Study on Vietnam's 'Socialization' Cultural Policy as Reform Policy (사회주의 개혁개방 정책으로서 베트남의 '사회화' 문화정책 연구)

  • The purpose of this study is to analyse the complexity of Vietnam's cultural policy in the socio-economic context of socialism-oriented reform with a focus on the case of 'socialization'(xa hoi hoa) cultural policy. The Vietnamese socialization policy has been adopted to mobilise resources and participation from 'the whole society' in order to promote the development of culture and arts. Although there remains the discourse of its definition, the socialization policy has showed its achievements in mobilizing financial resources, privatization, enhancing decentralization, and revitalizing the private investment, and thus help improve cultural services in both quantity and quality. The socialization policy illuminates the leadership of the state, yet gradually improved in promoting and practicing cultural policy. This study is expected to enhance understanding of Vietnam's cultural policy after reform to the Korean scholars, therefore it contributes to boosting the cooperation and cultural exchange between Vietnam and Korea.

  • In recent years Korea fisheries have been much more influenced than ever before by domestic and foreign environmental changes such as market liberalization, sustainability, efficiency and effectiveness of domestic fisheries, fisher's welfare etc. Under the wide range of environmental changes, government is carrying out various fisheries policies. However, it seems insufficient to accomplish policy goals under the existing policy instruments. The main focus of the paper is to investigate structural changes and policy directions of fisheries finance in Korea after asian economic crisis. The results of the study are as follows; Fisheries sector in whole economy has been lowering in its proportion. To survive in emerging global competition, fisheries sector is needed structural reformation. In particular the strategy that increases operative efficiency and effectiveness on government financial policy in fisheries sector is much expected. Also, it is necessary to minimize costs, to reform institution and management for increasing efficiency and effectiveness.

What lessons can China learn from the Japanese prolonged financial slump?

  • China has been experiencing high economic growth along with massive change in its industrial structure. How will the industrial structure change affect the Chinese economy? Similar changes were observed by Japan, when the Japanese banking system fell into a structural failure in terms of the inability to respond to the paradigm shift from "catching up" to "frontier economy." This paper is undertaken to highlight the lessons that China can learn from Japan's prolonged financial slump. We point out that big cities in China have already shifted to frontier economy and major provinces are on the same trend. We argue that in spite of economic reform reshaping the Chinese banking system, the financing pattern of state owned commercial banks (SOCB) is not in line with the industrial change. The Chinese banking system should be overhauled or transformed to respond to the increasing uncertainty along with the paradigm shift. Otherwise, China may fall into the same dilemma that Japan had faced in its industrial structure change.

  • It is required to have Personal Information Agreement when a financial company uses personal information by the Law of Privacy. So, financial companies have to demand customers the submission of Personal Information Agreement. Thus, financial companies have made Personal Information Agreement in various formats for customers. However, financial companies are lack of a verification process, the cases of collecting invalid Agreement often occurred. This study focuses on the verification process of Personal Information Agreement and the contents of Personal Information Agreement. In conclusion, this study proposes an improved model that added to the process of verification for the concept of Agreement. Based on this study, I hope financial companies to reform their agreement process and to improve the effectiveness on the implementation of Personal Information Utilization Agreement.

  • The EU, the United Kingdom and South Korea are actively pursuing open banking to open financial information to fintech companies for financial structure reform and convenience of financial consumers. As open banking is gradually activated, the importance of stability and protecting users of open banking will increase. In particular, Korea has an electronic financial transaction law that has been in effect since 2007 to secure the stability and reliability of electronic financial transactions, but it is difficult to apply to participating organizations in open banking, so there is a risk of preventing security accidents and weakening user protection in open banking. Therefore, this paper examines the foreign legal system of open banking and analyzes the structure and characteristics of domestic open banking and suggests the ways to improve regulations necessary to strengthen open banking stability and user protection.

  • Feasibility study on large scale projects like an investment on infrastructure development is very important because it provides fundamental data which determine the total investment size and duration. However, previous feasibility studies have a few problems of ambiguous estimation standards, unsystematical estimation methods, and so on. Accordingly, this study intends to regulate tile problems on economic feasibility as well as financial feasibility study which have been considered more critical in recent time, subsequently presents a reform measure. Also, this study identifies predictable risks during the feasibility study, presents a scheme which lets investor and owner control the risk themselves through a process which uses theoretical and political management plans.

  • The carriage of the Parcel by vail has declined sharply in recent decade due to the advent of parcel service by truck in the early 1990s. As a result, rail stations Providing the parcel services have decreased from 421 stations in the year 1973, to only 90 stations in 2005. From the financial perspective, the Parcel consignment expenses has surpassed the revenue, recording 5.2 billion Won of yearly deficit from the year 1999 to 2003. The shift in the train operators' affiliation from a governmental department to a government-funded organization arose due to the vail reform in January 1, 2005, and the train operators have sought to abolish the parcel services to minimize the deficit. In this research. we investigated the problems of rail parcel services, their competitiveness compared to the road parcel services, and their revitalization Possibilities. Finally. we have proposed plans for the abolishment of the rail parcel services, and assessed the possible outcome or this abolishment.

