중대재해 예방을 위한 소규모 공동주택 시스템비계 안전시설물 개선 특허기술 개발 및 활용 (Developement and Application of Patent Technology for the Improvement of Scaffolding Safety Facilities in Small-scale Muliti-Family Housing System for the Prevention of Severe Disasters)

  • 고용노동부 공문(최근 건설업 사망사고 발생 현황 안내 및 안전관리 철저 당부, 2022.4.4.)에 따르면, 중대재해처벌법 시행(2022.1.27.) 이후 2022.3.31.까지 공사금액 50억원 이상 건설공사에서 17건의 사망사고가 발생하여 18명이 사망했다. 공사규모로 보면 50억~120억원 7건, 120억~800억원 5건, 800억원이상 5건이 발생했다. 사망사고 발생원인은 떨어짐 9건(50%), 맞음 5건(28%), 무너짐 2건(11%), 끼임 1건(5%), 익사 1건(5%)으로 조사됐다. 사망사고의 대부분을 차지하는 떨어짐과 맞음으로 인한 사망사고를 줄이기 위해서는 안전시설물을 강화할 필요가 있으며, 추락방지망·개구부·안전난간이 완벽하게 설치되면 대부분의 떨어짐과 맞음 사고는 예방 할 수 있다. 따라서 본 고에서는 소규모 공동주택인 도시형생활주택신축현장의 떨어짐과 맞음 사고를 예방하기 위해서 안전시설물 개선을 통한 특허기술 개발과 활용 사례를 제시하고자 한다.

Development of Safety Equipment using Laser Radar Sensor for Railway Platform

  • Many casualties are being occurred due to many misses the railway platform, and the accident occurrence is being increased. Recently in Korea, efforts to prevent casualties fundamentally are being made by installing and operating the PSD(Passenger Screen Door) as to prevent these casualties of passengers. However, in case of the PSD system, although it can solve the problem of public casualties at platform fundamentally, it is impossible to install it at whole railway platforms. This paper proposes the safety equipment using LaserRadar sensor for the prevention against casualties of passengers at platform. The safety equipment using novel sensor is the safety equipment making an approaching train stopped if the falling object is a person by detecting the obstacle at platform, and it has the merit possible to apply it to platform since it may detect accurately under ambient environmental elements such as the snow, rain and yellow dust, etc. also. We manufactured a prototype of the safety equipment to reduce public casualties at platform by using LaserRadar sensor and carried out its performance test, and the result is presented in this paper.

KCD 7과 OIICS의 분류기준을 활용한 국내 연구실 사고의 통계적 분석 (Statistical Analysis of Domestic Laboratory Accidents using Classification Criteria of KCD 7 and OIICS)

  • This study statistically analyzed the laboratory accidents by investigating 806 laboratory accident survey reports which were officially submitted to government from 2013 to June 2017. After comparing domestic and foreign accident classification criteria, the laboratory accidents were classified using KCD7(Korean Standard Classification of Diseases) and OIICS(Occupational Injury and Illness Classification System) criteria. For the type and part of injury, KCD7 classification criteria was adopted. And, for the cause and occurrence type of accidents, OIICS was adopted to analyze the laboratory accidents. Most of injuries happened to the wrist and hand caused by sharp materials or chemical materials. The analysis of accident cause showed that accidents resulted in medical practice and accidents from handtools and chemical materials such as acid and alkali frequently occurred. The major occurrence types of laboratory accidents was body exposure to the chemical materials such as hydrochloric acid and sulfuric acid. In addition, the accidents resulted in destroy of grasped object or falling object were frequently reported.

보육교사의 산업재해 현황 및 사례에 관한 연구 (A Study on the Status and Cases of Occupational Accidents of Child-care Teachers)

  • Objective: The purpose of this study is to examine occupational safety accidents of child care teacher and to suggest preventive measure in occupational safety health and safety for child-care teacher. Methods: We investigated laws, policy, and previous studies related occupational safety and health for child care teacher. Especially, we reviewed the legal definition of child-care teacher to identify whether Occupational Safety and Health acts cover child-care teacher. Also cross tabulation and a qualitative analysis were conducted for occupational accidents in child care centers from 2013-2018. Results: Safety and health related policies to protect child care centers have been carried out by child care Center Safety and Insurance Association and the Child Care Support Center, but it has mainly been functioned to protect children excluding child care teacher. The most occupational accidents occur in worker aged 40s. The most type of occupational accident were falling down on the floor and surface. Also we could find that there is a high risk of falls, and musculoskeletal disorders through qualitative analysis on occupational accidents cases of child-care teacher. Conclusion/Implications: We suggest to improve the system for protecting child care workers including strengthening occupational safety and health education for child care workers, expanding coverage of national project to prevent occupational accidents.

