Overcoming the Braess' Paradox in Feasibility Study (경제성 분석의 브레이스 파라독스 극복 방안)

  • In the feasibility analysis, Braess' Paradox results in the negative social benefit in spite of adding transportation facilities. Consequently, it has been difficult to judge on the investment of SOC projects. This research aims to analyze the Braess' Paradox in the feasibility analysis and to seek a remedy for the Paradox. Several experiments were conducted on the simple network under the various conditions. From the experiments, following findings were validated: Braess' Paradox occurred only if travel demands met within certain intermediate range. In terms of traffic assignment method, the SO was more likely to reduce the effect of the Braess' Paradox than the UE. However, the Braess' Paradox in the benefit of operating cost saving occurred in all cases and the paradox in the total benefit continued. In order to solve the problem, new link cost function considered travel time and operating cost simultaneously were suggested. As a result, the negative benefit was significantly decreased in the UE case and total negative benefit was no longer shown in the SO case through the analysis.

  • When planning and promoting apartment house development project, it is very important to carry on profitability in planning stage through realistic evaluation and analysis about distributability. Especially, the analysis about project feasibility through forecasting the early distribute rate is crucial stage because it could evaluate overall expecting benefit and feasibility of the project. However, researches and studies related with forecasting profitability and distributabilty of construction development project are insufficient. Also there is a big gap of the standard for evaluating early distribute rate between government and individual corporations. So it is necessary to study about the evaluating early distribute rate. In this point, this study aims to present effective evaluating standard(criteria) which is for forecasting profitability and distribute rate through analyzing various factors and weight of apartment house development projects. This study compared and analyzed examples of the real initial rate of private apartment sale based on the government estimated standard. Among estimated index, omitted items and factors to be additionally considered are combined as 33 detail appraisal contents of 4 parts 9 items by allotting them based on the data about priority of all considered factors.

A Study on the Economic Feasibility of Polyculture (복합양식의 경제적 실현가능성에 관한 연구)

  • The objetives of this study are to find the economic feasibility of the polyculture and to give the economic information of the polyculture for aquaculture fishermen. The polyculture is defined as the rearing of several species together to make more efficient use of the growing space and the total ground environment. The economic feasibility analysis in the polyculture involves the profitability, the productivity, and the risk reduction effect. The results of the economic feasibility analysis in the polyculture are as follows; First, in the profitability analysis, the solid utilization of ground in the polyculture is more profitable than the monoculture. The profitability owing to the plane utilization of the ground in the polyculture is positioned between those of the monoculture of each speices. Second, in the productivity analysis, oyster and sea squirt are diminishing returns to scale. Third, the variation on the average rate of return in the polyculture products is smaller than that of the monoculture. Finally, the result of comparison between the polyculture and the monoculture shows that the polyculture in coastal area is more profitable and more efficient than the monoculture. Most of cultivating species are selective in their diet Thus, stocking different kinds of cultivating species will efficiently utilize space and food It seems that polyculture is more appropriate for those species that live in different ecological niches. We think that the production per unit of ground can be increased, and the fixed cost per unit of output be reduced, so the polyculture is more profitable than the monoculture. Based on the above results, we concludes that the polyculture is economically feasible when profitability and productivity are increased and simultaneously the variation of average rate of return in the polyculture is smaller than that of the monoculture.

  • Since the weapon system project has a large ripple effect on the country by investing a huge budget, analysis of acquisition methods that secured economic feasibility is required in the planning stage to promote the weapon acquisition project. In response to this demand, economic analysis for acquisition method is preformed in the research stage of previous studies, but the analysis on economic analysis for acquisition alternative is imperfect at the present. In this research, we identify the limitations of the effect analysis and propose an additional cost-benefit analysis method to analyze the economic feasibility of the acquisition alternative. It is possible to present the universal results of economic feasibility analysis for not only multiple alternatives but also single alternatives by presenting benefit/cost ratio. It is applied to research on acquisition project of OO guided rocket, and the result of economic analysis for each alternative is presented.

An Economic Effect of the selective breeding program on the Oliver flounder Aquaculture (넙치양식 선발육종사업의 경제효과)

  • This study is aimed to analyze the economic feasibility of the selective breeding program on the Oliver flounder aquaculture. First of all, in order to evaluate this program, we review the concept and research trend on the selective breeding. The objective of this research is the selective breeding program on the Oliver flounder aquaculture in the Genetics and Breeding Research Center, NFRDI. It was conducted to investigated economic effects of three factors of the selective breeding program on the Oliver flounder aquaculture such as fast growth, disease resistance and increase exports. The results of economic analysis of the selective breeding program on the Oliver flounder aquaculture are as follows; First, there were the significant meaning of the economic effects on the technology of the selective breeding program by fast growth, disease resistance and increase exports. Second, we analyzed in the economic feasibility of the selective breeding program on the Oliver flounder aquaculture from 2004 to 2020, internal rate of return(IRR) was 419%, a benefit-cost ratio was shown to be 24.92, net present value(NPV) was 989,942,464 thousand won, which indicates the economic feasibility of the selective breeding program is very high. Finally, in order to improve the economic feasibility, there is need to be focused on the efficient the selective breeding program on the Oliver flounder aquaculture.

