  • T-DMB (Terrestrial-Digital Multimedia Broadcasting) adopted MPEG-4 BIFS (Binary Format for Scene) Core2D scene description profile and graphics profile as the standard of video associated data service. By using BIFS, we can support to overlay objects, i.e. text, stationary image, circle, polygon, etc., on the main display of receiving end according to the properties designated in broadcasting side and to make clickable buttons and website links on desired objects. Therefore, a variety of interactive data services can be served by BIFS. In this paper, we implement real-time video associated data service system far T-DMB. Our developing system places emphasis on real-time data service by user operation and on inter-working and stability with our previously developed video encoder. Our system consists of BIFS Real-time System, Automatic Stream Control System and Receiving Monitoring System. Basic functions of our system are designed to reflect T-DMB programs and characteristics of program production environment as a top priority. Our developed system was used in BIFS trial service via KBS T-DMB, it is supposed to be used in T-DMB main service after improvement process such as intensifying system stability.

  • More efforts have been given to solve the problems related to computer software by process assessment. ISO/IEC 15504(SPICE) has been developed as standardized means for process assessment. The purpose of this paper is to design and implement a process assessment system which is appropriated to the Korean assessment environment based on ISO/IEC 15504. Referring documents are: IS0/1EC 15504 standardized documents, the assessment provisions of the SPICE committee in Korea, and research papers applied the existing process assessment system to real cases. Among a lot of processes, this system is designed for (ENG2). The proposed system in the paper will support the whole process of assessment, presenting the goals and end-products for each assessment step and making it possible to compose and save the product on the same screen. In determining process rating, assessors can retrieve the saved data and documents. By doing so, the system will improve reliability in process rating. The proposed system includes 7 steps of pre-assessment and 9 steps of actual assessment in order to fully prepare assessors for process assessment. And each step has been standardized to improve user-friendliness. This system is designed to provide assessors with specific details of standardized documents, the goals of the process, outcomes of implementing the process, and presentations of base practices and input/output products. Above all, the system automatically generates an assessment rating, by calculating based on input data which assessors make out. It also presents outcomes graphically.

Development of a Prototype for the Digitalized Nuclear Power Plant's Main Control Room (원자력발전소 디지털형 주제어실 모형 개발)

  • Domestic Kori-1 MCR was partially modified in 2007 and will be renovated entirely in 2013. Digital devices partially replacing original analog devices have been introduced and standard alone computer systems such as SPDS have been integrated into the plant computer. Upgrading KSNP's MCR based on the ditalization is planned for 2015. However, the site engineers and operators are reluctant to the advanced systems. Therefore, a prototype for the KSNP's advanced MCR has been developed to increase the acceptance level of the operators and field engineers and also, to evaluate user interfaces and I&C architecture. For enhancing support of the operators' work, a P&ID based display system composed of multi-layers, which are linked through a context sensitive menu each other, has been adopted. The $1^{st}$ layer displays a simplified P&ID, the $2^{nd}$ layer control related diagrams such as controllers and logic diagrams, the $3^{rd}$ layer trends, etc. The end point view of MCR for KSNP is also suggested considering reliability and operability of the digital systems. Additionally, modernization strategies over the overhaul periods, that do not have much impact on operation and configuration efforts are suggested.

