China's recent establishment of its ADIZ and its implications for regional security (중국의 방공식별구역(ADIZ) 선포와 역내 안보적 함의)

  • The regional security and stability in Northeast Asia has become more complicated because of a sudden establishment of China's Air Defense Identification Zone (ADIZ) on 23 November 2013. One dimensional conflicts on the territorial sovereignty over the islands between the regional States has developed into the two dimensional conflicts like maritime delimitations among the States concerned since they have all ratified the 1982 United Nations Convention on the Law of the Sea which adopts the 200 nautical mile Exclusive Economic Zone regime. Moreover, due to the notion of the outer limit of the continental shelf, the conflicts have developed into three dimensional ones in order to acquire more natural resources even in the seabed. To make matters worse, such three dimensional conflicts have expanded to the airspace as well. The paper will analyze what implications the sudden declaration of China's ADIZ have for the regional security in Northeast Asia from the perspectives of public international law. To this end, the paper 1) starts with the debates on the legal nature of the ADIZ, 2) identifies the Chinese government's political motives for the establishment of the ADIZ over the East China Sea, 3) assesses the responses of the regional States and the USA to the China's establishment of the ADIZ, and then 4) discuss what implications the overlapped ADIZ of the three key States in the region have for the regional security and stability.

  • Many economic development practitioners view cluster theory and analysis as constituting a general approach to strategy making in economic development, which may lead them to prioritize policy and planning interventions that cannot address the actual development challenges in their cities and regions. This paper discusses the distinction between strategy formation and strategic planning, where the latter is the programming of development strategies that are identified through a blend of experience, intuition, and analysis. Cluster theories and analytical tools can provide useful informational inputs into a strategy making effort and they can also be helpful for programming specific interventions (i.e., strategic planning). However, they should not be used as the exclusive or even predominant framework for filtering information about the competitive advantages of a region or for formulating strategy. To do so forces strategy making into a conceptual box defined by only one highly stylized theory of regional growth and development.

  • As a result of analysis on the related materials for looking into the plan for activation of regional economy through attraction of off-season training team that Daejeon is currently pushing ahead, Daejeon is lacking in training facilities as compared to other cities and climatic conditions such as temperature, wind and rainfall were not specially advantageous than other cities. Therefore, it is considered necessary for Daejeon to install an exclusive team capable of assuming full charge of attraction of off-season training teams within the region and build a cooperative system among schools, companies and associations, and provide the most advanced medical and athletic performance improvement service to attract off-season training teams.

Implementation of Digital Image Processing for Coastline Extraction from Synthetic Aperture Radar Imagery

  • Extraction of the coastal boundary is important because the boundary serves as a reference in the demarcation of maritime zones such as territorial sea, contiguous zone, and exclusive economic zone. Accurate nautical charts also depend on well established, accurate, consistent, and current coastline delineation. However, to identify the precise location of the coastal boundary is a difficult task due to tidal and wave motions. This paper presents an efficient way to extract coastlines by applying digital image processing techniques to Synthetic Aperture Radar (SAR) imagery. Over the past few years, satellite-based SAR and high resolution airborne SAR images have become available, and SAR has been evaluated as a new mapping technology. Using remotely sensed data gives benefits in several aspects, especially SAR is largely unaffected by weather constraints, is operational at night time over a large area, and provides high contrast between water and land areas. Various image processing techniques including region growing, texture-based image segmentation, local entropy method, and refinement with image pyramid were implemented to extract the coastline in this study. Finally, the results were compared with existing coastline data derived from aerial photographs.

  • While conventional frequency reuse techniques for cellular communication systems divide frequency resources into multiple regions and each mobile is statically assigned to a certain frequency region, frequency reuse techniques for cellular OFDMA communication systems can be regarded as dynamic scheduling problems of finding best-fitted subcarriers for each packet transmission. Unlike conventional frequency reuse techniques allocating mutually exclusive frequency resources to adjacent cells, this paper proposes the use of a frequency reuse technique with irregular frequency allocation patterns assigned statically based on the cell numbers. This paper shows that the use of irregular frequency patterns can allow efficient interference avoidance and high data throughputs comparable to those with carefully planned frequency patterns.

