최근 시설물의 관리를 위한 유지관리는 기존 시설물의 안전진단 등을 통한 구조물의 안정성 위주의 관리에서 시설물의 성능을 평가하여 관리하는 자산관리 개념으로 추세가 바뀌어 가고 있다. 시설물의 자산관리를 위해서는 시설물의 유지관리 및 서비스수준을 평가하고 이를 관리하기 위한 정보 분류가 효율적으로 이루어 져야 한다. 발전 시설물의 경우 복합구조물로 매우 복잡한 형식으로 구성되어 있다. 따라서 본 연구에서 국내 통합 건설분류체계 형식을 반영하여 발전 시설물을 시설, 공간, 부위, 요소로 구분하고 보일러 건물을 사례로 하여 분류를 실시하였다. 본 분류체계는 시설물의 환경조건 등을 반영한 열화조건을 반영하기 위해서 기존의 분류체계에서는 볼 수 없는 방향, 내부, 외부 등을 추가하여 분류하였다. 이는 발전구조물의 특성상 해안가에 위치하고 비례 염분 및 습도 등의 환경조건에 따라 열화속도를 반영하여 체계적이고 효율적인 유지관리를 할 수 있도록 한 것이다. 본 연구에서 개발된 분류체계는 발전시설물의 자산관리를 위한 전산시스템개발에 기초적인 자료로 활용되게 될 것이다.
This study is analyzed combustion phenomena based on the environmental energy facility incinerator. It is assumed that combustible components of waste are composed of carbon and hydrogen, and the combustion process of fuel is by setting as multi-component / multistage reaction. As the combustion chamber is burned, the high temperature environment is achieved, also the heat transfer accompanied by the turbulent flow and the generation of NOx, a pollutant, are interpreted to predict the thermal and fluid characteristics and pollution emissions of the grate incinerator. As the result of internal flow analysis, the slow flow around the ash chute and the mixing effect due to the complicated turbulence around the combustion chamber were predicted to show excellent performance. It is shown to the internal average temperature was about $1024^{\circ}C$, around the about $1000^{\circ}C$ homogeneous temperature distribution. Due to the sudden temperature decrease in the boiler, the flue gas temperature at the outlet was estimated to be about $220^{\circ}C$.
In this study, in order to establish the criteria for evaluation of importance by the type of facility specialized for agricultural reservoirs, an expert group consisting of a total of 167 members who were in management, or specialized in the fields of design, research, and diagnosis were organized, and the importance for facilities was set with application of the AHP technique. The importance of dam body, spillway, and intake structure composing a reservoir were set at 59%, 24%, and 17%, and the importance of dam crest, upstream slope, and downstream slope constituting a dam body was set at 32%, 31%, and 37%, respectively. In addition, the importance of approach channel, regulated channel, chute channel, and stilling basin consisting a spillway was set at 15%, 44%, 26%, and 15%, and the importance of inclined conduit and outlet conduit consisting an intake structure was set at 35% and 65%, respectively. The safety grade of the reservoirs evaluated by applying the newly presented importance values in this study showed the rearrangement of the grades with a change of 11% compared to the previous grades. In this way, the newly established criteria are expected to be utilized as basic data with strategic importance in reservoir safety management and disaster prevention as well as the operation of systems in the future.
The purpose of this study was to examine the effects of food safety management support in the Center for Children's Foodservice Management (CCFSM) on foodservice facilities for children in Busan area. We assessed the status of hygiene and safety practices of institutional and non-institutional foodservice on a quarterly basis by using an inspection checklist for food hygiene and safety developed by dieticians from February to December in 2013. The subjects were 103 children's foodservices, including 37 institutional and 66 non-institutional foodservices. Inspection checklist consisted of nine categories with 39 checklists; general characteristics, personal hygiene, ingredient control, menu planning, cooking processing control, serving management, washing, disinfection and storage control, and environment and safety management. The average score of each field (pre-supporting/post-supporting) in institutional foodservice was 0.56/0.92 for personal hygiene, 0.55/0.87 for ingredient control, 0.76/0.97 for menu planning, 0.53/0.89 for processing control, 0.27/0.67 for serving management, 0.47/0.91 for washing, disinfection and storage control, and 0.61/0.91 for environment management and 0.64/0.94 for safety management. In non-institutional foodservice, the average score of each field (pre-supporting/post-supporting) was 0.49/0.80 for personal hygiene, 0.52/0.75 for ingredient control, 0.78/0.97 for menu planning, 0.42/0.76 for processing control, 0.32/0.61 for serving management, 0.57/0.88 for washing, disinfection and storage control, and 0.46/0.82 for environment management and 0.73/0.88 for safety management. The average scores of all categories (pre-supporting/post-supporting) were 0.57/0.91 in institutional foodservice and 0.53/0.82 in non-institutional foodservice. The effects of management support in CCFSM on institutional foodservice were higher than those of non-institutional foodservice. Based on these results, we found that management support in CCFSM on foodservice facilities for children had a significantly positive effect on status of hygiene and safety practice regardless of foodservice facility size.