The Feasibility Analysis of Urban Unused Energy: Focusing on Technology, Institution and Infrastructure (도시지역 미활용 에너지의 타당성에 관한 사례 분석: 기술·제도·인프라를 중심으로)

  • Most governments have an interest in unused energy, because of high oil price and climate change. Particularly, it is very important to urban governments which have less renewable energy than other local governments. So Seoul, the capital of Korea, established a plan for the development of unused energy in 2007. But it has some problems related to the feasibility of this plan. So this paper checked and reviewed the economic feasibility of unused energy development cases in four cities by using three sub elements: technology, infrastructure, institution. As a result, it discovered that these urban governments have technological feasibility because they are located near big river or ocean. And they used the existing infrastructure and received the institutional subsidies from central governments in order to increase the economic feasibility of unused energy development projects. In conclusion, local governments of Korea have to try to seek how they can utilize the existing infrastructure for unused energy development in the situation that there are few institutional supports from the central government.

IMPACT OF CONSTRUCTION MATERIAL COST VARIATION ON THE ON THE FEASIBILITY OF BUILDING PROJECTS IN DEVELOPING COUNTRIES: A CASE STUDY IN VIETNAM RISK

  • This paper presents a study on the impact of variation of construction material prices on the feasibility of building projects in Vietnam. The paper makes use of Monte-Carlo simulation for financial risk analysis of net present Value (NPV) and internal rate of return (IRR). To well illustrate the influencing, a case study is presented. The research results show that there is a strong correlation between steel prices, gold prices, and $US exchange rate. Outputs of statistics also reveal that the concurrent variation of prices of cement, steel, sand, brick, formwork and stone has strongly negative impact on NPV and IRR of building projects. The results also indicate that the proportion of steel cost to total construction cost is 17.95% which is the cause of risks for the feasibility of building project in Vietnam. The paper stresses that feasibility study of building project must integrate the impact of construction materials prices in order to mitigate risks in developing countries as Vietnam.

  • The purpose of this study was to make a database model for financial feasibility study of buildings offered for sale which is helpful for improvement of business ability in construction and confidence of a project from a related participant. At first, we studied several thesis and met some professionalist which work for construction and did a first survey for examining latest situation of a feasibility study in construction. As a result, even though feasibility study is important, factors for information management wasn't systemized. So we did a second survey for fixing Factors of the database model. The database model was composed of the factors that we got from the second survey. ER(Entity-Relationship) analysis was used to making it. We expect thar we can get more reasonable information to study financial feasibility study and can diminish risks of project through the database model. So the result of this study was to make a database model for more reasonable financial feasibility study of building offered for sale.

Study on Assessment Indicators for the Development of Agricultural Technology Development (신기술개발을 위한 사전평가지표 개발)

  • The study demonstrated the pre-feasibility evaluation of the new agricultual technology R&D project and the ways to improve it. The study created new criteria for pre-feasibility evaluation based on the results acquired from the examination and analysis of pre-feasibility evaluation systems and criteria of various institutions at home and abroad in order to understand the current state of the evaluation method conducted by the Rural Development Administration and to seek ways for its improvement. The new criteria include indices for technicity, marketability, and feasibility. Based on these, questionnaires were prepared and the answers on them were statistically analyzed to set weights between indices. It was found that feasibility appeared the highest, in particular, feasibilities related to budget appropriateness, novelty, possibility of demand for the technology, and potential of commercialization appeared high. Referring to this conclusion, a simple operation process of pre-feasibility evaluation was introduced in the study.

  • Recently, it becomes more important to carry out the feasibility study on government R&D projects since the amount of R&D funds increases. For this purpose, until so far the general framework on the preliminary feasibility study for government driven research projects has been built and modified, and well applied to several domains. However, there is still the limitation in applying the method of preliminary feasibility study to system development research projects. The system development research projects have many different features compared to general research projects, for example, long-period development, lots of stakeholder involvement, multi-disciplinary works, and so on. Considering these characteristics, it is necessary to improve the method for the preliminary feasibility study. In this vein, this study deals with looking into the improvement points of the preliminary feasibility study in terms of the application of the system development projects.
