Who Leads Nonprofit Advocacy through Social Media? Some Evidence from the Australian Marine Conservation Society's Twitter Networks

  • While much in the field of public management has emphasized the importance of nonprofit advocacy activities in policy and decision-making procedures, few have considered the relevance and impact of leading actors on structuring diverse patterns of information sharing and communication through social media. Building nonprofit advocacy is a complicated process for a single organization to undertake, but social media applications such as Facebook and Twitter have facilitated nonprofit organizations and stakeholders to effectively share information and communicate with each other for identifying their mission as it relates to environmental issues. By analyzing the Australian Marine Conservation Society's (AMCS) Twitter network data from the period 1 April to 20 April, 2013, this research discovered diverse patterns in nonprofit advocacy by leading actors in building advocacy. Based on the webometrics approach, analysis results show that nonprofit advocacy through social media is structured by dynamic information flows and intercommunications among participants and followers of the AMCS. Also, the findings indicate that the news media and international and domestic nonprofit organizations have a leading role in building nonprofit advocacy by clustering with their followers.

고등학교 수산경영일반 교과과정 구성과 변화에 대한 연구 (Study of Curriculum Construction and Changes in High School Textbook of the Fisheries Business Administration General)

  • Though the history of fisheries business administration education has it's own uniqueness, the research or study of that still insufficient. And in spite of the structural shift of society and environmental diversity, there's few research that analyzing or examining the curricular constitution and change recently. The process of this research was implemented with investigating the objective and content domains concerning marine education in the fisheries and marine curriculum and changes of them. The changes of fisheries business administration education reviewed and analyzed in the view point of construction of the textbook, contents of the each changes and recency comparison of tables and figures of the high school textbook of the fisheries business administration general. The results show that most of the changes have been reflected by the demands of the society including fisheries related law, policy and distribution networks. But there are still some errors and necessity of improvements in data and descriptions. The results of this study would help develop sustainable curriculum design for further changes and give more effective guidelines for identifying the core of fisheries business administration education.

호소수의 강우-저류량 및 TOC변동 특성분석을 위한 자기조직화 방법의 적용 (Application of Self-Organizing Map for the Characteristics Analysis of Rainfall-Storage and TOC Variation in a Lake)

  • It is necessary to analysis the data characteristics of discharge and water quality for efficient water resources management, aggressive alternatives to inundation by flood and various water pollution accidents, the basic information to manage water quality in lakes and to make environmental policy. Therefore, the present study applied Self-Organizing Map (SOM) showing excellent performance in classifying patterns with weights estimated by self-organization. The result revealed five patterns and TOC versus rainfall-storage data according to the respective patterns were depicted in two-dimensional plots. The visualization presented better understanding of data distribution pattern. The result in the present study might be expected to contribute to the modeling procedure for data prediction in the future.

Factors affecting the mental health status of children from multicultural families in South Korea: a cross-sectional descriptive analysis of data from the multicultural adolescents panel study

  • Purpose: This study aimed to identify factors affecting the mental health status of children from multicultural families in South Korea. Methods: This study was based on Dahlgren and Whitehead's (1991) rainbow model as a conceptual framework and used data from the second phase of the multicultural adolescents panel study conducted by the National Youth Policy Institute. Multiple logistic regression analysis was performed using SPSS version 26.0, with p<.05 considered to indicate statistical significance. Results: In the final model, stress (odds ratio [OR]=0.53, p<.001), life satisfaction (OR=2.09, p=.004), self-esteem (OR=1.73, p=.032), and peer support (OR=1.46, p=.019) affected the mental health status of children from multicultural families. The living and working conditions and general socioeconomic, cultural, and environmental conditions did not significantly influence the mental health status of children from multicultural families in the final model. Conclusion: As components of Dahlgren and Whitehead's model, individual hereditary and lifestyle factors, as well as social and community networks, affected the mental health status of children from multicultural families. Therefore, in order to improve the mental health of children from multicultural families, efforts are needed to alleviate their stress, increase life satisfaction and self-esteem, and strengthen their social support.

심층 신경망을 통한 자연 소리 분류를 위한 최적의 데이터 증대 방법 탐색 (Search of an Optimal Sound Augmentation Policy for Environmental Sound Classification with Deep Neural Networks)

