일본의 유기식품 생산 및 관리제도 현황과 전망 (The Status and Prospects of Japanese Organic Foods System)

  • Japan launched its regulatory certification system for organic foods based on the amended JAS laws in June 2000, followed by the implementation of regulations on organic agricultural products and organic processed foods in January 2001 and with the implementation of the standards on organic animal husbandry and organic feed by the Ministry of Agriculture, Forestry & Fisheries in 2005, organic foods have been under integrated and systematic supervision. Certification of organic foods can be undertaken by registered accredited bodies (private certification bodies) or legal entities conforming to the regulations of the Ministry of Agriculture, Forestry & Fisheries. However, with the amendment of the JAS laws in March 2006, only legal entities conforming to the regulations of the ISO/IEC GUIDE 65 are eligible as certification bodies. Foreign organic products imported to Japan must be certified organic under JAS regulations and must be manufactured or produced by foreign manufacturers certified by local or foreign registered accredited organizations and distributed with the Organic JAS Mark affixed or through importers certified by local registered accredited organizations and distributed with the Organic JAS Mark affixed on the products. It can be implied from the Japanese case study that it necessary to reform the diverse agricultural products certification systems to set up an integrated certification system, and the restructuring of government organizations, reforms of environmentally-friendly agricultural products certification system and the integration of the organic food certification systems are needed in order to integrate the control of the standards and certification systems.

충북지역 학교급식 영양(교)사의 친환경 농산물 사용실태와 인식 및 만족도 (Use, Perception and Satisfaction of Dietitians with Environment-Friendly Agricultural Products in School Food Service in Chungbuk Area)

  • This study aimed to investigate the use of environmentally friendly agricultural products (EFAPs) in Chungcheongbuk-do and the perception and satisfaction of school dietitians with EFAPs. The study survey was conducted from April to Jun 2018. Among 195 dietitians, 54.4% were nutrition teachers and 51.3% were working in elementary schools. Of the participants, 65% answered that the percentage of EFAPS in the total food cost was 10~30%. The most used EFAP food group was grains (64.6%), followed by vegetables (26.2%). The main reasons for using EFAPs were subsidies for EFAPs from local governments (85.1%) and students' health (52.3%). The average daily subsidy for EFAPs from the local governments was 201~500 won at 45.1%, and 200 won or less at 34.9%, which was based on one meal per student. In questions on satisfaction with using EFAPs, satisfaction with safety (3.93 out of 5 points) scored the highest, followed by nutrition (3.74), freshness (3.70), appearance (3.32), diversity (2.85), and price (2.78). Therefore, to expand the use of EFAPs in school food service, it is necessary to expand the provision of subsidies and increase EFAP production diversification.

우리나라 농업의 변천과 비료의 역할 (Role of Chemical Fertilizer and Change of Agriculture in Korea)

  • The self-supply rate of Korea in 2006 was approximately 27.3 % by importing 13.99Mt for 19.79Mt of demanded amount. Among the imported crops, wheat, corn, and soybean consumed 95 % for the total imported amount, and wheat, corn, and soybean were 3.5Mt(Table use : 0.22Mt; Feed stuff : 0.13Mt), 8.7Mt(Table use : 0.19Mt; Feed stuff : 0.68Mt), and 1.2Mt (Table use : 0.03Mt; Feed stuff : 0.09Mt), respectively. On the other hand, our government has prepared the strategies for a great fear of food according to sharp price rise of the international crops by maintaining the self-supply rate of 5 % excluding 5.23Mt of rice in Korea. Also concern for recycled energy known as future energy for era of high oil price and global warming due to green house gas is rapidly growing. Therefore, our country which has relied on import of the whole oil needed in Korea and has to keep Kyoto Agent to request reduction of green house gas fully support research and practical use for agricultural products as resource of alternate energy. At first, we have to develop the mass production technology in order to secure a program of self-supply of food for bioenergy production utilizing agricultural product in Korea. But we assume that this matter is difficult to achieve under the current agriculture system that more emphasizes the environment conservation such as environmentally-friendly agriculture than production of food.

