Basic reproductive biology of the daggertooth pike conger, Muraenesox cinereus were investigated based on the samples from August 2015 to December 2017 in Korean waters. A total of 2,328 samples was collected (1,593 females and 735 males) during the study period. The mean anal lengths (AL) were $33.5{\pm}9.2cm$ in females and $26.2{\pm}7.3cm$ in males respectively. The females were larger than males in AL (p < 0.05). Sex ratio was 2.2:1 in female to male (p < 0.05). The gonadosomatic index (GSI) varied monthly. GSI of female reached the maximum in July 2016 and June 2017 and the minimum in October 2016 and September 2017 respectively. The spawning period was from June to October. The size at sexual maturity ($L_{50}$) of females was estimated at 24.9 cm in AL (63.5 cm in TL).

Although Korea operates various systems and policies for the management of fisheries resources, it is judged that a more systematic resource management policy is needed due to the continuous decrease in the production of coastal and offshore fisheries. In this study, the catch capacity was analyzed using the DEA technique for coastal and offshore fisheries. As a result, despite the decrease in the amount of fisheries resources and the number of fishing vessels, there was a trend of increasing fishing capacity. As of 2019, the total maximum catch of offshore fishery was estimated at 820,007 tons. The actual catch was 548,159 tons and the CU was measured to be about 66.8%, which was analyzed to be an excess of about 33.2% of the catch. The total maximum catch of coastal fisheries was estimated at 187,887 tons. The actual catch was also the same value and the CU was measured to be about 100.0%. Thus, it was analyzed that there was no excess in catch. For the management of fisheries resources, it is necessary to manage the fishing capacity. To this end, policies such as scientific TAC should be promoted as well as expanding the reduction of fishing vessels.

The school system of fisheries high school was proper to specialist objective school system in order to training for expert human resource development.Training a field of human resources development from fisheries high school is fallow; fisheries production, seamen's training, ship engine and refrigerator, marine electronic telecommunication and information, fisheries foods production and fisheries foods production and distribution, fishery fisheries self-management, marine distribution, management and conservation of marine environment, safety and marine prevention of disasters, apparatus of marine development, under water area development.A new department opening and each department was revised toward to department name and department character. The unit-lesson hour of curriculum according to specialist objective school system of fisheries and marine highschool was revised. professional subject 98 unit-lesson hour(52%), normality subject 90 unit-lesson hour(48%), and educational activity of professional subject 10unit-lesson hour, total training activity 10 unit-lesson hour. And the special objective school system need to revise curriculum of 208 total unit-lesson hour.
Climate change is affecting the evolutionary trajectories of individual species and ecological communities, partly through the creation of new species groups. As population shift geographically and temporally as a result of climate change, reproductive interactions between previously isolated species are inevitable and it could potentially lead to invasion, speciation, or even extinction. Four species of abalone, genus Haliotis are present along the Korean coastline and these species are important for commercial and fisheries resources management. In this study, genetic markers for fisheries resources management were discovered based on genomic information, as part of the management of endemic species in response to climate change. Two thousand one hundred and sixty one single nucleotide polymorphisms (SNPs) were discovered using genotyping-by-sequencing (GBS) method. Forty-one SNPs were selected based on their features for species classification. Machine learning analysis using these SNPs makes it possible to differentiate four Haliotis species and hybrids. In conclusion, the proposed machine learning method has potentials for species classification of the genus Haliotis. Our results will provide valuable data for biodiversity conservation and management of abalone population in Korea.
This paper aims at overviewing Korean fisheries profile with a view on why Korean fisheries need marine ranching program as a new fisheries paradigm - a community-based co-management approach and drawing some policy implications from the advanced experience in fisheries. The aims of community-based co-management approach as a planned approach can be set out under the planning objectives of efficiency and equity. In this context Tongyeong marine ranching program is an important government-sponsored pilot enterprise. Experiences in the advanced fisheries such as Canadian Snow-Crab case suggest that in order to be successful for marine ranching be successful it is necessary that (i) there should be high-value species, (ii) property right should be established, (iii) there should be the reasonable number of participants involved, (iv) the participants and the government should be able to share resource enhancement/management/utilization responsibilities and associated fisheries management expenses. Among these, management cost sharing based on the practical partnership between fishing communities and government is of particular importance because the government must have a full responsibility for all ranching program expenditure unless revenues sufficient to guarantee reasonable income and to share management cost are generated from the ranching business.
This study raises the question about why do many international fisheries organizations or regional fisheries agreements come into existence, sustain, and develop prior to the internationally recognized institution such as United Nations Convention on the Law of the Sea(UNCLOS). In oder to solve the problem, I will investigate the characteristics of fisheries as renewable resources and propose the collusion model where it is based on the cost-benefit analysis. Especially, if once a fooall large number of fishing is implemented, they are immediately depleted. Consequently they are extinct and no longer exploitable. Thus each interest nations or participants will be better off if they are cooperative and will be worse off if they are competitive or noncooperative in a resource management. Therefore, many of the internationally recognized fisheries institutions and agreements have been made and developed in these days.

