A Methodology of Ship Detection Using High-Resolution Satellite Optical Image (고해상도 광학 인공위성 영상을 활용한 선박탐지 방법)

  • As the international trade increases, vessel traffics around the Korean Peninsula are also increasing. Maritime accidents hence take place more frequently in the southern coast of Korea where many big and small ports are located. Accidents involving ship collision and sinking result in a substantial human and material damage as well as the marine environmental pollution. Therefore, it is necessary to locate the ships quickly when such accidents occur. In this study, we suggest a new ship detection index by comparing and analyzing the reflectivity of each channel of the Korea MultiPurpose SATellite-2 (KOMPSAT-2) images of the area around the Gwangyang Bay. A threshold value of 0.1 is set based on a histogram analysis, and all vessels are detected when compared with RGB composite images. After selecting a relatively large ship as a representative sample, the distribution of spatial reflectivity around the ship is studied. Uniform shadows are detected on the northwest side of the vessel. This indicates that the sun is in the southeast, the azimuth of the actual satellite image is $144.80^{\circ}$, and the azimuth angle of the sun can be estimated using the shadow position. The reflectivity of the shadows is 0.005 lower than the surrounding sea and ship. The shadow height varies with the position of the bow and the stern, perhaps due to the relative heights of the ship deck and the structure. The results of this study can help search technology for missing vessels using optical satellite images in the event of a marine accident around the Korean Peninsula.

  • To safeguard the accommodation spaces on cargo ships from fire, structural fire protection provisions introduced by SOLAS and these measures retard the propagation of flames and smoke. SOLAS also specifies provisions for fire fighting drills. These provisions are a combination of regulations regarding structure and equipment and those dealing with the human element for the fire protection and effective responses in the event of fire. Requirements related to the human element play a supporting role to the requirements for structure and equipment because the present accommodation structure and equipment are insufficient for extinguishing a fire, therefore, fire-extinguishing activity performed by crew members is essential. To reduce human error and ensure effective fire fighting, it is necessary to install a fire-fighting system and improve the fire fighting process. The fundamental concept of fire fighting exercises is to commence fire fighting before the fire grows too big to extinguish. It is essential to relocate the storage place of fire fighting equipment to expedite the fire-fighting exercise. This study was carried out to reduce human risk for this purpose, the fire control station was relocated to a site that could be accessed from the open deck. Further, two sets of a fire fighter's outfit were stored at the same site. This relocation eliminated the risk of the crew reentering to operate the fire fighting system in the fire control station and allowed the crew to pick up the fire fighters' outfits quickly in the event of a fire. In addition, it was proposed that the IIC method be made mandatory. This method is combination of automatic fire detection system and sprinkler system which can reduce the risk of the fire fighting exercises for the crew and to suppress fire in the initial stage. This study was carried out to provide a foundation to the possible amendment of the relevant SOLAS regulations and national legislation.

A Study on the Use of Scientific Investigation Equipment to Support Decision-making of the Resident Evacuation in the Event of a Chemical Accident (화학사고 발생에 따른 주민대피 의사결정 지원을 위한 과학조사장비 활용방안 연구)

  • After the hydrogen fluoride leak in Gumi in 2012, the government has been systemizing the disaster management system, such as responding to and managing chemical accidents. In particular, the Ministry of the Interior and Safety (MOIS) is in charge of evacuation of residents following chemical accidents based on the Framework Act on Management of Disaster and Safety. In this study, an application plan was presented to support and utilize the decision-making support for evacuation of residents after a chemical accident using the chemical accident investigation equipment of the National Disaster Management Research Institute (NDMI). In the equipment operation system for scientific information collection due to chemical accidents, the roles and purpose of use of long/short distance measurement equipment were presented according to regular and emergency situations. Using the data acquired through long/short distance measurement equipment, it can be used as basic data for resident evacuation decision-making by monitoring whether chemicals are detected in an emergency and managing data on detected substances by company in a regular situation. As a result of measuring chemical substances in order to verify on-site usability by equipment only for the regular operation system, it was confirmed that real-time detection of chemical substances is possible with long distance measuring equipment. In addition, it was confirmed that it was necessary to check the measurable distance and range of the equipment in the future. In the case of short distance measurement equipment, hydrocarbon-based substances were mainly detected, and it was confirmed that it was measured at a higher level in Ulsan-Mipo National Industrial Complex than in Onsan National Industrial Complex. It is expected that it can be used as basic data to support decision-making in the event of chemical accidents through continuous data construction in the future.