유기농산물 유통사례 : 초록마을

  • Eco-friendly agricultural products(EFAPs) are on an increasing trend of supply, but not much enhancing the rate of consumption due to higher price premiums and safety concerns among core consumers. Recently, the overall domestic market is rapidly changing from supplier's into a consumer-oriented one with increasing preferences for well-known branded produce, large retailers, and e-commerce. To cope with marketing shifts and develop eco-friendly farming, marketing strategies should be properly prepared on the basis of consumption trends, purchase patterns, and the specific needs which is interlinked sectors of productions, distributions, and general process of consumption. The key factors for stimulating the demand for EFAPs are outlined as follows : classification of buyers(segmentation of markets), provision of more information and safety assurance, labeling of brands and reference prices, shopping convenience for consumers and more appropriate pricing. In order to motivate consumers to buy more EFAPs, the products' safety should be verified and they should be made to sell at specialty store such as Chorokmaul, It is necessary that government, producers, consumers, and distributors play their respective roles in developing feasible programs for marketing EFAPs. Consequently, the specialty store will greatly contribute to the development of domestic environmentally-friendly farming and to raising their standings and prospects as well.

Hydrogen Cyanide Produced by Pseudomonas chlororaphis O6 Exhibits Nematicidal Activity against Meloidogyne hapla

  • Root-knot nematodes (Meloidogyne spp.) are parasites that attack many field crops and orchard trees, and affect both the quantity and quality of the products. A root-colonizing bacterium, Pseudomonas chlororaphis O6, possesses beneficial traits including strong nematicidal activity. To determine the molecular mechanisms involved in the nematicidal activity of P. chlororaphis O6, we constructed two mutants; one lacking hydrogen cyanide production, and a second lacking an insecticidal toxin, FitD. Root drenching with wild-type P. chlororaphis O6 cells caused juvenile mortality in vitro and in planta. Efficacy was not altered in the fitD mutant compared to the wild-type but was reduced in both bioassays for the mutant lacking hydrogen cyanide production. The reduced number of galls on tomato plants caused by the wild-type strain was comparable to that of a standard chemical nematicide. These findings suggest that hydrogen cyanide-producing root colonizers, such as P. chlororaphis O6, could be formulated as "green" nematicides that are compatible with many crops and offer agricultural sustainability.

유기농산물 소비자인식이 재구매의사에 미치는 영향 (Effects of Consumer Awareness of Organic Agricultural Products on Repurchase Intention)

  • Purpose - The number of consumers adopting a lifestyle of health and sustainability has recently increased with the rise of trends in healthy living. The size of the organic agricultural product market has also increased given that these consumers prefer consuming environmentally friendly products that promote family health. However, awareness of organic agricultural products remains insufficient because of the characteristics of the Korean organic agriculture system, which only focuses on food safety inspection. The object of this research is to suggest a policy approach to increase understanding and to expand the purchasing of organic agricultural products by analyzing the influence of customer recognition of such products on their willingness to repurchase. Research design, data, and methodology - This study used binomial logistic regression analysis with the aim of explaining the effects of consumers' socio-demographic characteristics, their awareness of the equivalence arrangement for organic food and of the abolishment of low-pesticide agricultural product certification, and their viewing of negative broadcasts about organic agricultural products on their repurchase intention of such products. A questionnaire survey was conducted with 655 respondents who were in their 20s, lived either in Seoul or in its metropolitan area, and had purchased organic agricultural products. Result - From the results of the analysis, the majority of the respondents recognized organic agricultural products, but they found their prices to be expensive. The majority of the respondents were also aware of the certification system and the reliability of organic agricultural products. However, the results indicate that efforts need to be made to recover consumer trust as many respondents stated that their trust levels in these products were low. In general, those purchasing organic agricultural products were satisfied, but those answering "very satisfied" were not in the majority. Binomial logistic regression analysis results revealed that repurchase intention decreased as consumers viewed a greater number of negative broadcasts about these products. On the other hand, repurchase intention increased as they became more aware of the abolishment of low-pesticide certification. Repurchase intention also increased as income increased, as the number of family members decreased, and when a consumer was a member of a consumer organization. In addition, the older the consumers were who watched the TV programs, the smaller the number of family members that were aware of the abolishment of low-pesticide agricultural product certification and, the higher the income of the consumers aware of organic equivalence arrangement, the greater their repurchase intention. Conclusion - External stimuli, such as negative TV programs on organic agricultural products and the abolishment of the low-pesticide agricultural product certification, relevant social issues and systems, influence consumer repurchase intention. To that end, positive environmental and ecological broadcasting about organic agricultural products would contribute to an increase in purchasing. Additionally, this could be used for promotion and marketing plans as the results indicate that trust in organic agricultural products would cause a positive repurchasing effect.