Currently, environment-friendly and sustainable fisheries are one of the major issues among fisheries authorities. A variety of alternative management policies and projects are going on to enhance fisheries management systems and fishery resources such as a TAC management program and a VDS (Vessel Day Scheme) management scheme for distant water fishing nations in Western and Central Pacific Fisheries Commission (WCPFC) convention area. These kinds of efforts among fisheries management authorities are aimed at limiting fishing capacity or fishing power. In terms of fisheries management, Fishing capacity and fishing power have increased the importance of the impact on a fishery and level of the resources. Increased fishing capacity and fishing power have caused not only depletion of fisheries resource, but also additional fishing cost. therefore, there is a clear need for authorities to manage fishing capacity and fishing power. It is also help ensure the conservation and sustainability of the fishery resources. Because of lack of data, absolute fishing power is difficulty to measure. The notion of relative fishing power is frequently used. In this study, relative fishing power was assessed using Mastuda (1991) method for fishing power index. The raw data for assessment was based on fishermen's logbook data from sampled fishing vessels in coastal snow crab gillnet fishery. Data Envelopment Analysis (DEA) method was used to assess fishing capacity. DEA is a linear programming methodology to measure the efficiency of a set of entities called Decision-Making Units (DMUs). It was recommended by FAO for assessing capacity in fisheries.

The object of this study is to provide a framework of increasing the effectiveness of the R&D planning of experts in fisheries and the education of students with the theoretical background and analytical skills through the adoption of technology roadmapping process in the marine production industry. The study was conducted by fact-finding surveys and the response content for surveys obtained from each expert advisor in the field of fisheries and maritime affairs such as fishery industries, some government organizations and research institutes including the Ministry of Maritime Affairs and Fisheries (MOMAF), National Fisheries Research and Development Institute (NFRDI) and fisheries-related universities was analyzed. The major implementation tasks to effectively achieve the basic goals of technology roadmap for short and middle-term research and development in the fisheries production field are as follows: 1. Research in order to achieve the realization of community-based resource management fisheries or fishermen-oriented co-management fisheries with paradigm shift in fisheries management. 2. Research in order to derive the construction of cost reducing and manpower saving systems in fishery-related science, technology and engineering. 3. Research in order to create the high value-added fisheries products with a focus on the upgrading of processing, freezing and refrigerating facilities, the reduction of logistics costs and the minimization of distribution steps. 4. Research in order to achieve the realization and development of environmental-friendly fisheries and internationally competitive fisheries through restructuring the entire fishing industries, in particular, small-scale fisheries. 5. Research in order to achieve the effective utilization of fisheries resources with a new creation of clean and living marine environment by fisherman under the balanced management and protection of marine living resources and fishing grounds.
The major purpose of this study is to find and analyze the characteristics of Fisheries Business Administration Research based on using social network analysis. This study examines every paper of The Journal of Fisheries Business Administration from 2007 to 2016. This study analyzes fisheries business administration research through bibliometric data including research trends, researcher characteristics, and key words. The 229 source articles are all papers published from 2007 to 2016 in The Journal of Fisheries Business Administration in Korea. Comparing with previous research, the major research areas of Korean fisheries business administration have a little changed and the topics of recent research are much diversified. Through basically based on frequency analysis and SNA(Social Network Analysis) method, most of the bibliographical characteristics were founded. And based on the result of this study showed that 1) increasement on number of researcher and organization 2) climate change and economic related topics are most popular terms 3) DEA is most adopted methodology in recent papers 4) joint research among the organizations has somewhat been increased 5) human resource management, history of fisheries management and education still have been conducted in terms of sustainability.
The sea of north-east Asia is biologically interrelated and one country's mishap in the management of fisheries could have a critical effect upon the other. Accordingly under the TAC system adopted by all the countries of Korea, Japan and China, the mismanagement o( trans-boundary fish stocks under the provisional fisheries agreement prior to the delimitation of EEZ could lead to the irrevocable depletion of fisheries resources in case of absence of close cooperation among the countries concerned. To tackle the problems above, it is necessary, from a short term perspective, to promote the combined efforts to do researches on fisheries resources, find ways to improve the transparency of fisheries management, adjust the fisheries management regulations of each country, standardize fishing gears and methods, and exchange fisheries-related statistics and data for socio-economic analysis and strengthen joint research activities for the mutual benefits. From a longer term prospective, regional fisheries organization need to be set up to oversee the whole area of north-east Asian sea. The organization as such could play a role in adjusting the conflicting interests of Korea, Japan and China, and efficiently manage the fisheries resources, which is complex and challenging in nature. In addition, unlike China, the historical fisheries relationship between Korea and Japan, spirit of reciprocity and the Article 62 of the United Nations Convention On the Law Of Sea need to be taken into account when seeking for fisheries cooperation between the two countries through the international specialization. In other words, the data obtained through the joint researches on the fisheries resources for the specific ocean along with such factors as capital, labor, fisheries technology and consumption of fish products could be used to assign the specific sector of fisheries to the country who has a comparative advantage, thus achieving the mutually benefiting results Up to the present, concerted efforts by Korea, Japan and China on the fisheries cooperation have been consistently made, but the results have yet to be materialized, It is also beyond doubt that governmental consultations among the countries should be made on a consistent basis, but non-governmental organizations' exchanges and related joint researches will more likely help bring about the desired fruition in a shorter time.
