A Study on the Analysis Method of Safety Cost of Tunnel Accident (터널사고 재난 안전비용 분석 방법에 관한 연구)

  • This paper analyzed a survey of 388 general target samples to analyze the correlation between disaster safety costs and human risk factor analysis and evacuation behavior due to tunnel accidents. Considering the impact of the tunnel accident on disaster safety costs and the correlation between human evacuation and risk factors in the tunnel environment, the system should be reorganized to reflect the tunnel's basic plan, tunnel cross-section, tunnel installation.

A study on evacuation characteristic by cross-sectional areas and smoke control velocity at railway tunnel fire (철도터널 화재시 단면적별 제연풍속에 따른 대피특성 연구)

  • In this study, with variables the cross section area ($97m^2$, $58m^2$, $38m^2$) and the wind velocity(0.5, 1.0, 1.5, 2.0, 2.5, 3.0, 3.5 m/s), the time of getting off train dependent on the way of itself and the width of the evacuation route was analyzed, and also fire and evacuation characteristics is reviewed by cross section area of each wind velocity. As the result, if cross section become smaller, the density of harmful gases in the tunnel increased more than the ratio of decreasing cross section area. In the case of small cross sectional area, the surrounding environment from initial fire is indicated to exceed the limit criteria suggested in performance based design. In the analysis of effective evacuation time for evacuation characteristics, the effective evacuation time was the shortest in the case of evaluating effective evacuation time by the visibility. Also, there was significant difference between the effective evacuation time on the basis of performance based evaluation and the effective evacuation time obtained by analyzing FED (Fractional effective dose), one of the analysis method obtaining the point that deaths occur, against harmful gases.

Public Evacuation Time Estimates within EPZ of Ulchin Site (울진원전 방사선비상계획구역 내의 주민 소개시간 예측)

  • The strong protection method of radiation emergency preparedness is the evacuation when a great deal of radionuclide material is released to environment. Required factors for evacuation time estimate of Ulchin nuclear power plant site were investigated. The traffic capacity and the traffic volume by season were investigated for the traffic analysis and simulation within EPZ of Ulchin site. As a result, the background traffic volume by season were established. The NETSIM code was applied to simulate for 12 scenarios in the event of normal traffic/summer peak traffic/winter peak traffic, daytime/night, and normal weather/adverse weather conditions. The results showed that the evacuation time required for total vehicles to move out from EPZ took generally $210\~315$ minutes. The evacuation time took longer about 45 minutes at night than in the daytime, and 45 minutes in adverse weather than normal condition.

  • With emerging technologies on wireless networks and mobile computing environment, a number of researches have been carried out for ubiquitous computing. An important functional requirement of ubiquitous computing is to handle location data with ease. With the increase of accidents in large complex buildings. move attention is being paid to indoor spaces and evacuation. However, most currently used evacuation-related applications are simulation based on hypothetical data. Also, since they use non-georeferenced CAD data, it is not easy to integrate them with indoor positioning devices. With the recent progress of indoor positioning systems, the simulators can be enhanced to real-time evacuation systems. As a preliminary stage to make such systems possible, this study proposes using a georeferenced data and evacuation simulation. This study used GIS data and Cellular Automata theory an the algorithm for the movement of the evacuee.

  • The most complicated and difficult area in the simulation of evacuation process is the area of human behavior. However, it is generally very difficult to understand and quantify human behaviors since the factors involved vary significantly according to the types of accidents and the environment. The walking speed of passenger is especially affected by dynamic effect and list due to damage and ship motion in wave. There are various methods to get the useful data for evacuation simulation. The onboard experimental approach is one of the strongest method. This paper discusses the onboard experimental results of human mobility of passengers in evacuation from ship. To realize ship trim and heel due to maritime casuality, the passage model for experiment is made. The experiment was carried out at dynamic and static condition respectively using the ship with passage model. The result was evaluated and it will be reflected in evacuation simulation tool.

  • The purpose of Serious games in immersive Metaverse platform to provide users both fun and intriguing learning experiences. We proposes a serious game for self-trainable fire evacuation drill with collaboration among avatars synchronized with multiple trainees and optionally with real-time supervising placed at different remote physical locations. The proposed system architecture is composed of wearable motion sensors and a Head Mounted Display to synchronize each user's intended motions to her/his avatar activities in a cyberspace in Metaverse environment. The proposed system provides immersive as well as inexpensive environments for easy-to-use user interface for cyber experience-based fire evacuation training system. The proposed configuration of the user-avatar interface, the collaborative learning environment, and the evaluation system on the VR serious game are expected to be applied to other serious games. The game was implemented only for the predefined fire scenario for buildings, but the platform can extend its configuration for various disaster situations that may happen to the public.