유비쿼터스 영농일지 시스템의 구현 (Implementation of System for a Ubiquitous Farming-diary)

  • In this paper, we propose a ubiquitous Farming Diary System which can support the easy and reliable recording of a farming diary for the certificate on environment-friendly agricultural products by using the USN(Ubiquitous Sensor Network) technologies. By using growth-related data, the system can also control farming facilities remotely and automatically. To achieve this goal, the UFDS(Ubiquitous Farming Diary System) is consisted with 3 layers. The first 'physical layer' can collect data from sensors, cameras and facilities then controls the growth environment based on the analyzed information. The second 'Middle layer' can process and store the data from 'physical layer' to sensor manager, image manager, control manager and diary manager separately. The third 'application layer' can provide growth-related services to users through various applications. The UFDS can recording grow history information automatically and Easily. Besides, the system can make an accurate and reliable farming diary with multimedia information such as motion and sound. Furthermore, environmental information such as temperature, humidity, luminance and soil conditions (soil temperature, soil humidity, soil EC) can be monitored in real-time and the facilities managed in remote sites.

AGE모형을 이용한 친환경농업직불제의 경제적 성과계측 (An Economic Evaluation on the Direct Payment System for Environment-friendly Agriculture in Korea Using AGE Model)

  • 본 연구는 친환경 농업부문 직불금의 지원이 농업부문 거시경제 지표에 어떠한 영향을 미쳤는지를 검토하기 위해 시행되었다. 이를 위해 농업부문을 일반농업과 친환경농업 부분으로 구분한 AGE(applied general equilibrium)모형을 이용하였다. 분석은 먼저 직불금 지원의 경제적 영향을 측정하기 위해 직불금 지급 이전의 상황을 기준으로 직불금이 지급된 몇 가지 상황을 시나리오로 설정하여 분석하였다. 즉 기준전망(baseline)은 직불금 지급 이전 상황, 시나리오 1은 직불금이 실제 수준으로 지급된 상황, 시나리오 2는 실제 직불금 보다 5% 추가 지원한 상황, 시나리오 3는 실제 직불금 보다 10% 추가 지원한 상황, 시나리오 4는 실제 수준 보다 15% 추가 지원한 상황, 시나리오 5는 실제 수준 보다 20% 추가 지원한 상황으로 설정하였다. 기준전망 및 시나리오에 대한 시뮬레이션 분석결과, 친환경 농업부문에 직불금의 투입으로 친환경 농업부문에 대한 고정자본 형성, 생산량, 노동생산성이 증대되었고, 이에 따른 노동력 대체효과로 친환경 농업부문 취업자는 다소 감소한 것으로 나타났다. 또한 친환경 농산물 가격은 직불금 투입 전후 큰 차이를 보이지 않은 것으로 분석되었는데 이는 공급 및 수요에 대한 가격탄력성이 비탄력적이고, 분석기간 동안 소비자들의 소득에 큰 변화가 없었기 때문에 나타난 현상으로 파악된다. 그러나 보다 더 정교한 분석을 위해 친환경 직불금의 투입에 따른 고정자본의 형성과 노동력의 대체 수준, 친환경 농업 및 농산물 관련 통계 자료의 보완에 따른 모형의 개선 등에 대해 향후 추가적인 연구가 이루어질 필요가 있다.