An Experimental Study on the Detection of Loosened Areas in a Ground cavity Using a Micro Penetration Test (초소형 관입시험기를 이용한 지반공동 주변지반의 이완영역탐지를 위한 실험적 연구)

  • In this study, a model experiment that simulates the behaviour of the ground composed of several compacted layer was intended to measure the loosened area in the event of a ground cavity through a LAD (Loosened area detector). It was confirmed that the size of the cone diameter was affected by the ground composed of fine grain + granulated soil layered through the model soil. In order to select the appropriate cone type, a scale effect experiment was conducted. From the test results, a micro-cone was chosen for the most suitable indoor model experiment. In the case of applying LAD in this study, the loosening condition of the ground was determined by the rapid change in penetration resistance caused by the difference in the boundary surface and relative density due to the compaction of the ground for indoor model testing. The range of loosened area occurring in the cavity was estimated through the penetration resistance characteristics on the ground, and the failure area was identified through the reduction rate of penetration resistance in the loosening area.

  • The occurrence of cyber crime is on the rise every year, and the security control center, which should play a crucial role in monitoring and early response against the cyber attacks targeting various information systems, its importance has increased accordingly. Every endeavors to prevent cyber attacks is being attempted by information security personnel of government and financial sector's security control center, threat response Center, cyber terror response center, Cert Team, SOC(Security Operator Center) and else. The ordinary method to monitor cyber attacks consists of utilizing the security system or the network security device. It is anticipated, however, to be insufficient since this is simply one dimensional way of monitoring them based on signatures. There has been considerable improvement of the security control system and researchers also have conducted a number of studies on monitoring methods to prevent threats to security. In accordance with the environment changes from ESM to SIEM, the security control system is able to be provided with more input data as well as generate the correlation analysis which integrates the processed data, by extraction and parsing, into the potential scenarios of attack or threat. This article shows case studies how to detect the threat to security in effective ways, from the initial phase of the security control system to current SIEM circumstances. Furthermore, scenarios based security control systems rather than simple monitoring is introduced, and finally methods of producing the correlation analysis and its verification methods are presented. It is expected that this result contributes to the development of cyber attack monitoring system in other security centers.

Simulation Study on Atmospheric Emission Scenarios of Radioxenon Produced by the North Korea's 6th Nuclear Test (북한 6차 핵실험으로 생성된 방사성제논의 대기 중 방출 시나리오에 대한 모의실험 연구)

  • North Korea conducted the sixth underground nuclear test on September 3, 2017 at the Punggye-ri Nuclear Test Site (NTS). In contrast to the previous five nuclear tests, several induced earthquakes occurred around the NTS after the sixth nuclear test and this may have caused radioxenon leakages at the site. Considering these reported earthquakes, we performed atmospheric dispersion simulations on some radioxenon emission scenarios for this event using our Lagrangian Atmospheric Dose Assessment System (LADAS) model by employing the Unified Model (UM) based numerical weather prediction data produced by the Korea Meteorological Administration (KMA). To find out possible detection locations and times, we combined not only daily and weekly based delayed releases but also leakages after the reported earthquakes around the NTS to create emission scenarios. Our simulation results were generally in good agreement with the measured data of the Nuclear Safety and Security Commission and International Monitoring System (IMS) stations operated by the Comprehensive nuclear Test-Ban-Treaty Organization (CTBTO).

