Near Real Time Burnt Scars Monitoring using MODIS in Thailand

  • A new methodology to detect forest fire burnt scars at near real time using MODIS (Moderate-resolution Imaging Spectroradiometer) data is presented here with a goal of introducing a new and improved capability to detect forest fire burnt scars in Thailand. This new technology is expected to increase the efficiency and effectiveness of the forest fire tackling resources distribution and management of the country. Using MODIS data in burnt scars detection has two major advantages - high availability of data and high resolution per performance ratio. Results prove the near real time algorithm suitable and working well in order to monitor the forest fire dynamic movement. The algorithm is based on the threshold separated linear equation of burnt and un-burnt. A ground truth experiment confirms the burnt and un-burnt? areas characteristics (temperature and NDVI). A threshold line on a scatter plot of Band I and Band 2 is determined to separate the burnt from un-burnt pixels. The different threshold values of NDVI and temperature use to identify pixels' anomaly, abnormal low NDVI and high temperature. The overlay (superimpose) method is used to verify burnt pixels. Since forest fire is a dynamic phenomenon, MODIS burnt scars information is suiting well to fill in the missing temporal information of LANDSAT for the forest fire control managing strategy in Thailand. A Study on the Fire Safety Measure of Pumped Storage Power Plant (양수발전소의 화재안전 대책에 관한 연구)

  • Pumped storage power plant is a system of generating electricity with hydroelectric power, in which at times of low electrical demand such as during nights, excess generation capacity of many power plants is used to pump water into the higher reservoir, and when there is higher demand, water is released back into the lower reservoir through a turbine, generating electricity. As pumped storage power plants across the nation are not on building registry under "the Article 6 of the Special Act by the Development of Power Resources", they are classified as a structure, not as a building. As a result, permit of fire protection facility is unnecessary, and fire protection administration is excluded from approval to completion of construction. Therefore, this study is to improve problems in accordance with the application of "he Article 6 of the Special Act by the Development of Power Resources", repair of facilities and problems with safety control to effectively prevent similar damages from repeatedly happening to pumped storage power plants in operation or under construction nationwide during a fire.

  • This study is part of the research on fire-resistant materials to prepare for changing fire behavior, oyster shell and egg shell, which are natural calcium carbonate materials, were substituted as fine aggregates. The purpose of this study was to evaluate the strength and fire resistance performance according to the substitution rate, and to provide data for use as fire resistance material. Oyster shells and egg shells were substituted with 10~50 % of the fine aggregate, respectively, and tested for strength and Simplified heating according to the KS test method. Although the strength of OS was measured to be higher than that of ES, the backside temperature was also measured to be higher. As a result, it is recommended to use fireproof boards with OS where strength performance is required, such as explosive fires, Where high fire resistance performance is required, such as high-temperature fires over 1000 ℃, fireproof boards with ES can be selected according to the application.

Characteristics of Surface Flow on the Forest Fire Sites by Using Rainfall Simulator (인공강우장치를 이용한 산불발생지의 지표유출 특성에 관한 연구)

  • For the purpose of this study, the characteristics of surface flow through the survey of rainfall intensity and degree of slope on fire sites by using rainfall simulator was examined and analysed. And also the relationship between the amount of surface flow and rainfall intensity, degree of slope and elapsed year after forest fire occurrence influencing on the surface flow were analysed. The results obtained were as follows: 1. The amount of surface flow by year of occurrence of forest fire was increased 2,2 to 3,2 times as rainfall intensity was increased by 30 mm/hr, and 1.5 to 1.9 times as degree of slope was increased by $10^{\circ}$, 2, Even though ground vegetation in forest fire sites was recovered more than 80%, the amount of surface flow in initial rainfall was relatively much and it seemed that vegetation didn't play substantial roles in reducing runoff. 3, The amount of surface flow by rainfall intensity and degree of slope in accordance with elapsed years after forest fire was reduced 22,3% to 41,8% in three years after fire as compared to the first year of fire occurrence. The amount of surface flow were significantly differentiated by rainfall intensity and degree of slope in the first year of fire occurrence and the difference were gradually reduced afterwards. 4. In the analysis on influences of each factors on the amount of surface flow on forest fire sites, the amount of surface flow was significant differences in major impacts of each rainfall intensity, degree of slope and elapsed year after fire and interaction of rainfall intensity ${\times}$ degree of slope and rainfall intensity ${\times}$ elapsed year after fire, but no differences were observed in interaction of degree of slope ${\times}$ elapsed year after tire and rainfall intensity ${\times}$ degree of slope ${\times}$ elapsed year after tire. Rainfall intensity was the most affecting factor on the amount of surface flow and followed by degree of slope and elapsed year after fire.

  • Forest fires in Korea usually start in the fall and occur every year until spring. Most wildfires are human resources that combine topographical characteristics and carelessness, and failure to respond in the initial stage and lack of cleanup are spreading to large-scale wildfires. In order to prevent these wildfires, active cooperation from the public is essential. As can be seen from recent wildfires, the attention of the public is needed above all else because large-scale wildfires in Korea are occurring due to the people's negligence. If a wildfire spreads and becomes large, it causes damage to life and property, and the damage is irreversible. In this study, various methods were used to prevent forest fires and improve initial suppression ability. In order to minimize damage, the model analyzed by the 119 Special Rescue Team in Gangwon, Chungcheong and nearby forest fires was analyzed on the combustion progress and wind direction by time period. The propagation speed by the wind direction was simulated. Until now, most of the wildfires have been extinguished by firefighting, but I hope that the Forest Service will take the lead and maintain coordination with related organizations.

