Social Welfare Analysis of Policy-based Finance with Support for Corporate Loan Interest

  • We analyze the social welfare effect when a policy-based financial system (PFS) enters a decentralized financial market. Particularly, the PFS in this case supports the interest spread for corporate loans held by firms with heterogeneous bankruptcy decisions under an imperfect information structure. Although support for capital costs through the PFS expands the economy consistently, the optimal level of PFS out of the corporate loan market is estimated to be 8.6% by a simulation model considering social welfare adjusted by the disutility of labor. This result is much lower than the recent level of PFS in the Korean financial sector.

Financial Integrity Strategies for Sustainable Development of Local Public Medical Centers: Focused on Financial Efficiency and Publicness (지방의료원의 재무적 효율성과 공공성 향상을 위한 관련 요인 분석)

  • The objective of this study is to investigate financial integrity strategies for sustainable development of local public medical centers, and particularly focus on seeking ways to enhance its financial efficiency and publicness. The data which was collected from 33 local public medical centers was analyzed by Data Envelopment Analysis to measure its financial efficiency. Then, Matrix Analysis was used to examine the association of financial efficiency and publicness of local public medical centers with related factors. In the aspects of facilities and location, according to the results, the local public medical centers which have larger number of available hospital beds or located in bigger cities were examined to have higher degree of publicness. In the aspect of human resources, greater number of doctors made both financial efficiency and the degree of publicness decreased, whereas higher participation rate of educational program for doctors affects increasing its financial efficiency and publicness. Lastly, in the aspect of costs, higher labor, material, and administrative cost diminished financial efficiency, but enhanced the degree of publicness. Based on these results, this study concluded that enhancing the publicness of local public medical centers should be pursued by increasing the accessibility with better facilities and location, and also concurrently organizing rational expenditure structure with appropriate cost investment to the resources of local public medical centers. Also, it is necessary to enhance both financial efficiency and publicness simultaneously by improving the quality of health care services through the educational programs for medical staffs.

The Effect of Technical Innovation on Producer Services Industry Development in China: Evidence from Fujian Province

  • The effect of technological innovation on the high-quality development of the producer services industry depends on whether or not technical innovation efficiency plays a key role. This study looks at the impact of technological innovation and financial technology (fintech) on the development of high-quality producer services in Fujian Province from 2010 to 2019. The efficiency of technological innovation is measured using Data Envelopment Analysis (DEA) and the Malmquist productivity index. The mean overall innovation efficiency score is 0.639, meaning that Fujian accounts for 36.1% of resource utilization inefficiencies and that there are significant differences in technological innovation efficiency between cities. The findings show that high-quality producer services industries benefited from innovation efficiency, but that the influence of technological innovation efficiency is insignificant. This demonstrates that financial innovation has not been able to completely enhance the development level of the producer services industry. This may be due to the unreasonable output structure of technological innovation and the low industrial transformation rate of technological achievements. This study advocates that the R&D fund allocation structure be optimized. That technological innovation can improve the high-quality development of the producer services industry is a consensus within the academic community.

  • The study investigates and measures the impact of financial restructuring on overall financial performance of commercial banks in Vietnam. Survey data for this research were collected from audited financial reports of 28 commercial banks in Vietnam, for the period from 2008 to 2018. In the study, we have built a model of econometric regression with the dependent variable being financial results measured through ROA and ROE. The research methods used include Pooled Ordinary Least Square Model (POLS), Fixed Effects Model (FEM), Random Effects Model (REM), and different Generalized Method of Moments (GMM). The results showed that the account payables restructuring and owners' equity restructuring are much needed. Increasing the owners' equity, decreasing the account payables would improve the overall financial performance, bad debts restructuring to decrease bad debts would also improve the financial performance as well. However, the financial restructuring in the period 2012-2015 and 2016-2018, indeed worsen the financial performance during those times. The findings of this study suggest that the evaluation of the financial performance after restructuring of commercial banks in Vietnam must be based on longer data. At the same time, it is necessary to examine differences between various banking groups to draw accurate conclusions on financial performance.

  • In the promotion of Chinese language, the funding that Confucius Institutes can rely on only comes from Hanban. From 2009 to 2014, the number of new Confucius Institutes opened is much higher than before. With the increasing number of Confucius Institutes established in various countries, the funding for promoting Chinese language has limited its development. The development situation of Confucius Institutes in Australia is diversified with very rich experience. The market-oriented development of Confucius Institutes has also tried many times. The Confucius Institutes in the Lancang-Mekong region have less experience but they can learn from various experiences from Australia to provide better ideas and paths for the development of Confucius Institutes in this region and the promotion of Chinese. This paper uses the strength, weakness, opportunity, and threat (SWOT) model to analyze the market feasibility of financial support for the development of Confucius Institutes and makes certain suggestions for the promotion of Chinese language in the Lancang-Mekong region.

