중국 산동지역 진출 한국기업의 무역분쟁해결 실증분석 (An Empirical Study of the Dispute Resolution for the Korean Companies in Shandong area of China)

  • 본 연구는 중국 산동성 경제 현황 자료를 참고하여 한국과 중국 산동성 주요지역 (칭다오시, 옌타이시, 웨하이시, 지난시)의 무역 및 투자 현황을 살펴보고 양국 간 유형별 클레임 사례를 조사하였다. 더불어, 이를 실증적으로 파악하고자 중국 산동성에 투자한 한국 기업 300개를 대상으로 설문조사를 실시하였고, 이를 바탕으로 추론적 분석을 위한 가설/검정을 실시하였다. 이에 대한 결과로 첫째, 수출입 금액으로 대변되는 기업 규모와 무역 클레임 제기 빈도 간 관계 (H1)와, 무역 클레임 금액 (H2)과의 관계는 정(+)의 관계에 있다는 가설이 인용되었으나, 같은 맥락으로 클레임 판정까지의 소요시간과의 관계 (H3) 또한 정(+)의 관계가 성립할 것이라는 가설은 오히려 유의한 부(-)의 관계가 나타나면서 이를 기각하였다. 둘째, 기업의 유형으로 대변되는 취급 품목의 경우는 무역 클레임 제기 빈도와의 관계 (H4), 클레임 예방 대처 방법과의 관계 (H6)에 있어 유의한 차이를 나타내는 반면, 무역 클레임 종류에 따른 차이 (H5)는 그 유의성이 나타나지 않았다. 본 연구를 통해 중국 산동성 지역의 한국 기업에 대한 현황을 이론적/실무적 차원으로 살펴보았으며, 이를 통해 향후 산동성에 진출하는 우리 기업의 실질적인 요구에 부응할 수 있을 것이라 생각한다.

부산 콘테이너 부두의 하역료에 관한 연구 - 공영기업 차원의 요금산정을 중심으로 - (A Study on the Container Charges of Pusan Container Terminal)

  • The amount of the Korean export & import in 1987 reached $88.3 billion which was 1.75% of the total world trade and the proportion of foreign dependence to G.N.P was 74.5%. From these facts, we can infer that the development of national economy is largely dependent upon trade. Therefore the role of transportation, especially Ocean transportation, as a basis of economic development through trade is one of the main factors that can not be passed over. Here, We can define that a port as a subsystem of transportation determines the efficiency of the total transportation system. Thus, the purpose of this paper is to contribute in improvement of the efficiency in port, reinforcement of the international competitiveness for exporting goods by the analysis of the cargo handling charges. In order to do this, this paper deals the case of B.C.T.O.C. Furthermore, this study gives some important informations related to the level of tariffs for establishing an autonomous port administration. The Summary of the conclusions of this paper is as follows ; 1) The object of port administration in Korea has been emphasized on the maximization of efficiency in using the port facilities. Nowadays, however, it should be moved to a direction that port is operated under the compound aims considering the public interests and economy. 2) For a criterian of tariff calculation, A tariff system based on the cost accounting is desirable. In general it is recommended that the cost for construction, management, and operation of port is compensated by the revenue from port operation. Therefore, it is necessary for the administration bodies of each port to establish a tariff system on the basis of the independent profit system. 3) For the investigation of actors of tariff adjustment by the Break-even point analysis, (1) When we conducted the B.E.P analysis using total cost as cost term, we got 3.8% discount in tariff at 12% of target profit rate and 1.5% discount at 15% of rate. when we set the target profit rate as 17% we could have the proper tariff level. (2) When using operating cost as cost term, we got 13.1% discount in tariff at 12% of target profit rate and 10.9% discount at 15% of rate. When setting the target profit rat as 28%, we could have the proper tariff level. 4) Comparing with the tariffs of foreign ports for the basic terminal rate, The tariff level of B.C.T.O.C showed 33% of stevedoring charge and 80% of marshalling charge incurred at Kobe port. The comparison with Singapore port gave 50% of transhipment charge and 17% - 20 % of stevedoring charge. 5) We found that the financial structure of B.C.T.O.C was better than those of other companies and the worth fixed assets ratio was too low. The fact of low worth fixed assets ratio implies that the cargo handling facilities should be increased. Moreover, The return of assets for B.T.T.O.C was good but non-operating expenses were still contained too much in. Therefore, we think that it is necessary for B.C.T.O.C. to rationalize business management. Although the present cargo handing charge for B.C.T.O.C is a proper level in terms of a public corporation, for the final recommendation in connection to the results, It is required to take the rationalization process for business management.

