Measuring the Professional Development Needs for Technical and Vocational Education and Training Staff in Nepal: A Look at Teachers' Perceptions (네팔 직업기술교육훈련 교사들의 교육훈련 프로그램 요구조사)

  • Promoting job growth and quality has been central to developing countries to reduce poverty for decades. In this regard, Nepal is not unique in its need to develop effective TVET programme as it is considered showing positive association with workforce development and productivity. While the copious academic literature has highlighted upon staff training programme in general education, it encounters lack of adequate attention in the field of TVET education. The purpose of the study is to identity and prioritise the professional development needs for the teachers of TVET sector in Nepal. A sample(N=317) of Nepalese teachers from seven provinces were asked to answer the scale. The Borich needs assessment model was employed to assess the perceived level of importance and present preferred training modules among 29 teaching subjects. Moreover, a quadrant analysis using 2×2 matrix was used as a diagnostic tool to denote overriding training topics. The result shows that following competence skills constructs were perceived to be in high need of enhancement as well as in existence of discrepancies: 'occupational characteristics of TVET trainer', 'training needs analysis and curriculum development', 'curriculum development based on national competence standard(NCS)', and 'Institution management evaluation'.

The Digital & Glocal Strategy of CJ E&M for the Growth of Hallyu (한류 확산을 위한 CJ E&M의 디지털 및 글로컬 콘텐츠 전략)

  • The contents industry is usually divided into the movie industry, music industry, drama industry and the online digital industry. In Korean contents industry, since mid-1990s CJ E&M (Entertainment and Media) has implemented and continued experimental attempts in order to expand the hallyu contents. On basis of a theoretical background, I designed a case study to investigate the mechanism how the CJ E&M's strategy influences on hallyu growth. This study categorized the strategic direction into two key factors: digital business and glocal (global + local) contents production. Those attempts have made positive effect to the expansion of hallyu contents and creation of growth in CJ E&M. CJ E&M have increased experimental movement through digital platform augmentation, digital contents enhancement, and contents creator promotion strategies. In addition, utilization of local contents expert who provide production services for joint production at overseas markets should also be organized to expand the hallyu contents and growth of CJ E&M. This study suggests that the quality of digital business and glocal contents production have a positive relationship with hallyu contents growth and corporate performance.

Multi-view Generation using High Resolution Stereoscopic Cameras and a Low Resolution Time-of-Flight Camera (고해상도 스테레오 카메라와 저해상도 깊이 카메라를 이용한 다시점 영상 생성)

  • Recently, the virtual view generation method using depth data is employed to support the advanced stereoscopic and auto-stereoscopic displays. Although depth data is invisible to user at 3D video rendering, its accuracy is very important since it determines the quality of generated virtual view image. Many works are related to such depth enhancement exploiting a time-of-flight (TOF) camera. In this paper, we propose a fast 3D scene capturing system using one TOF camera at center and two high-resolution cameras at both sides. Since we need two depth data for both color cameras, we obtain two views' depth data from the center using the 3D warping technique. Holes in warped depth maps are filled by referring to the surrounded background depth values. In order to reduce mismatches of object boundaries between the depth and color images, we used the joint bilateral filter on the warped depth data. Finally, using two color images and depth maps, we generated 10 additional intermediate images. To realize fast capturing system, we implemented the proposed system using multi-threading technique. Experimental results show that the proposed capturing system captured two viewpoints' color and depth videos in real-time and generated 10 additional views at 7 fps.

