all models. Investing in mooring facilities increased the amount of damage to fishing ports for five years. Investing in functional facilities reduced the amount of damage to fishing ports and aquaculture over five years. Typhoons have significance to all models, and the amount of damage increased every time a typhoon occurred. Based on these results, as the influence of typhoons increases, it seems necessary to establish preventive measures. Timely investment and maintenance to enable the role and function of national fishing ports are considered important.
This study analyzed the performance of the national fishing port development project, which lacked ex-post impact evaluation despite a lot of investment in terms of fishery income opportunities. Using micro data from the Census of Agriculture, Forestry, and Fisheries, the sales amount of fishery products and the proportion of fishery-related businesses were used as performance indicators. The fishery households in the fishing port area (treatment group) and those not in the area (control group) were classified through data pre-processing, and factors unrelated to the fishing ports were controlled using the propensity score matching difference-in-difference method. The analysis target is six fishing ports with large investment in from 2010 to 2014. As a result of the analysis, it was confirmed that the sales of fishery products increased significantly in four of the six fishing ports, and the proportion of fishery-related businesses increased in two fishing ports. The analysis method of this study can be fully utilized in the evaluation of the Fishing Community New Deal 300 Project, which is in need of performance analysis.

To evaluate manoeuvring performance of merchant ships, the mathematical modeling group (MMG) or computational fluid dynamics (CFD) simulations are used. However, it is difficult to use the MMG to evaluate the manoeuvring performance of fishing vessels, thus research using CFD simulations is necessary. Also, since the course-changing and turning ability is crucial in fishing operations, a rudder design suitable for fishing vessels is necessary. This study designs a rudder using National Advisory Committee for Aeronautics (NACA) airfoil sections and evaluates its manoeuvring performance. A CFD model is used to evaluate the manoeuvring performance of the fishing vessel, and turning and zig-zag tests are conducted. The effectiveness of using CFD simulations based on Reynolds averaged Navier-Stokes equations to assess the manoeuvring performance of fishing vessels was validated. No significant difference was found in the manoeuvring performance for hull forms and rudder designs for course-changing ability. However, the original hull form showed superior turning performance. Among five rudders with varying aspect ratios and shapes, the rudder with 5.5% aspect ratio had the best turning performance. Regarding the rudder design for fishing vessels, NACA airfoil was employed, and a rudder aspect ratio of 5.5% based on the immersed hull side area is recommended.
In order to understand basic data for improving the fishing system and fishing vessel structure in coastal improved stow net fishery, a questionnaire survey and on-site hearing were conducted from May 10 to June 11, 2019 to analyze opinions on the improvement of operation status and fishing vessel structure. The questionnaire survey consisted of ten questions on the operation status of coastal improved stow net fishery and six questions on the improvement of fishing vessel structure, and the results of each question were analyzed by the region, the captain's age, the captain's career and the age of fishing vessel. As a result of analyzing opinions on the operation status of the coastal improved stow net fishery, it was found that the average time required for casting net was 32.8 to 33.0 minutes and that the average time required for hauling net was 41.0 to 42.2 minutes which took 10 to 12 minutes more than for casting net. The most important work requiring improvement during fishing operation (the first priority) were 'hauling net operation,' 'readjustment and storage of fishing gear,' and 'fish handling' and the hardest factor in fishing management were in the order of 'reduction of catch,' 'labor shortage' and 'rising labor costs.' The most institutional improvement that is most needed in coastal improved stow net fishery was an 'using fine mesh nets.' Most of the respondent to the questions on the experience in hiring foreign crews was 'either hiring or willing to hire foreign crews,' and the average number of foreign crews employed was found to be 2.3 to 2.4 persons. The most important reason for hiring (or considering employment) foreign crews was 'high labor costs.' The degree of communication with foreign crews during fishing operation were 'moderate' or 'difficult to direct work.' The most important problem in hiring foreign crews (the first priority) was an 'illegal departure.' As the survey results on the opinion of structural improvement of coastal improved stow net fishing vessel, the degree of satisfaction with fishing vessel structure related to fishing operation was found to be somewhat unsatisfactory, with an average of 3.3 points on a five-point scale. The inconvenient structure of fishing vessel in possession (the first priority), the space needed most for the construction of new fishing vessel (the first priority) and the space considered important for the construction of new fishing vessel (the first prioprity) was a 'fish warehouse.' The most preferred equipment for the construction of new fishing vessel were 'engine operation monitoring' and 'navigation safety devices.' The average size (tonnage class), the average horse power and the average total length of fishing vessel for proper profit and safety fishing operation was between 13.8 and 14.0 tonnes, 808.3 to 819.5 H.P. and 23.4 to 23.5 meters, respectively. The results of the operation status of coastal improved stow net fishery and the requirement for improving the fishing vessel structure are expected to be provided as basic data for reference when we build or improve the fishing vessel.