최근 중국 종자산업의 현황 및 발전 전망 (Status and Development Strategy of the Seed Industry in China)

  • China is a one of the largest agricultural countries in the world. China consumes around 12.5 billion kilograms of seeds each year. Suchhuge demand for seeds has made the Chinese seed market more and more attractive for investment. Through analysis on the present situation and existing problems of the seed industry in China and based on the current Chinese seed industry development, some future prospects for investments are indicated. This investigation was carried out to propose the appropriate strategies on the development of the Korea seed industry as it considers its entry into the China seed market as a new growth engine in the agricultural sector. The basic law regulating the Chinese seed industry is the PRC Seed Law that generally refers to the protection of germplasm resources, verification of varieties, seed quality issues, the import and export of seeds, seed administrative management, and various rights and obligations. The regulations were aimed at the protection of the rights concerning new varieties of plants. China has two main industry associations, the National Seed Association and the China Seed Industry IP Union, that are non-profit associations consisting of entities and people engaging in the seed scientific research, production, operation and management. The China National Seed Group Co., Ltd. ("Sino Seeds") is the market leader in China regarding the seed industry. The chinese government, however, encourages investment from multinational companies as well as importation of modern crop planting management technologies and equipment. It supports the entry of investors with proven experiences in breeding and germplasm resources expansion and R&D. There has never been a better time for multinational companies with proven seed industry experience to look at building relationships with the Chinese government and enterprises.

  • Prolonged Russia-Ukraine war, and unstable situation of supply and demand of global crops including the COVID-19 pandemic have raised awareness regarding food crisis, and in addition to this situation, export restriction measures imposed by some countries have accelerated the rise in the prices. Since the Republic of Korea depends annual crop consumption (21.32 million tons) mostly on the imports (food self-sufficiency rate in 2020 was 45.8%, crop self-sufficiency rate was 20.2%), our main task is to stably secure food. Now we need to put focus on building capacity to secure stable food supply, and actively manage and respond to risks. To overcome this condition, the Korean government set robust food sovereignty as its policy task, and has been focusing on the policy capacity by providing financial and policy support in parallel. We need to implement mid- to long-term measures to strengthen food security as well as to ensure domestic price stability. While increasing the domestic capacity to supply food in the mid- to long-term perspective, we are implementing projects to bring in crops which are inevitable to be imported by private companies. Specifically, we are making efforts to expand infrastructure for the public reserve and domestic production of wheat and beans which have low self-sufficiency rate, and to secure food sovereignty by providing support to secure global crop supply chain to private companies. The Ministry of Agriculture, Food and Rural Affairs plans to set a target for food self-sufficiency rate and prepare a policy to strengthen mid- to long-term food security by establishing a task force to strengthen mid- to long-term food security in the Ministry. Especially, although wheat is the second staple food, domestic wheat production and the foundation for the industry is poor. Compared to the wheat imports, domestic production of wheat is 30 thousand tons (self-sufficiency rate of 1%), leading to a vulnerable status against internal and external shocks. Through the establishment of the Wheat Industry Promotion Act (Feb. 2020) and the First Master Plan for Wheat Industry Promotion (Nov. 2020), the Korean government has developed a policy basis, and has been providing financial support in overall across the production, distribution and consumption process. In addition, the government established a production complex for Korean wheat and beans in order to supply affordable government-supplied commodities, provide education and consulting services, and create a high-quality stable production system, including facilities and equipment. We are also continuing to increase the public reserve for wheat and beans with the purpose of stable supply and demand as well as food security. The Korean government will establish and implement mid- to long-term measures to strengthen the foundation for domestic production across production, distribution and consumption process, and to stably secure global supply chain including through diversified import channels.

한국의 전기차 사용 후 배터리 재활용 및 재사용 효과 분석 연구 (Analysis of the Effects of Recycling and Reuse of Used Electric Vehicle Batteries in Korea)

  • IEA(2022)는 세계 이차전지 배터리 수요는 2040년 1.3TWh로 그 중, 전기자동차 배터리는 약 80%를 차지하고, 사용후 배터리는 30년 이후 본격적으로 배출될 것으로 전망되고 있다. 전기차 사용후 배터리는 재사용 및 재활용을 통해 새로운 가치를 창출할 수 있으며, 배터리 공급망에서 가장 취약한 부분인 원료 확보 불안정성을 해소할 수 있다. 본 연구에서는 국내 전기차 사용후 배터리 발생량과 이의 재사용 및 재활용 잠재성을 분석하였다. 그 결과, 전기차 사용후 배터리 연간 발생량은 '31년부터 10만개에서 '45년 81만개로 확대될 것으로 추정되었다. 또한 재활용으로 회수한 자원으로 '45년에는 100만대의 배터리 제조할 수 있으며, 재사용은 36Gwh급 배터리 생산에 맞먹는 시장을 기대할 수 있는 것으로 나타났다. 한편, 현재 재활용 업체가 공개한 계획 기준에서, 국내 전기차 사용후 배터리는 국내 재활용 처리용량(전처리)의 11% 담당 가능('30년)할 것으로 원료확보의 차원에서 폐배터리 수출입 관리가 중요할 것이다.