안전관리 실명제는 건설현장에 설치하는 안전 가시설, 가설공사에서 불안전한 상태로 인하여 발생하는 안전사고 예방을 목적으로 근로자가 사용하기 전에 공사관계자들이 점검 후 "안전성"을 표시하는 것이다. 연구목적: 건설현장의 안전관리 실명제 실행으로 "중대재해처벌법"의 대응과 동시에 안전관리 수준 향상에 목적이 있다. 연구방법: 본 연구에서는 건설현장의 안전사고 유형 및 기인물 등 실태조사의 선행연구 등으로 계층 분석 모형을 제작하였다. 전문가에게 쌍대비교 설문으로 통합가중치 및 순위를 산출하기 위해 AHP모형을 사용하였다. 결론: 상위계층 분석 결과는 건설기계가 가장 높고, 관리 실명제가 가장 낮게 평가되었다. 하위계층 분석 결과 안전시설물 관리는 개구부, 건설기계는 타워크레인, 관리실명제는 "산업안전보건법" 상에 의한 관리, 안전관리조직은 CEO 의무가 가장 중요하다고 확인되었다.
The purpose of this study is to investigate safety and dangerous awareness of environment on walking trails. For this purpose, questionnaire survey are carried out by people who had experience using walking trails during 2016. It is evaluated that environments of walking trails located inside big cities are inferior than ones located in small and medium-sized cities and countryside in air pollution, bed smell, water pollution, noise, and waste. Needs about management and number installed public restroom are high for hygienic environment of walking trails. With waste treatment, users of 2.4 percentage are showed improper behavior that they left their rubbish at the place out of view but others bring their trash. Accident likelihood is highly appreciated and possibility of physical accident like slipping is showed at the highest. The reasons of accident on walking trails are responded with carelessness of walkers and improper of installation or management of safety facility at the most. For safety environment of walking trails, needs of installation of safety fences and notices of dangerous area are requested. In order to separate prevention from paths of walking trails, signposts are needed at visual clearness, maintenance, installation with proper interval and location, and correct contents. Respondents of 2.4 percentage have experiences of accident on walking trails and physical accident like slipping is occurred at the most.
The relationship between near misses and major accidents can be confirmed using the ratios proposed by Heinrich and Bird. Systematic reviews of previous national and international studies did not reveal the assessment process used in near-miss management systems. In this study, a model was developed for assessing near misses and major factors were derived through case application. By reviewing national and international literature, 14 factors were selected for each dimension of the P2T (people, procedure, technology) model. To identify the causal relationship between accidents and these factors, a near-miss assessment model was developed using a Bayesian network. In addition, a sensitivity analysis was conducted to derive the major factors. To verify the validity of the model, near-miss data obtained from the ethylene production process were applied. As a result, "PE2 (education)," "PR1 (procedure)," and "TE1 (equipment and facility not installed)" were derived as the major factors causing near misses in this process. If actual workplace data are applied to the near-miss assessment model developed in this study, results that are unique to the workplace can be confirmed. In addition, scientific safety management is possible only when priority is given through sensitivity analysis.
The paper notes that the most common way of handling spent nuclear fuel (SNF) of power reactors is its temporary long-term dry storage. At the same time, the operation of the dry spent fuel storage facilities almost never use the modern capabilities of information systems in safety control and collecting information for the next studies under implementation of aging management programs. The author proposes a structure of an information system that can be implemented in a dry spent fuel storage facility with ventilated storage containers. To control the thermal component of spent fuel storage safety, a database structure has been developed, which contains 5 tables. An algorithm for monitoring the thermal state of spent fuel was created for the proposed information system, which is based on the comparison of measured and forecast values of the safety criterion, in which the level of heating the ventilation air temperature was chosen. Predictive values of the safety criterion are obtained on the basis of previously published studies. The proposed algorithm is an implementation of the information function of the system. The proposed information system can be used for effective thermal monitoring and collecting information for the next studies under the implementation of aging management programs for spent fuel storage equipment, permanent control of spent fuel storage safety, staff training, etc.
For an earthquake-safe urban environment, the Republic of Korea conducts seismic performance evaluation in accordance with laws and guidelines to assign safety ratings and implement necessary management measures such as repairs and reinforcements. In the seismic performance evaluation result, structures lacking in preparation for earthquakes are prioritized and classified into measures such as repair, reinforcement, or careful observation to respond to physical risks such as earthquakes. Such repair and reinforcement work is not a one-time thing, but it is necessary to further enhance the effect through continuous follow-up observation. In this study, the location of the vertical and horizontal displacement measuring part of the construction part is displayed so that the post-construction status of the reinforcement construction part can be visually checked by identifying the problems in the process of post-monitoring in 2022 for the maintenance and reinforcement work of local governments' public facilities carried out in 2021. We propose a plan to institutionalize the installation of, inspection tools, and crack gauges at certain locations in the construction department, and to have facility managers periodically inspect and manage them with a smartphone program or the 'Facility Autonomous Safety Inspection' app.
The government announced that it would ask the contractors not only the supplier but also the contractors to take the same responsibilities if they did not observe industrial accident safety measures from 2019. The semiconductor manufacturing process belongs to the representative disaster industry group in which the facility is directly located inside a closed space called clean room. According to previous studies, the semiconductor industry group used checklists for safety management of their suppliers. This study has developed a model for assessing suppliers by constructing a quantitative checklist item through the risk assessment methodology, laws and regulations. The evaluation model of the supplier set up through this study becomes the safety management standard in the semiconductor industry. Furthermore, it is applied to the partner companies in the operation of ISO 14001, 45001, I would like to apply it as a measure of performance management for CSR (Corporate Social Responsibility).