Detection of LM canola with tolerance to glyphosate and glufosinate-ammonium via the Environmental monitoring in South Korea (자연생태계 모니터링을 통한 glyphosate와 glufosinate-ammonium에 저항성을 가지는 유전자변형 캐놀라의 발견)

  • Living modified (LM) crops are imported each year to South Korea as food and feeds, LM canola being one of the imported crops. The cultivation of LM crops is not permitted in South Korea but the import of these crops is increasing. In this study, we surveyed the environmental risk of imported LM canola at 9 provinces, from March 2009 to June 2013. Monitoring of canola was conducted around feed factories, roadsides, harbors, farmhouses, and flower festival regions. From the total of 595 canola samples collected from 1850 monitoring sites, we identified 6 LM canola samples. The LM canola samples were subjected to protein and DNA based analysis. PCR analyses using approved 5 single event primers (T45, MS8, RT73, Rf3 and Topas 19-2) revealed that two crops were glyphosate-resistant LM canolas, and four were glufosinate-resistant LM canolas. This study suggested that environmental monitoring is a useful research tool to manage LM crops unintentionally introduced into the environment in South Korea. This result can be used as a basis for future post-management of canola crops.

Methodology to Apply Low Spatial Resolution Optical Satellite Images for Large-scale Flood Mapping (대규모 홍수 매핑을 위한 저해상도 광학위성영상의 활용 방법)

  • Accurate and effective mapping is critical step to monitor the spatial distribution and change of flood inundated area in large scale flood event. In this study, we try to suggest methods to use low spatial resolution satellite optical imagery for flood mapping, which has high temporal resolution to cover wide geographical area several times per a day. We selected the Sebou watershed flood in Morocco that was occurred in early 2010, in which several hundred $km^2$ area of the Gharb lowland plain was inundated. MODIS daily surface reflectance product was used to detect the flooded area. The study area showed several distinct spectral patterns within the flooded area, which included pure turbid water and turbid water with vegetation. The flooded area was extracted by thresholding on selected band reflectance and water-related spectral indices. Accuracy of these flooding detection methods were assessed by the reference map obtained from Landsat-5 TM image and qualitative interpretation of the flood map derived. Over 90% of accuracies were obtained for three methods except for the NDWI threshold. Two spectral bands of SWIR and red were essential to detect the flooded area and the simple thresholding on these bands was effective to detect the flooded area. NIR band did not play important role to detect the flooded area while it was useful to separate the water-vegetation mixed flooded classes from the purely water surface.

A Modeling Study on the AVO and Complex Trace Analyses of the Fracture Bone Reflection (파쇄대 반사에너지의 AVO 및 복소트레이스 분석에 관한 모형연구)

  • AVO and complex trace analyses mainly used to characterize natural gas reservoir were tested in this paper for a possible application to detection of major geological discontinuities such as fracture zones. The test data used in this study were calculated by utilizing a viscoelastic numerical program which was based on the generalized Maxwell body for a horizontal fracture model. In AVO analysis of a horizontal fracture zone, p-wave reflection appears to be variant depending upon the acoustic-impedence contrast and the offset distance. The fracture zone is also effectively clarified both in gradient stack and range-limited stack in which fracture zone reflection is attenuated with the increasing offset distance. In complex attribute plots (instantaneous amplitude, frequency, and phase), the top and bottom of the fracture Tone are characterized by a zone of strong amplitudes and an event of the same phase. Low frequency characteristics appear at the fracture zone and the underneath. Amplitude attenuation and waveform dispersion are dependent on Q-contrast between the fracture zone and the surrounding media. They were properly compensated by optimum inverse Q-filtering.

  • Recently the U-Healthcare system has been rapidly advanced to manage emergence rescue for seniors. We can access emergency rescue systems with high quality services anytime, anywhere under ubiquitous healthcare systems. The more the various systems develop, the more software security systems become important. Therefore, the safety-critical system has been widely spread to the world by advancement of the information and communication technologies. There are a lot kind of fault analysis methods to evaluate software security systems. However due to characteristics of software that is not applied by human error, it can be prevented the enormous damages and losses from improving the safety of safety-critical system. So this paper proposes an integration method of FTA and Forward and Backward FMECA. This method has each strength of FTA and FMECA which is visual and numeric in normalization. First, by use of FTA, we can redraw FTA with Forward FMECA and Backward FMECA in consideration of occurrence, severity, detection, correctness, robustness, and security. Also according to value of NRVP at each event, we can modify FTA diagrams as shown critical paths given by severity and occurrence. Also, we propose the improved emergency rescue service platform of ubiquitous healthcare systems through identifying priorities of the criticality according to normalized risk priority values (NRPV).
