Ministry of Education and Human Resources presented on December, 2006, 'Alternative school establishment and operation regulation' of contents that can be recognized attainments in scholarship because is authorized if alternative schools fulfill fixed condition. Even though, one time, it was true that several opinions which try to limit to adaptation school of person disqualified for school, thus, various discussion and efforts that specialized school for alternative education does to grow are appearing. However, the expectation which a lot of non authorized schools will apply is not so high because specialized school for alternative education will be controlled in free curriculum and school operation that have been administered and can not be guaranteed school's sell-regulation if acquire legal authorization. Under such social and educational background I surveyed present condition, law, system, literature investigation of existing study, Japanese system and example and authorized two sample specification schools etc. through 'A Basic Study on the Optimum Facilities Criteria Modeling of Regional Specialized Schools for Alternative Education(2006. 10)'. This study was preceded the succession and I visited 17 schools that permit investigation opening of schools among 29 that is authorized until present. So I try to find out architectural planning criteria to activate specialized school for alternative education more through analyzing school's general present condition, establishment idea, operation and specialized education plan, facilities present condition and characteristic.

After the twenty-first century, the university emphasize on the role of knowledge creation facilities, and for this, various social and educational requirements are changing the environment of higher education. These change makes university that has old facilities difficult to correspond environmental changes. The purpose of this study is to review the facilities manual of Establishment and Management of university and to suggest amendment of Establishment and Management of university by exploring the university educational environment and facilities plan to respond various changes. We reviewed division of university studies, classification system of facilities, Area Standard of building and site in th provision for university establishment and operation, based on studying domestic university facilities standards, space management standards, facilities condition of national/private university and doing a survey of university facilities satisfaction and propriety of facilities standard in 120 universities. According to this study on validity and propriety of rules, we suggest amendment of Establishment and Management of university that can respond changing higher education environment.

The Comprehensive Measures for a soft landing of Household Debts affecting the credit service of Fisheries Cooperative (FC) have been known to the public in June 2011. Its essential points are as follows: 1) Abolition of Tax-free Regulation, 2) Set limit of loans, etc. per person, 3) Introduce leverage regulations for credit-specialized financial sector i. e. FC, 4) Gradually strengthen loan-loss reserve requirements for card-loan and other credit loans. However, the Financial Policy Measures seem to pay no attention to the Cooperative's Values, Principles and Identity. In this paper, emphasis is be placed on the task of the regulators i. e. Financial Services Commission and Financial Supervice Service to lift the Financial Measures negatively affecting the operation of fund of FCs, and on the establishment of Cooperative identity in order to further develop FCs.

This study aims to find an efficient establishment and operation of a gallery in public libraries. A literature review, field case study, and interview method were used. 15 public library galleries in 5 regions in Korea and 11 public library galleries in 11 cities in 3 countries were examined. 22 people were interviewed and 21 (95.5%) of them claimed that a gallery needs to be operated in a public library. The result of the analysis proposes the followings for an efficient establishment and operation of a gallery in public libraries: firstly, employing an art gallery curator according to the library's situation. Secondly, establishing a gallery of at least 55m² in size. Thirdly, allocating an appropriate budget. Fourthly, if possible, gallery rental requests are reviewed by external experts and a gallery needs to be rented out to the public free of charge. Fifthly, having an operating manual or a regulation. Sixthly, a gallery should be operated directly by the library.

It Is indispensible to cause vibration, noise and dust to blasting and breaker operations. Since the control of these factors is supposed to be extremely difficult, the claim of compensation for material and mental damages are getting increased. Economically feasible blasting operation with controlling vibration and noise can be achieved by establishment of science-based plan, accurate operation and responsible inspection, and the application of efficient management system. It must also be remarked that the relevant applied without prejudice by the operator, and the law and regulation should be applied without prejudice by the authority concerned. In addition, the public claim against operators should be investigated in detail and the prosecution should be made under the careful onside-ration of scientific and reasonable conception. Finally, it is strongly suggested that the operations, public and authorities should make great efforts to develop higher technology in order to expand our construction market, to overseas.

