Procedures in Establishing Residue Limits of Pesticides on Food Crops in Codex Alimentarius Commission and Foreign Countries (국제기구 및 외국에서 농산물중 농약잔류 허용기준의 설정절차)

  • This study was undertaken to find out necessary measures to improve the tolerance setting system of pesticide residues on food crops in Korea which is scientifically reasonable and harmonizable with international standards. Information on tolerance setting systems of pesticide residues by Codex Alimentarius Commission, Joint FAO/WHO Meeting of Experts on Pesticide Residues, USA, EU, Japan and Taiwan was collected and analyzed. On the basis of information in the above countries, necessary actions to be taken by the Korean regulatory authorities were recommended with respect to priority setting, maximum residue limits (MRLs) setting based on field residue data, group MRLs, minor crop problems, quantitation limit and dietary intake assessment.

A Study on the Environmental Professionals′ Risk Perception towards Some Pollution Issues (일부 환경 전문가들의 환경 위해성 인식도에 관한 연구)

  • To investigate the risk perception of environmental issues, two consequtive surveys were conducted to environmental professionals using a standardized questionnaire from September to October in 1999. The number of subjects were 72 for the first survey and 68 for the second one. The questionnaire was consisted of items such as the degree of environmental pollution in Korea, risk perception of some issues on human health and ecosystem, and seriousness of the problems in the real situation in Korea. For the degree of environmental pollution in Korea, the average risk rating in the second test (7.4 point) was significantly higher than that in the first test (7.2 point). The risk perception on the general human health and ecosystem, and the seriousness in Korea situation were analyzed in the order of ′air pollution′, ′water pollution′,′soil contamination′,′waste′,′toxic chemical pollutants′,′food contamination′,′ocean contamination′, ′odor pollution′, and ′noise pollution′. Also ′toxic chemical pollutants′ problem was perceived to be the highest risk on general human health or ecosystem, and on present situation in Korea. ′Automotive vehicle exhaust′ problem was perceived to be the most severe environmental problems among specific 30 items. ′Industrial source air pollution′,′toxic air pollutants′, and ′domestic and industrial source pollutants to surface water′ were relatively severe environmental problems comparing to other problems. The pollution issues were classified into four categories by two aspects of perception; risk in general setting and seriousness in Korea situation. If the issues were highly serious in Korea and low risk perception in general setting then it is named "the Korea-specific group". Those that were all high score in two aspects, named "the Common group". Those that were all low in two aspects, named "the Nonsignificant group". And the issues were high risk perception in general setting and low seriousness in Korean situation, named "the Latent group".

  • Recently, many offshore wind farm project plans and environmental impact assessments have been conducted in Korea. However, despite having different characteristics from onshore wind farm, there is a lack of alternative setting and evaluation methods suitable for this. Accordingly, this study attempted to derive implications for the alternative setting and evaluation method suitable for the domestic situation through overseas guideline and case analysis. Through the result of the analysis, it was possible to examine the process of the alternative setting and evaluation method for offshore wind farm, and through this, detailed considerations and methodology were found. Even overseas, the methodology for alternative setting and evaluation has not yet been clear, and the methodology used for onshore wind farm has been improved and developed. In Korea, it is necessary to prepare a system for setting and evaluating alternatives to such offshore wind farm projects, and research in various fields is required to carry out them reasonably and efficiently. For the successful promotion of domestic offshore wind farm projects, it is thought that continuous efforts to increase environmental and social acceptance are necessary along with the promotion of related research reflecting the implications derived from overseas cases.

Reliability Assessment of Temperature Indicator for Simplified Measurement on Conservation Environment of Cultural Heritage (문화재 보존환경 간이 측정을 위한 온도지시카드 신뢰성 평가)

  • Cultural heritages are damaged by surrounding several environmental factors. Main factors are temperature, humidity, light, atmosphere and indoor pollutant, organism, etc. Therefore, to prevent damage of cultural heritage from such environmental factor, conservation environment monitoring becomes more important. Indicator is one of the simple method for environment monitoring. It can be used without expensive and complex equipments. However, it should be performed scientific examination for application to cultural heritage. In this study, some Temperature Indicators were chosen and reliability assessment was carried out for application to cultural heritage. Brightness($L^*$) is selected for reliability assessment factor. As a result of lab test, Temperature Indicators were not influenced greatly in humidity change. When they were exposed to setting temperature, the color was changed in setting temperature area and ${\pm}2^{\circ}C$ part of setting temperature. Especially brightness value was high in setting temperature area. Also, Temperature Indicators were stabilized after about 16 minutes when were exposed to temperature difference of $10^{\circ}C$ and when temperature difference with exposure environment is smaller, stabilization time shortened. Therefore, it is a possible to confirm that selected Temperature Indicator is reliable product through measurement of color difference value and naked eye observation.

Estimation of Setting Time and Early-age Strength of Concrete Using the Ultrasonic Pulse Velocity (초음파 속도를 이용한 콘크리트의 응결 및 초기 강도 추정)

  • This paper presents experimental results for early-age properties of concrete such as the setting time and strength, evaluated via the ultrasonic pulse velocity (UPV). Developing and using an automatically-recording monitoring system, the UPV's of mortar and concrete with various water to binder ratios (W/B) were measured during the first 24 hours. In addition, probe penetration and compression tests were conducted to measure the setting time and compressive strength, respectively. It was observed that the UPV's of mortar with high W/B remained constant during the first 6.5 hours and then abruptly began to increase at constant rates. On the other hand, the UPV of mortar with low W/B increased relatively slowly and gradually due to the setting retardation caused by the use of high range water reducing agent (HRWR). It was found that setting of concrete occurs when the UPV reaches a certain value. Moreover, it was concluded that the estimation formulas should incorporate the effects of W/B to more accurately estimate the early-age strength of concrete from the UPV.

