This study analyzes China's technology billionaires. However, this study does not show the accumulating process of wealth in each of the Chinese billionaires, because there are many technology billionaires, but only deals with the macro analysis of the technology billionaire; the pattern of existence, comparison with other industries, the process of wealth creation reflecting China's particularity, and comparison with the world's technology billionaires. The findings of this study are as follows. First, more than 10 billion yuan of Chinese billionaires will emerge from 2004. Second, in the early days, illegal and corruption made rich, but the wealth of own efforts has gradually increased. Third, the real estate and manufacturing billionaires are still strong overall, but the growth of billionaires in technology, medicine and finance industry is remarkable. Fourth, in the case of the top 10 richest, four are from real estate, four from technology, and two from manufacturing and distribution. Most technology billionaires are in Guangdong, Zhejiang, Beijing and Shanghai. The determinants of the number of billionaires are GDP, exchange rate to US Dollar and Shenzen Stock Index, and those of technology billionaire are GDP and exchange rate. Given the relationship with existing theories, this study can be called the fifth type of billionaire research. Conceptually, the main reason for accumulating wealth is the search for policy opportunities, market opportunities and technology opportunities.
The global financial crisis has exerted enormous impacts on the attainment of inflation target in Korea. The annual average CPI inflation was 3.3% during the targeting period of 2007-2009 and the target was $3.0{\pm}0.5%$. Thus Korea has succeeded in keeping annual average CPI inflation just below the upper limit of the 2007-2009 target under the global crisis. This paper intends to evaluate the performance of the inflation targeting system in Korea. First, it estimates the conventional call rate reaction equation under the global crisis and finds that the policy interest rates never reacted to expected inflation, output gap, and won/dollar exchange rate, as expected by theory. Second, it identifies the shock of global financial crisis into core and non-core, applying the structural VAR model. The core shock was defined to have no (medium- to) long-run impact on real output. The core shock was identified to have the character of the demand shock, since it has the positive impact on the inflation and output in the short run. The structural core inflation due to core shock was an attractor of headline inflation, not vice versa. Therefore, the structural core inflation that reflects the demand-side shock would be the better intermediate target for the final headline inflation target than the official core inflation that excludes the volatile inflation of agricultural and oil-related products. During the inflation targeting period of 2007-2009, the structural core inflation was more volatile than the official core inflation, because the global crisis has very large negative impacts on the domestic demand as well as the prices of agricultural and oil-related products. This paper shows that the negative core shock during the fourth quarter of 2008 was larger than that in the financial crisis in 1998. But the core shock turned into positive very quickly in 2009, as the Korean economy recovered very quickly from crisis. The volatile changes in structural core inflation suggests that the Bank of Korea barely managed to attain the 2007-2009 inflation target, owing to the very large negative impacts of the global financial crisis on the domestic demand. It also suggests that the rapid rise in core inflation with the rapid recovery of the Korean economy will lead to rapid rise in headline inflation.
Background : The necessity of unify and standardize codes used at hospital has been emphasized since OCS (Order Communicating System) was adopted. Therefore, the purpose of this study were to standardize operation code by continuous training of the ICD-9-CM code that is used as standard code in OCS program at operating room. Method : In 400 operation data, operation code entered in OCS program at operating room was compared to operation name recorded in medical record. In addition, a matching rate between input data of operation code by medical record department and computing input data of operation code in 3,710 cases was compared for each department. User operation name and operation code were matched and major diagnosis by operation department and operation name were also matched. Results : User operation name was reflected in operation classification code in detail, and operation code entered on user was registered. Input rate and matching rate of operation code were gradually improved after improvement activity. In particular, a matching rate was high at ophthalmology where operation name is segmented. Plastic surgery and orthopedics with a lot of emergency operation and comprehensive operation name show low input rates. Conclusions : As the medical field makes progress in computerlization, awareness of information exchange and sharing becomes higher. Among codes to classified medical institution, codes related to surgical operation are all different by user of hospital and department. Computerlization and standardization is essential. And when efforts of standardization continue in alliance with individual hospital and institution, initiative of preparing medical policy data at a national level will be accelerated.