Economic Life of Rural Residents (농촌마을 주민의 경제생활실태 연구)

  • This study was carried out to analyze on the economic life and financial state of rural inhabitants in case study 4 villages by questionnaire interview. To analyze the economic life of rural inhabitants, the data were collected from 191households and the SPSSWIN / ver12.0 was used for analyzing them. The major findings of this study are as follows; 1) Most of them earned living expenditure themselves, over 15% inhabitants lived with their children supports. 2) Over 70% of them couldn't save at all, over 40% of them had debts except inhabitants in plain area. 3) The financial condition of rural inhabitants is very unstable, for the small and irregular agricultural income. Moreover, the ratio of national pensioner and payer are very low. 4) The present economic life compared with 10year ago and future prospect are pessimistic. And the elder household have much financial problems, they live in poor and inferior surroundings. According to the results of research, the policy on support and assistance for economic life of rural inhabitants must be enlarged and enforced, and the financial program and education for them must be carried out nationwide and systematically.

Financial Sustainability of Nonprofit Organizations: Determinants of Fundraising Campaigns on Donation Intention

  • Purpose: As nonprofit organizations have made strides in international development, ensuring financial resources has become pivotal to determine what nonprofits strive for and how they perform with the budget generated without efforts for profit-making. The purpose of this research aims to investigate the determinants of donation intention that are affected by television fundraising campaigns in order to improve financial sustainability. This study applied the effects of emotional sympathy, economic value, accountability, relevance, and sustainability on donation intention. Research design, data, and methodology: This study collected data via an online survey by classifying respondents based on donation experiences and applied statistical analyses such as factor analysis, regression, and ANOVA. This study selected television fundraising campaigns aligned with criteria of the Sustainable Development Goals (SDGs). Results: The results of this study showed that emotional sympathy was a dominant variable regardless of previous donation experiences, while economic value was significant for inexperienced donors. Conclusions: The results provide implications to nonprofit organizations for fundraising as to what aspects need to be addressed in order to draw donors' motivation for giving behavior. Given efforts for successful implementation of development agenda, it is fundamental to establish financial sustainability of nonprofit organizations and build up public awareness.

  • Default has become an extreme concern in the current world due to the financial crisis. The previous prediction of companies' bankruptcy exhibits evidence of decision assistance for financial and regulatory bodies. Notwithstanding numerous advanced approaches, this area of study is not outmoded and requires additional research. The purpose of this research is to find the best classifier to detect a company's default risk and bankruptcy. This study used secondary data from the Pakistan Stock Exchange (PSX) and it is time-series data to examine the impact on the determinants. This research examined several different classifiers as per their competence to properly categorize default and non-default Pakistani companies listed on the PSX. Additionally, PSX has remained consistent for some years in terms of growth and has provided benefits to its stockholders. This paper utilizes machine learning techniques to predict financial distress in companies listed on the PSX. Our results indicate that most multi-stage mixture of classifiers provided noteworthy developments over the individual classifiers. This means that firms will have to work on the financial variables such as liquidity and profitability to not fall into the category of liquidation. Moreover, Adaptive Boosting (Adaboost) provides a significant boost in the performance of each classifier.

Development and Evaluation of Financial Management Education Program for College Students (대학생을 위한 재무관리교육 프로그램 개발 및 평가)

  • The purpose of this study were to develop a financial management educational program for college students and to evaluate the effect of this program. In order to achieve this aims, a fundamental work to select the educational contents was preceded with a survey of learners' needs, preceding studies. After choice of educational contents, learners' demands on how to manage the educational program was executed in advance. The participants in this study were 500 students, resulting in 460 with usable data. Second, reflection the above mentioned educational contents, a concrete financial management educational program was built. This program consists of 9 domains: financial planning, careers and income, consumer spending, credit use and Credit cards, Managing Taxes, investment planning, risk management and insurance, retirement and estate planning, contribution. The participants for this program implementation were 68 students. Third, to evaluate the effects of the financial management educational program, paired t-test was conducted in using the SPSS package. The result suggested that financial management educational program has a positive effect on financial knowledge, financial attitude and financial management behavior. Several implications based on the findings were suggested.

  • The purpose of this study is to provide implications for fiscal policy by comprehensively examining the relationship between the on-campus retention and university soundness items of four-year private universities in the context of financial contraction of private universities due to suppression of tuition increase. Multiple regression analysis was performed to analyze the correlation of variables and the effect of financial soundness items on accounting indicators using SPSS 25. First, private university's on-campus reservations had an effect on accounting index items. Second, financial soundness items had an effect on accounting index items. Third, the financial condition factors influenced the change of accounting index by the location of the university. Fourth, according to the size of students, financial conditions had an effect on the change in accounting indicators. Government investment and support for private universities should be changed to a paradigm of securing finance through establishment of a development plan, rather than financial support through reduction of quota, and survival should be sought through income diversification policy strategies.