The study of U.K.'s FSMA on the insolvency of financial institutions and implications in South Korea (금융기관 정리절차와 관련된 법률적 고찰과 시사점: 영국 FSMA와 국내 관계법률을 중심으로)

  • After studying FSMA 24, We found that the insolvency rule of financial institutions in FSMA consists of eight provisions: 1) voluntary arrangement, 2) administration order, 3) receiverships, 4) voluntary winding up, 5) winding up by the court, 6) bankruptcy, 7) provisions against debt avoidance, and 8) supplemental provisions in insurance cases. Insolvency provisions in FSMA explain powers and accountabilities of FSA in relation to these insolvency proceedings. Although there are some differences in proceedings, provisions entitle FSA the same status as creditors to petition the court, with a right to participate in related meetings and to be notified of any matters involving insolvency proceedings. The differences and implications between U.K.'s FSMA and Korean regulations are related to the insolvency rule of financial institutions. First, in FSMA, FSA has a comprehensive power to manage insolvency proceedings of financial institutions in a centralized way. However, Korean regulations have special laws to regulate insolvency in a decentralized way. The offices executing those laws are the Financial Services Committee, the Financial Supervisory Service, and the Financial Deposit Insurance Corporation. This characteristic results from an accelerated legislation procedures related to financial reform in 1997 Korean financial crisis. Second, FSA contains special provisions on continuation of contracts of long-term insurance considering the characteristics of insurance industry related to insolvency of financial institution. However, Korean insolvency rules applied to financial institutions do not consider industrial differences and the characteristics of financial contracts, so need to be supplemented in the future.

Benefit-Cost Analysis and Sustainability of National Pension (국민연금의 수급부담구조분석과 지속가능성)

  • The National Pension of Korea is a public social security system designed to alleviate social risks and poverty that has had a major impact on the quality of life for the aging population. However, a rapidly aging population and low fertility threaten the sustainability of national pension in Korea. The National Pension Research Institute publishes a nancial projection every ve years; consequently, the government has lowered the entitlements for the sustainability of national pension based on the projection results. The current reform of the pension system that arbitrarily reduces the entitlements might detract from the income security role of the national pension for pensioners without accounting for the highest elderly poverty rate in the OECD countries. We first discuss methods for the financial projection of the national pension in terms of population, subscribers, and pensioner projections in order to estimate the pension reserve fund and the financial depletion year. We also conduct a sensitivity analysis for population variables, institutional variables, and economic variables based on pension reserves and the financial depletion year. We evaluate intergenerational fairness between the income hierarchy by conducting a money's worth analysis. Finally, we investigate the possibility of the sustainability of national pension by adjusting pension contributions and entitlements (income replacement rate). A new dependency ratio shows that a simple reform of the national pension does not secure the sustainability of the national pension without adapting a pay-as-you-go system.

The Achievements and limitations of the U. S. Welfare Reform (미국 복지개혁의 성과와 한계)

  • This study examines the socio-economic impacts of recent welfare reform in the United States. Based on the neo-conservative critique to the traditional public assistance system for low-income families, the 1996 welfare reform has given greater emphases on reducing welfare dependency and increasing work effort and self-sufficiency among welfare recipients. In particular, the welfare reform legislation instituted 60-month lifetime limits on cash assistance, expanded mandatory work requirements, and placed financial penalties for noncompliance. With the well-timed economic boom in the second half of the 1990s, the welfare reform seems to achieve considerable progress; welfare caseload has declined sharply to reach less than 50% of its 1994 peak, single mothers' labor force participation has increased substantially, and child poverty has decreased. In spite of these good signals, the welfare reform also has several potential problems. Many welfare leavers participate in the labor market, but not all (or most) of them. The economic well being of working welfare leavers did not increased significantly, because earnings increase was canceled out by parallel decrease in welfare benefits. Furthermore, most of working welfare leavers are employed in jobs with poor employment stability and low wages, making them highly vulnerable to frequent layoff, long-time joblessness, persistent poverty, and welfare recidivism. Another serious problem of the welfare reform is that a substantial number of welfare recipients are faced with extreme difficulties in finding jobs, because they have severe barriers to employment. The new welfare system with 5-year time limit can severely threaten the livelihoods of these people. The welfare reform presupposes that welfare recipients can achieve self-reliance by increasing their labor market activities. However, empirical evidences suggest that many people are unable to respond to the new, work-oriented welfare strategy. It may be a very difficult task to achieve both objectives of the welfare reform((1) providing adequate income security for low-income families and (2) promoting self-sufficiency) at the same time, because sometimes they are conflicting each other. With this in mind, a possible solution can be to distinguish welfare recipients into "(Very)-Hard-to-Employ" group and "(Relatively)-Ready-to-Work" group, based on elaborate examinations of a wide range of personal conditions. For the former group, the primary objective of welfare policies should be the first one(providing income security). For the "Ready-to-Work" group, follow-up services to promote job retention and advancement, as well as skill-training and job-search services, are very important. The U. S. experiences of the welfare reform provide some useful implications for newly developing Korean public assistance policies for the able-bodied low-income population.
