SME's (Small and Medium-sized Enterprises) have limited resources to build information systems on their own. We suggest what government need to do to support SME's, which includes establishing a one-stop service center, outsourcing of public service, and triggering strategy In order for the government support to be effective, it should serve SME's needs continuously and professionally.

IT governance is an integral part of enterprise governance and consists of the leadership, organizational structures, and processes that ensure organization's IT decision making for achieving organizational goal. Most firms have failed to resolve the balance in building IT governance. The challenge is to align IT strategy with business strategy in establishing and implementing effective IT governance. The purpose of this study is to find out the relationship between IT governance implementation factors and IS effectiveness, and the moderating effect of strategic alignment of IS strategy with business strategy on IS effectiveness. IT governance implementation factors consist of IT vendor management, IT human resource management, and IT infrastructure. Strategic alignment was measured as the alignment between business strategic orientation and IS strategic orientation that used in the research of Chan et al.(1997). In the relationship between three IT governance implementation factors and IS effectiveness, the results of multiple regression analyses showed that IT human resource management is an important determinant to influence IS effectiveness. The additional analysis using multiple regression showed that strategic alignment of IS strategy with business strategy has moderated the relationship between IT governance implementation factors and IS effectiveness.

The purpose of this study was to examine acutely effective marketing strategies for bridge line imported handbag brands in order to succeed in launch and establishment in local market. Based on the successful bridge line imported handbag brands status in local market, this selected the brands, "LeSprotsac", "Longchamp", "Sequoia" that execute brand strategy including positioning strategies such as basic concept, prices, materials, promotion, distributions in order to succeed in local launching. For corroborate analysis, three staffs in each brands, consecutive in-person interviews and continuous telephone interviews, mail survey were used for this study. The results were as follows; First, differentiate brand positioning strategy that has considered accurate analysis of niche market and domestic market environment when brand launch effects on brand value enhancement. Second, marketing mix activity based on positioning strategy effects on establishing brand image and spreading brand awareness. Third, marketing activity based on positioning strategy should be executed based on consistent brand strategy.

This study analyzed the successful case of Naver LINE's entry into the Japanese market. LINE pursued a strategy of establishing its dominance early on and implemented localization for Japan and thereby achieved success in the Japanese market. The various strategies adopted by LINE allowed it to win over 80% of the market share in Japan and function as a nationally ubiquitous mobile messenger. The conclusions to be drawn from our LINE analysis is that LINE must implement localization strategies suited to the characteristics of each country, as it had done successfully in Japan. In the Asian region, it should retain the platform that provides various contents while pursuing a localization strategy to secure competitive edge, by offering emoticons suitable for each country, such as Ramadan emoticons in Islamic regions.

Among Japan's agriculture, forestry, fisheries and regional revitalization plans established in June 2018, the key matters related to aquaculture include ① a new perspective on the sponge use system for the development of aquaculture and coastal fisheries, ② a comprehensive strategy for growth and industrialization of aquaculture, and ③ expansion of suitable aquaculture areas. There are four countermeasures including ④ research and development trends. In accordance with these key points, the Japanese government established a comprehensive strategy for aquaculture growth and industrialization by strategically setting aquaculture items in consideration of domestic and international demand, establishing a comprehensive strategy from production to sales and export, and then working in earnest to promote the aquaculture industry. This study analyzes environmental changes surrounding aquaculture in Japan and trends in fish farming and marine products, and summarizes the key points of the June 2018 Agriculture, Forestry, Fisheries and Regional Revitalization Plan to suggest measures that can be utilized in Korea's aquaculture policy.

녹색 성장이 세계경제의 지속가능 성장을 위한 패러다임의 근본적 변화로 인식되고 있다. 녹색성장은 저탄소화와 녹색산업화에 기반을 두고 경제성장력을 높이는 새로운 성장개념으로 녹색기술(Green Technology)과 청정에너지, 환경 친화적 비즈니스모델 등을 통해 새로운 시장을 창출하고 이를 통해 경제성장의 원동력으로 삼는 것을 의미한다. 글로벌 경제성장 패러다임의 변화는 우리나라 물류부문에서도 근본적인 변화를 요구하고 있으며, 이는 환경 친화적 녹색물류체계의 구축으로 귀결된다. 본 논문은 글로벌 경제성장 패러다임과 광양만권 지역에 맞는 새로운 비전과 그린오션전략을 수립하여 광양만권을 동북아 고부가가치 녹색물류 및 녹색산업의 거점으로 육성하는데 목적이 있다. 광양만권의 지속가능 성장을 위한 녹색물류 전략으로 친환경 녹색성장기반 구축, 그린포트 구축, 그리고 저탄소 고효율 해상셔틀서비스 구축을 제시하였다. 친환경 녹색성장 기반을 구축하기 위해서는 태양광 부품소재, 풍력발전 부품 제조업체, 친환경 부품 소재(자전거, 하이브리드 카) 산업 중 선도 기업을 유치하여야 하며, 핵심 기술의 개발 및 연구를 지원할 수 있는 역량이 확보되어야 한다. 녹색물류체계 구축을 위해서는 이산화탄소 배출량을 저감하기 위한 그린포트 전략과 저탄소 녹색물류체계를 구축하여야 한다.

