신뢰도를 고려한 배전계통 설비투자 우선순위 결정에 관한 연구 (A Novel Investment Priority Decision Method for Facilities of Distribution Systems Considering Reliability of Distribution System)

  • This paper proposes the novel investment priority decision method for distribution facilities considering the potential failure rate and the influence of customer caused by faults in distribution networks. The Proposed method decides the investment priority of the facilities combining, by the fuzzy rules, the KEPCO's priority decision for investment and the priority decision considering SAIFI(System Average Interruption Frequency Index) and SAIDI(System Average Interruption Duration Index). To verify the performance of the proposed method, these works utilized the projects for weak facility reinforcement planned in KEPCO in the Busan region in 2003 and 2004. The evaluation results showed that the reliability of the KEPCO in the Busan region using the proposed method can be enhanced more than using the conventional KEPCO's method.

  • 국내는 방제·방역, 탐사·측량, 수색·구조, 영상촬영, 시설관리 등 드론활용 시장 중심으로 성장 추세이나 드론의 핵심기술·부품에 대한 외산 의존도는 높은 실정이다. 미국, 중국 등 드론 선진국들은 드론의 무기화를 확대하고 있으며, 이에 따라 향후에는 드론산업 관련 수·출입 규제 강화, 독과점 등 국가 간 무역 전쟁이 더욱 강화될 우려가 있다. 따라서 차세대 드론의 핵심 기술과 부품·부속장비 등에 대한 연구개발 및 국산화를 위한 정책적 연구와 인프라 투자가 선행 되어야 할 필요가 있다. 본 연구에서는 AHP 기법을 활용하여 소형 드론기업 육성을 위한 인프라 투자 우선순위를 선정하고, 인프라 투자 전략을 제시하였다.

하수도정비기본계획 시행 후의 투자적정성 분석에 관한 사례 연구 (Case Study of Investment Adequacy Analysis After Implementing Master Plan on Sewerage Rehabilitation)

  • The objective of this study is to analyze the investment adequacy of the projects implemented according to the master plan on sewerage rehabilitation at Seoul. The planned and actually implemented ratio of invested money on sewage treatment plants (STPs) to sewers were compared in two temporal periods. Though the planned ratio of investment on STPs to sewers was 50:50 (in 2009-2020), the actual implemented ratio in 2009-2013 was 34:66. Until 2020, the greater investment ratio on STPs to sewers should be made considering the necessity of coping with stricter legal compliance on advanced treatment, stormwater treatment and so on. The priority of the planned and partially implemented projects among four STPs and at each STP was evaluated. Considering only the performance indicator of reduced load of BOD, T-N, T-P per the capacity of each STP facility, the performance among four STPs was shown as Jung-Rang>Tan-Cheon>Seo-Nam>Nan-Ji. The reverse order of the performance results in the past may be considered for future investment priority, but the efficiency of operation implemented at each STP, deteriorated status of each STP, investment in the past and so forth should also be considered. As for the priority of projects conducted within each STP, projects related to legal compliance (such as advanced tertiary treatment, stormwater treatment, etc.) have highest priority. Odor-related project and inhabitant-friendly facility related projects (such as building park on STPs, etc.) has lower priority than water quality related projects but interactivity with end-users of sewerage should also be important.

배전계통 신뢰도를 고려한 전기설비투자 우선순위 결정 기법 (An Improved Investment Priority Decision Mettled for the Electrical Facilities Considering the Reliability of Distribution Networks)

  • This paper proposes a improved investment priority decision method of the facilities considering the reliability of distribution networks. The proposed method decides a investment order of the facilities combining, by fuzzy rules, the investment priority decision of KEPCO and the priority decision considering reliability evaluation indices. Where reliability evaluation indices are SAIFI(System Average Interruption Frequency Index) and SAIDI(System Average Interruption Duration Index), as referred to evaluation index for sustained interruption. The reliability analysis method of distribution networks applied in this paper utilizes analytic method, where the used reliability data is historical data of KEPCO. Particularly, we assumed that the failure rate increased as the equipment ages. To verify the performance of the proposed method, we applied it with the planned projects to reinforce the weak facility electrical facilities in KEPCO in 2004. The evaluation result showed that, under a limited budget, the reliability of the KEPCO in the Busan region using the proposed method can be enhanced than using the conventional KEPCO's method. Therefore, the results verify the proposed method can be efficiently used in the actual priorities method for investing the electrical facilities.

