일본의 다중채무자문제 및 채무자상담에 관한 연구 :채무자상담기관의 상담자 면접조사를 포함하여 (A Study on Issues of Heavy Debtors and Credit Counseling in Japan : Including the Interview of Counselors in the Credit Counseling Service)

  • This study is a qualitative analysis aimed at facilitating a plan of social support for heavy debtors. for this purpose, the status of issues related to heavy debtors in Japan is considered, and more is revealed about the status of operation for non-profit organizations and groups of heavy debtor victims as counseling agencies for heavy debtors. In addition, through interviews conducted with the counselors of these organizations, a survey has been made on whether the credit counseling provides particular functions for and increases the satisfaction of debtors. The root of Japan's large number of heavy debtors lay in that country's excessive growth of consumer financing, the increase of its use, the structural problems on the lending system of consumer financing and legal insufficiency, to name of few fundamental problems. The interviews on debtor counseling in private organizations revealed that the debtors being counseled showed a great change, due primarily to group counseling and activities, in such aspects as psychological stability, learning and understanding about heavy debts and willingness to take action for solving their own problems. In addition, regarding the aspects of time and cost, specialty, mutual exchange of experienced persons, psychological care and educational functions, the importance of the debtor counseling group's role has been established. To improve the problems of heavy debtors in Korea, there is a need to promote the importance of debtor counseling increase the interest and support of the administration, create a sense of solidarity among related organizations and promote public education on consumer credit. The support of the consumer credit industry and the development of human resources are also badly needed.

  • 한국만화영상진흥원은 2009년 새롭게 개관하면서 한국만화산업진흥과 한국만화문화진흥의 두 축을 <비즈니스센터>와 <뮤지엄 만화규장각>이라는 사업영역의 두 축으로 구분하는 동시에 두 건물로 분리했다. 사업의 성격상 당분간은 비즈니스센터에서 사업운영수익을 올리기는 쉽지 않으므로, 뮤지엄 만화규장각의 역할이 그만큼 중요하다. 전시, 도서열람 및 연구, 다양한 문화행위를 포괄하고 있다는 측면에서 멀티만화문화공간이라고 규정할 수 있는 이 공간의 운영계획을 세우는 것은 진흥원 전체에 있어서 필수불가결한 일이다. 본 논문에서 비록 세부적인 부분들까지 모두 언급할 수는 없다손 치더라도, 가장 주요한 요소라고 볼 수 있는 설립취지와 목적에 따른 조직과 인력구성에 대한 문제를 먼저 제기하고 차례로 운영수익의 문제-사업운영수익 및 재원확보-에 대해 접근하려고 한다.

  • In the past, station-area development projects were proceeded for modernizing the station facilities and improving the customer's convenience facilities by attracting private financing. But the site of station-are a development has a limitation that limits of benefits comparing with initial cost and absence of collateral by constructed the national property. For the advancing business value, merchandising facilities were adopted. There were many problems like coming the loss of city development opportunities. Now, station-area developments are considered the station and city plan. so, they are rapidly rised up the life in the station, need of making cultural space, improvement efficiency, combination and connectivity of transportation system and need of journey to Work Distance. Accordingly, this study suggests the station-area development projects by analysis of market conditions and forecast about housing and office that meets the trend of station-area development and secures feasible business value.

한.미 FTA 체결과 경기도의 수출경쟁력에 관한 연구 (A Study on the relationship between Koera-US FTA and Export Competitiveness in Gyeonggi Province)

  • This study investigated and analyzed the export competitiveness of Gyeonggi-Do and the effect of Korea-US FTA on its export competitiveness. By reviewing the current status of trade structure and implementing trade specialization index(TSI) of export commodities of Gyeonggi-Do, the investigation has listed the specific export commodities with competitiveness for increasing the volume of its export in the United States, in the short, mid and long run perspectives. From the findings in this study, it suggests specific trade and commercial policies to Korea-US FTA including implementing commodity-oriented export supporting system, strategic marketing method, economic-free-zone plan, R&D investment, export financing and regional economic cooperation.

