In order to reduce marine accidents using advanced information and communication technology, various research and development projects are conducted globally on e-Navigation related technologies and services. Existing studies do not provide policy measures for LTE-M. In order for these technologies and services to be installed on vessels and to contribute to the prevention of accidents at sea, the law should be expand operational organizations and systems. In particular, communication equipment and related technical standards should be prepared, and its digital communication technology (LTE-M, VDES, Digital-MF / HF, etc.) In this study, we conducted short, medium, and long term performance assessment of the identification system and the policy for effective implementation of Korean e-Navigation. We presented a visible plan of the relevant policy. For example, e-Navigation core services, e-Navigation communication networks and operating systems, e-Navigation international standard leading technologies and e-navigation services activated in the field. To do this, we conducted research based on the progress data of the Korean e-Navigation project, which was led by the Ministry of Maritime Affairs and Fisheries, and conducted research discussions with practitioners and experts in related fields. As a result of this study, it is expected that the proposed policies will contribute to the reduction of marine accidents, the promotion of the maritime industry and the development of additional government policies for national security.

In this paper, we analyze accident factors that occur in the unloading of steel cargoes and try to derive priority of importance among factors. The Fuzzy-AHP, which enables hierarchical analysis through pairwise comparison of factors, is used to derive priorities of safety factors to consider when unloading steel cargo. In the top factor analysis results, weights were ranked in order of human factors, safety education, equipment and facilities, and business environment. The purpose of this paper is to contribute to the improvement of the safety consciousness of the field workers and enterprises and to reduce the incidence of accidents in the unloading and unloading operations by deriving the relative importance between the factors. In the future, it is necessary to study the cargoes of other disasters such as container cargo as well as steel cargo.

PURPOSES : The purpose of this study is to suggest a basis for setting appropriate safety goals specifically related to the threshold zone luminance in a vehicular traffic tunnel. METHODS : In the test, drivers were divided into two groups. One group consisted of all drivers (average drivers) group with an age ratio of drivers holding domestic driver's license and driver group by age to produce threshold zone luminance in the tunnel. The threshold zone luminance produced as a result was used to analyze how it affects the safety level of each driver group and provide a basis for setting an appropriate safety criterion that can be used to determine threshold zone luminance. We used test equipment, test conditions, and ananalysis of threshold zone luminance identical to that reported by ChoandJung(2014) but the values of adaptation luminance in our analys is were expanded to range from100 to $10,000cd/m^2$. RESULTS : Adaptation luminance and threshold zone luminance are found to be related by a quadratic function. The threshold zone luminance needed by older drivers to ensure a certain safety level is significantly higher than that for drivers of other age brackets when adaptation luminance increases. 56% of older drivers are at an increased risk of an accident at the same luminance for which the safety level of average drivers is 75%. The safety level that can be achieved for older drivers increases to above 60% when threshold zone luminance level is set with the goal of attaining a safety level of more than 85% for average drivers. The safety level that can be attained for average drivers is above 90% when the threshold zone luminance is high enough to ensure over 75% in the safety level of older drivers. Results of this study are applicable to highways and others whose designed speed is 100 km/h. CONCLUSIONS : Threshold zone luminance determined on the basis of drivers having average visual ability is of limited value as a performance standard for ensuring the safety of older drivers. Hence, safety level for older drivers should be considered separately from safety levels for drivers with an average ability to avoid risk. Upward adjustment of older drivers' safety level in the process of determining appropriate threshold zone luminance in a vehicular traffic tunnel may bring both tangible and intangible benefit as a result of reducing accidents. However, there is an associated dollar cost arising from installing and operating lights. As a result, the economic impact of these trade-offs should also be considered.

We measured the radiation of the origin of fishery products, by 2015, research was carried out through a number of references to get additional data or studies that influence this to some degree. Create a consumer and one for the seller for the survey to find out the thoughts of both consumers and sellers on fisheries was to create the statistics by direct survey in 2014 year survey meter using PM1405 equipment dynamics of several species of aquatic origin in accordance with the (Taiwan, China, Russia), mackerel, pomfret, hairtail, saury, shrimp, squid measurements of radiation were investigated. The measurement in 2014 was $0.043{\sim}0.073{\mu}Sv/h$. The seller influenced the survey (90%) on fishery products sales, consumer safety, without this fishery (90%), radioactive contamination very high (28%) and the polarization was not as nearly 72%. The study of the stability of the radiation determined by the radiation levels of the aquatic marine products in a comparison the radiation levels result was determined in ICRP below the standard value (1 mSv/y).

Onshore great fires can normally be extinguished by firefighters using special firefighting equipment and its suitable method. However, offshore fires on the ships are to be extinguished by the crew without any supports from the onshore. Also, crews working on board are exposed to high risk of emergency evacuation due to the complicated structure arrangement of the ships and different accident types such as fire and ship collisions. As most of damage and loss of life in fire are associated with suffocation, shortening of evacuation time is an important factor to improve a survival rate. In this study, visibility in the accommodation area is analyzed by using the temperature and smoke flow which are obtained by the Fire Dynamic Simulator(FDS) as a Three-Dimensional Fire Analysis program to understand the survival rate of the crew upon the fire. The fire doors for most of ships are designed to close automatically when the fire alarm is activated. These automatic closing of the fire doors is a very effective system to delay the spread of flame and smoke flow for the unmanned spaces of the fire protected area. However, if the crew cannot escape within the estimated time, the crew inside the fire protected area will be damaged a lot. In this paper, the comparative analysis between the evacuations by using the fire door from the fire protected area and the suggested fire shielding structure in this study is carried out by the smoke flow rate and the temperature rise rate.
In the power distribution panel installed in airport or industrial facilities, MCCB has been used for main switch and ELCB for branch switch to perform human body and leakage-inducing fire protection as well as overcurrent and short circuit protection. Especially for the airport panel, increase in accident protection is needed for stable power supply due to rapid modernization with fast-growing users, higer capacity and diversification of equipment, the increase of power capacity and the breaker made slim is a main issue for now because the issue for installation space is standing out by making panel with two-row arrangement connection method, etc. due to a many use of branch ELCBs. In this thesis, we designed arc extinguishing mechanism, considered movement direction change of contact in mechanism design. Also, we designed the breaker to work stably in case of miniaturization of leakage detection circuit and reverse connection. We conducted short circuit test to verify its function and developed the breaker that can be improved protection against accidental current with slim size operating leakage function when reverse connection to help solve the problem in using space that is increasing in the airport distribution panel.