  • 정부는 낙후된 학교환경을 개선하고 미래교육 수요의 변화에 효과적으로 대응하기 위해 교육환경개선사업 계획을 수립하여 추진 중에 있다. 그러나 교육시설물 투자 우선순위를 고려하지 않은 교육환경개선사업은 국가 재정의 낭비를 초래 할 수 있다. 본 연구는 교육시설물의 투자 우선순위를 도출하기 위해 충청남도 소재 초 ${\cdot}$${\cdot}$ 고등학교의 교육시설물 투자실적 데이터 조사 및 분석을 실시하였으며, 교육환경개선사업 우선순위 Item 도출을 위해 충청남도 소재 초 ${\cdot}$${\cdot}$ 고등학교의 학생 ${\cdot}$ 학부모 ${\cdot}$ 교직원 및 교육시설물관리 담당자들에게 AHP 설문조사 및 분석을 실시하였다. 연구 결과 교육시설물의 투자비용 실적과 과부족 현황 파악을 분석하였으며, 이를 바탕으로 향후 투자 시 사용자 만족도가 높아질 수 있는 우선순위 Item을 발굴하였다. 본 연구의 결과는 향후 교육시설물 투자 시 사용자 만족도 향상 및 미래지향적 학교를 위한 기초 자료로 활용될 수 있을 것이다. 이를 통해 국가예산의 효율적인 집행과 함께 국가예산의 중복투자를 줄이는데 효과적인 적용을 기대해 볼 수 있다.

우리 나라의 하수도현황과 전망 (State of Swerage Systems and Prospects in Korea)

  • This study reviewed the current status and problems of sewerage system in Korea and then proposed possible methods to correct the problems. Also, evaluation of future development in sewerage system is included. It can be summarized as follows : 1. Investment in sewerage system is relatively low . 0.23% of GNP, Considering that the investment portion is 0.35% in OECD and 0.63% in Japan, it should be increased further. 2. The reasons wily the investment in sewerage system is low can be ' (1) Low priority is given to the investment in sewerage system. Local government builds and operates its own wastewater treatment plant. Local government as well as residents prefer to invest their money in roadwork, housing and parks to in wastewater treatment facilities because of greater investment effects. (2) Besides capital investment, more maintenance cost is needed for sewerage system. Proper operation of wastewater treatment facilities requires a well-trained operator. Because of public conception that operation of wastewater treatment facility is a dirty job, it is difficult to find a well-trained operator. (3) It is difficult to estimate the effect of sewerage system (4) Cost required to build and maintain wastewater treatment facility should be paid by people, who benefit from the facility. People to benefit are sometimes different from people to pay. 3. Advanced treatment is necessary to protect the bay aura and raw water source as well as to prevent eutrophication of lakes and ponds. 4. Wastewater treatment facility were mainly build in big cities during the decade of 1980. Followings should be solved first to expand the facilities. (1) Rapid repair and construction of sewer. (2) Technical development of wastewater treatment . Prevention of efficient and economical wastewater . Development of efficient and economical wastewater treatment techniques . Development of high-efficiency treatment using bioreactor . Reuse of wastewater treatment plant effluent (3) Sludge treatment and disposal . Composting of sludge cakes . Development of techniques to reduce the volume of sludge cake : incineration and reuse of sludge ash and slag. (4) Utilization of wastewater treatment facilities . Construction of community parks or sports families(ie, on the tops of the covered aeration tanks and sedimention tanks) Construction of wastewater treatment facilities under ground and of parking facilities and community parks above ground. (5) Education of wastewater treatment personal.

