지능형 IT서비스 활성화를 위한 데이터 개방성 평가지표 개발 (Developing Data Openness Evaluation Index for Intelligent IT Service)

  • One of the key success factors for the intelligent IT service which is characterized by personalization and automation, is to obtain relevant data from either sensors or data storage for reasoning, analyzing and forecasting. The availability of the open data sources such as public portal sites remarkably increases the efficiency and quality of the intelligent IT service. However, with the condition that not all data in the existing public or private sites are opened or have various types of openness, it prohibits the value of utilization. For these reasons, it is highly required to evaluate the extent of openness of data storage. However, there are only a few studies which explore the factors which affect the degree of data openness with respect to intelligent IT services. Hence, this study aims to propose an evaluation model including the indices to evaluate a process of opening data for the intelligent IT service from a viewpoint of data utilization process. The indices are applied to evaluate the actual multinational websites, which provide public data for verification. We also discuss the implications of the evaluation according to the results.

  • Recently, interests in renewable energy have gradually increased. Of various renewable energy, Photovoltaic system has the properties affected by weather. This paper discusses the economic evaluation based on insolation data analysis. Real insolation data were obtained by radiation measurement device installed in projected photovoltaic system site during 20 months. Obtained real insolation data were standardized using clear day analysis. Standardized data are greater than obtained real insolation data and were used as parameters of RETScreen for the economic evaluation. In results, capacity(30[kW]) of soon cheon is shown the most B/C(1.20). Applied methods have effectively done to develop photovoltaic system.

건설공사 사후평가시스템 입력오류 분석에 관한 연구 (A Study of Error Analysis for Post Evaluation System on the Construction Projects)

  • 현재 건설공사 사후평가시스템 입력과정에서 자료가 오류 및 누락이 발생되는 경우가 많아 데이터의 신뢰성이 떨어지는 경우가 많다. 이에 따라 본 연구에서는 사후평가 결과분석의 신뢰성 확보를 위해 건설공사 사후평가시스템의 입력누락 및 입력오류에 대한 세부적인 분석을 실시하였다. 분석결과, 건설사업 초기 단계일수록 자료의 미입력된 자료의 비중이 높게 나타났다. 그리고 분석된 등록오류로는 참고자료의 부정확, "원" 단위 오류, 입력항목에 대한 이해부족 등으로 나타났다.

  • 국내 데이터 거래시장은 구매데이터의 불합리한 가격책정이 데이터 거래 시의 주요 애로사항으로 지속적으로 언급되고 있다. 이는 상품정보 및 사용경험 부족으로 인해 데이터상품의 가치를 제대로 평가할 수 없는데서 발생한 문제로, 데이터 거래소는 거래활성화를 위해 가격 외에 수요자가 데이터상품의 가치를 종합적으로 판단할 수 있는 정보 제공이 필요하다. 데이터 가치평가에 주로 적용되는 원가기반, 수익기반, 시장기반 평가방법은 공급자 관점에서의 가치평가결과인 가격정보만 수요자와 공유가능하기 때문에 거래 및 유통을 활성화하기 위한 데이터가치평가방법으로는 부족한 점이 있다. 본 논문은 데이터거래 이해관계자(거래소, 공급자, 수요자)가 공통된 시각으로 데이터상품의 가치를 판단하고 공유할 수 있는 측정가능한 가치평가방법을 개발하는 것을 목표로 한다. 이를 위해 해외 데이터거래소 및 관련 연구에서 중요하게 생각하고 있는 데이터상품의 가치동인을 파악하고, 가치동인별로 정량적 측정이 가능한 평가방식을 도출하였다. 또한, 거래용 데이터상품을 활용하여 평점표 형식의 평가기준을 개발하고, 상대적 가치비교가 가능하도록 계층화분석(AHP)을 통해 가치평가지수를 개발하였다. 실제 데이터상품에 평가기준을 적용할 결과, 개별 데이터상품의 특성에 따라 가치평가값이 차별화됨에 따라 가치비교도구로 활용가능함을 알 수 있었다.

IT 비즈니스 가치 평가관점 : 사전-사후 평가시점 및 정보시스템 유형별 차이 (Evaluation Criteria of IT Business Value : The Difference Between Ex Ante and Post Implementation Evaluation)

  • The purpose of this study is to investigate the evaluation perspectives of IT business value and empirically analyze the differences of evaluation perspectives between ex ante evaluation and post implementation evaluation, and among various information system types. 4 evaluation perspectives which have been used in the previous studies and in the field of industry practices are financial, customer, internal process, and growth, which are based on the BSC model. Data of 98 information systems have been collected from 89 companies including manufacturers, banks, insurances, and stock trading companies. As results of multi-way MANOVA test, 3 out of 8 hypothesis have been accepted statistically. While the order of importance of 4 perspectives in ex ante evaluation is customer, financial, internal process, and growth, the order of post implementation evaluation appears to be much different : that is, internal process, customer, financial, and growth. These findings provide insights for both IT practitioners and researchers.