라만분석기를 이용한 LNG 품질 분석 실증 연구 (A Study on LNG Quality Analysis using a Raman Analyzer)

  • 라만분석기는 분자가 가지는 고유 진동에 빛을 조사하여 발생하는 빛의 산란이 생기는 "라만효과"를 이용하여 분자 구분과 성분 분석을 할 수 있는 분석기로, 천연가스 산업에서도 LNG(액화천연가스) 수출 및 수입 기지 외에 벙커링 및 탱크로리 분야에서도 폭 넓게 사용 중이다. 본 연구에서는 실제 현장 조건하에서, LNG 성분 분석 및 주요 물성(발열량, 기준밀도 등)을 산출하기 위해 LNG 수입기지에 라만분석기를 설치, 운영하였으며, 측정된 LNG 성분 및 발열량을 기존 검증되어 운영 중인 가스분석기에 의해 분석된 성분 및 발열량과 비교하였다. 시험 결과 라만분석기는 매우 빠르고 안정되게 LNG 성분 및 발열량을 측정하였으며, LNG 거래의 기준이 되는 발열량을 기존 가스분석기 결과값과 비교시에도 적정 오차 기준 내에 있는 것을 확인하였다. 추가적으로 본 연구를 통해 얻은 측정 결과는 관련 표준(ASTM D7940-14)의 정확도 기준을 만족하였고, 국외 대규모 실증 사례와의 비교 시에도 유사한 결과를 산출하였다.

관세율(關稅率) 조정(調整) 경제적(經濟的) 효과분석(效果分析) : 일반균형적(一般均衡的) 접근(接近) (Economic Impact of the Tariff Reform : A General Equilibrium Approach)

  • 본고(本稿)에서는 1989년 1월에 시행된 관세율(關稅率) 조정(調整)이 산업별(産業別) 생산(生産), 수출입(輸出入), 물가지수(物價指數), 고용(雇傭) 등에 미치는 영향을 한국경제(韓國經濟)의 다부문(多部門) 일반균형(一般均衡)을 통하여 분석하였다. 분석결과에 의하면 관세율(關稅率)의 조정(調整)은 대부분의 산업(産業)에서 수입(輸入)과 수출(輸出)을 동시에 증가(增加)시키나 수입(輸入)의 증대가 수출(輸出)의 증대보다 더 커서 국제수지(國際收支)는 악화된다. 또한 관세율(關稅率) 조정(調整)은 명목국민(名目國民) 총생산(總生産)을 증대시키고 물가(物價)를 하락(下落)시킨다. 수입(輸入)의 증가율이 큰 산업(産業)으로는 의복, 혁제품, 나무제품 산업(産業)을 들 수 있으며 수출(輸出)은 대부분의 산업(産業)에서 증가하나 특히 수입(輸入)된 원자재(原資材)를 많이 사용하는 비철금속 1차제품, 혁제품, 석탄제품, 고무제품산업의 수출증가율(輸出增加率)이 높다. 산업별생산(産業別生産)을 보면 혁제품, 비철금속 1차제품, 화학제품, 종이 지제품, 목제품 등 일부 수입경쟁산업(輸入競爭産業)에서는 생산(生産)이 감소(減少)되나 기타의 산업(産業)에서는 생산(生産)이 증가된다. 일반적으로 수출(輸出)의 비중이 높은 산업(産業)에서 생산(生産) 및 고용(雇傭)의 증가율이 높다.