This study has been conducted to describe the establishment of national measures to reduce world energy consumption and $CO_2$ Emission. Particularly, Reductions in energy consumption from building operation is the most important part to achieve these national objectives. Element to evaluate the quantitative effects of these systems by having rationalized regulation and operation is essential, when planning for building energy reduction design. USGBC(US Green Building Council) have operated sustainable assessment method called LEED, which introduces baseline performance and evaluation direction for building simulation techniques. This research analyzed Quantitative assessments of the building energy consumption and analyzed baseline figures to provide comparative analysis with standard building settings.

The purpose of this study is to compare the national quality regulation schemes among four countries, and to find out implications to Korean quality regulation system of social services. For this, this study fixed comparative criteria on national quality regulation schemes, and compared the quality regulation schemes of 4 countries such as England, United States, Singapore and Japan. By reviewing prior relevant studies, three criteria could be suggested.: the level of user centeredness, the effectiveness of regulatory enforcement and stability of operation system. All analysed nations share similarities in that they all eager to provide quality information to their service users and develop nationally acceptable quality standards of social services. On the contrary, differences are identified in the level of regulatory enforcement and establishment of independent body for national quality control. By these results, this study discussed the meaning of these findings and their implications on the development of Korean quality regulation system.

Recently, regulation of ventilator installation and its details has been revised and the establishment of heat recovery ventilator in newly built apartments has been obligated. This study was done to offer the method of operation and design of heat recovery ventilator to save energy by measuring its efficiency and comparing with the results of experiment. This paper confirmed that it is desirable to operate heat recovery ventilator by using "by-pass mode" within $60{\sim}80%$ scope of the difference indoor absolute humidity in spring and autumn and outdoor absolute humidity and heat recovery ventilator of energy saving effect is better than constant air volume system.

Establishment and operation of Aids to Navigation in the process of port design, construction and management are crucial factor of maritime safety and collision prevention. According to the IMO SOLAS Chapter 5, regulation 13, the establishment and operation of maritime safety facilities are mandated for the competent authorities. The facilities of Aids to Navigations are moving to a concept of e-Navigation with state-of-the-art technology of radio navigation equipments such as AIS, DGPS and e-Loran from the traditional visual facilities (optics, shape), Although the autonomous maritime traffic system is a new trend, yet the traditional and conventional Aids to Navigation like lighthouses and beacons are still imperative for vessel's safe navigation. In this paper, for decision of service level of maritime traffic facilities to enhance the efficiency of visual navigation system management it was proposed the Aids to Navigation availability as an efficient management system incorporating the whole maritime traffic facilities under one management system. Comparison of foreign level of services and analysis of the theoretical background of them were analyzed and the proposed LOS was applied to Incheon area to evaluate the safety of navigation routes.

Light Rail Transit (LRT) System is an urban transit system which has approximately an intermediate transportation capacity between conventional subway and bus ($5,000{\sim}25,000$ persons per hour and per direction). It is a high-tech system which operational capacity, punctuality and mobility are remarkably improved. There are some types of LRT systems such as monorail, tramway, AGT(Automated Guideway Transit), and so on. The LRT systems have been applied and being operated in about a hundred lines around the world and many projects that apply the LRT systems in Korea are being proceeded and scheduled. For the efficient management, economical construction, and safe operation of various LRT systems, the establishment of national standard is necessary such as vehicle standardized specification, vehicle performance test standard, vehicle safety standard, construction guide, operation regulation, etc. of LRT systems. This paper presents the standard specification of electrical equipment of linear induction motor type light rail vehicle, that is LIM AGT(AGT system propelled with linear induction motor) vehicle. The LIM AGT system has been applied in Japan subway and ART(Advanced Rapid Transit) system of Canada and Yongin LRT is currently under construction.