  • Controlled low-strength material(CLSM) which is easily excavated and also known as flowable material, is commonly used as a backfill in utility trenches and other applications. In this study, a rapid-setting flowable material a kind of CLSM made with a field soil were evaluated by an experimental study. The properties ordinarily desired from the mix are: (a) flow under gravity; (b) hardening for early workability(after 4 hours)and cover; and (c) ultimate strength low enough to allow ready excavation. Fluidity of fresh material is evaluated using a simple spread test. Hardening is measured by a mortar penetrometer, and these values are correlated with unconfined compressive strength. It is desirable to keep the ultimate strength to less than $5.6kg/cm^2$ somewhat less target strength is selected for the 28-day value.

The Analysis of Sulfur Compounds of Odorous Material in Kunsan Industrial Complex

  • In this study, we investigated the gas chromatography (GC) and pulsed flame photometric detection (PFPD) system for the analysis of four major reduced S compounds including hydrogen sulfide ($H_2S)$; methyl mercaptan ($CH_3SH$); dimethyl sulfide (DMS); and dimethyl disulfide(DMDS) contained in environmental samples. To analyze these compounds in high concentration range (above ppb level), we developed a high mode analytical setting with the loop-injection system. By contrast, we also established a low mode setting for the analysis of low concentration samples (ppt-level samples from ambient air) by the combination with thermal desorption unit(TDU). Comparative analysis of both settings revealed that relative detection properties of four S compounds are systematic enough. The results of high mode analysis indicated that the patterns were systematic among compounds: H2S exhibited the lowest sensitivity, while DMBS showed the strongest one. The results were also compared in terms of sensitivity reductions for all compounds by dividing slope ratios between low and high mode system. Although low mode system exhibited significant reductions on the order of a few tens times, their detection characteristics were highly consistent as it was shown in the high mode setting. To learn more about absolute and relative relations between two different modes of S analysis, future studies may have to be directed to cover more complicated nature of GC/PFPD performance. Hydrogen sulfide($H_2S$) was over in summer about low level of olfactory sense 410 ppt, Methyl mercaptan(C$H_3SH$) was over in apring and summer about low level of olfactory sense 70, Dimethyl sulfide(DMS) was not over in four season about low level of olfactory sense 2,200 ppt. Carbon disulfide($CS_2$) was not over in four deason about Tow level of olfactory sense 210,000, Dimethyl disulfide(DMDS) was not over in summer about low level of olfactory sense2,000.

A Case Study on the Evaluation of Environmental Health Status Focused on Multiple Impact and Environmental Justice (다중 영향 및 환경정의를 고려한 지역 환경보건수준 평가 사례연구)

  • Objectives: Based on the concept of environmental justice, we developed an evaluation model for setting and adopting the direction of environmental health policy using environmental health indicators and statistics from the local governments of Seoul, including environmentally susceptible populations. Methods: We selected a total of 20 variables based on data officially released from national and local governments. After the classification of these variables into the five components of environmental pressure, environmental status, environmental disease, sensitive population, and socioeconomic status, a basic model was constructed to calculate the relative scores of the local governments. Results: The cumulative impact scores for assessment of environmental health status were similar to those of the environmental pressure and status components. The highest five cumulative impact scores fell between 114 and 147. Local government A reported the highest scores and had high environmental pressure, environmental status and socioeconomic status. In addition, the evaluation of the other four local governments indicated that they exhibited above average scores for environmental pressure and environmental status, two did so for environmental disease, and four for sensitive population. Conclusion: We constructed a model to evaluate the environmental health status of the local governments of Seoul based on cumulative impact scores under the concept of environmental justice. As an approach for studying environmentally vulnerable areas through relative ranking, this model was feasible for policy-setting. In addition, this approach would be an analytically useful tool for decision-makers.

Visual Agenda-Setting Effect of Television News -Mainly on Environmental News- (텔레비전 뉴스의 영상의제설정 효과 -환경뉴스를 중심으로-)

  • This is an experimental research with the theoretical background of agenda setting effect and elaboration likelihood model studying 'whether visual cues such as imagery and subtitle of TV environmental news have effect on the viewers' perception?', 'whether visual cues such as imagery and subtitle of TV environmental news have differential effect on the viewers' perception, depending on the viewers' involvement in the environmental issue?'. This experimental research found that the more highly exposed subjects considers environment issue more important than the less exposed, during the process, visual cues such as imagery and subtitle in TV news have an effect on agenda setting. Futhermore visual cues such as imagery and subtitle have stronger effect on the perception of the less involved than that of the more highly involved as a unified peripheral cue. However the effect of environmental involvement as independent peripheral cue couldn't have meaningful statistical support. Despite the fact that many previous researchers have shown that verbal cues of TV news have effect on the perception of viewers, little attempt has been made to investigate effect of visual cues on the TV viewers' perception. Therefore, this research has an important implication as an early proof in a new stream of visual agenda setting and elaboration research.