Is It Possible to Predict the Iron Status from an Infant's Diet History?

  • Purpose: Iron deficiency remains a very common nutritional problem despite the improvement in nutrition and increased understanding of methods for its prevention. Thus, we try to create a new method for screening iron nutrition through infant nutrition history. Methods: Among the children who visited Inha University Hospital from March 2006 to July 2012, 181 children with iron deficiency anemia (IDA) and 52 children without IDA ranging from 6 to 36 months of age were reviewed in this study. We used the age when they began to wean food, the type of sort weaning foods, the time required for successful weaning, iron content in weaning foods, and the duration of breastfeeding for scoring infant nutrition history based on a questionnaire. Results: The mean score of the IDA group was $7.8{\pm}2.6$ points, which was significantly higher than that of the control group ($5.6{\pm}2.1$) (p=0.000). If we set up the cutoff value at 6 points, this screening has 86.8% sensitivity and 36% specificity. In addition, as the IDA score increased, there was a falling trend of hemoglobin. Conclusion: The IDA score does not have high specificity or high sensitivity. However, this study conveys that those patients who record a high score have low hemoglobin. Therefore, we suggest this score system for screening more IDA patients via nonpainful techniques.

  • Many accidents are being occurred due to many missteps, etc. at the railway platform. Recently in Korea, efforts to prevent casualties fundamentally are being made by installing and operating the PSD(Platform Screen Door) with underground station building as its center to prevent these casualties of passengers. Although this PSD can solve the problem of public casualties at platform fundamentally, it is impossible to install it at whole station buildings since its installation cost is high, and in case of the ground station building of general railway whose operation speed is higher, installation of PSD is impossible due to the characteristics of railway system. This paper proposes the novel safety equipment using Laser radar sensors for the prevention against casualties of passengers at station buildings where the PSDs are not installed like this. Biomechanical Effect of In-line Skating Wrist Guards on the Prevention of Wrist Fracture

  • A biomechanical study was conducted in this study to investigate if in-line skating wrist guards can effectively reduce the impact forces so as to protect the wrist from fracture. The forearm specimens with and without wrist guards were dropped using a specially designed sled to simulate the impact on the wrist while falling. A force plate was used to measure the total impact force on the dropping weight whereas a load cell was attached to the proximal end of the specimen and used to quantify the impact transmitted through the wrist joint. From the non-destructive tests, mean peak force measured from a force plate showed no difference between the guarded and unguarded groups whereas mean impulse of the guarded group was significantly greater than that of the unguarded group (p<0.01). Comparing the peak force and impulse measured from the load cell, the peak force of the guarded group was significantly less than that of the unguarded group (p<0.001), while the impulse values were similar. When the specimens were dropped from a higher position (2.5ft ve. 1ft), all unguarded specimens had severe wrist fractures whereas fracture was found in three out of 5 guarded specimens. Comparison of mean peak forces and impulses showed as significant difference between the guarded and unguarded groups only in the mean impulse measured from the force plate. These results suggest that the wrist guard may protect the wrist by attenuating the peak force transmitted to radius and ulnar although it may not be effective when the wrist is subjected to an impact sufficiently large to cause fractures.

