The prolonged and heavy East Asian summer precipitation in 2020 may have been caused by an enhanced Madden-Julian Oscillation (MJO), which requires evaluation using forecast models. We examined the performance of GloSea6, an operational forecast model, in predicting the East Asian summer precipitation during July 2020, and investigated the role of MJO in the extreme rainfall event. Two experiments, CON and EXP, were conducted using different convection schemes, 6A and 5A, respectively to simulate various aspects of MJO. The EXP runs yielded stronger forecasts of East Asian precipitation for July 2020 than the CON runs, probably due to the prominent MJO realization in the former experiment. The stronger MJO created stronger moist southerly winds associated with the western North Pacific subtropical high, which led to increased precipitation. The strengthening of the MJO was found to improve the prediction accuracy of East Asian summer precipitation. However, it is important to note that this study does not discuss the impact of changes in the convection scheme on the modulation of MJO. Further research is needed to understand other factors that could strengthen the MJO and improve the forecast.
Risk assessment on Jeju Special Self-Governing Province(JSSGP)'s water supply facilities and establishment of adaptation measures for climate crisis factors were implemented. JSSGP's vulnerability to the climate crisis was high in the order of drought, heat wave, heavy rain and strong wind. As a drought adaptation measure, policies of water saving and revenue water ratio improvement were considered. As for the heat wave adaptation measure, the introduction of an advanced water treatment process was suggested in response to the increase of algae cell number which resulting in taste and odor problem. As for heavy rain adaptation measures, the installation and operation of automatic coagulant injection devices for water purification plants that take turbid surface water were proposed. As a measure to adapt to strong winds, stabilization of power supply such as installation of dual power line was proposed in preparation for power outages. It is expected that water facilities will be able to supply high-quality tap water to customers even under extreme climate conditions without interruption through risk assessment for climate crisis factors and active implementation of adaptation measures.

Offshore jacket structures generally comprise steel members, and the safety standard for jacket structures typically focuses on the steel components. However, large amounts of concrete grouting is filled in the legs of the Gageocho jacket structure to aid in the recovery from typhoon damage. This paper proposes a safe and lightweight design for the Gageocho ocean research station comprising steel members instead of large amounts of concrete reinforcement in the legs. Based on the actual design, the structural members are grouped according to their functional roles, and the inner diameter of the cross-section in each design group is defined as a design variable. Structural optimization is carried out using a genetic algorithm to minimize the total weight of the structure. To satisfy the conservative safety standards in the offshore field, both the maximum stress and the unity check criteria are considered as design constraints during optimization. For enhanced safety confidence, extreme environmental conditions are assumed. The maximum marine attachment thickness and the section erosion in the splash zone are applied. Additionally, the design load is defined as the force induced by extreme waves, winds, and currents aligned in the same direction. All the loading directions surrounding the structure are considered to design the structure in a balanced and safe manner. As a result, compared with the current structure, the proposed structure features a 45% lighter design, satisfying the strict offshore safety criteria.
Asian dust (or yellow sand) occurring mainly in spring in East Asia is affected by the distribution of weather systems. This study was performed to investigate the characteristics of suspended particulate for Asian dust at Busan, Korea in 20 March 2010, which was one of the extreme case for the last 10 years. There was used the data of weather chart, satellite, automatic weather system (AWS), $PM_{10}$, laser particle counter (LPC), and backward trajectories model. In synoptically, the high pressure was located in the northwestern part and low pressure was located in the northeastern part of Korea. The strong westerly winds from surface to upper layer makes it possible to move air masses rapidly. Air masses passing through Gobi Desert in Mongolia and Inner Mongolia plateau covered the entire Korean peninsula. As the results of aerosol analysis, $PM_{10}$ concentration at Gudeok mountain in Busan was recorded $2,344{\mu}g/m^3$ in 2300 LST 20 March 2010 and their concentration was markedly increased at coarse mode particle. In surface condition, westerly wind about 3 ~ 5 m/s was dominant and small particles of $0.3{\sim}0.5{\mu}m$ were distributed on the whole. In heavy metal components analysis, the elements from the land was predominated.
In this study, an assessment method that considers the effects of directional wind speeds on buildings or structures that are sensitive to wind is proposed. Also, the basic characteristics of directional wind speeds were assessed by means of local annual maximum wind speeds. From the method of assessment of the characteristics of directional wind speeds, their goodness-of-fit was verified by applying extreme value distribution to the data on annual maximum wind speeds from the Korea Meteorological Administration. To consider the characteristics of directional winds, an assessment method is suggested that divides the directional wind pattern of each directional wind speed into four groups. From the study results, all the data on directional wind speeds based on the Gumbel distribution were examined using data on annual maximum wind speeds from Seoul, Tongyung, and Incheon. Since the Gumbel model of all directional wind speeds has independent probability characteristics that govern the 4 directional wind pattern groups, the application ratio proposed was based on the assessment of these four groups. According to the goodness-of-fit of the data on the annual maximum wind speeds based on the Gumbel distribution, new application ratios were proposed that consider the directional wind speeds in Seoul, Tongyung, and Incheon.

