An Analysis of the Relationship among the Hospital Standardization Survey Score, Efficiency, and Profitability in Acute Care Hospitals (병원표준화심사결과와 병원의 생산성 및 수익성간의 관계분석)

  • The price of the hospitals' services is regulated by the governmental health insurance reimbursement schedule in Korea. On the other hand, the emphasis on the quality of care of hospitals service is ever increasing. Under the environment, hospitals have to understand the effects of the activities to improve quality of care on efficiency and on financial performance so that they develop a management strategy that allows quality of care, operational efficiency, and financial achievement simultaneously. This study investigates the relationship among the concepts. The sample for the study includes 23 hospitals that have more than 300 beds. The concept of quality of care is measured by the score reported by the Hospital Standardization Survey (HSS) instituted by Korean Hospital Association. Efficiency is measured by the ratio of number of employee to the number of patients served. Financial performance is measured by the financial ratios indicating the profitability of a hospital. An analysis is performed using the multiple regression. The results show significant positive relationships between the HSS score and efficiency indicators, md between the HSS score and profit measures. However, the significant positive relationship between the HSS score and profit measures disappeared when efficiency indicators were introduced to the model. This study concludes that the structural quality of a hospital has a positive effect on efficiency of the hospital and that the structural qualify indirectly affects the financial performance of a hospital through the improvement of efficiency. Based on the findings, the implications on hospital management and health policy are discussed.

A Descriptive Study of IT Outsourcing Risk Factors in the Korean Financial Industry (국내 금융업 IT 아웃소싱 수행의사에 영향을 미치는 위험요인에 관한 연구)

  • The Outsourcing Industry has grown at a swift pace and evolved over time, and the Global IT Outsourcing market has shown signs of a steady growth. In the Korean financial industry, however, IT Outsourcing is not active as that of the advanced countries and there is lack of literature to understand the characteristics of IT Outsourcing in the financial industry. This paper, therefore, analyze the outcomes surveying 40 financial companies in Korea to investigate how IT Outsourcing risk factors affects IT Outsourcing intention. Based on our literature reviews based on number of key articles, journals, and the focus group interviews, IT Outsourcing risk factors are proposed into four different domains: Transaction, Client, Vendor and Environmental perspective. It found that two risk factors (Client and Environmental perspective) are closely related to the IT Outsourcing intention of the Korean financial industry. Finally, this paper concludes that concrete SLAs (Service Level Agreements) of the clients and support of government agencies are important to mitigate the IT Outsourcing risks.

Fiscal Policy Effectiveness Assessment Based on Cluster Analysis of Regions

  • The efficiency of the regional fiscal policy implementation is based on the achievement of target criteria in the formation and distribution of own financial resources of local budgets, reducing their deficit and reducing dependence on transfers. It is also relevant to compare the development of financial autonomy of regions in the course of decentralisation of fiscal relations. The study consists in the cluster analysis of the effectiveness of fiscal policy implementation in the context of 24 regions and the capital city of Kyiv (except for temporarily occupied territories) under conditions of fiscal decentralisation. Clustering of the regions of Ukraine by 18 indicators of fiscal policy implementation efficiency was carried out using Ward's minimum variance method and k-means clustering algorithm. As a result, the regions of Ukraine are grouped into 5 homogeneous clusters. For each cluster measures were developed to increase own revenues and minimize dependence on official transfers to increase the level of financial autonomy of the regions. It has been proved that clustering algorithms are an effective tool in assessing the effectiveness of fiscal policy implementation at the regional level and stimulating further expansion of financial decentralisation of regions.

Impact of Accounting Conservatism on Cash Dividend and Financial Reporting Quality: A Study of Jordanian Public Companies

  • This study seeks to ascertain whether publicly listed Jordanian corporations (listed on the Amman Stock Exchange (ASE)) exhibit accounting conservatism and whether such companies distribute dividends to stockholders. Furthermore, this study delves into the implications of accounting conservatism on dividend policy in the context of the quality of financial statements of publicly listed Jordanian companies listed on the ASE. To accomplish the aims of this study, the Quality of financial reporting is treated as a moderator for the relationship between accounting conservatism and dividend distribution. Hence, a panel data approach was utilized, which encompasses cross-sectional data for 95 industrial and service establishments for the period (2013-2017). The study found that accounting conservatism has a negative impact on dividends and that there is no difference in the impact of accounting conservatism on dividends based on the quality of financial reports. The study concluded with a number of recommendations, the most salient of which is the need for companies to enhance their concentration on accounting conservatism and adopt a suitable policy for dividends. Thus, this research provides an insights into the financial practices of Jordanian publicly listed corporations and highlights the need for a more informed decision-making process concerning dividends and accounting practices.