  • In the worst maritime accidents, people should abandon ship, but ship structures are narrow and complex and operation takes place on rough seas, so escape is not easy. In particular, passengers on cruise ships are untrained and varied, making evacuation prospects worse. In such a case, the evacuation management of the crew plays a very important role. If a rescuer enters a ship at distress and conducts rescue activities, which zones represent the most effective entry should be examined. Generally, crew and rescuers take the shortest route, but if an accident occurs along the shortest route, it is necessary to select the second-best alternative. To solve this situation, this study aims to calculate evacuation routes using Q-Learning of Reinforcement Learning, which is a machine learning technique. Reinforcement learning is one of the most important functions of artificial intelligence and is currently used in many fields. Most evacuation analysis programs developed so far use the shortest path search method. For this reason, this study explored optimal paths using reinforcement learning. In the future, machine learning techniques will be applicable to various marine-related industries for such purposes as the selection of optimal routes for autonomous vessels and risk avoidance.

  • A study on fire phenomena in a subway transit mass station has been carried out as a part of disaster prevention plan at the subway station. The ventilation facilities installed in both the platform and the trackway are designed to convert into a smoke exhaust system in emergency situation, creating an environment necessary for evacuation. 3 dimensional Numerical Simulations based on the CFD are carried out using a simulation tool, Fire Dynamic Simulator. Total of six different cases are made and performances are compared each other to find optimal vents operation to ensure safer environment for evacuation at the platform area considering the installation of platform screen door.

Real-time Intelligent Exit Path Indicator Using BLE Beacon Enabled Emergency Exit Sign Controller

  • Emergency lights and exit signs are an indispensable part of safety precautions for effective evacuation in case of emergency in public buildings. These emergency sign indicates safe escape routes and emergency doors, using an internationally recognizable sign. However visibility of those signs drops drastically in case of emergency situations like fire smoke, etc. and loss of visibility causes serious problems for safety evacuation. This paper propose a novel emergency light and exit sign built-in with Bluetooth Low Energy (BLE) Beacon to assist the emergency self-guiding evacuation using devices for crisis and emergency management to avoid panic condition inside the buildings. In this approach, the emergency light and exit sign with the BLE beacons deployed in the indoor environments and the smart devices detect their indoor positions, direction to move, and next exit sign position from beacon messages and interact with map server in the Internet / Intranet over the available LTE and/or Wi-Fi network connectivity. The map server generate an optimal emergency exit path according to the nearest emergency exit based on a novel graph generation method for less route computation for each smart device. All emergency exit path data interfaces among three system components, the emergency exit signs, map server, and smart devices, have been defined for modular implementation of our emergency evacuation system. The proposed exit sign experimental system has been deployed and evaluated in real-time building environment thoroughly and gives a good evidence that the modular design of the proposed exit sign system and a novel approach to compute emergency exit path route based on the BLE beacon message, map server, and smart devices is competitive and viable.

A Study on Considerations of Ship Evacuation Route for Goldentime - Based on Ship Operators Perspective - (골든타임 확보를 위한 선박 대피항로 선정 시 고려사항에 관한 연구 - 선박운항자 관점에서 -)

  • The importance of "Golden time", the early hours for saving lives in case of an accident, is being increasingly recognized day by day. Especially for marine accidents, it may take several hours for a rescue team to arrive, depending on location. Therefore, captains should always be prepared to handle situations independently. In this paper, in order to make better use of Golden Time in an emergency, we determined what the first consideration should be when selecting a ship evacuation route from perspective of the ship operator. To achieve this, we used maritime accident judgments and ship emergency response manual to identify ship evacuation priorities. AHP analysis (decision-making hierarchy analysis) was conducted for ship operators to determine consideration priorities. As a result, it was found that ship operator consider the safety of people about 6 times more important than that of the actual ship. In order to select an evacuation route, the location of coast guard ships, port of refuge, emergency anchorage, surrounding vessels, drifting and beaching factor are taken into consideration. By using these priority considerations, the decision-making processes of ship operators in emergency situations can be improved.