Theories on 'opportunity for crime' have utilized CCTV in crime prevention approach, and empirical studies showing crime prevention effects of CCTV have supported expansion of CCTV installation. Particularly, in Korea, the number of CCTV installation had tripled from 2011 to 2015, and governmental policies regarding CCTV have become one of the mainstream social control strategies. Although a couple of empirical studies showed decrease in crime rate due to CCTV installation, there is no study investigating B/C analysis(Benefit vs. cost analysis) of CCTV installation. B/C analysis results will be beneficial for official decision-making of criminal justice policy, and this study is purported to produce such fundamental evidence for policy making procedure. To fulfill this goal, this study collected data on financial information, crime data between 2011 and 2015 across the nation from 232 governmental district offices and the Korean National Police. This study then conducted two different B/C analyses(simple B/C analysis, regression-based B/C analysis). The simple B/C analysis results showed that 1) total costs for CCTV installation in 2014 was 68,626,000,000 won(approximately, US$57,188,333.00, money exchange rate 1200won=US$1), 2) benefits of crime reduction was 90,888,000,000 won(appx. US$75,740,000), and 3) B/C rate was 1.32. The regression-based B/C analysis results showed that 1) B/C rate was 1.52 when only reduced costs of criminal justice processes for crime employed, and 2) B/C rate was 3.62 when overall social costs including reduced costs of criminal justice processes and social benefits, e.g., reduction in costs for managing fear of crime, due to the crime reduction. Based on the results, this study provided policy implications.

At the end of 2005, 443 nuclear reactors were operating in 32 countries worldwide. They had provided about 3,000 TWh, which was just over 16 percent of global electricity supply. With the generating capacity of 368 GWe in 2004, the spent fuel generation rate worldwide, now becomes at about 11,000 tHM/y. Projections indicate that cumulative amounts to be generated by the year 2020, the time when most of the existing NPP will be closed to the end of their licensed lifetime, may be close to 445,000 tHM. In this regard, spent fuel management is a common issue in all countries with nuclear reactors. Whatever their national policy and/or strategy is selected for the backend of the nuclear fuel cycle, the management of spent fuel will contribute an impending and imminent issues to be resolved in the foreseeable future. The 2nd Review Meeting of the Contracting Parties to the Joint Convention was held in Vienna from 15 to 24 May 2006. The meeting gave an opportunity to exchange information on the national policy and strategy of spent fuel management of the Contracting Parties, to discuss their situations, prospects and the major factors influencing the national policies in this field and to identify the most important directions that national efforts and international co-operation in this area should be taken. In this paper, an overview of national and global trends of spent fuel management is discussed. In addition, some directions are identified and recent activities of each Member States in the subject area are summarized.
The purpose of this study is to analyze the Korean ETF market, which is experiencing a rapid increase in the number of stocks, to identify the degree of investment efficiency and to present investment directions. The methodology and procedure are ETF yield, change trends, correlation and regression analysis of the ETFs traded between 2010 and 2018. As a result, the total return of domestic ETFs was 3.51%, which was lower than the KOSPI growth rate and the return on equity ETFs was 4.03%, which was low. Leverage ETF yields were below 3%, which was low. The return on bond and currency ETFs was less than 1%. The most profitable ETFs were index ETFs, followed by domestic and leveraged ETFs. This study has contributed to establishing considerations when purchasing ETFs from the viewpoint of investors. Future research will present the direction of ETF investment more precisely.