The effects of the Sewol ferry disaster have infiltrated into various fields, such as politics, the economy, and social fields in Korea, and the population's consciousness of the importance of safety has been strengthened by the disaster. The purpose of, this study is to empirically verify whether there has been any change in the fire service environment following the Sewol ferry disaster. Such a change would be expected to have produced a change in the consciousness of the government about safety and increased the level of support. This study sets out five research hypotheses and verifies their adoption. The years studied are those before and after the accident occurred, viz. 2013 and 2015, respectively, and the main statistical technique is the t-test. The main results of this study are as follows. First, there was no significant difference in the fire-service demand between the two years. Second, the fire-service budget showed a significant difference between the two years. Third, the regional resources facilities tax showed a significant difference between the two years. Fourth, the fire-service budget considering the fire-service demand showed no statistically significant difference. Fifth, the fire service-demand considering (the number of) fire-fighters was significantly different in the rescue and emergency medical services between the two years. Sixth, the fire service-demand considering fire-equipment showed no significant difference between the two years.

Purpose: To identify injuries and profile the characteristics of injured skiers and to use this information in designing injury-prevention programs and protective equipment. Materials and Methods: Injured skiers treated at a clinic of a ski resort located in Kangwon province in Korea were reviewed from 1998 to 2001. An injury was defined as any accident occurred during alpine skiing that required medical treatment. All injured skiers were asked to fill in a questionnaire which documented the mechanism of injury, their experiences , and the slope where they were injured Results: 1197 patients experienced ski injuries over a three-year-period. The overall incidence of ski injuries was 6.4 injuries per 1000 skiers. There was a slightly higher proportion of men than women and the mean age was in the third decade. The injury rate was higher for beginners and for less difficult slopes . The sprain and ligament injuries were most common and knee injuries accounted for 30$\%$ of all ski injuries . Conclusion: In our study , ski injuries occurred more often compared with foreign reports. it was concluded that an insufficient injury prevention system, an increasing number of skiers and a growing proportion of beginners was responsible for such a result.
Background : The development of bronchoscopic equipment along with the precision of radiographic techniques had reduced the mortality rate of patients with tracheobronchial foreign bodies but has been no change in the incidence of tracheobronchial foreign bodies since their introduction. The aim of this study was to assess the clinical characteristics of a tracheobronchial foreign body aspiration and to evaluate the efficacy of the treatment modality in children and adults. Methods : This is a retrospective review of 64 patients who underwent bronchoscopic procedures for the treatment of aspirated foreign bodies from December 1994 through March 2004 at the Chonnam national university hospital. Results : There were 47 males and 17 females, aged from 1 month to 78 years. Most of the patients had no underlying illness except for one patient with a cerebrovascular accident that contributed to the foreign body aspiration. The most common symptom was cough, which was noted in 54 patients (84.3%). The other presenting symptoms were dyspnea (48.8%), fever (20.3%), sputum (14%), vomiting (7.8%), and chest pain (4.6%). Those whose tracheobronchial foreign bodies were diagnosed more than 2 days after the aspiration (21 patients) were more likely to have pneumonia than those whose foreign bodies were diagnosed within 2 days (p = 0.009). Foreign bodies were visualized in the plain chest radiographs in 12 cases (18.8%), while others showed air trapping (21, 32.8%), pneumonia (15, 23.4%), atelectasis (7, 10.9%), and normal findings (9, 14.1%). The foreign bodies were more frequently found in the right bronchial tree (36) compared with the left bronchial tree (22, p = 0.04). In order to remove the foreign bodies, twenty (31.2%) cases were removed using flexible bronchoscopy, while 42 (65.6%) and 2 (3.2%) cases required rigid bronchoscopy and surgery, respectively. Conclusions : Tracheobronchial Foreign body aspiration had a bimodal age distribution in the infancy and old age around 60 years. They were found more frequently in the right bronchial tree. In addition, patients whose foreign bodies were diagnosed more than 2 days after the aspiration were more likely have a infection. Rigid bronchoscopy is the procedure of choice for uncooperative children and for those with foreign bodies lodged deeply in the small bronchial tree.

In this study a computerized prototype system was developed with Safety Management Information System(SMIS version 1.0) as a main system and database as subsystems to handle information. Safety management information consists of management aspects and technical elements, but SMIS consists of 4 modules of technical elements to interrelate safety technologies closely. SMIS enables gas industries to manage process safety information effectively and to evaluate hazards. The results from SMIS can be used to the operation manual and the emergency plan. Data base consists of 3 modules of accident data, material data, and equipment data to support SMIS. Also, the case study results proved the usefulness of SMIS for searching and accumulating process safety data. Especially, MIS which has the database suggests a formal structure for scattered raw safety data in gas industries and brings reduction of man power and time.