국내외 종자산업의 현황과 GSP사업의 역할 (Current status of global seed industry and role of golden seed project in Korea)

  • 선진국들은 종자산업을 국가 신성장 동력산업으로 설정하여 정부차원의 지원을 강화하고 있으며, 글로벌 종자기업은 세계의 종자시장을 선점하기 위하여 종자개발분야에 막대한 예산을 투자하고 있으며, 우리나라도 2000년대 후반 들어 국내종자산업 발전을 위한 정책 추진을 통해 종자산업 육성을 위한 토대를 형성하고 있다. 본 논문에서는 국내외 종자시장 현황을 살펴보고 이에 따른 GSP사업의 역할에 대한 전망을 통해 GSP 사업 추진의 효율성을 제고해 보고자 한다. 세계 종자산업은 글로벌 거대 기업의 대형화로 인하여 독점체제를 형성하고 있어 상위 10개 종자기업이 전체 시장의 73%를 점유하고 있는 것으로 나타났다. 종자업체의 대형화는 종자선택에 대한 제약으로 인하여 가격상승을 불러일으키는 부작용을 초래할 것으로 보여진다. 국내 종자시장은 농업생산량 감소로 인하여 정체상태가 유지되고 있으며, 전반적인 국내 농업생산량의 축소에 따른 종자수요 감소로 인하여 국내 종자시장 규모의 정체와 업체의 영세성과 채소, 벼등 일부 특정품목에 대한 육종기술은 세계적인 수준이나 양배추, 파프리카 및 사료작물 등 글로벌 품종의 육종기술이 상대적으로 취약하고 국내 종자기업들의 신규 전문인력 채용은 거의 이루어지지 않고 있으며, 대학 등의 종자관련 전문인력 양성에 대한 인프라가 부족하여 우수한 육종 전문가 양성이 미흡한 실정이다. 따라서 종자산업은 농산업의 핵심으로 국가의 기간산업을 지탱하는 원천 산업으로서 국가정책적으로 우선순위가 매우 높은 만큼 미래성장 산업으로 정부의 지속적인 투자가 뒷받침되어야 할 것이다. 이에 대한 일환으로 GSP 사업을 추진을 2012년부터 야심차게 추진하고 있으며, 수출전략형 종자개발(10개 품목)과 수입대체 종자개발(10품목)을 통해 수출과 국내 종자자급율 확보를 목표로 종자관련 기업체와 대학 및 연구소의 우수한 전문인력이 투입되어 종자개발연구에 매진하고 있다. 우리나라 종자산업의 발전을 위해서는 GSP 사업의 우수한 성과가 반드시 도출되어야 할 것이며, 이를 위해서는 품종개발 단계외에 종자 수출에 대한 별도의 지원 프로그램 추진이 필요하다.

농어촌(農漁村) 특산단지개발사업(特産團地開發事業)의 평가(評價)와 농외소득증대방안(農外所得增大方案) (충청남도(忠淸南道)를 중심(中心)으로) (Appraisal of the Special Production Area Development Project in Rural Area and Countermeasures for Off-farm Income Increase (The Case of Chungnam Province))

  • Korean agriculture has encountered two problems. One is internal income disparity between rural and urbarn area and the other is external Uruguay Round trade problems as an abolition of direct and indirect import barriers, reduction in export subsidies and to reduce internal price supports. These problems will be brought severe farm problems such as decreasing farm household income and repressing agricultural growth in the near future. Considering the above inevitable facts Korean government has implemented several development projects such as rural industrial area development project, rural special production area development project, leisuresight seeing farm development project, traditional food development project, unskilled labor training project for off-farm employment and so on, to increase farm household income through off-farm income increase. This study was mainly concentrated on the identification of operational problems and post evaluation of the rural special production area development projects which aimed at increasing non-farm incomes and giving employment opportunity for rural farmers in small factories processing regional special farm products and mine products. The main findings and problems to be solved for the successful project implementation are as followed ; 1. Total number of the special production area development projects as of the end of 1991 was amount to 138, and total number of farm household participated were estimated at 2,079, and total amount of off-farm income per farm household was reached to 3,011 thousand won. 2. The total number of processed special products have increased from 21 items in 1981 to 56 items in 1991. On the other hand the total number of farm household participated in the projects have decreased from 2,518 to 2,079 during same period. 3. Total amount of investment for the projects has increased from 1,429 million won in 1981 to 24,760 million won in 1991 but the rate of G'T loan of the total investment has reduced from 24.5% to 5.2% during same period. 4. 138 special production area development project are classified into 6 kinds of commodity groups such as 19 of general industrial good production areas, 52 of folks-industrial art objects production areas, 39 of food processing areas, 9 of fiber and texstile processing areas, 18 of agricultural and fishery inputs processing areas and 1 of stone processing area. 5. The total production value in 1990 was estimated 20,169 million won of which export was amount to 2,627 million won. 6. The finacial rate of return of the UNGOK KUGIJA Tea processing Project operated by UNGOK coops and BAKSAN ginseng tea processing project were estimated at 45.4% (B/C Ratio=1.17, NPV=152.5 million won) and 17.7% (B/C Ratio=1.12, NPV=120.2 million won) respectively. 7. More favorite terms and condition of the loan including collateral problems have to be given to farmers participated. Heavy investment and G'T subsidy policies should be started for the successful project implementation anf farm household income increase. 8. To expand market demand of the rural special goods G'T have to provide special program of TV or other mass media for commodity propaganda and the total cost concerned must be supported by G'T subsidy. 9. The special farm products as GUGUJA,MOSI'Ramie', Ginseng. SOGOKJU,HEMP,Mushroom.DUGYUNJU and Chesnut processing projects have to be propelled and expanded for off-farm income increase in Chung Nam Province. 10. Direct operational pattern of the special production area by coops is more favorable to farmers and recommendable considering with off-farm income increase and market demand creation throughout Korea. 11. In rural area, special organizations for project appraisal are not exist. Accordingly special training program, project appraisal, formulation and preparation for civil servants concerned have to be prepared for project selection and sound implementation under limited budget and financial support.