  • Understanding characteristics of Internet businesses from a cross-cultural perspective could offer valuable insights on developing business strategies and policies. This work is concerned with revealing divergence and convergence of Internet businesses in their financial performance, given organizational conditions and cultural context. For this, we studied the association between static organizational attributes (core activity, origination, firm age, and industry type) and a firms financial performance (gross revenue and net income). Relevant data was gathered from representative Internet firms in Korea and U.S. Data analysis indicated that, besides industry type, overall connection between selected organizational variables and financial performance was weak. Cross-national comparison showed that Korean firms financial performance was comparable to U.S firms during the period of economic turbulence. A noticeable difference was that Korean Internet firms and their business models were more service-oriented than U.S. counterparts.

  • The majority of financial and general business organizations have had individual damage from hacking, worms, viruses, cyber attacks, internet fraud, technology and information leaks due to criminal damage. Therefore privacy has become an important issue in the community. This paper examines various elements of the information security management system and discuss about Information Security Management System Models by using the analysis of the financial statue and its level of information security assessment. These analyses were based on the Information Security Management System (ISMS) of Korea Information Security Agency, British's ISO27001, GMITS, ISO/IEC 17799/2005, and COBIT's information security architecture. This model will allow users to manage and secure information safely. Therefore, it is recommended for companies to use the security management plan to improve the companies' financial and information security and to prevent from any risk of exposing the companies' information.

  • The purpose of this research is to analyse the cause and effect relations among management strategies, performance assessment and management performance in the hotel industry. The research result is as follows. A management strategy of the hotel industry has influence directly on a performance assessment through the non-financial factor, the financial factor and the study evaluation factor. And a financial performance assessment and a non-financial performance assessment have influence directly on the management performance. Total effects on a management performance of the hotel industry were 0.769 in a management strategies and 1.755 in a performance assessment. In comparison in the direct effects, the management strategies do not influence the management performance directly, and management performance is revealed through a performance assessment.

  • Recently, Certificate has been loosed 100 times in a four years as Phising or hacking. The service that use certificate in financial services occurs practical and secure issues. Therefore, the Korea government abolished the mandatory system used in the certificate service. However, they did not provide a replacing method for a certificate. And is not to fill the gaps of the certificate with one time password or secure card. Therefore this paper is propose the alternative method with total authentication service, that is lead the more secure electronic commercial.

Effect of Consulting on Microcredit Repayment in Korea

  • This study examines the effect of a one-on-one outsourced pre-lending consulting service on the repayment behavior of microcredit borrowers in Korea with administrative data from the Smile Microcredit Bank. A random change in the cut-off loan amount for mandatory consulting is utilized as an identification strategy. This three-day pre-lending business consulting service is effective in encouraging repayment behavior of existing businesses but it has no significant effect on start-up loans. The effectiveness of the consulting service in deterring delinquency with regard to existing loans is greater among male borrowers than among females.

  • This study is to investigate the problems of procurement circumstance of the current fire service funds and to suggest the alternatives for procuring the fire service funds for dealing with increasing demand on the fire service in the local autonomous era. The results are as the followings. First, most fire service officers see the procurement circumstances as premature stage and perceive the necessity of the improvement of this condition. In particular, the officers at the fire center recognize this problem as an urgent question than the officers at the front fire branches. In addition, as for the alternatives of the procurement of fire service funds, both groups prefer the long term plan to the short term plan, and show positive responses to the National Emergency Management Agency and central government as the entity to raise fire funds. As for the alternatives to improve financial system, both groups show the most positive responses on the way to increase the current common facilities tax. As for the specific procurement alternatives of fire funds, both groups agree the alternative to increase common facilities tax mostly, and to the next they agree the alternative to insecure fire funds by restructuring current financial system and by establishing fire service hospital and fire equipment maintenance center.
