Message Signs (VMS) structures offer an increase in traffic safety through their ability to relay massages to motorists for warnings of hazards ahead, traffic congestion, accidents, and lane closings. The geometry of these signs sometimes results in the significant cyclic loading of the supports structure due to wind gusts, which can result from passing trucks or from natural wind. This study presents the results of analytical and experimental investigations of VMS structures. The commercially available softwareGTSTRUDL (2003) was used to perform space-frame structural analyses of these welded tubular structures. Fatigue evaluations were performed using stress ranges from field measurements and from structural analyses. Based on the results of the structural analyses that were conducted, where fatigue design loadings that had been derived from AASHTO Specifications for Structural Supports for Highway Signs, Luminaries, and Traffic Signals (2001) were used, the structures that had been studied were found not to have infinite fatigue life. According to the limited measurements that were made in this study, the fatigue design loadings derived from AASHTO Specifications (2001) appear to be conservative, but they are not overly conservative. The results of this study should be used to make a reasonable design of VMS structures, and to maintain their standards.
It has been very important in various industry fields to improve the fatigue strength characteristics of bearings such as bearing life, fatigue limit, etc., because such poor properties could result in shortening the machinery life as well as in decreasing the accuracy. However, no successful heat treatment criterion seems to be available at present. In this study, the effect of the $170^{\circ}C\times120min$ tempering cycles repeated after $380^{\circ}C\times80min$ oil quenching for $800^{\circ}C$ spheroidizing-annealed bearing steel (STB2) as base metal on the $120^{\circ}C$ high temperature rotary bending fatigue strength characteristics were investigated, including the effects on hardness, Charpy impact value and micro-structure, in order to seek for the best heat treatment condition finally. The important results obtained are as follows : 1) The optimal cycle of tempering so that the fatigue strength .sigma. could become the highest was the 4th cycle. And it is confirmed that this $\sigma_{F}$ is about 6 times more increased than that of base metal, and about 1.3 times more increased than the case of the 1 cycle tempered. 2) As a result of the investigation for the effects of tempering cycles on hardness, the hardness at the tempering number of 2 thru 5 cyles was not decreased severely ; only about 10% decrease from those of the quenched and 1 cycle tempered case. Such hardness is equivalent to $H_{R}$/C61-62 with no bad effect on anti-abrasion of bearing steel. 3) In the case of 2 thru 5 cycle tempering as well as 1 cycle tempering, the impact value was not so improved comparing with the case of quenching, but an increase of 5 to 10% could be expected at least. 4) It was experimentally confirmed that the control of the mechanical properties improvement such as fatigue strength and fatigue life for bearing steels could be possible by the number of tempering cycles.

We describe the evaluation of the fatigue life and strength of a lightweight railway bogie frame made of glass fiber/epoxy 4-harness satin-woven composites. To obtain the S-N curve for the evaluation of the fatigue characteristics of the composite bogie frame, we performed a tension-compression fatigue test for composite specimens with different stacking sequences of the warp direction, fill direction, and $0^{\circ}/90^^{\circ}$ direction. We used a stress ratio (R) of -1, a frequency of 5 Hz, and an endurance limit of $10^7$. The fatigue strength of the composite bogie frame was evaluated by a Goodman diagram according to JIS E 4207. The results show that the fatigue life and strength of the lightweight composite bogie satisfy the requirements of JIS E 4207. Given its weight, its performance was better than that of a conventional metal bogie frame based on an SM490A steel material.