한국의 그린 비즈니스/IT 실태분석을 통한 추진전략 우선순위 도출에 관한 연구 (Development of Korean Green Business/IT Strategies Based on Priority Analysis)

  • Recently, the CO2 emission and energy consumption have become critical global issues to decide the future of nations. Especially, the spread of IT products and the increased use of internet and web applications result in the energy consumption and CO2 emission of IT industry though information technologies drive global economic growth. EU, the United States, Japan and other developed countries are using IT related environmental regulations such as WEEE(Waste Electrical and Electronic Equipment), RoHS(Restriction of the use of Certain Hazardous Substance), REACH(Registration, Evaluation, Authorization and Restriction of CHemicals) and EuP(Energy using Product), and have established systematic green business/IT strategies to enhance the competitiveness of IT industry. For example, the Japan government proposed the "Green IT initiative" for being compatible with economic growth and environmental protection. Not only energy saving technologies but energy saving systems have been developed for accomplishing sustainable development. Korea's CO2 emission and energy consumption continuously have grown at comparatively high rates. They are related to its industrial structure depending on high energy-consuming industries such as iron and steel Industry, automotive industry, shipbuilding industry, semiconductor industry, and so on. In particular, export proportion of IT manufacturing is quite high in Korea. For example, the global market share of the semiconductor such as DRAM was about 80% in 2008. Accordingly, Korea needs to establish a systematic strategy to respond to the global environmental regulations and to maintain competitiveness in the IT industry. However, green competitiveness of Korea ranked 11th among 15 major countries and R&D budget for green technology is not large enough to develop energy-saving technologies for infrastructure and value chain of low-carbon society though that grows at high rates. Moreover, there are no concrete action plans in Korea. This research aims to deduce the priorities of the Korean green business/IT strategies to use multi attribute weighted average method. We selected a panel of 19 experts who work at the green business related firms such as HP, IBM, Fujitsu and so on, and selected six assessment indices such as the urgency of the technology development, the technology gap between Korea and the developed countries, the effect of import substitution, the spillover effect of technology, the market growth, and the export potential of the package or stand-alone products by existing literature review. We submitted questionnaires at approximately weekly intervals to them for priorities of the green business/IT strategies. The strategies broadly classify as follows. The first strategy which consists of the green business/IT policy and standardization, process and performance management and IT industry and legislative alignment relates to government's role in the green economy. The second strategy relates to IT to support environment sustainability such as the travel and ways of working management, printer output and recycling, intelligent building, printer rationalization and collaboration and connectivity. The last strategy relates to green IT systems, services and usage such as the data center consolidation and energy management, hardware recycle decommission, server and storage virtualization, device power management, and service supplier management. All the questionnaires were assessed via a five-point Likert scale ranging from "very little" to "very large." Our findings show that the IT to support environment sustainability is prior to the other strategies. In detail, the green business /IT policy and standardization is the most important in the government's role. The strategies of intelligent building and the travel and ways of working management are prior to the others for supporting environment sustainability. Finally, the strategies for the data center consolidation and energy management and server and storage virtualization have the huge influence for green IT systems, services and usage This research results the following implications. The amount of energy consumption and CO2 emissions of IT equipment including electrical business equipment will need to be clearly indicated in order to manage the effect of green business/IT strategy. And it is necessary to develop tools that measure the performance of green business/IT by each step. Additionally, intelligent building could grow up in energy-saving, growth of low carbon and related industries together. It is necessary to expand the affect of virtualization though adjusting and controlling the relationship between the management teams.