The study analyzed the heat losses and the building energy efficiency grade by the energy simulation using the ENERGY# and ECO2 programs for the three types of Standard design of rural houses. It was calculated the energy efficiency rating by the ECO2 program for the rural housing standard design, and the energy demand and the energy consumption by each factor were compared and analyzed. And it analyzed energy consumption by element of each house by ENERGY # program. As a result, first in the evaluation of the energy efficiency grade of buildings by the ECO2 program, the rating for primary energy requirement for the housing newly built by the standard design of rural house is expected to range from 2 to 4 with 189.3 to $238.7kWh/m^2.a$. Second, the energy loss of each part of standard design of rural housing occurs in the order of ventilation 39%, window 33%, outer wall 14%, roof 9%, bottom 5%, and energy loss through ventilation and window occurs more than 70%. Third, the most beneficial effects on the energy efficiency grade is obtained the lowest grade of all three types by 2 when the lowering of the window and door heat transmission rate and the lowering of the light density, and the heat exchange ventilation device is not installed. Fourth, in the standard design of rural housing, the energy demand is occupied by heating > hot water > lighting order, and the order of the weight is changed in order of heating > lighting > ventilation > hot water. Fifth, building energy efficiency assessment system needs to establish policy for fixing rural housing energy as a practical device to ensure energy performance and quality.
The typical reason of the private sector's increasing share in standardization is that the procedures of official standardization organizations are out of step with the rate of technical development. At today's so fast pace that the success of a technology is decided in the market even before it is standardized, several industry leaders jointly make their draft standard at the early stage of development, which becomes 'De fecto Standard.' To respond effectively to current trends of standardization where the market's decision is thought much of than official standardization procedures, it is necessary to shift from our current public sector-driven to private sector-driven standardization. Therefore, to vitalize the private sector-driven standardization in Korea, there is a need to: Run a standard foundation to secure stable resources for standardization Make information exchange between the govertment and private sector active and policy-making on standards consistent by designating a private organization to cover the roles, policies on standards, and support of the national standardization organization Establish a system to make private sector-driven standards approved as international standards Offer a training program to forster standard experts Publicize the importance of standards Promote standardization forums driven by private businesses, like the Integrated Forum. Maximize the benefits of linking standards and patents Now, Korea is on the threshold of developing into a world-class standard leader, and the private sector-driven standardization should be a stepping-stone for crossing over the threshold. This study is designed to suggest a method of promoting private sector-driven standardization to effectively cope with fast-changing international standards, based on the cases in developed countries.
This study measures how Korean shipping policies influence the expansion of the country's merchant fleet using system dynamics. It uses various indexes as factors influencing the gross tonnage of the Korean merchant fleet, such as the Baltic Dry Index, Howe Robinson Container Index, China Containerized Freight Index, and Worldscale Index, as well as the US dollar-Korean won exchange rate, world merchant fleet statistics, and the debt ratio of Korean shipping companies. After establishing the simulation model, the mean absolute percentage error is found to be less than 10%, confirming the accuracy of the model. Therefore, a sensitivity analysis is conducted to measure the influence of the selected shipping policies, including the gross tonnage of vessels registered under the Korean second registry system, loans of publicly owned financial institutions to shipping companies, ship investment fund, and the number of shipping companies participating in the tonnage tax scheme. The sensitivity analysis reveals that the influence of vessel tonnage and loans to shipping companies is the most significant, while that of the number of companies participating in the tonnage tax scheme is minimal.
Self-authentication technology using electrocardiogram (ECG) signals is drawing attention as a self-authentication technology that can replace existing bio-authentication. A device that recognizes a digital electronic key can be mounted on a vehicle to wirelessly exchange data with a car, and a function that can lock or unlock a car door or start a car by using a smartphone can be controlled through a smartphone. However, smart keys are vulnerable to security, so smart keys applied with bio-authentication technology were studied to solve this problem and provide driver convenience. A personal authentication algorithm using electrocardiogram was mounted on a watch-type wearable device to authenticate bio, and when personal authentication was completed, it could function as a smart key of a car. The certification rate was 95 per cent achieved. Drivers do not need to have a smart key, and they propose a smart key as an alternative that can safely protect it from loss and hacking. Smart keys using personal authentication technology using electrocardiogram can be applied to various fields through personal authentication and will study methods that can be applied to identification devices using electrocardiogram in the future.
