A Performance Evaluation Mode1 for Information Systems using the Balanced Scorecard and the Value Chain : A Case Study (BSC와 가치사슬을 이용한 정보시스템의 성과 측정 방법 : 제조업체 사례분석)

  • During the last decade many enterprises spent a huge amount of money for investment on Information Technology (IT) & Information System (IS) to attain competitive advantage and to maximize their business performance by satisfying the various requirements of customers. Under such circumstances, methodologies for evaluating IT impact on business performance are very important issues for strategic decision making on investment. In this study, we propose a performance evaluation model that adopts the concept of the Balanced Scorecard (BSC) and the Value Chain to analyze the financial impact and non-financial impact of IT & IS at each critical work area. This model combines the 4 evaluation areas from BSC and 6 critical work areas from Value Chain and measures the Key Performance Indicator (HPI) and the effect of KPI. Also, we present a case study of which the evaluation model has been conducted on a major manufacturing company. finally. we address some important notes to improve the IT & IS performances in the real-world.

  • In order to improve business competency by the IS(Information Systems), every enterprise needs to evaluate the current level of IS performance and their utilization. The evaluation that measures the performance of enterprise information systems and diagnoses their effectiveness of business goals and efficiency of resources should represent the useful informations based on sustainable goal-oriented viewpoints to managers. This work develops an integrated evaluation system for continuous maturity of information systems performance, enabling enterprises to achieve their goals of information systems and related business strategies. The integrated evaluation system has been applied to performance measurement of information systems with a huge set of real data from domestic industries for three years, and proven reliable and practical.

Evaluation research in Korean medical education: a systematic review

  • The purpose of this study aims to analyze research trends related to 'evaluation' in Korean medical education through a systematic review. This study used a systematic review method, which is a research methodology for research trends and 'literature analysis.' Researchers searched the Korean journal literature published until the end of December 2020 in the Korean research database with keywords related to medicine and evaluation. Thus, 5,205 cases were identified. Based on these data, 143 papers were selected through a logical screening process, requiring 1 month to complete the data search and analysis process. In terms of publications, medical journals overwhelmingly outnumbered nonmedical journals until 2015; however, after 2016, the number of papers published in nonmedical journals increased, and the number of published papers was similar to that of medical journals. In terms of evaluation-related research, research on student and program evaluations has been very active compared to that on accreditation. As the number of evaluation studies has gradually decreased over the past 10 years, preparing a plan to revitalize them in Korean medical education is necessary. Considering that the role of evaluation in education has been emphasized in recent years, research on reestablishing the concept of evaluation; developing evaluation indicators; analyzing the status of student evaluation, program evaluation, and accreditation; and deriving measures to improve medical education through evaluation is required.

Evaluating Implementation Rate of Wildlife Mitigation Measures in the Environmental Impact Assessment (환경영향평가에서 동물상 영향 저감방안 이행현황 평가 - 도시 및 도로 개발사업을 중심으로 -)

  • It is essential to increase the implementation rate in order to increase the effectiveness of mitigation measures that can mitigate the negative impact of development projects. In the case of Environmental Impact Assessment (EIA),research on the implementation evaluation of development projects is insufficient, even though the effectiveness of mitigation measures has been steadily raised. Therefore, this study evaluated the implementation rate of the mitigation measures and identified the cause of the difference in the implementation rate for each mitigation measures in order to understand the current status of the ecological mitigation measures. The implementation rate of urban and road development projects mitigation measures was 56.0% and 64.4%, respectively. the implementation rate of 'Monitoring' mitigation measures was the highest in all development project. But, 'Habitat creation' and 'Accident prevention measures' were low. In addition, it was found that the implementation rate of the mitigation measures were high when the contents of the mitigation measure described in the report were specific. Through this study, it was found that in order to increase the implementation rate of the EIA ecological environment animal mitigation measures, it is necessary to reflect the environmental and geographical characteristics of the target site in detail. Furthermore, it is judged that this study can be used as a basic basis for enhancing the effectiveness of the EIA system introduced to mitigate the negative impact on the environment.