대구, 경북지역 학령전기 아동의 사고 발생 현황 (Non-Fatal Injuries among Preschool Children in Daegu and Kyungpook)

  • Objectives : This study was performed to investigate the injury rates and risk factors for preschool children in Daegu city and Kyungpook province. Method : A questionnaire survey about medically attended injuries during the preschool period was performed in nine primary schools located in Daegu city, Pohang city and Goryung County. The overall injury rate was estimated using person-year. The causes and patterns of the injuries, and their risk factors were examined. Result : A total of 469 medically attended injuries were reported in 330 of the 959 study subjects during the preschool period. The overall annual injury rate was 7.5 per 100 children. The injury rate increased sharply during the period from infant (2.4) to 1 year of age (7.5), and the peak injury rate (9.2) was reported for 5 year olds. The most common causes of injuries were falling (36.0%), followed by being struck by an object (23.7%), and traffic accidents (14.1%). Among the traffic accidents, 72.8% occurred while playing on the road, riding a bicycle or roller-skating. A proportional hazard model showed that males (hazard ratio=1.49, p<0.001 compared with female) and the mother's higher education level (hazard ratio of college or higher= 1.51, p=0.013; high school=1.32, p=0.085 compared with those of middle school or lower) were significant risk factors of childhood injury. Conclusion : The results of this study suggested that efforts for children's safety should be made, especially from the toddler stage, and in male children. To develop a more specific childhood injury prevention program, a surveillance system for injuries should be established. Further study of the relationship between mother's occupation and injury rates is also needed.

Changes of postural stability according to ankle fixation in healthy subjects

  • Objective: The purpose of this study was to examine the changes in postural stability according to ankle fixation in healthy university students. Design: Cross-sectional study. Methods: Thirty healthy subjects (15 males and 15 females, 20.13 years, 167.49 cm, 65.87 kg) were recruited on a voluntary basis. The BT4 system (HUR Laps Oy, Tampere, Finland) was used to measure the static (standing posture with eyes open and eyes closed) and dynamic (external perturbation and limits of stability (LOS) in the forward, backward, left, and right side) balance abilities. External perturbation was measured by the subject's postural sway velocity and area for 20 seconds after being impacted by a gym ball. Static and dynamic stabilities were measured with ankle joint fixation and non-fixation conditions. Ankle fixation was provided using Mueller tape on both ankle joints. Results: For static stability under the standing posture, there was no significant difference between standing with ankle joint fixation and non-fixation conditions. However, dynamic stability (external perturbation and LOS in the forward, backward, left, and right side) was significantly higher in the standing with the non-fixation condition compared to the standing with ankle joint fixation condition (p<0.05). Conclusions: Our results reveal that ankle joint fixation can influence dynamic stability during standing. Thus, we believe that this result provides basic information for making improvements in postural control and may be useful in balance training for fall prevention.

Spatiotemporal Clusters and Trends of Pneumocystis Pneumonia in Korea

  • This study determined the recent status and trend of Pneumocystis jirovecii pneumonia (PcP) in the non-human immunodeficiency virus (HIV) (non-HIV-PcP) and HIV (HIV-PcP) infected populations using data from the Health Insurance Review & Assessment Service (HIRA) and the Korea Disease Control and Prevention Agency (KDCA). SaTScan and Join-point were used for statistical analyses. Non-HIV-PcP cases showed an upward trend during the study period from 2010 to 2021, with the largest number in 2021 (551 cases). The upward trend was similar until 2020 after adjusting for the population. Seoul had the highest number of cases (1,597) in the non-HIV-PcP group, which was the same after adjusting for the population (162 cases/1,000,000). It was followed by Jeju-do (89 cases/1,000,000). The most likely cluster (MLC) for the non-HIV-PCP group was Seoul (Relative Risk (RR)=4.59, Log Likelihood Ratio (LLR)=825.531), followed by Jeju-do (RR=1.59, LLR=5.431). An upward trend was observed among the non-HIV-PcP group in the Jeju-do/Jeollanam-do/Jeollabuk-do/Gyeongsangnam-do/Busan/Daejeon/Daegu/Ulsan joint cluster (29.02%, LLR=11.638, P<0.001) located in the southern part of Korea. Both women and men in the non-HIV groups showed an overall upward trend of PcP during the study period. Men in the 60-69 age group had the highest annual percentage change (APC 41.8) during 2014-2019. In contrast, the HIV groups showed a falling trend of PcP recently. Men in the 60-69 age group had the most decrease (APC -17.6) during 2018-2021. This study provides an analytic basis for health measures and a nationwide epidemiological surveillance system for the management of PcP.
