This study revises current feasibility evaluation guideline for agricultural infrastructure improvement project considering recent changes in social and economic environment in rural area. We use an AHP(Analytic Hierarchy Process) approach to consider qualitative evaluation items in policy enforcement and balanced regional development as well as quantitative items in current economic analysis in the process of feasibility evaluation and decision making. The criteria system is composed of three level hierarchy. In the first level which consists of economic analysis, policy analysis, and regional development analysis, economic analysis was ranked top with relative weight of 0.45 and regional development analysis the lowest with 0.22. In the second level which consists of three evaluation items under policy analysis, consistency in policy enforcement, risk factors, and special evaluation factors, consistency in policy enforcement was ranked top. Finally, 13 detailed evaluation items in the third level were surveyed and ranked by using a comprehensive criticality vector. The result shows that the three most important evaluation items are 'degree of underdevelopment', 'spill-over effect of regional economy' and 'consistency with related planning and policy direction'.

North Korean market created by reunification of the Korean Peninsula is expected to serve as a new growth engine to the already-developed construction industry of South Korea. Improvement on deteriorated construction facility of North Korea is a project in urgent need at the initial stage of reunification. Prior to market entry of the Korean peninsula under these circumstances, economic feasibility analysis on construction technology application must be preceded by considering reunification period. Therefore, this study conducts an economic feasibility analysis on construction facility improvement project of North Korea considering application period of technology developed by South Korea. Results of this study are expected to be utilized in future reunification process as the basis for establishing relevant guidelines for construction facility improvement project of North Korea.

도로, 항만 등 사회간접자본 투자의 사업성 분석을 중심으로 이루어지던 예비타당성 제도가 연구개발 분야의 성과관리 강화 및 효율성 제고를 위해 500억원 이상의 대형 연구개발 시설 및 장비 사업을 신규 분석 대상으로 포함하게 되었다. 이에 따라 연구개발 분야에 적용되고 있는 예비타당성 방법론을 분석하고 실제 연구사례에 대한 분석 및 평가를 실시, R&D 분야 예비타당성의 제도적 한계점을 도출하고 이러한 한계점을 보완할 수 있는 개선방향을 제안하였다. 경제성 분석에서의 편익을 추정하는 방법을 R&D 분야에 적합하도록 개선하는 방법과 비용 추정에 있어서의 일관성 있는 근거를 마련하는 방법을 개선방향으로 제안하였으며, 정책성 분석과 AHP 제도에서는 기술성 평가제도의 도입, 지역균형 발전 평가제도의 개선, 재원 조달 가능성 검토 방식의 개선, 기술 전문가의 AHP 참여 의무화 등의 개선방향을 제안하였다.

신규 해상교통수단을 통한 섬 접근 이동성 강화를 위해서는 해당 선박의 투입에 따른 객관적인 사업성에 대한 검토가 필요하다. 본 연구에서는 기존에 운영 중인 유사 해양레저선박 운영비와 운임기준을 근거로 하여 비용과 수입을 추정한 뒤, 이를 바탕으로 비용-편익 분석, 순현재가치, 내부수익률을 통해 사업 타당성을 실증적으로 분석하였다. 또한 최소 경제성 확보를 위한 요건을 파악하기 위하여 항목별로 민감도 분석을 수행하였다. 연구결과 신조선 도입을 가정하였을 때, B/C 비율이 1.042, NPV는 1.93억 원, IRR은 2.1%로 추정되어 수익성이 미약하게 확보되는 것으로 분석되었다.

The purpose of this paper is to investigate economic feasibility of manganese nodules in Korea area (Clarion-Clipperton Fracture Zone). We assumed that the production scale of manganese nodules were 3.0MT or 1.5MT and analyzed that the capital cost and operating cost were estimated in the four sectors, exploration, mining, transportation and metallurgical process. The capital cost and operating cost evaluation reflects the latest technical practices. First, for analyzing economic feasibility, the scenario suggests that the production of 4 metals can be made for 25 years. Assuming the discount rate at 8.0%, equity capital at 50% and tax at 27%. When manganese nodule were mininged 3.0 MT, economic feasibility analyses showed that IRR was 12.8 and pay-back period was 9.2 years, and when manganese nodules were mininged 1.5 MT, economic feasibility analyses showed that IRR was 4.0 and pay-back period was 11.8 years. This study indicated there is economic validity of at the product of manganese nodules 3.0 MT. In addition, we carried out a sensitivity analysis at the change of cobalt price on mining 1.5 MT. The result of sensitivity analysis clearly showed that economic validity is high at increasing of cobalt price 50% up.