  • 심층 신경망은 영상 분류, 음성 인식, 그리고 문자 번역 등 다양한 분야에서 효과적인 성능을 보여주고 있다. 신경망의 구조 변화, 신경망 간의 정보 전달, 그리고 학습에 사용되는 데이터 증대 등의 확장된 연구를 통해 성능은 더욱 발전하고 있다. 그 중에서도 데이터 증대는 기존에 수집한 데이터의 변형을 통해 심층 신경망에 더 다양한 데이터를 제공함으로써 더욱 일반화된 신경망을 학습시기키는 것을 목표로 한다. 하지만 기존의 음향 관련 신경망 연구에서는 모델의 학습에 사용되는 데이터 증대 방법의 연구가 영상 처리 분야만큼 다양하게 이루어지지 않았다. 최근 영상 처리 분야의 데이터 증대 연구는 학습에 사용되는 데이터와 모델에 따라 최적의 데이터 증대 방법이 다르다는 것을 실험적으로 보여주었다. 이에 영감을 받아 본 논문은 자연에서 발생하는 음향을 분류하는데 있어서 최적의 데이터 증대 방법을 실험적으로 찾으며, 그 과정을 소개한다. 음향에 잡음 추가, 피치 변경 혹은 스펙트로그램의 일부 제한 등의 데이터 증대 방법을 다양하게 조합하는 실험을 통해 경험적으로 어떤 증대 방법이 효과적인지 탐색했다. 결과적으로 ESC-50 자연 음향 데이터 셋에 최적화된 데이터 증대 방법을 적용함으로써 분류 정확도를 89%로 향상시킬 수 있었다.

북극의 관리체제와 국제기구 : 북극이사회(Arctic Council)를 중심으로 (Arctic Governance and International Organization : A Focus on the Arctic Council)

  • There is increasing consensus that global warming is seriously affecting the Arctic region. Sea Ice decreases and sea level rise have led to environmental change in Arctic Ecosystems, while also making the Arctic sea route more accessible to humans. There are complicated international governance dynamics in play, in addition to commercial and scientific interests in the Arctic region. This provides a unique opportunity for Korea to lead the future direction of Arctic policy in response to the global issues such as climate change and economic or scientific interests. Korea acquired Ad-hoc Observer status of the Arctic Council(AC) in 2008, which is the only pan-Arctic intergovernmental organization. It consists of six working groups: ACAP, AMAP, CAFF, PAME, EPPR, SDWG that implement research, survey, and monitoring. AC's Observer country has the opportunity to participate in a diverse range of activities such technical and expertise support, research and monitoring, financial support and conference organization. In order for Korea to expand its activities in the Arctic region, we suggest the following approach: First, Korea should become more actively engaged with the Arctic Council and its activities; Second, Korea should construct organized collaborative networks of national experts to respond to Arctic issues; Third, Korea should develop collaborations with Arctic states; Finally, Korea should intensify its research on international relations and international laws related to the Arctic region.

Joint Crediting Mechanism under the Paris Agreement and Its Implication to the Climate Policy in Korea

  • Before the Conference of Parties (COP) 21 of the United Nations Framework Convention on Climate Change (UNFCCC) in 2015, most parties of UNFCCC had submitted their intended nationally determined contributions (INDCs) and to achieve their voluntary targets, some parties consider using international market mechanisms. As one of such mechanisms, Japan promoted its own bilateral mechanism called Joint Crediting Mechanism (JCM). In this study, feasibility studies and projects under JCM have been analyzed by project type, sector, country and region, which could provide some implications in designing Korea's future climate policy to achieve Korea's targets of 11.7% using international market mechanism in INDC. Since 2010, JCM has promoted 542 projects and feasibility studies in 44 countries according to the Institute for Global Environmental Strategies (IGES) database. Among 542 projects, about 80% were feasibility studies implying that JCM was more focused on project identification. However, current trends of JCM show that more projects will be soon implemented based on these feasibility studies. For sectoral categorization, projects were categorized into seven sectors-energy technology, energy efficiency, renewable energy, waste management, city, strategic planning and projects related to the country's efforts to reduce emissions from deforestation and forest degradation (REDD+). JCM projects were mitigation focused with more than 70% of projects were related to energy efficiency, renewable energy and energy technology. At the regional and country level, JCM is highly focused on Asia and especially, more than 100 projects were developed in Indonesia. Based on the analysis of JCM, in order to develop bilateral international mechanism for Korea, it is worthwhile to emphasize that Korea considers Asian countries as her partner. In addition, Korea may consider the collaboration with Multilateral Development Banks (MDBs) to implement projects identified by Korea and Asian partner countries. Furthermore, strategically, it is recommendable to develop jointly with Japan who has already capacity and networks with other Asian countries to mitigate GHG emissions. Such financial resources from MDBs and Japan may contribute to meet the 11.3% of GHG reduction target from abroad according to INDC of Korea.

광역생태축과 국토환경성평가지도를 활용한 지자체 광역생태네트워크 구축 방안 (Method of Developing the Regional Ecological Network for Local Government using the National Ecological Network and the Environmental Conservation Value Assessment Map)