교통물류거점유형별 예산비율을 고려한 연계교통시설 투자우선순위 분석 (Prioritization of Intermodal Transportation Facilities with Considering the Budget Rate Constraints of Focal Terminal Types)

  • 국가기간망 확충에 주력함에 따라 상당부분의 국가기간망 정체 구간이 해소되었다. 그러나 물류가 발생하는 교통물류거점 주변은 여전히 혼잡하여 물류의 기종점 간 통행시간은 크게 개선되지 않았으며, 이에 교통물류거점과 국가기간교통망 간 또는 교통물류거점 간 체계적인 연계교통망 구축을 위해 핵심 교통물류거점의 연계교통체계 구축계획이 수립되었다. 교통물류거점의 연계교통시설 사업의 우선순위 방법론은 기존의 방법론으로는 적용하기에 무리가 있으므로 본 연구에서는 연계교통시설 사업의 특수성인 거점의 특성을 계층구조 및 평가항목에 포함하고, 특정 거점 유형에 연계교통시설 사업이 집중되지 않도록 거점 유형 예산배분 비율을 설문함으로써 연계교통망 사업 우선순위를 분석하기 이전에 각 거점 유형별로 예산제약을 두었다. 또한, 2단계 평가방법에 따라 특정 거점에 연계교통시설 사업이 없는 경우에도 적용가능하도록 우선순위 방법론을 개발하였다. 설문을 통한 가중치 산출 결과, 사업 시행과 관련된 변수(D/C, 접근성 변동지수)에 높은 가중치가 부여되었으며, 그 다음으로 지역 낙후도가 높은 가중치를 나타냈다. 본 연구에서는 평가항목값을 이용한 우선순위를 도출하지는 못하였지만, 연계교통시설 사업의 투자정책방향을 설정하는데 유용할 것으로 판단된다.

의료서비스 속성에 따른 품질이 전체만족도에 미치는 영향 -일개 상급종합병원의 외래 및 입원환자를 중심으로- (Impact of Medical Service Quality by Attribute on Overall Satisfaction -Focused on Out-patient and In-patient in High-level general Hospital-)

  • This study was aimed to identify the current status of medical service quality of medical institutes; propose improvements; and find out the impact of medical service quality by its attribute on overall customer satisfaction. The research was conducted on the out-patients and in-patients in a high-level general hospital located in A city. To examine the research, the IPA was utilized to identify the priority requirements for improving the medical service quality. The study also applied an extended theory to the analysis on mismatch between the level of satisfaction and importance recognized by the clients, to examine the impact of the above mentioned factors on the overall satisfaction and intention to revisit and recommend the hospital. For out-patients, the result showed that "hospital hygiene" had a positive and negative impact on the clients' intention to revisit the hospital in priority improvements. In terms of the sustainable improvements, "doctor's skill" had a negative impact on the overall service satisfaction, whereas "state-of-the-art facility" and "nurse's instruction" had a positive impact on the intention to revisit the hospital. In long-term improvements,"complaint remedy" had a positive impact on the intention to recommend the hospital but there were no relevant factors in excessive investment. On the other hand, for in-patients, the result demonstrated that there were no relevant factors in priority improvements and sustainable improvements. The factor of"service procedure speed"had a positive as well as negative impact on the intention to revisit the hospital. In excessive investment,"nurse's empathy"had a positive impact on the intention to recommend the hospital.

  • This study aims to feasibility study of the Youth Center. Welfare of adolescents is appeared to a matter of concern and interest as social problems of various kinds related adolescents including the fire at a beer bar in Inchon occur recently. In view of government, in addition to fairness of facility location, location of such facilities arc to be determined the respect to cost of locating facilities and developmental direction in the future. A feasibility study is and effective tool in determining the decision of investment or not and the level of investment priority on projects requiring a sizeable investment and the feasibility of a project. The first, it is to select reasonable location. It was selected three and two by consideration of facilities distribution and connection with others. Five proposal selected was estimated by five element of approach, demand, symbol, reality, environment. In result proposal I was chosen. The next, it is to estimate scales. It was estimated by analysis of catchment area, similar facilities, programs, in result 7,260㎡ come into analysis to the best gross area. The finally, it is to study on economical efficiency. Income Statement estimated was came out ₩1,7billion. in addition, it offer various benefit by public facilities.