2017년 현재 848만 세대가 공동주택에 거주하고 있고, 15년 이상 노후공동주택은 55.87%이다. 공동주택 리모델링 허용연한 기준은 15년 이상이므로 앞으로 공동주택 리모델링 시장은 계속해서 증가할 것이다. 리모델링 사업의 성공을 위해서 사업성 분석은 중요하지만 기존 신축 및 재건축의 사업성 분석방법이 리모델링 사업성 분석에 사용되고 있다. 그러므로 건축법에 의한 세대수 증가 없는 맞춤형 리모델링 사업성 분석에 관한 연구가 필요한 실정이다. 본고에서는 공동주택의 지가(地價)와 건물가의 형성에 영향을 미치는 요인을 도출하여 맞춤형 리모델링 사업의 사업성 분석 방법론을 개발하는 것을 목적으로 공동주택의 가격형성 개념에 따라 공시지가, 공시가격, 표준지가, 기준가격에 영향을 주는 요인을 사용한 노후 공동주택 맞춤형 리모델링 사업성 분석 방법을 제시하였고, 향후 개발된 계단가격법은 리모델링 사업진행단계에서 리모델링 주택조합 설립인가 후 시공자 선정 단계에서 활용 가능하다.

This study is aimed to analyze the economic feasibility comparison of the extruded pellets and moist pellets on the Oliver flounder culture farms in Jeju Island. In order to do this, we selected 2 farms (M and S farms) in Jeju Island as a sample. In the study, various analyses including productivity analysis, cost structure analysis, profitability and economic feasibility analysis by feed type were conducted for two sample farms of Oliver flounder culture. The results of economic analysis by feed type on the Oliver flounder culture can be summarized as follows; First, there were not significant differences in productivity by feed type. Second, results of the profitability analysis on farm M by feed type showed the profitability was estimated to be 15.52% and 9.83% in EP and MP, respectively. In addition, the profitability of farm S was estimated to be 28.37% and 33.72% in EP and MP, respectively. Third, results of the economic analysis on farm M by feed type indicated that an internal rate of return(IRR) was 8% and 7% and a benefit-cost ratio was shown to be 1.64 and 1.11 in EP and MP, respectively. Furthermore, the economic analysis of farm M by feed type showed that an IRR was 19% and 24% and a benefit-cost ratio was calculated to be 1.4 and 1.51 in EP and MP, respectively. In summary, it is especially emphasized that economic valuation is not related to feed types (EP and MP). Finally, in order to improve the economic feasibility, it should be more focused on the efficient business management of the Oliver flounder aquaculture.

본 연구에서 부산대표도서관 건립 기본계획 연구의 일부로 수행된 건립타당성 분석 중 경제적 타당성 분석에 대한 기초적인 작업을 수행하였다. 이를 위해 비용편익 분석과 순현재가치, 내부수익률의 방법을 활용하였다. 조건부가상가치법(CVM)을 활용하여 편익분석을 실시하였으며 부산대표도서관 건립부지를 중심지 또는 외곽지로 할 때의 값을 조사하여 비교분석하였다. 분석 결과, 중심지에 건립할 경우 부산대표도서관은 충분한 경제적 타당성을 갖는 것으로 나타났으며 외곽지에 건립할 경우 그렇지 않음을 확인하였다.

A widely accepted indicator of a project's economic potential is the internal rate of return (IRR). The primary objective of feasibility analysis for any project is to measure the economic potential for the project, normally defined as the expected return on capital investment. The analysis should be designed to determine whether a project is technically and economically sound, and under what conditions. Therefore, there are factors other than economic potential that must be taken into account in the reasonable composition of an investment program. These kinds of factors can be given proper consideration in project selection after the economic feasibility of alternative projects has been determined. The primary reason for having to choose among different projects is that capital resources are scare : the investment budget is limited. The case project, casting facilities investment project, treated in this paper were selected for their value in illustrating the methods of feasibility analysis. This case project an actual potential project and is analyzed on the basis of the best available data for the specific conditions for that project.

This paper want to do the feasibility analysis that it uses financial statements in order to attract foreign investment to enter in the Busan area. And this paper would be presented the plan about foreign investment revitalization. To that end, this paper would be deployed the following methods and scope. First, It defines to the concept of foreign investment, foreign investment region, and foreign-invested enterprises, I wish to loot at the economic effects of positive and negative effects through foreign investment. Second, this study's scope would be set up foreign investment area of Busan, and investigate the land development cost of invested enterprises, construction cost of enterprises burden, expected revenues, etc. Third, it classified three industry for the feasibility analysis of entered enterprises, so would be yield industry-specific analysis using financial statements to be pre-research. Forth, this paper is suggested a revitalization plan for efforts to attract foreign investment, for the future through economic effective analysis of foreign invested-enterprises.