  • 급속한 경제성장으로 인한 대규모의 개발들은 산림, 농지 등 넓은 면적의 야생 동식물의 서식지의 훼손 및 단절을 유발하였다. 이와 같은 문제를 해결하기 위해 국토의 자연생태계를 하나의 유기체로서 인식하고, 생태적으로 우수한 서식지의 지속적인 관리를 통하여 자연생태계를 보전해야 한다. 특히 지자체에서는 생태적 연결성뿐만 아니라 환경생태적 우수성까지 고려한 광역생태네트워크를 구축하여 지자체 개발관련 계획에 적극 반영해야 한다. 이를 위해 국토의 생태적 연결성을 평가한 광역생태축과 우리나라의 환경생태적 가치를 정량적으로 분석하고 평가하기 위한 평가지도인 국토환경성평가지도의 환경생태적 평가 결과를 활용하여 지자체 광역생태네트워크 구축 방안을 제시하였다. 그리고 경상남도 사례로 지자체 광역생태네트워크를 구축하였으며, 구축 결과 기존에 구축되었던 광역생태축의 핵심지역 $2,986km^2$과 완충지역 $2,940km^2$가 확장되어 핵심지역은 $4,049km^2$, 완충지역은 $3,006km^2$으로 결과가 도출되었다. 개발계획 시 이러한 광역생태네워크의 참조는 지자체 생물다양성 증진과 생태계 보호를 포함한 지자체 통합적 환경관리에 크게 기여할 수 있을 것으로 판단된다.

Balancing Water Supply Reliability, Flood Hazard Mitigation and Environmental Resilience in Large River Systems

  • Many of the world's large ecosystems are severely stressed due to population growth, water quality and quantity problems, vulnerability to flood and drought, and the loss of native species and cultural resources. Consequences of climate change further increase uncertainties about the future. These major societal challenges must be addressed through innovations in governance, policy, and ways of implementing management strategies. Science and engineering play a critical role in helping define possible alternative futures that could be achieved and the possible consequences to economic development, quality of life, and sustainability of ecosystem services. Science has advanced rapidly during the past decade with the emergence of science communities coalescing around 'Grand Challenges' and the maturation of how these communities function has resulted in large interdisciplinary research networks. An example is the River Experiment Center of KICT that engages researchers from throughout Korea and the world. This trend has been complemented by major advances in sensor technologies and data synthesis to accelerate knowledge discovery. These factors combine to allow scientific debate to occur in a more open and transparent manner. The availability of information and improved communication of scientific and engineering issues is raising the level of dialogue at the science-policy interface. However, severe challenges persist since scientific discovery does not occur on the same timeframe as management actions, policy decisions or at the pace sometimes expected by elected officials. Common challenges include the need to make decisions in the face of considerable uncertainty, ensuring research results are actionable and preventing science being used by special interests to delay or obsfucate decisions. These challenges are explored in the context of examples from the United States, including the California Bay-Delta system. California transfers water from the wetter northern part of the state to the drier southern part of the state through the Central Valley Project since 1940 and this was supplemented by the State Water Project in 1973. The scale of these activities is remarkable: approximately two thirds of the population of Californians rely on water from the Delta, these waters also irrigate up to 45% of the fruits & vegetables produced in the US, and about 80% of California's commercial fishery species live in or migrate through the Bay-Delta. This Delta region is a global hotspot for biodiversity that provides habitat for over 700 species, but is also a hotspot for the loss of biodiversity with more than 25 species currently listed by the Endangered Species Act. Understanding the decline of the fragile ecosystem of the Bay-Delta system and the potential consequences to economic growth if water transfers are reduced for the environment, the California State Legislature passed landmark legislation in 2009 (CA Water Code SS 85054) that established "Coequal goals of providing a more reliable water supply for California and protecting, restoring, and enhancing the Delta ecosystem". The legislation also stated that "The coequal goals shall be achieved in a manner that protects and enhances the unique cultural, recreational, natural resource, and agricultural values of the Delta as an evolving place." The challenges of integrating policy, management and scientific research will be described through this and other international examples.

동북아 생태네트워크 구축을 위한 방안 고찰 (Study for Building Ecological Network in East-North Asia)

  • 본 연구는 실질적인 동북아 생태네트워크 구축을 위한 추진 방안을 마련하기 위하여 이론적 모형을 제시하였고, 위성영상자료를 분석하여 체계적인 동북아 생태네트워크 분석 및 검증을 수행하였으며, 이를 바탕으로 동북아 생태네트워크 추진방안에 대한 정책적 사항을 제안하였다. 동북아 생태네트워크 분석 결과 한반도의 경우 일부 분산된 핵심지역들이 분포하고 있으며, 중국은 동불 3성 일부에만 핵심지역이 존재하였다. 극동 러시아의 경우 대부분이 핵심지역에 속하며 종에 대한 안정적 서식처로 활용될 수 있을 것이다. 몽골의 경우 중국 동북 3성 지역과 연계되어 핵심지역이 존재하는 것으로 파악되었다. 본 연구에서 제안한 방안은 국가 수준을 넘어서는 생태네트워크의 개념을 동북아지역에 도입하기 위한 방안을 모색하기 위한 연구라고 할 수 있다. 또한 국가 수준을 넘어서는 국제 생태네트워크 구축 및 동북아 생태네트워크 구축을 위한 사례 검증을 제시하였으며, 향후 실제 추진과정에 있어 가이드라인으로 기능할 수 있도록 하였다. 앞으로 시계열 위성영상 및 환경관련 공간정보가 보다 많이 확보된다면 동북아 전체의 토지피복 및 식생에 대한 변화를 분석할 수 있으며, 동북아 생태네트워크 분석 및 구축에 보다 용이할 것이다.