A Systematic Analysis of Drosophila Regulatory Peptide Expression in Enteroendocrine Cells

  • The digestive system is gaining interest as a major regulator of various functions including immune defense, nutrient accumulation, and regulation of feeding behavior, aside from its conventional function as a digestive organ. The Drosophila midgut epithelium is completely renewed every 1-2 weeks due to differentiation of pluripotent intestinal stem cells in the midgut. Intestinal stem cells constantly divide and differentiate into enterocytes that secrete digestive enzymes and absorb nutrients, or enteroendocrine cells that secrete regulatory peptides. Regulatory peptides have important roles in development and metabolism, but study has mainly focused on expression and functions in the nervous system, and not much is known about the roles in endocrine functions of enteroendocrine cells. We systemically examined the expression of 45 regulatory peptide genes in the Drosophila midgut, and verified that at least 10 genes are expressed in the midgut enteroendocrine cells through RT-PCR, in situ hybridization, antisera, and 25 regulatory peptide-GAL transgenes. The Drosophila midgut is highly compartmentalized, and individual peptides in enteroendocrine cells were observed to express in specific regions of the midgut. We also confirmed that some peptides expressed in the same region of the midgut are expressed in mutually exclusive enteroendocrine cells. These results indicate that the midgut enteroendocrine cells are functionally differentiated into different subgroups. Through this study, we have established a basis to study regulatory peptide functions in enteroendocrine cells as well as the complex organization of enteroendocrine cells in the Drosophila midgut.

Capacity Analysis of UWB Networks in Three-Dimensional Space

  • Although asymptotic bounds of wireless network capacity have been heavily pursued, the answers to the following questions are still critical for network planning, protocol and architecture design: Given a three-dimensional (3D) network space with the number of active users randomly located in the space and using the wireless communication technology, what are the expected per-flow throughput, network capacity, and network transport capacity? In addition, how can the protocol parameters be tuned to enhance network performance? In this paper, we focus on the ultra wideband (UWB) based wireless personal area networks (WPANs) and provide answers to these questions, considering the salient features of UWB communications, i.e., low transmission/interference power level, accurate ranging capability, etc. Specifically, we demonstrate how to explore the spatial multiplexing gain of UWB networks by allowing appropriate concurrent transmissions. Given 3D space and the number of active users, we derive the expected number of concurrent transmissions, network capacity and transport capacity of the UWB network. The results reveal the main factors affecting network (transport) capacity, and how to determine the best protocol parameters, e.g., exclusive region size, in order to maximize the capacity. Extensive simulation results are given to validate the analytical results.

  • The original purpose to introduce the system for quality certification by ISO 9000 series to our nation is basically promote the civilization interchanges among the various nations. we can't help regarding that the free trade is well performed to only a party and region to an agreement, but existed the possibility of being taken advantage of a means to the exclusive limiting import on the other regions. Under the considering the above situation, this study suggest that, the usuable policies of our domestic manufacturing corporations for acquiring the certification for the quality assurance of ISO 9000 series are as followings : 1) Using the civil and national diplomatic channel for the mutual assurance among the authorized agency of certification. 2) Gradually decreasing the difference between ISO 9000 and our nation in quality certification and solving the some problems as organizing the related research center. 3) In the post management of certified corporations, intentionally performing by using the authorized national agency from the ISO Headquarter and continuously reforming the related laws and regulations standardizing around the ISO series.

What Kinds of Lands Have Been Converted into the Urban Uses?: the Characteristics of Urban Land Development in the Case of Daegu Region

  • The primary purposes of this study are to identify the characteristics of land development in urban area through GIS and remote sensing techniques and to provide useful implications for urban spatial policy. To perform these tasks, Daegu metropolitan city and its vicinities were selected as a study area, and remote sensing data and attributed data were collected, organized and analyzed. This study focuses on the following three steps. First, it identifies the characteristics of land development in urban areas by utilizing multi-temporal satellite image data (Landsat TM, 1980, 1985, 1990, 1995, 2000 and 2005). Second, it tries to find an answer on a critical question concerning land use conversion, i.e., which land use leads expansion of urban area? Third, it derives implications for urban spatial policies based on these findings. The characteristics of the urban extents tell us that the main land use converted into urban use from non-urban uses is green areas. The public sector, central and local governments, leads the land use conversions of suburban lands as exclusive legal body to issue permission of land use change. Based on these findings, this study concludes that the more systematic and technically advanced management tools should be utilized for more effective spatial management for urban growth.

The Role of Public Food Delivery Mobile Applications in the Food Delivery Market: A Game Theory Model

  • Purpose: The study aims to assess the current status of domestic public food delivery apps and analyze the process through which sellers choose between private delivery apps and public delivery apps. This involves exploring strategiesto achieve the original purpose of public food delivery apps, which is to enhance the small business owners income and promote consumer welfare by preventing the monopoly of private food delivery apps. Research design, data and methodology: the research methodology is based on a model that introduces adjustments for non-economic effects, considering the preferences of multi-homing consumers, to more realistically reflect the benefits of sellers' choices. For data analysis, real business performance data from 'Daeguro', 'Meokkaebi', and 'Somunnan Shop' were used. Results: The study revealed that if the market share of public delivery apps within a specific region increases beyond a certain level, the benefits for small-business sellers also increase. This leads to the strategic advantage of simultaneously using both delivery apps. Furthermore, the results exhibit a tendency similar to real social phenomena. Conclusions: This analysis confirmed the role of public food delivery apps in the domestic delivery app market and presents policy recommendations, including application integration and the implementation of exclusive public interest functions, to effectively fulfill this role.