A Study on the Economic Impacts of Korean R&D Expenditure on the Manufacturing Industry by Technological Levels: Using the Input-Output Table (한국 R&D투자의 기술수준별 제조업 구분에 따른 경제적 파급효과 분석: 산업연관표 활용)

  • This study analyzes the economic impacts of Korean R&D expenditure on the industrial structure by technological levels using 2010~2014 Input-Output table data. The industrial structure is reclassified into 4 manufacturing industries by OECD's Technology Intensity Definition. Then, we analyzes the production-inducing and value added-inducing of those industries. As the results of the analysis, it is found that the production-inducing effect by the R&D expenditure has been higher in the middle-high and middle-low technology manufacturing and that the value added-inducing effect has been higher in the middle-high technology manufacturing. On the other hand, the production and value added-inducing effects has been lower in the high-tech manufacturing which is highest in the R&D expenditure. The above results indicate that industrial structure has not been linked with the quality ladder that expresses the enhancement of tech level through R&D expenditure. Based on these results, the policy recommendation implies that R&D expenditure should be concentrated to improve the production- and value-added effects of the high technology manufacturing in order to advance the industrial structure. However, this study has the limitation that the analyses on the dynamic-inducing effects are not carried out due to the lack of fixed capital formation data.

An Adaptive Coverage Control Algorithm for Throughput Improvement in OFDMA-based Relay Systems (OFDMA 기반 Relay 시스템에서 Throughput 성능 향상을 위한 적응적 커버리지 조절 기법)

  • In this paper, we propose a sub-cell coverage control algorithm for enhancement of the cell throughput in OFDMA based relay systems. Relay station (RS) is exploited for improved quality of the received signal in cellular communication systems, especially in shadow areas. However, since a RS requires additional radio resource consumption for the link between the base station (BS) and the RS, we have to carefully control the coverage areas if a mobile station (MS) is serviced via the BS or the RS considering the cell throughput. We consider radio resource reuse as well for the sub-cell coverage configuration by applying various reuse patterns between RSs. We also consider a time varying system by adaptively changing the threshold for coverage depending on the MSs' traffic in the cell. We initially determine the sub-cell coverage of the system depending on the ratio of received signal-interference-noise-ratio (SINR) of the MS from the BS and RSs, respectively. Then, the "sub-cell coverage threshold" varies based on the "effective transmitted bits per sub-channel" with time. Simulation result shows that the proposed "time varying coverage control algorithm" leads to throughput improvement compared to the fixed sub-cell coverage configuration.

Image Enhancement for 3D Shape Measurement Using Large Aperture Projection System (오목거울을 이용한 3차원 형상측정을 위한 모아레 영상 획득 방법)

  • In general, a lens with large NA makes image quality better. There are many kinds of cheap concave mirrors with large aperture and NA. This paper presents a method that uses a large aperture projection imaging system to enhance the image used for 3D shape measurement. This method makes it possible to enhance reflection uniformity on the object surface and increases SNR (Signal to Noise Ratio). Using a large aperture lens, it is possible to obtain a brighter image, reducing the shading nature in the image boundary, and enhancing the reflection uniformity even on woven surfaces. Because of the exorbitant cost of a large aperture projection lens larger than 150 mm in diameter, a refractive lens was exchanged with a concave mirror resulting in the same optical effect. In experiment, changing NA $0.15{\sim}0.8$, image contrast was enhanced from 46 to 1.33. Incidentally, the effect of the concave mirror was tested successfully through the experiment.

Design of Computer Science and Engineering Courses based on Flipped Learning through Integrating Lectures and Team Activities (강의와 팀 활동을 조합한 컴퓨터학 과목의 플립러닝 기반 설계)

  • Flipped learning is an instructional approach that reverses the traditional order of in-class and after-class activities. It entails students studying course materials before attending class, and then utilizing class time for completing homework tasks. Due to collaborative support available from teachers and peers, flipped learning has gained extensive adoption in computer science and engineering courses, enabling students to effectively engage in homework assignments. Nevertheless, students are responsible for studying class materials independently, which can limit their understanding of advanced topics. We propose an approach that combines both flipped learning and the traditional method, allowing them to mutually enhance each other. In the proposed approach, students acquire foundational concepts prior to attending class, and subsequently delve into advanced topics during classroom sessions through lectures and guidance provided by the teacher. Afterward, students collaborate with their peers to solve problems that involve the application of the concepts they have learned, and exchange a variety of solutions and perspectives. We implemented the proposed approach in four computer science and engineering classes, spanning one to four semesters and observed an enhancement in students' comprehension and satisfaction levels. We anticipate implementation of the proposed approach across various computer science and engineering courses, while enhancing their overall quality.