This paper presents the results of an analysis of wind characteristics and atmosphere dispersion modeling that are based on computational simulation and part of a preliminary study evaluating environmental radiation monitoring system (ERMS) positions within the Barakah nuclear power plant (BNPP). The return period of extreme wind speed was estimated using the Weibull distribution over the life time of the BNPP. In the annual meteorological modeling, the winds from the north and west accounted for more than 90 % of the wind directions. Seasonal effects were not represented. However, a discrepancy in the tendency between daytime and nighttime was observed. Six variations of cesium-137 ($^{137}Cs$) dispersion test were simulated under severe accident condition. The $^{137}Cs$ dispersion was strongly influenced by the direction and speed of the main wind. A virtual receptor was set and calculated for observation of the $^{137}Cs$ movement and accumulation. The results of the surface roughness effect demonstrated that the deposition of $^{137}Cs$ was affected by surface condition. The results of these studies offer useful information for developing environmental radiation monitoring systems (ERMSs) for the BNPP and can be used to assess the environmental effects of new nuclear power plant.
Solar activity is known to be linked to changes in the Earth's weather and climate. Nonetheless, for other types of extreme weather, such as tropical cyclones (TCs), the available evidence is less conclusive. In this study the modulation of TC genesis over the western North Pacific by the solar activity is investigated, in comparison with a large-scale environmental parameter, i.e., El-$Ni{\tilde{n}}o$-Southern Oscillation (ENSO). For this purpose, we have obtained the best track data for TCs in the western North Pacific from 1977 to 2016, spanning from the solar cycle 21 to the solar cycle 24. We have confirmed that in the El-$Ni{\tilde{n}}o$ periods TCs tend to form in the southeast, reach its maximum strength in the southeast, and end its life as TSs in the northeast, compared with the La-$Ni{\tilde{n}}o$ periods. TCs occurring in the El-$Ni{\tilde{n}}o$ periods are found to last longer compared with the La-$Ni{\tilde{n}}o$ periods. Furthermore, TCs occurring in the El-$Ni{\tilde{n}}o$ periods have a lower central pressure at their maximum strength than those occurring in the La-$Ni{\tilde{n}}o$ periods. We have found that TCs occurring in the solar maximum periods resemble those in the El-$Ni{\tilde{n}}o$ periods in their properties. We have also found that TCs occurring in the solar descending periods somehow resemble those in the El-$Ni{\tilde{n}}o$ periods in their properties. To make sure that it is not due to the ENSO effect, we have excluded TCs both in the El-$Ni{\tilde{n}}o$ periods and in the La-$Ni{\tilde{n}}o$ periods from the data set and repeated the analysis. In addition to this test, we have also reiterated our analysis twice with TCs whose maximum sustained winds speed exceeds 17 m/s, instead of 33 m/s, as well as TCs designated as a typhoon, which ends up with the same conclusions.
Environmental monitoring analysis were analyzed for the period from 1988 to 2007 near King Sejong Station. Extreme environment structure behaviors(Marine Biology Lab.) were evaluated using monitoring sensors developed commercial sensors. Also when installing the sensors ambient environment of the King Sejong Station, to analyze the measured data and the comparative behavior of the structure were analyzed. As a environmental monitoring analysis result at King Sejong Station temperature, sensors were installed to withstand about $-25.6^{\circ}C$ or less and 49.5m/s. They were needed that the height of 225.0cm or more to be installed during the installation. For several monitoring sensors used in Antarctic, temperature, snow and strong winds were very sensitive to the atmospheric environment. Quite often a camouflage(animals and humans) would make it necessary to provide housing for monitoring sensors. Therefore, protection system developed for these sensors were to protect the sensors and data logger. Protection system the newly developed, is economical, easy to install even in harsh environments. Based on the measurement result of the one year, consider electrode applicability of the protection system, it was confirmed that the behavior of the structure is also predictable.

Overcrowding of high-rise buildings in urban zones change the airflow pattern in the surrounding areas. This causes building wind, which adversely affects the wind environment. Building wind can generate more serious social damage under extreme weather conditions such as typhoons. In this study, to analyze the wind speed and wind speed ratio quantitatively, we installed five anemometers in Haeundae, where high-rise buildings are dense, and conducted on-site monitoring in the event of typhoon OMAIS to determine the characteristics of wind over skyscraper towers surround the other buildings. At point M-2, where the strongest wind speed was measured, the maximum average wind speed in 1 min was observed to be 28.99 m/s, which was 1.7 times stronger than that at the ocean observatory, of 17.0 m/s, at the same time. Furthermore, when the wind speed at the ocean observatory was 8.2 m/s, a strong wind speed of 24 m/s was blowing at point M-2, and the wind speed ratio compared to that at the ocean observatory was 2.92. It is judged that winds 2-3 times stronger than those at the surrounding areas can be induced under certain conditions due to the building wind effect. To verify the degree of wind speed, we introduced the Beaufort wind scale. The Beaufort numbers of wind speed data for the ocean observatory were mostly distributed from 2 to 6, and the maximum value was 8; however, for the observation point, values from 9 to 11 were observed. Through this study, it was possible to determine the characteristics of the wind environment in the area around high-rise buildings due to the building wind effect.

CCTV is mainly used as a real-time detection system for critical facilities. In the case of CCTV, although the accuracy is high, the viewing angle is narrow, so it is used in combination with a sensor such as a radar. LiDAR is a technology that acquires distance information by detecting the time it takes to reflect off an object using a high-power pulsed laser. In the case of lidar, there is a problem in that the utilization is not high in terms of cost and technology due to the limitation of the number of simultaneous processing sensors in the server due to the data throughput. The detection method by the optical mesh sensor is also vulnerable to strong winds and extreme cold, and there is a problem of maintenance due to damage to animals. In this paper, by using the 1550nm wavelength band instead of the 905nm wavelength band used in the existing lidar sensor, the effect on the weather environment is strong and we propose to develop a system that can integrate and control multiple sensors.
