Bank's Management Performance and IT as a Strategic Tool for Retail and Super-Banking (소매금융 및 대형화 전략 도구로서의 정보기술과 은행의 경영성과)

  • This study examines whether expenditures in information technology (IT) are associated with increases in Tobin's q ratios, a measure of management performance, in the banking industry. The association between IT expenditures and Tobin's q ratios is different, depending upon the banks' size (national vs regional) and strategic orientation (wholesale vs retail), in the Korean commercial banks for the period studied 1990-1996, For national commercial banks which have more clients and electronic banking systems than regional banks, IT expenditures appear to increase Tobin's q ratios. This may indicate that IT is linked to the ability to achieve economies of scale or network effects when large banks use IT as a strategic tool. The association between IT expenditures and management performance measures is also positive and statistically significant for retail-oriented banks. This research makes two important practical contributions with respect to financial reform. First, the evidence suggested that Korean commercial banks need to apply IT strategy in conjunction with restructuring strategy to be a super-bank and, hence, reap substantial competitive advantage from IT applications. Second, since the government recently encouraged commercial banks to increase credit loans as a means of financial reform, most banks tend to focus on retail banking. IT used in the retail banking sector contributes to improve management performance as the evidence suggested.

Nexus between Financial Development and Economic Growth: Evidence from Sri Lanka

  • This paper examines the long-run relationship between financial development and economic growth. The effective function of financial development is crucial to promote the economic development of the country. To achieve the objective, this study used Gross Domestic Product as a dependent variable and Credit to The Private Sector, Ratio of the Gross Fixed Capital Formation to GDP, Trade, Consumer Price Index and Labour Force as an independent variable. Augmented Dickey-Fuller test statistic (ADF) to check the stationary. Bounds test for cointegration and Auto-Regressive Distributed Lag Models (ARDL) are used to check cointegrating relationship amongst the variables and causality between financial development and economic growth. Moreover, the Model selection method is Akaike Info Criterion (AIC). This result demonstrates that the labor force and trade hold a significantly negative relationship with economic growth. Nevertheless, inflation, Credit to The Private Sector, and Ratio of the Gross Fixed Capital Formation to GDP show a significantly positive relationship with economic growth. Therefore, there is a statistically significant relationship between Financial Development and Economic growth in Sri Lanka and the Sri Lankan government should reform its trade policies.

Changes in North Korea's Financial System During the Kim Jong-un Era - Based on North Korean Literature (김정은 시대 북한의 금융제도 변화 - 북한 문헌 분석을 중심으로 -)

  • This paper analyzes the changes in financial reform during the Kim Jong-un era based on North Korean literature. We find that North Korea has systematically and functionally separated the central bank from commercial banks since the Kim Jong-un era began. In addition, enterprises have been allowed to withdraw cash from bank accounts and make inter-enterprise cash payments. In other words, nowadays non-cash currencies with passive money can partially serve as active money with purchasing power. With the systematic and functional separation of the central bank and the commercial bank, the issuance of the central bank changed to a money supply method through the commercial bank, and changes in the currency distribution structure have allowed commercial bank's credit creation function to be implemented. This means that the banking system and the monetary·payment system of the socialist planned economy are changing in the way of the market economy. Reforms in the financial sector are believed to have been necessary to support changes in the economic system and to restore the function of the public financial sector. These changes have progressed in terms of the level of reform, but they are still considered similar to the period of the former Soviet Union's Perestroika or to the early period of China's reform and opening. Although North Korea's financial reform is superior in terms of enacting the banking law, it is insufficient in terms of realizing the functions of commercial banks. In addition, it is assessed that institutional constraints such as maintaining a planned economy, and the lack of confidence in public finances limit the effectiveness and development of the financial system. It should be noted that these results are based on literature published in North Korea. In other words, there is a limit in the fact that such recent changes have been carried out on a trial basis in some areas, or have been carried out in a full-scale manner with a blueprint, since Kim Jong-un's inauguration.

The Merge of the National Medical Insurance System and the Financial Analysis of the Medical Insurance Program for the Self-employeds (의료보험 통합과 지역의료보험의 재정분석)

  • In Korea, the institutional reform for the national medical insurance system is in process. Eventually, three kinds of the national medical insurance system, i.e., medical insurance program for the industrial workers, the govemment employees and the private school teachers, and the self-employeds, would be merged into an unifed system. In this study, I analyzed the annual trends of the finance in the medical insurance system in Korea, in which I found the financial instability especially in the medical insurance program for the self-employeds. The regression analysis was carried out to forecast the accumulated reserve at the end of this year for the medical insurance program for the self-employeds. I also analyzed the economic effect of the merge of the medical insurance program for the self-employeds by using the case of Japan and Korea. I found that the medical insurance for the self-employeds is expected to have financial deficit at the end of the year 1998 after the merge. In onclusion, it seems to be quite difficult to solve the financial instability in the medical insurance program for the self-employeds after it would be merged. That means that there would be a lot of problems on the way to the merge.

