Overcoming the Braess' Paradox in Feasibility Study (경제성 분석의 브레이스 파라독스 극복 방안)

  • In the feasibility analysis, Braess' Paradox results in the negative social benefit in spite of adding transportation facilities. Consequently, it has been difficult to judge on the investment of SOC projects. This research aims to analyze the Braess' Paradox in the feasibility analysis and to seek a remedy for the Paradox. Several experiments were conducted on the simple network under the various conditions. From the experiments, following findings were validated: Braess' Paradox occurred only if travel demands met within certain intermediate range. In terms of traffic assignment method, the SO was more likely to reduce the effect of the Braess' Paradox than the UE. However, the Braess' Paradox in the benefit of operating cost saving occurred in all cases and the paradox in the total benefit continued. In order to solve the problem, new link cost function considered travel time and operating cost simultaneously were suggested. As a result, the negative benefit was significantly decreased in the UE case and total negative benefit was no longer shown in the SO case through the analysis.

Economic Feasibility Study for Commercial Production of Bio-hydrogen (해양바이오수소개발 사업의 상업생산을 위한 예비경제성평가)

  • This project sought to conduct an economic feasibility study regarding the commercial production of bio-hydrogen by the marine hyperthermophilic archaeon, Thermococcus onnurineus NA1 using carbon monoxide-containing industrial off-gas. We carried out the economic evaluation of the bio-hydrogen production process using the raw material of steel mill by-product gas. The process parameter was as follows: $H_2$ production rate was 5.6 L/L/h; the conversion of carbon monoxide was 60.7%. This project established an evaluation criterion for about 10,000 tonne/year. Inflation factors were considered as 3%. The operating costs were recalculated based on prices in 2014. The total investment required for development was covered 30% by capital and 70% by a loan. The operation cost for the 0.5-year test and integration, and the cost for the first three months in the 50% production period were considered as the working capital in the cost estimation. The costs required for the rental of office space, facilities, and other related costs from the construction through to full-scale production periods were considered as continuing expenses. Materials, energy, waste disposal and other charges were considered as the operating cost of the development system. Depreciation, tax, maintenance and repair, insurance, labor, interest rate charges, general and administrative costs, lubrication and miscellaneous expenses were also calculated. The hydrogen price was set at US$ 4.15/kg for the economic evaluation. As a result, the process was considered to be economical with the payback period of 6.3 years, NPV of 18 billion Won and IRR of 26.7%.

LCCA and LCA to Evaluate Feasibility for Introducing High-Efficiency Motors into Air Ventilation Systems of Public Facilities (고효율 전동기를 다중이용시설 환기설비에 도입하기 위한 LCCA 및 LCA 분석)

  • The amount of energy consumed in air ventilation systems of public facilities accounts for 40% of their total energy consumption. To reduce their energy consumption, applying variable speed operation controlled by an inverter with a high-efficiency motor is suggested. Since these methods require higher initial investment costs compared to the existing systems, economic evaluation should be conducted from a long-term perspective. While LCCA(Life Cycle Cost Analysis) model is useful to estimate net savings of alternatives that differs with respect to initial costs and operating costs, the environmental burdens are not considered. On the contrary LCA(Life Cycle Assesment) model is suitable to assess environmental impacts associated with the stages of a product's life but it does not consider costs. In this study, the high-efficient motors are introduced into the air ventilation system of a subway station and a comprehensive analysis on the economic and environmental impacts of the proposed method is conducted by using LCCA and LCA model.

  • As the law on the private sector investment in social infrastructure was amended in January of 2005, the government is aggressively promoting BTL projects but many trials and errors and problems are occurring. Especially, the Value-For-Money evaluation conducted by the responsible agencies to judge the appropriateness of the project found there was a conspicuous difference between the computed cost and the final contract sum. Accordingly, this study is aimed to grasp the problems in the current Value-For-Money evaluation and to improve it in order to proceed with BTL projects efficiently. To achieve this, through a relative comparison to the final contract sum, a clear standard for the items of Value-For-Money evaluation was presented and thus, a model that can ensure accuracy in computing the Value-For-Money was established so that a delay in negotiations can be avoided. If the Value-For-Money evaluation established in this study is used in assessing the appropriateness of unit prices for BTL projects for education facilities, a reasonable result can be expected to be drawn in selection and negotiations with contractors, and maintenance and Post-Operation-Evaluation(POE) of education facilities as well.

  • Hybrid power storage system with emergency power function for demand management and power outage minimizes the investment cost in the building of buildings and factories requiring emergency power generation facilities, We propose a new business model by developing technology that can secure economical efficiency by reducing power cost at all times. Normally, system power is supplied to load through STS (Static Transfer Switch), and PCS is connected to system in parallel to perform demand management. In order to efficiently operate the electric power through demand forecasting, the EMS issues a charge / discharge command to the ESS as a PMS (Power Management System), and the PMS transmits the command to the PCS controller to operate the system. During the power outage, the STS is rapidly disengaged from the system, and the PCS becomes an independent power supply and can supply constant voltage / constant frequency power to the load side. Therefore, it is possible to secure reliability through verification of actual system linkage and independent operation performance of hybrid ESS, By enabling low-carbon green growth technology to operate in conjunction with an efficient grid, it is possible to improve irregular power quality and contribute to peak load by generating renewable energy through ESS linkage. In addition, the ESS is replacing the frequency follow-up reserve, which is currently under the charge of coal-fired power generation, and thus it is anticipated that the operation cost of the LNG generator with high fuel cost can be reduced.