  • Smart tourism aims to maximize the utilization of local tourism resources, effectively manages cities and contributes to improving communication and quality of life between tourists and residents. Therefore, smart tourism emphasizes synergistic collaboration, considering both residents and tourists. This study explores smart tourism interaction and roles in enhancing regional competitiveness. By conducting thorough examination, focusing on integrating the four key elements of smart tourism city (smart experience, smart convenience, smart accessibility, and smart platform) with local residents, local businesses, regional resources, and ecosystem to foster positive synergies, Incheon smart tourism city project was employed as a single case study design. Research results indicate that the collaborative model of a smart tourism city positively impacts service satisfaction and strengthens regional tourism competitiveness. Building upon these results, this study aims to contribute to the development of smart tourism cities by proposing directions for future development and emphasizing the enhancement of regional competitiveness through the integration of smart technology and local tourism.

Acquisition and Analysis of Environmental Data for Smart Farm (스마트팜 생육환경 데이터 획득 및 분석)

  • Smart farms, which have been receiving attention as a solution to recent rural problems, refer to technologies that optimize the growing environment of crops and increase the productivity and quality of crops through efficient management. If the relationships between environmental data in smart farms are analyzed, additional productivity enhancement and crop management will be possible. In this paper, we propose a method for acquiring and analyzing nine environmental data, including temperature, humidity, CO2, soil temperature, soil moisture, insolation, soil EC, EC, and pH. Data acquisition is done through RS-485 communication between the main board and the sensor board and stored in the database after acquisition. The stored data is downloaded in Excel sheet format and analyzed through histograms, data charts, and correlation heatmaps. First, we analyze the distribution of total, day, and night data through histogram analysis, and identifiy the average, median, minimum, and maximum values by month through data chart analysis separating day and night to see how the data changes by month. Finally, we analyze the correlation of the data through a correlation heatmap analysis separating day and night. The results show a very strong positive correlation between temperature and soil temperature and soil EC and EC during the day, and a very strong positive correlation between temperature and soil temperature and soil EC and EC at night, and a strong negative correlation between temperature and soil EC.

Potential of Contaminant Removal Using a Full-Scale Municipal Water Treatment System with Adsorption as Post-Treatment (실 규모 물 처리 공정 및 후속 흡착 처리에 의한 오염원 제거 잠재성 평가)

  • This study aimed to assess the efficacy of an adsorption process in removing organic matter and micropollutant residuals. After a full-scale water circulation system, the adsorption process was considered a post-treatment step. The system, treating anthropogenically impacted surface waters, comprises a hydro-cyclone, coagulation, flocculation, and dissolved air flotation unit. While the system generally maintained stable and satisfactory effluent quality standards over months, it did not meet the highest standard for organic matter (as determined by chemical oxygen demands). Adsorption experiments utilized two granular activated carbon types, GAC 830 and GCN 830, derived from coal and coconut-shell feedstocks, respectively. The assessment encompassed organic materials along with two notable micropollutants: acetaminophen (APAP) and acid orange 7 (AO7). Adsorption kinetics and isotherm experiments were conducted to determine adsorption rates and maximum adsorption amounts. The quantitative findings derived from pseudo-second-order kinetics and Langmuir isotherm models suggest the effectiveness of the adsorption process. The findings of this study propose the potential of employing the adsorption process as a post-treatment to enhance the treatment of contaminants that are not satisfactorily treated by conventional water circulation systems. This enhancement is crucial for ensuring the sustainability of urban water cycles.
