The Wetland Conservation Plan is used as a tool to set the management direction of wetland protected areas, and which is establishing a plan for the conservation, wise-use, and management based on wetland's condition. This study was conducted to establish a conservation plan considering the functions and management conditions of Upo wetland protected area. To this end, there are analyzed the current issues, plans and implementation status of Upo Wetland Conservation Plans in the past. The management elements to be considered in establishing the Wetland Conservation Plan were selected through prior research analysis and the priority of those elements was identified through the AHP. As a result, it was found that lack of considering the changes and performance evaluation of the existing plans in wetlands, conducting short-term projects related to maintenance original function of wetland, different management methods for wetland protected areas and other adjacent areas, lack of understanding and cooperation by stakeholders, inconsistencies in timing of the Conservation Plan and survey of wetland protected areas. In order to improve the problem, it needs to include the performance evaluation stage of establishing the conservation plan, strengthen cooperation of stakeholders and expertise, continuing of projects for wetlands' maintenance, priority of the project considering the management side, and to adjust the timing of plans to improve data availability.
Purpose of this study is to define the wise use of Nakdong River estuary based on the expert's survey aiming to identify the core conservation area, the buffering area and the transition area of the estuary. The boundary of the each area is determined by overlaying the expert's opinion of the conservation area, the Biotop conservation value evaluation carried out by Busan Metropolitan city and the designated legal boundary of conservation such as Cultural Reserve area and Wetland Reserve area. Then the concept for wise use of the core preservation area, the buffering area and the transition area is set by the discussion, brainstorming and several workshops. We believe this research leads the sustainable development in the area of the Nakdong River estuary and helps to minimize the conflict among the stakeholders.
The purpose of this study is to present the raw data for establishing the plan of top soil conservation in soil environment and preventing the soil loss by establishing the potential amount of soil loss using RUSLE. The results are as follows. To apply the RUSLE model, we calculated the potential amount of soil loss by using 5 factors; rainfall erosion factor(R), topographical factor(LS), soil erosion factor(K), land cover factor(C) and erosion control factor(P). The assessment map of soil loss was drawn up by classifying 5 grades. According to the soil loss estimation by the RUSLE, it showed that approximately 83.9% of the study area had relatively lower possibility of soil loss which was the 1 ton/ha in annual soil loss. Whereas, the 7.0% of the study area was defined as high risk area which was the 10 ton/ha in annual. Therefore, this area was needed that there was environment-friendly construction of farm land, improvement of cultivation environment and so forth. In future, if we will analyze the amount of soil loss of Gyeongju national park and Hyeongsan river watershed, we will offer the help to establishing the conservation plan of soil environment in Gyeongsangbuk-do.

The aim of this study was to examine the current situation of otter inhabitation and conservation and to collect basic information for establishing appropriate policies. We conducted the study around the Bukhan river from April to October 2009, mostly focusing on otter distribution, feeding habits, threats, and conservation measures. We divided the study area into 2 sectors: the dam area and the stream. We found 39 spraint sites in the dam area and 70 in the stream area. A significant difference was observed in the number of spraint sites between the upper stream and the lower stream. To evaluate the feeding habit, we collected and analyzed the frequency and bulk occurrence of the spraints. Among the prey items, fish were the most numerous (36.99%) followed by amphibians (17.22%). Fish showed the highest bulk occurrence in the dam area, and the bulk occurrence of amphibians and insects seemed to increase in the stream area. However, the bulk occurrence in the dam area seemed to be lower than that in the stream area (ANOVA, F = 3.99, p < 0.05). Fyke nets and abandoned fishing nets were found to be the most threatening factors. Further research on the systematic management of otters and the use of stop grids is required for better conservation of otters.

Land suitability assessment assesses development, farming, and conservation suitability, considering land's soil, location, and possibility for use. It also implement segmentation of management regions into production, conservation, and plan management area. It is evaluated as a very significant system in establishing a land use system of sustainable development and development after planning in the aspect that it can establish proper land use plan. This study developed a recommendation model for development in agent-based model that interacts with surrounding lands. It also tried to summarize the area characteristic analysis and the results of land suitability evaluation, targeting three ri's in Yesan-Gun, and analyze the model's applicability by selection results. In order to recommend area for development that considers the use of the surrounding lands, it calculated development possibility indices that considered the ratings of all the lands in the target areas for each parcel and simulated the model. As a result, selected three areas in target region were suitable areas for development in land suitability assessment. In detail, ratings of the recommended parcels were 3, 4, and 5 ratings. As a result of examining the land status, it showed that all the three areas were plan management areas, thus easy for development. It is judged that the model for recommending area for development suggested in this study can be used as important basic data for setting the direction for development when establishing a regional planning.
The purpose of this study is to present the raw data for management and conservation of tidal flat by objective surveying and analysing the halophytes and vegetation distributed in Seocheon tidal flat wetland conservation area, Korea. The results are as follows. The numbers of halophytes in this site were summarized as 27 taxa including 13 families, 21 genera, 26 species and 1 variety. In the results of ecologically important species, rare plant was 1 taxa, 10 taxa of the specific plants by floristic region, 1 taxa of naturalized plant and 1 taxa of the plant with approval for delivering oversea. The life form spectrum consisted of therophytes(44.4%), hemicryptophytes(25.9%), geophytes(14.8%), nanophanerophytes(7.5%), chamaephytes and hydatophytes(each 3.7%). The types of vegetation of Seocheon tidal flat wetland conservation area were classified with 17 communities including Vitex rotundifolia community, Suaeda maritima community, Calystegia soldanella community and so forth. In the halophytes composition, section C and E-1 had the largest character species and companion species. In the results of vegetation amount, section C, D, E-1 and E-2 were the highest score, on the other hand, section A and B were the lowest. The final rating was calculated by adding up values of two factors, and section C and E-1 had the highest rating of II. In future, we will survey the whole flora in Seocheon tidal flat, we will offer the help to establishing the conservation plan of coastal plant ecosystem in West Sea.

