Fire safety evaluation of the subway car's interior materials (지하철 내장재료의 재료특성에 따른 화재안전도 평가)

  • We investigated the fire characteristics of the subway electric car's interior materials and evaluated the safety of it. The testing methods are ISO 4589-2 for Limited Oxygen Index, ISO 5658-2 for surface flame spread, ISO 5660-1 for Heat Release Rate, ASTM E 662 for smoke density and BS 6852 Annex B.2 for gas toxicity. The materials of seven organization including KNR were tested. Most of the materials are under the levels of the foreign country's demand. We also reported the test methods of other countries and compared it to ours.

  • Recently the increase of natural disaster and man-made disaster, newly emerging infectious diseases and bioterrorism attack changed the world in many aspects. So the Ministry of Health and Welfare and other related agencies are trying to solve the problems with disasters. We discussed these problems in the following eleven categories. (1) emergency medicine (2) communicable disease control, (3) food safety control, (4) public facilities safety, (5) social welfare facilities safety, (6) bioterrorism control, (7) geriatric health care, (8) insurance support, (9) overseas disaster victim support, (10) national organization protection, (11) fire fighter safety in forest fire. Through the reviews on the various kinds of disaster, we proposed the disaster control measure for the near future.

Action Plan of Security Service against a Fire case in a Tall Building Event (경호행사시 초고층건물 화재 대응방안)

  • Nowadays the world is threatened because of terrors that take aim at Soft-Targets available and easy to access to the people rather than more secured Hard-Targets. The inspection department of the Presidential Security Service develops and acts a perfect safety plan wherever the President stays so that it is possible to get immediate actions for various contingencies. Some events, in which the President take part, could be held in a lower or higher store in a tall building. Additional to the routine work at this case it is to emphasize on a plan of fire precaution to check the spot and respond to a real fire situation, so that the damage could be minimized. First, the agents of the President Security Service should possess basic knowledge concerning to the fire accidents and be trained on their manuals, even in a busy events plan. An organization, whatever it is, could be improved in that it tries to develop not only the personal abilities, but also education programs of the organization continually. And enhanced abilities of the members lead to the driving force for the advance. The knowledge of fire accident should be able to adapt to the real situation. Second, related to the event, it should be cooperated with the relevant departments, so that it is possible to conduct and control the system. It is urgently required to know that the security event could not be done perfectly with only one part or department. Third, from the time of recognizing of the event it is necessary for the fire department to get an action plan with fire fighting measures, evacuation measures based of the instructions given by the Security Service. Fourth, on the knowledge of the action plan of the fire department the Security Service should inspect the safety activities of the spot and establish the practical operation plan through the fire fighting and evacuation plan. Fifth, the Security Service should share final informations and plan of fire fighting in a high-rise building with the other relevant departments. If not, it could cause a great confusion that could lead to a great damage.

  • With a purpose to set up an efficient national security system for both at war-time and peace-time, President Lee's government transferred the emergency management function from the Office of Prime Minister to Ministry of Public Administration and Security (MOPAS). As a result national emergency management system has been changed into diversified management system ; the function of comprehensive disaster control, emergency preparation to MOPAS, fire, civil defense and disaster management to NEMA and anti-terrorism to NIS, which produce another inefficiency. For this reason, this research presents desirable improvement alternatives through scrutinizing current governmental function and structure.

The Effects of Organizational Culture Types and Perceived Organizational Support on the Organizational Commitment of Firefighters (소방공무원의 조직문화 유형과 조직지원인식이 조직몰입에 미치는 영향)

  • This study aimed to assist the improvement of organizational commitment and the preparation of an action plan regarding support from the organization by examining the effects of organizational culture types and perceived organizational support on firefighters' organizational commitment. To this end, 205 fire-fighting officers from the northern area of Gyeonggi-do were surveyed using the purposive sampling method. The results demonstrated that among organizational culture types, the perception of group culture, rational culture, and organizational support held by firefighters had a significant influence on their organizational commitment. Based on these results, this study suggested various support plans at the organizational level for stimulating group culture and rational culture among firefighters, and improving organizational commitment.