POTENTIAL APPLICATIONS FOR NUCLEAR ENERGY BESIDES ELECTRICITY GENERATION: A GLOBAL PERSPECTIVE

  • Energy supply is increasingly showing up as a major issue for electricity supply, transportation, settlement, and process heat industrial supply including hydrogen production. Nuclear power is part of the solution. For electricity supply, as exemplified in Finland and France, the EPR brings an immediate answer; HTR could bring another solution in some specific cases. For other supply, mostly heat, the HTR brings a solution inaccessible to conventional nuclear power plants for very high or even high temperature. As fossil fuels costs increase and efforts to avoid generation of Greenhouse gases are implemented, a market for nuclear generated process heat will be developed. Following active developments in the 80's, HTR have been put on the back burner up to 5 years ago. Light water reactors are widely dominating the nuclear production field today. However, interest in the HTR technology was renewed in the past few years. Several commercial projects are actively promoted, most of them aiming at electricity production. ANTARES is today AREVA's response to the cogeneration market. It distinguishes itself from other concepts with its indirect cycle design powering a combined cycle power plant. Several reasons support this design choice, one of the most important of which is the design flexibility to adapt readily to combined heat and power applications. From the start, AREVA made the choice of such flexibility with the belief that the HTR market is not so much in competition with LWR in the sole electricity market but in the specific added value market of cogeneration and process heat. In view of the volatility of the costs of fossil fuels, AREVA's choice brings to the large industrial heat applications the fuel cost predictability of nuclear fuel with the efficiency of a high temperature heat source tree of Greenhouse gases emissions. The ANTARES module produces 600 MWth which can be split into the required process heat, the remaining power drives an adapted prorated electric plant. Depending on the process heat temperature and power needs, up to 80% of the nuclear heat is converted into useful power. An important feature of the design is the standardization of the heat source, as independent as possible of the process heat application. This should expedite licensing. The essential conditions for success include: ${\bullet}$ Timely adapted licensing process and regulations, codes and standards for such application and design ${\bullet}$ An industry oriented R&D program to meet the technological challenges making the best use of the international collaboration.   • To share and standardize information, especially in the database environments, MDR (Metadata Registry) can be used to integrate various heterogeneous databases within a particular domain. But due to the discrepancies of data element representation between organizations, global information integration is not so easy. And users who are searching integrated information on the Web have limitation to obtain schema information for the underlying source databases. To solve those problems, in this paper, we present a 3-layered Information Integration System (LI2S) based on MDRs and Ontology. The purpose of proposed architecture is to define information integration model, which combine both of the nature of MDRs standard specification and functionality of ontology for the concept and relation. Adopting agent technology to the proposed model plays a key role to support the hierarchical and independent information integration architecture. Ontology is used as for a role of semantic network from which it extracts concept from the user query and the establishment of relationship between MDRs for the data element. (MDR and Knowledge Base are used as for the solution of discrepancies of data element representation between MDRs. Based on this architectural concept, LI2S was designed and implemented.

  • The public SW market is 3 trillion won, which is less than 10% of the total SW market. However, due to the nature of the domestic market, it is an important market with a relatively large impact on small and medium-sized software companies. In this market, government is operating the Public SW Project Demand Forecasting System in order to support the marketing activities of small and medium sized SW companies and establish a fair market order. The current system has limitations such as lack of user convenience, insufficient analysis capability and less business connection. This study was conducted to identify the problems of these systems and to propose a new system for improving the convenience of users and expanding the information utilization of SMEs. To this end, we analyzed the requirements of each stakeholder. We proposed the 2-phased forecasting cycle, the management cycle, and the system life cycle of public SW projects and created a unified identifier (UID) so that the information of those projects can be identified and linked among them. As a result, an integrated reference model of project information management based on system life cycle was developed, which can explain the demand forecasting and project information, and the improved processes was also designed to implement them. Through the result of this study, it is expected that integrated management of public SW projects will be possible.

A Study on the Activation Measures of Library's Online Services to Overcome COVID-19 (코로나 19 극복을 위한 도서관 온라인서비스 활성화 방안에 관한 연구)

  • The library faced an unexpected crisis of COVID-19, and as a countermeasure strategy, non-face-to-face online service has been reinforced. Therefore, this study attempted to present a plan to overcome the challenges arising from rapidly changing external environment and current crisis. To this end, data search, electronic library, library service, cultural event and open space management status of 288 public libraries serviced as an integrated site were investigated. Based on this, the meaning of online services in the post-COVID-19 era and the implication of it were examined. As a result, first, the increase in the use rate of online data search services with the spread of non-face-to-face culture, second, the expansion of the services of the electronic library, third, the diversification of non-face-to-face, online services, fourth, expansion of online cultural event services, fifth, the diversification of open space services were proposed, sixth, Introduced an artificial intelligence system for unattended loan return based on access and the Seventh, expansion of experiential cultural support services and educational contents through VR, AR and MR. It is deemed necessary for the research on the future direction of the library's non-face-to-face services to be conducted by investigating the current status of online services in various types of libraries and the types and case studies of library services in the era of COVID-19.