  • The purpose of this study is to find analytic solution of determining the optimal capacity (lot-size) of multiproduct acyclic multistage production and inventory system to meet the finished product demand under the constraint of finite intermediate storage. Intermediate storage is a practical way to mitigate the material flow imbalance through the line of supply and demand chain. However, the cost of constructing and operating storage facilities is becoming substantial because of increasing land value, environmental and safety concern. Therefore, reasonable decision-making about the capacity of processes and storage units is an important subject for industries. The industrial solution for this subject is to use the classical economic lot sizing method, EOQ/EPQ(Economic Order Quantity/Economic Production Quantity) model, incorporated with practical experience. But EOQ/EPQ model is not suitable for the chemical plant design with highly interlinked processes and storage units because it is developed based on single product and single stage. This study overcomes the limitation of the classical lot sizing method. The superstructure of the plant consists of the network of serially and/or parallelly interlinked non-continuous processes and storage units. The processes transform a set of feedstock materials into another set of products with constant conversion factors. A novel production and inventory analysis method, PSW(Periodic Square Wave) model, is applied to describe the detail material flows among equipments. The objective function of this study is minimizing the total cost composed of setup and inventory holding cost. The advantage of PSW model comes from the fact that the model provides a set of simple analytic solutions in spite of realistic description of the material flows between processes and storage units. the resulting simple analytic solution can greatly enhance the proper and quick investment decision for the preliminary plant design problem confronted with economic situation.

Analysis of Effectiveness for Water Cycle and Cost-Benefit according to LID Application Method in Environmentally-Friendly Village (친환경시범마을의 LID 적용에 따른 물순환 효과 및 비용편익 분석)

  • Water disasters such as flash floods and inundation caused by localized heavy rainfall in urban areas have a large impact on climate change but are also closely related to the increase in impervious areas as pointed out in domestic and international studies. It is difficult to secure natural green areas in urban areas that have already been developed. So, urban regeneration can be expected using water management optimized with technologies to secure infiltration and storage capacity such as Low-Impact Development technology. In this study, the water cycle improvement ability was confirmed by applying the LID technology within the district unit plan of the environmentally friendly village, and the economic feasibility of LID application was analyzed by estimating the costs and benefits of installing the facilities. The site was planned to conserve sufficient green and plans for securing the watershed infiltration and storage capacity were formulated with the application of additional LID technology, such as infiltration trenches, rain barrels and permeable pavements. The LID design method applicable to the site was established, and the water balance of the watershed was analyzed through simulations of the SWMM model. The water circulation improvement effect was confirmed through the water balance analysis, and the cost-benefits were determined according to the estimation method, and the economic analysis was conducted. This study confirms that the investment of LID technology is economically feasible for the hydrological improvement effect of the housing complex.

Evaluation of Applicability of Renewable Energy in Controlled Horticulture Farms -Centering on Economic Analysis of Geothermal.Solar Powered- (시설원예농가의 재생에너지 적용가능성평가 -지열.태양광의 경제성 분석을 중심으로-)

  • In this study, RPS system, one of the renewable energy support systems, is utilized for economic analysis of solar generation equipment and the fuel cost savings plan for controlled horticulture farms with high fuel-cost dependency and facility applicability were evaluated. On the exterior of the upper layer of glass greenhouse (9917$m^2$) of controlled horticulture farms using bunker C oil, half of the area (4958$m^2$) was utilized for theoretical installation and operation of 450kW-level solar power generator, and as the result, first, the effect of investment cost only of solar generation system was found to be quite excellent, but it was analyzed that there were limits to saving the fuel costs of the controlled horticulture farms. Second, when geothermal system was first introduced in the farm and solar system was additionally introduced, it was analyzed that the effect of introducing solar system was excellent. In order to apply such effects to the sites of farming, partial supplementation of RPS system which is being uniformly applied regardless of the purpose of renewable energy is necessary. When the subject of use directly install facilities where it is directly connected to national added-value such as food security created by the farming industry, it is necessary to introduce appropriate system that corresponds to such. Moreover, it was studied that the quick development of demonstrative complex that can practically evaluate the applicability of renewable energy in farming industry and interest and preparation of related institutions in financial support structure for its site application would lead to success.

  • This study aims to evaluate the financial impact of construction firms' business diversification. Specifically, from the construction firms' perspective, this study attempted to present basic investment model by analyzing the effect of investment in residential facilities for retired seniors. Analyses results indicated that the financial impact, in terms of sales volume and gross profit, varies according to the size of firms. The results drawn from this study could be a valuable source when construction firms plan to invest and operate residential facility for retired seniors in order to diversify their business portfolio and stabilize financial structure.

  • In this study, The Virtual Power Plant (VPP) solution platform considered in this study minimizes the cost and investment risk associated with the construction of power generation and transmission facilities. In addition, it includes a Demand Response (DR) program operation function to meet consumers' electricity demand. With the introduction of VPP, it is possible to provide more eco-friendly and efficient power by responding to changes in consumer load in real time through existing generators and DR programs without large-scale facility investment in power generation and transmission/distribution sectors. In order to link the communication device to the solar power and ESS linkage device, it is necessary to transmit data in the control/state between the device device and the edge system and develop an IoT device and interworking platform (OneM2M).
