  • This paper illustrates the case studies of reliability evaluation for interconnecting power systems in the north east Asia by using the tie line constrained equivalent assisting generator model(TEAG), which has been already developed in the second project year. A reliability evaluation program, it is named, NEAREL. based on the TEAS model was made. The reliability evaluation results for the seven interconnection scenarios of the actual power systems of six countries in the north east Asia are introduced and compared. The reasonable capacity of the tie line for three countries interconnection senario is suggested from sensitivity analysis.

  • Alternative generation and evaluation in the transportation planning process are generally considered the two most important areas of research. It is, however, unfortunate that most of Korean transportation network systems are evolved without thorough investigation of alternatives and that underplanned systems as well as over-planned systems ar blamed for the current transportation problems. This paper investigates the practical use of formal methodology of alternative generation and evaluation. The maximum possible alternative network approach and the computer oriented network evaluation method developed by KIST and applied for Pusan subway study are summarized to demonstrate their practical usefulness. The practical problems centering around the quantification of evaluation criteria ar also summarized for further studies.

  • In the past decade, the importance and necessity of some studies on reliability evaluation of power system comes from the recent blackout events occurred in the world. Such power system reliability evaluation depends especially on historical outage data. This paper presents reliability model for evaluation in KEPCO systems that is suited to it's propose, and is to show how failure rates and unavailability(Forced Outage Rate) of transmission system components can be determined from the historical outage data of KEPCO systems. The data for these components were made available by KEPCO and KEPRI. A record spanning about 10 years of the historical data was used.

  • This paper constructs a stochastic model for computer performance evaluation which has several parameters such as the kinds of instruction mix of benchmark programs, distribution and frequency of instruction mix. It shows, by applying the model to the performance evaluation of the Intel 8086/8088 microprocessor, that this model could be utilited not only for performance evaluation of existing computer systems but also for estimation of nonexisting systems.

  • We present a survey on the evaluation methods of speech recognition technology and propose a procedure for evaluating Korean speech recognition systems. Currently there are various kinds of evaluation events conducted by NIST and ELDA every year. In this paper, we introduce these activities, and propose an evaluation procedure for Korean speech recognition systems. In designing the procedure, we consider the characteristics of Korean language, as well as the trends of Korean speech technology industry.

  • In this research, a new Test and Evaluation (T&E) procedure for defense AI systems is proposed to fill the existing gap in established methodologies. This proposed concept incorporates a data-based performance evaluation, allowing for independent assessment of AI model efficacy. It then follows with an on-site T&E using the actual AI system. The performance evaluation approach adopts the project promotion framework from the defense acquisition system, outlining 10 steps for R&D projects and 9 steps for procurement projects. This procedure was crafted after examining AI system testing standards and guidelines from both domestic and international civilian sectors. The validity of each step in the procedure was confirmed using real-world data. This study's findings aim to offer insightful guidance in defense T&E, particularly in developing robust T&E procedures for defense AI systems.

  • The quality of performance evaluation on engineering consultants that provide design-related technical services is difficult to be measured, and only a handful of papers discussed the quality during the design stage. Although design cost is relatively far less than construction cost for a project, the decisions made in the design phase have a significant impact on the final products of the project, especially for large public construction projects. Therefore, this research focuses on reviewing and then establishing a performance evaluation framework for the consulting firms that execute detailed design and provide technical services for the Taipei Rapid Transit Systems (TRTS). By interviewing experts, this study first established a set of indicators to evaluate these firms' performance. Then, those indicators were incorporated into the four aspects of balanced scorecard (BSC) to establish the architecture of the evaluation mechanism. The weight of each indicator was calculated by analytic hierarchy process (AHP) from a survey conducted among experts. The results showed that the top-three indicators were quantity take-off, functions conformity, and budgeting. The framework of performance evaluation established by this study can be applied to measure service performance during the design stage. It not only facilitates the monitoring of consulting firms, but also helps to reduce unnecessary change orders and disputes during the construction stage.

  • Evaluation of learning ability of students is classified a step of diagnostic, formative and summative evaluation. This step-by-step evaluation is the standard of synthesis judgement, from a student's prior learning of preparation state to devotion of learning process and even learning result. In this paper, we propose the method of synthesis learning evaluation which is considered evaluation of each step in using fuzzy inference. In order to get objective evaluation of learning ability, we applied to the weights by evaluation steps. And we reflected defuzzification values of final evaluation membership function interval obtained by fuzzy inference about diagnostic, formative and summative evaluation. As a result, it processes definite inference ensures objectivity and shows validity of the synthesis evaluation method.

  • The test and evaluation(T&E) of weapon systems is a significant activity in the decision-making process of defense acquisition program, providing the data of trade-off analysis, risk reduction and readiness to advance to next phase of development for the decision-maker. Currently, the modeling and simulation(M&S) is being a critical method in the test and evaluation of weapon systems. Therefore in this paper we review the current status of the test and evaluation for the defense acquisition program in Korea, and suggest an application of M&S in the T&E of weapon systems.