A Study on the Motivation and Organizational Commitment of Fire Officials (소방공무원의 동기부여와 조직몰입간의 관계)

  • Purpose: The purpose of this study was to investigate the relationship between motivator, hygiene factor and organizational commitment of fire officials. Method: The subjects of this study were 228 fire officials in Kongju and Choengju province. Data were collected using self-reporting questionnaire during the period from 1st to 25th of February 2006. Collected data were analyzed using SPSS 12.0 program. Real number, percentage, mean and standard deviation were calculated, and t-test, ANOVA, Pearson correlation coefficient were carried out. Result: The findings of this study as follows: The motivator according to job characteristics was statistically significant differences in certificate(F=3.29, p= .002), aptitude(F=15.49, p= .000). The hygiene factors according to job characteristics was statistically significant differences in certificate(F=2.59 p= .01), aptitude(F=6.72, p= .000). The organizational commitment according to general characteristics were statistically significant differences in age(F= 2.625, p= .036), religion(F=3.869, p= .005). The organizational commitment according to job characteristics were statistically significant differences in experience(F=3.746, p= .001), aptitude(F=13.743, p= .000), wish of practice change(F=8.907, p= .000). The commitment was found to be in significant positive correlations with motivator(r= .436, p= .000) and hygiene factors(r= .336, p= .000). Conclusion: From the results, we recommend that the organization management program develops for increasing motivator in fire officials be used.

Analysis of Plant Type and Color Preference and Psychological Assessment for Gardening Activities of Firefighters

  • Background and objective: This study investigated plant type and color preference and conducted a psychological assessment for gardening activities of firefighters in a high-risk occupational group. Methods: A survey was conducted on 117 firefighters aged 39.01±9.17 in Sunchang in March 2020 to examine their preferences in plant type and color and conduct a psychological assessment of firefighters on gardening activities. Results: For plant experience and awareness, plant-related event showed the highest score, followed by plant preference tendency and plant growing experience. The level of plant gardening activities was higher among older age and higher job position. As a result of examining the quality of life according to the demographic characteristic with WHOQOL-BREF (World Health Organization Quality of Life Assessment Instrument), it was found that the quality of life was higher among the 20s-30s than 50s, firefighter position than fire lieutenant or higher, those with higher average monthly income, and the singles group than married (p < .05). The administration group showed lower scores than the fire suppression group working in the field, showing statistical significance. Most firefighters showed high preference for herbal plants among the 12 types of flowering plants, in the order of Rosmarinus officinalis>Lavandula spp.>Mentha piperita, Calendula officinalis. Pelargonium spp. was preferred the least out of the flowering plants, Lycopersicon esculentum was preferred the most out of 12 types of vegetable plants, while Angelica acutiloba was preferred the least statistical significance. For the preference of plant colors, yellow was the most preferred color, followed by white, blue, orange, red, and green, showing statistical significance. For the psychological survey responses of emotion words toward 6 plants colors, it was found that 'bright' was the emotion felt most strongly by the white, yellow, and orange groups, 'calm' and 'comfortable' by the green and blue groups, and 'fancy' by the red group. Conclusion: The effect of agro-healing programs can be increased by using mostly yellow plants when creating indoor healing gardens at the workplaces of fire officials in a high-risk occupational group, and using herbal plants and Lycopersicon esculentum in the gardens for agro-healing activities.

  • The purpose of this study is to reveal the causal relationship between core categories experienced by firefighters in the organization based on the grounded theory as a method of qualitative research. In this study, we interviewed 50 firefighter information providers who work in Seoul in 2014, 2017, and 2018, and conducted a research model that shows the causal relationship of core categories through open coding, axial coding, and selective coding. As a result, compassion experienced by information providers is revealed as a core category, and this compassion has a positive effect on positive work related identity, collective self esteem, and job performance. Therefore, the theoretical implication of this study is that it has derived a research model that shows the causal relationship between compassion and job performance based on grounded theory as a qualitative research methodology. This study will contribute to the formation of the organizational culture that enables firefighters who desperately need compassion in the fire department organization to more actively exchange compassionate actions.

  • This study sought for an improvement plan of the overall preventive activity of Korean Citizen-Corps-Active-In-Disaster(CAIND) by utilizing the fact that The fire-fighters, who are focusing on social disaster response works, are surveyed for their awareness of the vivid expertise to Korean CAIND. This group is defined as the assistant organization in law about disaster prevention which, the local residents willingly made to handle the situation of disaster occurrence. Since the characteristics of volunteer activities are also inherent, related issues are also reviewed at the same time to resolve any unclear arguments by disaster prevention activity characteristics of Korean Citizen Corps Active in Disaster. Through the results, the study provided three major suggestions for an improvement plan. The results of the study are as follows: First, the quota management system of Korean CAIND that considers the characteristics of rural areas should be actively supplemented. Second, the current reward system for Korean CAIND activities at large disaster sites should be surely improved. Third, the current education and training system of Korean CAIND to satisfy regional conditions should be newly established. The results of this study are largely expected to be utilized as a basic data to develop Korean CAIND in the future.