재개발 사업 활성화를 위한 도시·주거환경정비기금 활용성 제고방안 -부산광역시를 중심으로- (A study on methods to enhance utilization of the Urban & Residence Environment Improvement Fund for redevelopment project -In Busan Metropolitan City-)

  • 부산시의 재개발사업 시행에 있어서 초기 자금조달의 어려움과 비리로 인해 사업이 지연되고 있다. 이러한 자금조달과 비리 근절을 위해서 도시주거환경정비기금을 조성하여 운용하고 있으나, 지원 기준이 포괄적이고 운용체계 미흡으로 실질적인 지원이 이루어지지 못하고 있다. 또한 지방세법 개정으로 정비기금의 주요 재원인 도시계획세의 감소로 인해 추가적인 재원확보에도 어려움이 있다. 이에 정비기금의 제도적 문제점을 파악하여 개선방안을 도출함으로서, 부산시에서 지연되는 재개발사업의 활성화를 도모하고자 한다. 제도적 개선방안으로 정비기금의 추가 확보를 위한 지방세에 속한 도시계획세를 일부 광역시세로 전환하는 방안과 광역시세의 보통세를 일부 정비기금으로 전환하는 방안이 필요하다. 그리고 운영에 있어서 지원확대 및 기금의 실질적 지원 방안과 정비기금의 체계적 운영을 위한 '도시 주거환경정비기금 설치 및 운영 조례'의 제정, 정비기금운영계획의 수립이 되어야 한다.

실손형 민간의료보험의 도입이 국민건강보험 재정에 미치는 영향 (Impact of Complementary Private Health Insurance on Public Health Spending in Korea)

  • Limited coverage for health care services of National Health Insurance(NHI) in Korea has been ongoing policy issue but additional NHI financing through raising contribution or taxes in order to improve coverage faces substantial obstacles. Private health insurance(PHI) is often considered as an alternative financing source to improve coverage. Recent reform that attempted to stretch the role of PHI allowed life insurance companies to provide complementary PHI, indemnity plan which will pay for uncovered services by NHI and out-of-pocket spending for covered services. Although complementary PHI may relieve financial burden of patients, it may significantly raise NHI spending as well as total health expenditure since little out-of-pocket spending may increase utilization of health care. So far, there has not been enough discussion about concerns of potential adverse effect resulting from extended role of PHI. This study investigated potential increase of NHI spending followed by extension of complementary PHI through sensitivity analysis. The amount of NHI spending for services that would be covered by complementary PHI was calculated using 2005 NHI statistics and expected complementary PHI enrollment rate by age and sex. Expected utilization increases were obtained based on price elasticities$(-0.2{\sim}-0.5)$ from previous studies and expected coverage rate$(50{\sim}80%)$ of complementary PHI and then converted to monetary figures. Because coverage rate of complementary PHI has not been determined yet, we employed the sensitivity analysis using coverage rate of $50{\sim}80%$. Findings demonstrate that additional spending for health care services is expected to be $426{\sim}1,702$ billion won, corresponding amount payed by NHI $298{\sim}1,192$ billion won. In conclusion, since complementary PHI may raise NHI spending significantly, there should be an agreement whether this additional cost would be accountable and acceptable in our society. Potential inefficiency resulting from extended role of complementary PHI should be considered since public and private financing do not operate in isolation and there should be more discussion on proper role of PHI in Korea.

국립대학 재정.회계시스템 운영 실태에 관한 연구 (A Study on the Operating Status of National University Financial and Accounting System)

  • 국립대학 재정.회계법 제정 추진에 따라 국립대학은 발생주의.복식부기를 반영한 새로운 학교회계제도를 도입할 예정이며, 제도의 안정적 시행을 위해 새로운 학교회계제도에 따라 일괄적으로 처리할 수 있는 국립대학 재정.회계시스템 구축이 필요하다. 따라서 본 연구에서는 "국립대학 재정.회계법" 법안의 국회통과에 대비하여 기존 국립대학의 재정.회계시스템 운영 실태를 조사하여 문제점을 도출하고, 이를 근거로 국립대학 재정.회계시스템 구축 방안을 제언하였다. 본 연구 결과를 통해 제시된 제언들이 교육과학기술부, 국립대학에서 대학 재정의 투명성 제고와 신속한 경영정보를 제공하는 국립대학 재정.회계시스템 구축 사업의 기초 자료로 활용되기를 기대한다.

임대주택 자산유동화 사례평가 및 구조개선사항 연구 (A Study on the Evaluation and Improvement of Rental Housing Asset Securitization in Korea: Case Study on Korea Land and Housing Corporation)

