  • In H.264/AVC, the first frame of a group of pictures (GOP) is encoded in intra mode which generates a large number of bits. The number of bits for the I-frame affects the qualities of the following frames of a GOP since they are encoded using the bits remaining among the bits allocated to the GOP. In addition, the first frame is used for the inter mode encoding of the following frames. Thus, the initial quantization parameter (QP) affects the following frames as well as the first frame. In this paper, an adaptive peak signal to noise ratio (PSNR)-based initial QP determination algorithm is presented. In the proposed algorithm, a novel linear model is established based on the observation of the relation between the initial QPs and PSNRs of frames. Using the linear model and PSNR results of the encoded GOPs, the proposed algorithm accurately estimates the optimal initial QP which maximizes the PSNR of the current GOP. It is shown by experimental results that the proposed algorithm predicts the optimal initial QP accurately and thus achieves better PSNR performance than that of the existing algorithm.

  • The fundamental period (FP) is one of the most critical parameters for the seismic design of structures. In the reinforced concrete (RC) infilled frame, the infill walls significantly affect the FP because they change the stiffness and mass of the structure. Although several formulas have been proposed for estimating the FP of the RC infilled frame, they are often associated with high bias and variance. In this study, an efficient soft computing model, namely the group method of data handling (GMDH), is proposed to predict the FP of regular RC infilled frames. For this purpose, 4026 data sets are obtained from the open literature, and the quality of the database is examined and evaluated in detail. Based on the cleaning database, several GMDH models are constructed and the best prediction model, which considers the height of the building, the span length, the opening percentage, and the infill wall stiffness as the input variables for predicting the FP of regular RC infilled frames, is chosen. The performance of the proposed GMDH model is further underscored through comparison of its FP predictions with those of existing design codes and empirical models. The accuracy of the proposed GMDH model is proven to be superior to others. Finally, explicit formulas and a graphical user-friendly interface (GUI) tool are developed to apply the GMDH model for practical use. They can provide a rapid prediction and design for the FP of regular RC infilled frames.

  • Following an internal column failure, adjacent double-span beams above the failed column will play a critical role in the load transfer and internal force redistribution within the remaining structure, and the span-to-depth ratios of double-span beams significantly influence the structural resistance capacity against progressive collapse. Most existing studies have focused on the collapse-resistant performances of single-story symmetric structures, whereas limited published works are available on the collapse resistances of multi-story steel frames with unequal spans. To this end, in this study, numerical models based on shell elements were employed to investigate the structural behavior of multi-story steel frames with unequal spans. The simulation models were validated using the previous experimental results obtained for single- and two-story steel frames, and the load-displacement responses and internal force development of unequal-span three-story steel frames under three cases were comprehensively analyzed. In addition, the specific contributions of the different mechanism resistances of unequal-span, double-span beams of each story were separated quantitatively using the energy equilibrium theory, with an aim to gain a deeper level of understanding of the load-resistance mechanisms in the unequal-span steel frames. The results showed that the axial and flexural mechanism resistances were determined by the span ratio and linear stiffness ratio of double-span beams, respectively.

  • Special concentrically braced frames(SCBFs) have distinctive advantages in considerable seismic performance, which make engineers widely use SCBFs as lateral-load resisting systems in buildings and have researchers to develop SCBFs design methods. Compared to the extensive research of SCBF, comparatively little information is currently available on the performance of SCBFs designed and constructed before the early 1990's. Prior to 1988, concentrically braced frames(CBFs) design requirements were substantially less restrictive. As a result, many existing structures designed to these requirements may not ensure ductility and pose a significant concern in current buildings. In this study, these older frames are referred as non-seismic braced frames(NCBFs). In order to investigate the seismic behavior of NCBFs, finite-element(FE) models of SCBF and NCBF were suggested and verified using case investigation of NCBF conducted on the University of Washington. Using these models, the seismic behavior of NCBF with shared welding shear tab, which is the representative of the types of connections, was established and compared with the seismic performance of SCBF.

  • Recently, pre-engineering building (P.E.B.) systematic frames are increasingly being used in steel factory buildings, but almost of the related techniques are dependent on the engineering program (e.g, MBS, LTI), which is usually imported from other countries. These are designed under the AISC-ASD because at present there is no Korean design code for P.E.B. frames. Also, there are few studies onbehaviour and we need to develop the element techniques by using H-shaped components. In particular, there is a tendency towards overestimated design because column-rafter connections have been designed with extended end plate type joint, which is treated asrigid joint,so structural examinations are needed. Therefore, this study represents a basic step in ascertaining the application of P.E.B. systematic frames by using H-shaped column-rafter connectionwith flush type end plate. Its structural performance is compared with that of existing extended type joint using a structural performance test. The structural behaviour of specimen was understood qualitatively and the possibility of application (e.g, design aid charts) of semi-connection (flush type) with H-shaped column-rafter was determined.