Study on Establishing Earthquake-resistance Reinforcement Measures for Earthquake Disasters in National Industrial Complexes (국가산업단지의 지진재난 내진보강대책 수립 연구)

  • Pupose: The purpose is to prepare safety management and seismic reinforcement measures that can effectively improve the potential risks of earthquake-resistant design and the deficiencies of safety guidance and inspection of factory facilities in national industrial complexes. Method: In this study, problems and improvement measures were derived through investigation and analysis of overall earthquake disaster safety management, such as safety management status and management system in preparation for earthquake disasters in national industrial complexes. was implemented to suggest improvement plans based on facility types and structural characteristics. Result: In conclusion, the problems of safety management and seismic reinforcement in preparation for earthquake disasters in national industrial complexes were summarized and classified into four types (seismic performance evaluation and related system supplementation, authority of tenant companies and local governments, seismic reinforcement and safety management support measures, organizational structure capacity building) to derive improvement measures. Conclusion: Based on this, seismic reinforcement measures that companies in national industrial complexes should implement in preparation for earthquake disasters were prepared, and detailed plans for each measure were presented.

Wearing Comfort Evaluation of a Summer Flight Suit to Improve Ventilation (통기성 향상을 위한 하계비행복 설계 및 착용쾌적성 평가)

  • This study verified the effect of summer flight ventilation developed in a previous study based on wearing comfort evaluation. Seven healthy males in their twenties volunteered for this experiment conducted in aclimatic chamber. The experiment consisted of three consecutive periods of rest (20 minutes), running on a treadmill (10 minutes) and recovery (20 minutes). A comparative evaluation was conducted on the general flight suit which had no ventilation holes and summer flight suit that use subjective satisfaction measures and objective measures. The subjective satisfaction was evaluated according to the criteria of temperature sensation, wet sensation, thermal comfort and fatigue sensation. The objective satisfaction was measured by skin temperature, microclimate (temperature and humidity), sweat rate and thermography. The comparative wearing evaluation identified the summer flight suit decreased the temperature between skin and suit by $0.42^{\circ}C$ (upper arm), $0.9^{\circ}C$ (calf) and the skin temperature by $0.3^{\circ}C$ (shoulder), $0.4^{\circ}C$ (upper arm), $0.5^{\circ}C$ (calf) as compared to the general flight suit. The humidity inside the summer flight suit decreased at head (7.73%), shoulder (5.86%), upper arm (5.26%), and calf (8.73%) compared to the one inside the general flight suit. Thermography showed that the air flowed through ventilation holes (neck and armpit). The design of ventilation holes applied to the summer flight suit can be applicable to overall clothing that requires thermal comfort such as dust-free garments, mechanical clothing and combat uniforms.

Developing a Quality-based Evaluation Model for Academic Libraries (대학도서관 질적 평가를 위한 모형 개발)

  • Based on the results of previous evaluation studies, a quality based evaluation model applicable to academic libraries in Korea was developed. Focusing on output measures, 25 indicators in 7 catagories are defined. For each indicators, data collection method along with measuring process is established. And norms and evaluation scales are also provided. The concluding section suggests several areas for implementation and future research.

  • Vertical and horizontal ride vibrations of the selected agricultural tractors were measured and evaluated with respect to the ISO 2631 'guide for the evaluation of human exposure to whole body vibration'. Evaluation showed that at the normal transportation speeds of 1.4~20km/h on both the concret and ground surfaces tractor drivers were exposed to the vibrations whose magnitudes exceed the 8 hour fatigue decreased proficiency boundary in the frequency ranges of 2~16Hz in vertical and 1~2Hz in horizontal directions. Considering that tractor operation becomes as one of the specialized job for the future farming in Korea, measures must be made to protect the drivers against harmful ride vibrations of agricultural tractors.

  • It is very crucial to establishing an evaluation framework for anayzing the investment effects of IT asset such as knowledge managment systems. However, evaluation by quantitative measures, in spite of its usefulness and reliability, may have weakness in examining wide range of effects of the IT investment. Hence, the purpose of this paper is to propose a novel framework to evaluate the performance in terms of wider range of informatization effects. To do so, knowledge management concepts has been adopted in the evaluation method, and Impact Of Investment(IOI) has been suggested. IOI is used to derive Value Of Investment(VOI) and then ROI.