  • 본 연구의 목적은 현행 임대주택 ABS방식을 평가하고 한계를 개선하는 방향으로 ABS 구조의 재설계를 위한 개선방안을 제시하는 것이다. 따라서 기존 공공임대주택 ABS사례에 대한 평가를 크게 세 가지로 요약하면 다음과 같다. 부외금융효과 측면에서 볼 때, 감독당국의 현행 회계처리지침상 분양전환대금 등 장래채권의 유동화에서는 부외금융효과를 누리고 있지 못하다. 더욱이 국제회계기준(IFRS)이 도입되면서 LH가 SPC를 '사실상 지배'하는 구조를 벗어나지 않는 한 장래채권을 기초자산으로 하는 임대주택 ABS는 더 이상 부외금융효과를 기대하기 힘들다. 금융비용 측면에서 볼 때, 유동화 대상자산을 부외처리하지 않아 ABS가 LH의 신용도와 연결되어 있으면서도 LH 일반채권보다 ABS에 금리가 가산되는 것은 매우 비합리적인 현상이다. 한편 유동성 개선효과 측면에서 볼 때, 자산보유자인 LH가 심각한 유동성위기에 처한 상황에서 ABS가 자금조달 다각화 수단으로 역할을 한 것은 인정된다. 이상의 평가결과를 바탕으로 임대주택 자산유동화 개선방안은 크게 두 가지로 요약할 수 있다. 첫째, 부외금융효과를 제고하는 것이다. 이를 위하여 현재채권인 임대료 ABS의 회계처리방식을 변경하여 임대료에 해당하는 양도가액 만큼을 임대주택 자산가액에서 차감하는 방식을 제안한다. 둘째, 구조화 비용 및 금리를 절감하는 것이다. 이를 위하여 임대주택 ABS의 포괄 유동화 구조가 가능하도록 자산유동화법 개정을 통해 단일 SPC에 의한 복수의 유동화계획 수행이 가능하도록 하는 방안, LH법 개정을 통하여 자기신탁구조를 허용하는 방안, 임대주택 유동화에 대해서도 법제화 CB의 근거를 마련하는 방안을 제안한다.

농촌의료보험의 당면과제와 개선방향 (Reforming the Rural Health Insurance Programs in Korea)

  • Despite its universal coverage of health insurance, the rural health insurance program(RHIP) stands at the crossroads in Korea. The RHIP has weaknesses in stability of financing, problems of inequities in the provision of health services and has suffered from high cost of running the program. The author has analyzed these problems from the perspective of health insurance policy and presented several options for improvement. First of all, this study urged the importance of a firm Governmental commitment of RHIP with the 50% subsidization of contributions as the Government had promised, instead of the current 40%. This can be justified from the 20% subsidization by the Government for the contributions of private school teachers and their dependents, who belong to richer segments of the population. Second, various cost containment measures ought to be sought curbing the rising demand for medical through strengthening health education and increasing individual responsibility, and tightening the claim review process. Third, this study requires the Government to run a demonstration project on the introduction of case payment system for primary health care. Fourth introducing an income-related cost sharing scheme is another possibility. Reforming the cost sharing formula for large medical expenditures is recommendable for a beginning. This measure can take the form of tax credit for medical expenditures of the poor. Fifth, the degree of financial adjustment among health insurance plans should be levelled up for enhancing stability of RHIP and social solidarity. Sixth, health policy should be redirected toward development of rural health resources and higher priority should be put on relieving difficulties in access to care. Seventh. the insurance plan owned-hospital needs to be developed or provision of health services in the medically underserved areas, and the need of such facilities is particularly acute for geriatric care, rehabilitation and renal dialysis, etc. Eighth, more generous insurance benefits are required of the elderly who are suffering the most : elimination of the maximum 180 days of benefit period and provision of glasses and artificial dentures, etc. Ninth. the economies of scale principle is working for the operating expenses of regional self-employed insurance plan. Thus, measures should be instituted to pursue an optimum size of health insurance plans. Lastly, excessive dependence on exclusion items is an evil so that some radical remedies are urgently required to cut them.

신재생에너지 자원지도의 비즈니스 모델 개발 (Business Model of Renewable Energy Resource Map)

  • Geographic information system (GIS) based renewable energy resource map including potential analysis can play a crucial role not only to develop the national plan for renewable energy deployment but also to make strategic investment decision in the private sector. Korea Institute of Energy Research (KIER) has been developing domestic maps about several resources such as solar, wind, hydro, biomass, and geothermal, as well as conducting research on methodologies for potential analysis. Furthermore, the institute is trying to transfer related technologies and know-how to foreign countries, recently. In this context, the main purpose of this study is to introduce the business model of renewable energy resource map. From the value chain analysis, we focus on the government-side market in foreign countries, such as the development of the national level renewable energy resource map and the support of the national renewable energy plan. For about 180 countries, we segment the customers according to the consideration of economic capacity, renewable energy resource capacity, existence of renewable resource map, current portion of renewable energy facility capacity, and renewable energy policies, and we conclude that the target customers are non-Organization for Economic Co-operation and Development (non-OECD) countries or some OECD countries, their per capita GDP are under the average among OECD countries, that do not have renewable resource map yet. We segment the target customers into four groups, and suggest different strategies for market positioning and financing strategy based on Strengths, Weaknesses, Opportunities, Threats (SWOT) analysis. This study can help to develop the business strategy about the development of renewable energy resource map in foreign countries.