  • The aim of this paper is to analyze the changes in the travel pattern of public transit users, service satisfaction before and after public transportation system reform in Daegu. For this purpose, we conducted a survey of people on public transit users and the results of study are as follows : First, it was found that transfer trip had increased, especially concerning the changes of travel pattern from bus trip to the transfer trip between the bus and subway. Because it makes a financial sense to transfer based on free charge transfer system. Secondly, the transfer satisfaction was improved for public transit users, but they are still reluctant to use transfer system.

  • Japanese national health expenditure was 8.0% of GDP in 2004, and it was lower than average of OECD countries. But it has increased rapidly in recent years. Japan has relatively many acute care beds and high-price medical equipments, and the average length of stay is long. Japanese government is trying healthcare reform to contain healthcare expenditure, increase the efficiency of management and improve the quality of healthcare. As healthcare policies for hospitals such as DPC (Diagnosis Procedure Combination) for acute care beds, reduction of long-term care beds, and functional differentiation and liaison among healthcare institutions are implemented, the number of hospitals in financial difficulties is increasing. The serious situation urges hospitals to adapt to changes and search new directions of management. They need to establish and implement appropriate positioning strategy, and increase management efficiencies. Korean healthcare system has similarities with Japanese in many aspects. The recent reform and changes in Japanese healthcare system and hospitals give suggestions to Korean hospitals as to how they can prepare for environmental changes and improve management.

A Study on the Development of Financial and Commercial Space in Jeonju : During Japanese Colonial Period (전주의 금융ㆍ상업공간의 형성과 변화 - 일제강점기를 중심으로 -)

  • The purpose of this study is to analyze how financial and commercial space in Jeonju had changed after Japanese rule. The biggest local bank was located near the Chungangdong post office in Taisyoudoori and the other bank facilities were located near the Jeonrabuk-do provincial office and Nammun market. Periodic markets and permanent stores were major commercial activities in Jeonju. Many stores and commercial companies established by many Chosun merchants near Nammun markets. Chosun commercial companies were superior to Japanese commercial companies in both number and capital scale. Japanese commercial companies were concentrated on Taisyoudoori(Jungang Road). Commercial activities in Jeonju were segregated by ethnic group. Financial and commercial activities were concentrated on Taisyoudoori and Ekimaedoori(Nammun Road).

Factors Affecting Perceived Financial Burden of Medical Expenditures (건강보험 입원환자의 주관적 의료비 부담에 영향을 미치는 요인)

  • Purpose: This study was done to investigate factors affecting perceived financial burden of medical expenditures. Method: The participants were 2,024 inpatients who were enrolled in a survey on the benefit coverage rate of the National Health Insurance in 2006. The collected data were analyzed using t-test, ANOVA-test, Mann-Whitney-test, Kruskal-Wallis-test, Chi-square test and logistic regression. Results: The crucial factors for perceived financial burden were age, job, equivalence scale, ratio of annual family income vs medical expenditure, and private health insurance. Perceived financial burden was higher for people who were older, who were unemployed, whose medical expenditures were high compared to annual family income, whose index of family equalization was low and for those who had no private health insurance. Conclusion: The results of the study indicate a demand for system reform that will enable management of no-pay hospital bills in the National Health Insurance to decrease the medical expense of people in the low-income bracket.

  • The purpose of this paper is to review China's perception on the U.S. power after the global financial crisis. Although economic power of U.S. was declined by the global financial crisis, U.S. hegemony in the international order still maintains. Gap of national power between U.S. and China may be narrow because of decline of U.S. economic power. It can be predicted China will push a policy that secures an initiative of reform in the global monetary system and is going to take a more cooperative policy without U.S. hegemony power harming China's core interests.

  • The United States of America is one of the most favoring countries in which mandatory pre-arbitration clauses in the form of adhesion contract have been widely recognized and supported by courts and the Federal Arbitration Act. However, after the financial crisis in 2008 and the National Arbitration Forum scandal in 2009, in enacting the Dodd-Frank Wall Street Reform and Consumer Protection Act ('Dodd-Frank Act'), Section 1028(a) of the Act requires the newly created Consumer Financial Protection Bureau (CFPB) to provide Congress with a report on "the use of agreements providing for arbitration of any future dispute between covered persons and consumers". Section 1028(b) also grants the CFPB the authority to "prohibit or impose conditions or limitations on the use of an agreement between a covered person and a consumer for a consumer financial product or service providing for arbitration of any future dispute between the parties, if the Bureau finds that such a prohibition or imposition of conditions or limitations is in the public interest and for the protection of consumers." Pursuant to the Dodd-Frank Act, the CFPB issued a report entitled "2015 Arbitration Study: Report to Congress 2015 (Report)" in March 2015. This paper examines some major legal issues of the Report and makes a few recommendations for Korean financial institutions which entered into the U.S. financial market or has a plan to do so in the near future.