Improvement of Fire Resistance for Timber Framed Walls by Reinforcement of Heavy Timber Frame

  • Fire resistance of new hybrid timber framed wall systems was evaluated in this study. These wall systems are composed of two major structural parts. One part is a heavy timber frame part designed to take charge of whole vertical load using heavy timber post and beam, and the other is an infill wall structure, designed to take charge of whole horizontal load and to provide an established level of fire resistance. A basic concept of this hybrid wall is adopted from a typical furniture structure with frame. A timber post and beam frame is constructed with Japanese Larch solid timber post(180mm by 180mm) and beam(180mm by 240mm). As infill wall systems, two types of walls are applied. One is a typical light timber framed wall with solid blocking and another is a structural insulated panel wall, in which polystyrene insulation is filled between two structural panels to make single structure. For all tested walls, two layers of 12.5mm thick type-X gypsum boards are used on fire exposed side. Prior to tests for hybrid walls, only infill walls are tested without heavy timber frame. All fire resistance tests are carried out in accordance with KS F 2257, and temperatures on several points within wall structure and unexposed wall surface are measured during fire tests. It is considered that the reinforcement of heavy timber frame is significantly efficient for improving the fire resistance of timber framed walls.

A study on the use of fire hydrants as a heat wave reduction facility through hydraulic analysis of water supply network (상수관망 수리해석을 통한 폭염 저감 시설로써의 소화전 활용방안연구)

  • In this study, a study on how to use a fire hydrant as a heat wave reduction facility through hydraulic analysis of the water supply pipe network was conducted. Assuming that the fire hydrant installation point is open for heat wave reduction, the water pressure at each point was derived. And the reduction rate of the temperature according to the hydrant watering was compared with the watering area according to the operation of the watering truck. The watering area according to the opening of the fire hydrant was calculated by deriving the pressure value at the node where the fire hydrant was installed through hydraulic analysis of the water pipe network, and then using the watering radius relational expression according to the pressure value. As a result of applying the proposed methodology to two real city areas, the temperature reduction effect of the watering method by a fire hydrant can be derived lower than the watering method by a watering truck according to the difference in the absolute watering area. However, unlike a watering truck, a fire hydrant does not have a relative restriction on the amount of water supply and is expected to allows continuous divided spraying of the same area.

R&D Capability Analysis of Domestic Fire-fighting Safety and Rescue Research Program (국내 소방안전 및 구조구급 R&D 역량 분석)

  • In this study, the budget investment state of the technology classification structure in a fire-fighting and safety research development program and the capability of a fire-fighting safety research program were analyzed between 2007 and 2013 with support from the ministry of public safety. The Ministry of public safety and security's fire safety research funding has shown a gradual increasing tendency. More 80% of the budget was invested in fire safety and disaster response technologies and the fire safety and special disaster prevention response technology of R&D. From the results of analyzing the capacity of fire-fighting safety and rescue safety, it was found to have a moderate level of 3.5 on a 7 point scale basis. To develop the Ministry of Public Safety and Security's fire safety research in the future, the flexibility and reasonableness of the budget/legal/institutional framework and support should be ensured to improve the operational capability of resources. In addition, a proliferation program is necessary for the commercialization and industrialization of research results.

Study on the High Temperature Properties of Fireproof Mortar Using Various Types of Fine Aggregate (잔골재 종류에 따른 내화피복용 모르타르의 고온 성상에 관한 연구)

  • High strength concrete has a structural advantage as well as superior usability and durability, so that its application in building is being steadily augmented. However, in the high temperature like in a fire, the high strength concrete has extreme danger named explosive spalling. It is known that the major cause of explosive spalling is water vapour pressure inside concrete. General solution for preventing concrete from spalling include applying fire protection coats to concrete in order to control the rising temperature of members in case of fire. The purpose of this study is to investigate the high temperature properties of fireproof mortar using organic fiber and various types of fine aggregate for fire protection covering material. The results showed that addition of perlite and polypropylene fiber to mortar modifies its pore structure and reduces its density. This causes the internal temperature to rise. As a results, it is found that a new fireproof mortar can be used in the fire protection covering material in high strength concrete.

  • The traffic congestion is frequently occurring due to increasing demand for vehicles and development of subcenter in roads of domestic-downtown. The design of a Great depth underground double-deck tunnel planned for construction as a solution however it's mainly for a compact-car. Its low height and small section cause causalities when fire occurs. From this study, the delay system for fire smoke diffusion is developed to minimize the occurrence of casualties when fire occurs in the Great depth underground double-deck tunnel and the CFD(Computational Fluid Dynamics) is used to find the optimal installation interval and the blockage ratio to maximize the system effects. The study analyzed the shorter the installation interval of the system, the higher the smoke delay effect but the efficiency-change tends to be slight above a certain distance and the larger the blockage ratio, the higher the effect but the efficiency-difference is slight according to installation interval.