This study is on system building and model case study to establish a new framework of "The Wild and Scenic Rivers System" and to apply this to Korean rivers. The Wild and Scenic Rivers System of the U. S. , which had become law in 1968 for establishing wild scenic and recreational river areas, was investigated. The techniques of two American case studies about the National Wild and Scenic Rivers System designation were investigated and synthesized, and study process was adjusted to Korean river system. Additionally, pilot study was carried out by the method and results were as follows : 1) In the American Wild and Scenic Rivers System, each river was evaluated based on eligibility criteria for designation, such as remarkable scenic, recreational, fish and wildlife, cultural or other ecological values. Segmented river areas were classified into three or four grades and management plans were prepared accordingly. 2) The management of rivers in Korea has emphasized on the flood control and water resources management up to the present, and now takes a growing interest in water quality. But it has been concerned very little with wild and scenic resources conservation of river corridors. It is strongly recommended to build Wild and Scenic Rivers System in Korea for rational management and conservation of the valuable natural resource. 3) Suggested evaluation criteria for the Korean Wild and Scenic Rivers System were wildness, wildlife and plants, hydrology, scenic quality, and historical and cultural resources. The river areas may be graded into four : Positive conservation area(I), Negative conservation area(II), Negative development area(III), Positive development area(IV). Management guidelines were proposed for each grade. 4) To test the applicability of the approach, one of the major tributary of the Han-River was selected for pilot study. The result showed that the evaluation and grading system worked well. Finally, it is recommended to incorporate the Wild and Scenic Rivers System into Korean national park system, and to amend the Korean National Park Act to enable this.

The sources of the pollution on a river are divided into two classes, one the point source and the other non-point source. In raining, especially, the non-point source discharged from paddy, residential area, road ${\cdots}$ etc have correlations with the land use. This study was carried out to find out the model to estimate the quality of water in a river according to the land use. Land use data (Pungse-Myeoun and Kwangduk-Myeoun in Chonan) were produced from Landsat TM (Thematic Mapper) and topographic map. Total nitrogen(TN) and total phosphorus(TP) general indices for the degree of pollution in river were measured during 11 months. Correlations between two variables(Land use and Pollutants(TN, TP)) were explained by the regression coefficient. As a result of this study, we found that among the five types of land use, the residential area, store area and paddy have significant effects upon the quality of water in a river. The results of this study will be applied to pre-estimate the degree of pollution in river broadly and to offer basic data in establishing the land use plan and the concept on the conservation of the river in rural area.

This study is for constructing detailed data to secure biological diversity and maintain a healthy ecosystem in Backsasil Valley Ecological and Scenery Conservation Area, and for preparing an ecological management plan fit for the protected area. The period for this study was from April 2010 to May 2013. Recently, the increase of visitors to Baeksasil Valley, as well as the plantation and dissemination of introduced vegetable species, become factors accelerating ecological disturbance. Major research contents included the reviews of the management system of the protected areas, the necessity of ecological management at the basin level, establishing the system of a management plan, research and analysis of environment ecology, analysis of threatening factors, goal-setting, management strategies, and a plan through SWOT analysis. Survey items were the natural environment, major components of ecosystem, and human-use. The goals of ecological management were basin zone management for amphibians, conservation and restoration of forest vegetation for conservation habitat of Dryocopus martius, conservation habitat of Zelkova serrta for nature landscape, and management of users for environment protection. The conservation management plan at a basin zone level contains the management of point and non-point pollution sources in the upstream, securing growing conditions for native plants, securing safe habitats for amphibians, and securing of habitats for major wild birds. Also, restoration of natural forests, management of native plants and introduced vegetable species, and restoration of degraded forest paths are suggested for the restoration plans.

Korea introduced the cooperation charge on conservation of ecosystem for minimizing damage of ecosystem due to development projects and their effects and for preparing resources for natural environment conservation projects. Advanced countries have made efforts by expanding investment in natural environment conservation and restoring projects to promote prevention of global warming and improvement of biological diversity, are establishing nationwide strategies and plans. To examine the reality of projects by returns of the cooperation charge on conservation of ecosystem, microsite projects in schools and public facilities take the largest share while their project budgets are only about 100~300 KRW, relatively small, which might be attributable to budget restrictions in accordance with the calculating method of levying cooperation charge on conservation of ecosystem and problems of project proceeding in the system of returning fund for projects in general. The conclusion which this study suggests on invigoration of cooperation charge on conservation of ecosystem and its operation are as followings. First, although the cooperation charge on conservation of ecosystem has been introduced in 2001, the amount of imposition per unit area remains unchanged. It is desirable to increase the amount into $1,400KRW/m^2$ as of August, 2011 as the price index has been continuously rising for the past 10 years and the upward adjustment of imposition per unit area should be notified by the decree of the Ministry of Environment every January. Second, the ceiling amount of the cooperation charge on conservation of ecosystem should be abolished. Now the ceiling amount is defined as 1 billion KRW but it was found that there was not any ceiling amount specified according to the comparative analysis of similar systems with the Korean environmental improvement fund. The ceiling should be abolished so that medium level businesses are carried out and ecosystem recovering projects in the true sense of the word can be made smoothly. Third, weight should be introduced in calculating amounts in accordance with ecologic and economic values. Harmony between development and environment can be achieved by applying differentiated weights of constant regional coefficient by use zone and ecologic and economic values. Continuous efforts of improving cooperation charge on conservation of ecosystem should be made more than anything else so that projects by returns of cooperation charge on conservation of ecosystem get effectiveness.