  • C-ITS(Cooperative Intelligent Transport System) that pursues traffic safety and convenience uses various sensors to generate traffic information. Therefore, it is necessary to improve the sensor-related technology to increase the efficiency and reliability of the traffic information. Recently, the role of CCTV in collecting video information has become more important due to advances in AI(Artificial Intelligence) technology. In this study, we propose to identify and track dynamic objects(vehicles, people, etc.) in CCTV images, and to analyze and provide information about them in various environments. To this end, we conducted identification and tracking of dynamic objects using the Yolov4 and Deepsort algorithms, establishment of real-time multi-user support servers based on Kafka, defining transformation matrices between images and spatial coordinate systems, and map-based dynamic object visualization. In addition, a positional consistency evaluation was performed to confirm its usefulness. Through the proposed scheme, we confirmed that CCTVs can serve as important sensors to provide relevant information by analyzing road conditions in real time in terms of road infrastructure beyond a simple monitoring role.

The Characteristics and Tasks of Park Yong-gil's Letter 'To You' Collection (박용길의 편지 '당신께' 컬렉션의 특성과 과제)

  • Park Yong-gil's personal letter 'To You' collection is a valuable historical document that contains aspects of modern and contemporary Korea, managed by the Late Spring Moon Ik-Hwan Memorial Foundation. These letters were written for about 10 years and 3 months, and there are currently about 2,304 letters left, and support is needed to secure social feasibility for long-term preservation of historical materials and to establish a stable record management system. The purpose of this article is to introduce Park Yong-gil's letter, which has not been introduced in earnest, to the archival community, and to comprehensively review the whole story and examine the tasks. To this end, the meaning of the letter in Park Yong-gil's personal life was examined, and the value of this letter was particularly highlighted in terms of being a letter written as a part of Okbaraji. And by investigating and analyzing the status of the archives, the internal and external characteristics of the letter were comprehensively analyzed. The characteristics of Park Yong-gil's letter identified as a result of the study are that it is a letter sent to one person, and it is accumulated with a considerable amount and aggregation. In particular, it is expected to have a diverse user base in that it is easy to empathize with because it contains the familiar subject matter of letters and the stories of contemporaries, and contains a variety of informational values about contemporary events and people. Based on these historical and cultural values and various useful values of the letter 'To you', various research and development of services should be made in the future.

Comparative Study of Information Literacy Education and Librarian Teacher Evaluation Index in Teachers' Competency Development Evaluation (정보활용교육 주요 토픽과 교원능력개발평가 사서교사 평가지표 비교 연구)

  • This study aimed to compare and analyze librarian teacher evaluation index from evaluation of teachers' competency development with the the topics of information utilization education. To this end, LDA topic modeling was conducted by collecting papers related to information utilization education published in four major journals in the field of literature and information from 1995 to May 2022. As a result of topic modeling, it can be seen that information utilization education (T10) was the most actively discussed at 12.0% of the 20 topics, followed by library utilization classes (T2) 10.4% and user service (T3) 8.8%.On the other hand, 3.3% of reading discussion (T7), 2.9% of reading education (T19), 2.1% of manpower management (T13), and 2.1% of librarian teacher job satisfaction (T17) showed the lowest distributions 3.3%, 2.9%, 2.1%, and 2.1%, respectively. In addition, although librarian teacher's class model development (T1) and curriculum development (T20) are essential processes for collaborative classes and information utilization education, they were not reflected in the current teacher competency development evaluation index. Therefore, this study proposed that 'instructional model and curriculum development' indicator should be added on 'training and support classes' factors in the Librarian Teacher Evaluation Index in Teachers' Competency Development Evaluation for further evaluation.