This study investigated the influence of high temperature and UNSM on the fatigue behavior of Inconel 718 alloy at RT, 300, 500, and $600^{\circ}C$. Fatigue properties of Inconel 718 were reduced at high temperatures compared to those at room temperature. However, the endurance limit was similar to that of the room temperature sample at the design stress level. High-temperature fatigue characteristics of the UNSM-treated specimen were significantly improved at the design stress level as compared to the untreated specimens. Specifically, the influence of temperature on the S-N curves at the design stress level of the UNSM-treated specimen showed the tendency of longer fatigue lives than those of untreated ones. Researchers can obtain rotary fatigue test results simply by heating specimens with a halogen lamp to precise temperatures during specific operations.
This paper describes an experimental analysis for improving the stability of blade failure due to the vibration resonance, which happens in the low-pressure steam turbine. Some cracks due to high cycle fatigue were found in the blades of a low-pressure turbine after long time operation. Impact test showed that such failure was mainly caused by the resonance. In other words, since one of the natural frequencies of the grouped blade is very close to the excitation frequency of the nozzle, the resonant vibration leads to a large amplitude of displacement and results in a large amount of stress that may cause fatigue failures in the blades. It is interesting that the blade failures occur only at blades neighboring with the nodal points of the natural vibration mode whose natural frequency is close to the nozzle passing frequency. The effective methods for increasing the reliability against the blade vibration are a heightening the fatigue limit of the blade using an advanced material and a removing the resonance away from the operating speed. It is well known that the removal of theresonance could be obtained by the installation of different types of shrouds, wires, and links between the blades as well as by the chance of the number of nozzles. In the present work, two kinds of modification for avoiding the resonance haute been considered; 1) slot-type finger, 2) long span cover. Full-scale mockup tests have been performed in order to confirm the verification for modification in the shop. Test results show that the use of long span cover is very useful to change the natural frequencies of the grouped blade and to avoid the resonance effectively.

Oil hydraulic piston pumps are extensively used worldwide because of their simple design, light weight, and cost effectiveness. However, an oil hydraulic pump is likely to have high leakage, friction, and low energy efficiency after long-term use. In oil hydraulic piston pumps the clearance between the valve block and the piston plays an important role in the volumetric and overall efficiency. We studied the wear property of the SACM645 material used in hydraulic piston pumps via experiments with different heat treatments. We prepared three different specimens. The maximum tensile strengths of the QT and QT-nitration specimens are similar (about 820 MPa), but the strains are significantly different. However, the fatigue characteristic depended on the heat treatment.

The low-cycle fatigue crack growth behavior of SUS 304 Stainless steel was investigated at 650.deg. C by the nonlinear fracture mechanics. Crack Propagation can be separated in to cycle-dependent and time-dependent, the former is correlated with .DELTA. $J_{f}$ , J-intergral range and the latter is correlated with J', modified J integral. Transition from cycle-dependent to time-dependent crack growth was successfully predicted using the .betha. hypothesis, which was proposed by the authors on the basis of an analysis on the interaction of elastic and creep strain. To investigate the reliability of .betha.-hypothesis, experimenting by the change of stress-level, stress rate and frequency, following conclusions were obtained. (1) High temperature fatigue crack propagation was separated into cycle-dependent and time-dependent. (2) Transition of crack propagation was predicted by .DELTA. $J_{c}$/.DELTA.$_{f}$ or .betha. Numerical analyses have been carried out in order to check the applicability of high-strength steel to a medium-sized steel bridge. Using the yield strength of steel, Average Daily Truck Traffic (ADTT), and fatigue grade of structural detail as analytical parameters, the minimum weight sections that satisfy the limit states of the AASHTO LRFD design specification were determined through an optimization scheme. Likewise, the effects of the number of girders and span length on the applicability of high-strength steel were evaluated. Results show that high-strength steel may be employed in the steel bridge, since steel weight decreases with increasing yield strength regardless of the fatigue effect. Nonetheless, appropriate countermeasures against fatigue should be determined since it is a major factor in the effective use of high-strength steel in steel bridges.

The failure mode of piping systems due to seismic loads is the low-cycle fatigue failure with ratcheting, and it was found that the element in which nonlinear behavior is concentrated and damage occurs is the elbow. In this study, to quantitatively express the failure criteria for a pipe elbow of SCH40 3-inch carbon steel under low-cycle fatigue, the limit state was defined as leakage, and the in-plane cyclic loading test was conducted. For the carbon steel pipe elbow, which is the vulnerable part to seismic load of piping systems, the damage index was represented using the moment-deformation angle relationship, and it was compared and analyzed with the damage index calculated using the force-displacement relationship. An attempt was made to quantitatively express the limit state of the carbon steel pipe elbow involving leakage using the damage index, which was based on the dissipated energy caused by repeated external forces.