The Act on the Punishment of Serious Accidents to Prevent Large-scale Disasters, including Ferry Sewol and Taean Thermal Power Plant, passed the National Assembly on January 8, 2021, and has been in effect since January 27, 2022. However, the law, in which the representative of the headquarters is unlimitedly responsible for each worker's accident, is somewhat unreasonable at a time when a company owns dozens to hundreds of construction sites due to the nature of the construction industry. I agree with the purpose of enacting the law to reduce chronic serious accidents at construction sites, but it is necessary to carefully reconsider the implementation of the law in that punishment alone cannot achieve industrial safety. Previous studies focused on revising the Occupational Safety and Health Act, but there are few studies on the impact on the construction industry after the implementation of the Serious Accident Act. Therefore, this study attempts to derive problems related to the application of the Serious Accident Act and present improvement measures. To this end, after analyzing previous studies, SWOT analysis was performed by applying the Delphi method to derive strengths, weaknesses, opportunities, and threats. In addition, the results of two surveys of safety experts such as public institutions, academia, and companies were reflected, and its countermeasures were presented as follows. S/O strategy: establishing on-site execution capabilities of health and safety management system; W/O strategy: expanding legal and system execution checks; S/T strategy: establishing a risk response system; W/T strategy: expanding consulting by external specialized institutions

To secure national future competitiveness, the Korean government announced the 『National Ultra-High Performance Computing (HPC) Innovation Strategy (2021.5.28.)』 and set three innovation strategy goals throughout establishing an innovation ecosystem. This study presented a heterogenous data-based strategic support framework that allowed to understand both the current status of domestic & foreign R&D areas and domestic industrial economy areas in terms of strategic fields related to ultra-high performance computing, and the empirical research was conducted in the life science and public health area. The HPC innovation ecosystem platform based on the connection of heterogeneous data (domestic R&D project-technology-industry-overseas R&D project) presented in this study provided useful and essential information that allowed establishing a specific action plan for the national HPC innovation strategy and contributing to vitalizing the innovation ecosystem. Since the evidence-based policy assumes that a more reasonable consensus is reached through a non-biased decision- making process among stakeholders, the proposed platform may contribute to enhancing policy momentum by increasing legitimacy and trust of planning of the national HPC strategy.

Two types of responses to climate change exist. First is climate mitigation which includes efforts of reducing CO2 and GHG emissions. Second response is climate adaptation process which is establishing climate resilience in the supply chain. The two are inherently different since mitigation strategy focus on eliminating the source of climate change and is long term in nature but adaptation strategy is moderating the impact of potential or current climate change. In order to embed climate resilience in the supply chain, mitigation strategies and adaption strategies must be implemented simultaneously. Corporation's adaptation to climate change related natural disaster can be seen as a response that includes mitigation and adaptation strategies simultaneously. A comprehensive climate change resilience supply chain approach has to be developed. This paper illustrated guidelines and adaptation process framework businesses can utilize in order to build climate resilience. Screening process before the actual assessment of risk was introduced as well as the whole adaptation process of establishing information system and strengthening climate-related operational flexibility.

This study purports to investigate the status quo of the aged and disabled-friendly system in public health centers through the questionnaire survey and field interview. Data were collected from a total of 101 public health centers. The survey results revealed that the aged and disabled-friendly system in public health centers were not sufficient for meeting the needs of the elderly and disabled people. Based upon the study results, the following suggestions can be made to establish the aged and the disabled-friendly system in public health centers. The results of the study will make a contribution to establishing a good system for the aged and the disabled persons. In detail, they will be able to provide useful information for evaluating the status quo of the aged and the disabled-friendly system in many institutions. In addition, The results could be used as a practical strategy for improving the quality of the facilities for the aged and the disabled. In conclusion, the strategy and evaluation tool developed in the study will provide a good guide for establishing the aged and the disabled-friendly system in any institutions.