Analysis of decimation techniques to improve computational efficiency of a frequency-domain evaluation approach for real-time hybrid simulation

  • Accurate actuator tracking is critical to achieve reliable real-time hybrid simulation results for earthquake engineering research. The frequency-domain evaluation approach provides an innovative way for more quantitative post-simulation evaluation of actuator tracking errors compared with existing time domain based techniques. Utilizing the Fast Fourier Transform the approach analyzes the actuator error in terms of amplitude and phrase errors. Existing application of the approach requires using the complete length of the experimental data. To improve the computational efficiency, two techniques including data decimation and frequency decimation are analyzed to reduce the amount of data involved in the frequency-domain evaluation. The presented study aims to enhance the computational efficiency of the approach in order to utilize it for future on-line actuator tracking evaluation. Both computational simulation and laboratory experimental results are analyzed and recommendations on the two decimation factors are provided based on the findings from this study.

기존건축물 내진성능평가를 위한 전산시스템 모듈 개발 (Computerized Modules for Seismic Performance Evaluation of Existing Buildings)

  • Seismic performance evaluation of existing building usually needs much time and man power, especially in case of nonlinear analysis. Many data interaction steps for model transfer are needed and engineers should spend much time with simple works like data entry. Those time-consuming steps could be reduced by applying computerized and automated modules. In this study, computational platform for seismic performance evaluation was made with several computerized modules. StrAuto and floor load transfer module offers a path that can transfer most linear model data to nonlinear analysis model so that engineers can avoid a lot of repetitive work for input information for the nonlinear analysis model. And the new nonlinear property generator also helps to get the nonlinear data easily by importing data from structural design program. To evaluate the effect of developed modules on each stages, seismic performance evaluation of example building was carried out and the lead time was used for the quantitative evaluation.

우리나라 의약품 경제성평가의 현황과 과제 (Current State and Challenges of Pharmacoeconomic Evaluation in Korea)

  • Since the positive listing system for prescription drug reimbursement has been introduced in Korea, the number of pharmacoeconomic evaluation studies has increased. However it is not clear if the quality of pharmacoeconomic evaluation study has improved. Due to the lack of randomized clinical studies in Korean health care setting, Korean economic evaluation studies have typically integrated the local cost data and foreign clinical data. Therefore methodological issues can be raised in regard to data coherence and consistency. But the quality of data was not questiened and the potential bias has not been investigated yet. Even though changes in policy have encouraged the undertaking of pharmacoeconomic evaluations, there is few public-side funding for validation study of cost-effectiveness models and data. Several companies perform economic evaluation studies to be submitted on behalf of their own products, but do not want the study results to be disclosed to the academic community or public. To improve the present conduct of pharmacoeconomic evaluations in Korea, various funding sources need to be developed, and, like other multidisciplinary areas, the experts in different fields of study should collaborate to ensure the validity and credibility of pharmacoeconomic evaluations.

지역사회 건강 증진 사업 평가 연구 -1개 도시지역 보건소의 경험적 사례를 중심으로- (An Evaluative Study of Community based Health Promotion Project)

  • This report is the result of interim evaluation of a health promotion project which was operated by a public health center of K Gu in the year of 2000. It evaluated the aspects of the aim of a project, a target group. and adequacy and appropriateness of a approaching strategy by considering data of public health center's self-evaluation, and guidelines of a group assigned to evaluate the project. The way of evaluation was dividing the project into a colligated evaluation and a evaluation by projects in the aspects of the structure, the procedure. and the result of a result. Through this. a device to improve the health improvement project was derived. The target data for evaluation was the second data and data of self-evaluation, reported data, membership register data of a health management. and interview materials with the people in charge by projects that are all collected as a project management documents. The result of evaluation is stated below. 1. Main purpose of a health promotion project is building a environment of healthy life practicing and providing information through various ways to increase the rate of practicing healthy life. Through overall project. the ultimate purpose and definite purpose were same, however, it was not quite satisfied to offer planning of a time, and a target amount in detailed strategy. As the purpose was to build environment of healthy life practicing. most of the projects had the whole community citizen as a target group. That made difficult to operate detailed projects. so the result was hard to estimate as much as the effort put into it. Also, there were too many kinds of projects and target groups to be equal to by the human source of a health promotion project team. so we were just bent on operating a project. and could not prepare for the evaluation. As the most of former evaluation of public health service was just counting number of the objects, the new way of evaluating a project wasn't familiar to us. so the evaluation of a detailed project cannot be done well. Techniques and advices needed for all of these things weren't offered appropriately. For the forward direction of unfolding project. it is desirable to operate project by selecting focused target and considering a strategy of evaluation as a strategy of reasonable spread. The evaluation of the project became difficult as participation of citizen for it was poor. So, approach strategy that can lead the motivation of community citizen should be derived. 2. For the continuation of a health promotion project, technical assistance system. description of a field in charge, and arrangement of the amount of task should be developed as a central level. Furthermore, as the health promotion project focus on behavioral modification program whose purpose is to lessen dangerous factors. the public health service model which is incorporated with former project should be developed and spread out in the field for the object-centered project plan.

퍼지적분을 이용한 기업우량도평가모델 (An Evaluation Model on Enterprise Using Fuzzy Integral)

  • The scientific evaluation on enterprise helps establishing better management policy. Financial index has been used for the enterprise evaluation as the objective data. However, the necessity of the subjective data for competitive power evaluation is advocated recently. Therefore, in this paper, we propose an evaluation model of competitive power on enterprise by fuzzy integral, using the objective and the subjective data. The evaluation factors are composed to the financial index, top management, product, organization and enterprise's environment. These factors are grouped by detailed sub-factors of 16 units. Lastly, utilizing these factors, the efficiency of this method was shown by the result of the case study of 10 manufacturing enterprises.