  • In Video coding, the first frame is encoded in intra mode which generates a larger number of bits. In addition, the first frame is used for the inter mode encoding of the following frames. Thus the intial QP for the first frame of GOP affects the first frame as well as the following frames. Traditionally, the initial QP of a GOP is determined by the initial QP of the previous GOP and the average QP of the inter mode frames. In case of JM, the initial QP of a GOP is adjusted as the initial QP being less than the average QP of inter mode frames by two. However, this method is not suitable for the low bit rate video coding. In this paper, the linear relationship between the optimal QP and the ratio of the PSNR of the first frame and the average PSNR of the inter mode frames is first investigated and the linear model is proposed based on the results of the investigation. The proposed model calculate the optimal initial QP using the encoding results of the previous GOP. It is shown by experimental results that the new algorithm can predict the optimal initial QP more accurately and generate the PSNR performance better than that of the existing JM algorithm.

  • Video representation through representative frames (key frames) has been addressed frequently as an efficient way of preserving the whole temporal information of sequence with a considerably smaller amount of data. Such compact video representation is suitable for the purpose of video browsing in limited storage or transmission bandwidth environments. In a case like this, the controllability of the total key frame number (i.e. key frame rate) depending on the storage or bandwidth capacity is an important requirement of a key frame selection method. In this paper, we present a sequential key frame selection method when the number of key frames is given as a constraint. It first selects the desired number of initial key frames and determines non-overlapping initial time intervals that are represented by each key frame. Then, it adjusts the positions of key frames and time intervals by iteration, which minimizes the distortion. Experimental result demonstrates the improved performance of our algorithm over the existing approaches.

  • RC frames with unreinforced masonry infiledl walls are common in worldwide. Since infilled walls are normally considered as non-structural elements, their presence is often ignored by engineers. In this study, to improve the seismic performance of masonry walls, hexagonal block was developed and the influence of masonry infilled wall on the seismic performance of reinforced concrete(RC) frames that were designed in accordance with current code provisions without the consideration of earthquake loadings are investigated. Two 1/2 scale, single story, single bay, frame specimens were tested. The parameters investigated included that the strength of infilled wallls with respect to that of the lateral load history. The experimental results indicate that infilled walls can significantly improve the lateral stiffness and strength of RC frames. The lateral loads developed by the infilled frame specimen is higher than that of the bare frame. It also indicates that infilled walls can be potentially used to improve the performance of existing nonductile frames. For this purpose. methods should be developed to avoid irreparable damage and catastrophic failure.

  • For the efficient searching and browsing of digital video, it is essential to extract the internal structure of the video contents. As an example, a news video consists of several sections such as politics, economics, sports and others, and also each section consists of individual topics. With this information in hand, users can ore easily access the required video frames. This paper addresses the problem of automatic shot boundary detection and selection of representative frames (R-frames), which are the essential step in recognizing the internal structure of video contents. In the shot boundary detection, a new algorithm that have dual detectors which are designed specifically for the abrupt boundaries (cuts) and gradually changing bounaries respectively is proposed. Compared to the existing 미algorithms that mostly have tried to detect both types by a single mechanism, the proposed algorithm is proved to be more robust and accurate. Also in the problem of R-frame selection, simple mechanical approaches such as selecting one frame every other second have been adopted. However this approach often selects too many R-frames in static short, while drops important frames in dynamic shots. To improve the selection mechanism, a new R-frame selection algorithm that uses motion information extracted from pixel difference is proposed.

  • This research analyzed the news coverage of controversy over Korean resumption of Wartime Operational Control from the United States in 2006, trying to find various narrative frames and their relevance to the characters of journalistic interpretive communities. Three competitive frames emerged: Self-national defense and peace making, Balance of self-national defense and the Korea-US alliance, and Priority of the Korea-U.S. alliance and national security. Journalistic discourses were also analyzed through the in-depth interviews of 14 journalists from three interpretive communities. The results revealed that competitions of narrative frames reflected the tensed relationship among political power blocs, each representing the liberal, moderate, or conservative camp of Korean society, and preference of journalistic practices such as objective journalism to advocacy journalism. Finally, inferences were made that the clashes among interpretive authorities, existing behind the competition of news frames, restrained public deliberations on a critical incident regarding national security by blocking up the reasoned news coverage of political controversy.