천연고분자 키틴·키토산의 농업적 활용 (Agricultural application of natural polymers chitin and chitosan)

  • 최근 환경친화적 농업정책의 흐름에 따라 친환경 유기농자재 중에서 농업용 키토산에 관한 제품 등록이 토양개량제, 작물생육용, 병해충방제용 등 다양한 형태로 표시되고 있으나, 천연고분자물질인 키틴 원료를 이용한 제품 등록은 미미한 실정이다. 다만 키틴 기질을 함께 이용할 수 있는 키틴분해 미생물에 관한 유기농자재는 일부 등록되어 있다. 현재 국내 키틴·키토산 제조업체는 게껍질에서 산처리와 알카리처리에 의해서 얻어진 키틴 원료를 그대로 판매할 경우 매우 낮은 수익을 얻게 됨으로 탈아세틸화 단계 과정을 거쳐 제조되는 키토산 형태로 판매하거나 산처리와 효소처리에 의한 분자량을 달리한 키토산올리고당 형태로 제품화 하는 경우가 대부분이다. 실제 농업 현장에서는 토양개량을 위해 게껍질을 그대로 이용하는 경우가 있다. 하지만 게껍질에 포함된 40~50%의 탄산칼슘의 분해는 유기산 생성미생물에 의해 분해되어야 한다. 따라서 산업체에서 생산된 탄산칼슘을 제거한 키틴의 사용이 매우 효율적이다. 따라서 키틴생산 산업체에서는 식품용, 의료용 등의 고품질 고비용보다 농업용의 키틴을 저품질 저비용으로 생산함으로써 경쟁력을 가져올 수 있을 것으로 보인다. 농업용 유기농자재 대부분 제품에서 키토산이 약산에 녹여진 상태인 액상임으로 실제적인 키토산의 농도는 1~5% 범위로 매우 낮은 수준이다. 일부 제품의 경우 첨가물로 미량의 키토산올리고당 또는 키토산아제가 포함되어 있는 경우도 있다. 작물이 생산되는 농가 토양내 키틴분해와 키토산분해를 할 수 있는 다양한 토양미생물이 존재함으로 키틴과 키토산을 기질로 하여 토양개량, 작물생육 향상, 병해충 방제 목적으로 적합하게 농업 현장에 잘 적용함으로써 천연에서 얻어진 고분자 키틴·키토산 농자재가 농가의 환경보전 및 농가소득 향상에 매우 의미 있는 역할을 가질 것으로 생각된다. 본 연구보고문에서는 국내 주요 키틴·키토산 생산업체의 소개와 이들 업체의 주요 생산품을 살펴보고, 국립농산물품질관리원의 유기농업자재정보시스템에서 키틴·키토산 원료를 이용한 친환경 유기농자재 업체별 등록현황에 대한 비교·분석을 통하여 국내 키틴·키토산의 농업적 활용 범위를 더욱 확대할 수 있는 기회를 마련하고자 한다.

녹색체험마을 활성화를 위한 정책과 과제 -조직과 리더육성을 중심으로- (Policies and Tasks for Promoting Villages for Farm Experience)

  • In the development of policies and projects for regional development, consolidating region's organization and organizational leadership that could establish and operate voluntary developmental plans along with active participations by regional people are important. There have been successful cases of regional agricultural products emphasizing regional characteristics by strengthening functions and autonomy of the local government based on the premise of increasing mealable relationship among local industries and maximizing the characteristics of local resources and local resource utilization. However, effective pursuing is difficult due to lack of organization and leadership. Centering around local units with their importance recognized playing the core role in the development of rural areas, other important issues are activating civic organizations essential for local development based on town units and agricultural amenity resources in rural areas by seeking methods of rearing organizational leadership, improving rural incomes by strengthening local competitiveness through environmentally-friendly agricultural products based on local units, and developing and activating farm experience related with green tour. The types of organization and leaders are analyzed by investigating approved cases of farm experience. According to the results of the analysis, we seek the methods of promoting organizations and leaders for promoting farm experiences in villages and methods of constructing support organizations for promoting farm experience centering around local government units (such as city, Kun, Eup, Myun and village).
