A Study on the Permit Method for a New or an Enlarged Facilities According to the Implementation of Air Pollutant Emission-Cap Regulation in Metropolitan Area (수도권 사업장 대기총량제 시행에 따른 신·증설 사업장 허가기준 개발 연구)

  • For the improvement of air quality in the metropolitan area, Korea has enforced the air pollutant emission cap regulation from the 1st of July, 2007, and the companies that intend to install a new or an enlarged facility in the metropolitan area will be restricted. However, the current regulation on permission does not describe a standard of judgement distinctly. In this study, therefore, a method of permission on the installation of a new or an enlarged facility was developed by supplementing the law in force based on the foreign cases. To develop a specific permit regulation and procedure, the developed nations' cases such as US, Canada, EU were reviewed thoroughly. Also, an appropriate method was suggested to apply domestically for a new or an enlarged facility permit within the regulations of the metropolitan special law. The method consists of first, calculating the possible permit quantity from the difference between an estimated annual emission cap and the annual emission provided by the implementation plan in each region. Second, permitting a new or an enlarged facility construction within the difference of the emission between the regional emission cap and the implementation plan in 2014. Third, distributing emissions allowable to each performance year based on the regional emission cap and the implementation plan in 2014. Fourth, making use of the emission difference between the implementation plan and the performance result in each year. Considering the general domestic conditions, the convenience of the permit authority and permitted companies, the most reasonable method was to use the fourth. To enforce the suggested permit method in a more flexible way, parts of the related regulations need to be revised and continuous research and analysis on the results from the implemented system and on foreign cases is necessary to develop this method a suitable system for domestic conditions and to settle the air pollutant emission cap system.

Evaluation of Relative Emission of Image Plate by Using Relative Sensitivity in Computed Radiography System (컴퓨터 방사선영상시스템에서 비감도를 이용한 영상판의 상대적 발광량 평가)

  • The aim of the present study was to evaluate a relative emission of image plate (IP) in computed radiography (CR) system by using relative sensitivity in film/screen methods. The characteristic curve was obtained by using the uniform aluminum 11-step wedge penetrometer. X-ray exposure factors on radiographic digital image were 50 kVp, 10 mAs. We adjusted zero of all parameter of algorithms (MUSICA) so proximate to raw data and applied to 200 of exposure class. Modeling on relative emission of IP are used IP without fading time and IP after 4 hours, 8 hours, 12 hours, 24 hours in the respective storage after X-ray exposure. The results of this study showed that the sensitivity point density at the measuring of relative sensitivity in CR was suited pixel values of the 2000 easy to relatively measure the characteristic curve and when relative sensitivity is decreased, the amount of light emitted from the image signal for generating was also decreased. In conclusion, the proposed method of measurement of relative sensitivity can be utilized to evaluate the quantity of relative emission of IP in CR system.

A Study on the Development of the Mercury Emission Factor from Coal-fired Power Plant (석탄 화력발전시설에서의 수은 배출계수 개발에 관한 연구)

  • Mercury is one of the most hazardous air pollutants. Recently, mercury has been a concern in domestic and overseas because it has lethal toxicity, long distance transport, persistence and bioaccumulation in the environment. Stationary combustion sources such as coal-fired power plants, waste incinerators, and cement kilns are the major sources of mercury emissions. The objectives of this study were to measure the concentration for mercury from coal-fired power plants and to calculate emission factor to estimate its emission. The results showed that the mercury concentrations in the flue gas were 1.63-3.03 mg/$Sm^3$ in anthracite-fired power plants (average 2.32 mg/$Sm^3$) and 1.95-3.33 mg/$Sm^3$ in bituminous-fired power plants (average 2.6 mg/$Sm^3$). Mercury emission factor was estimated as 25.74 mg/ton for anthracite-fired power plants and 12.48 mg/ton for bituminous-fired power plants. Because actual measurements are limited in quantity, it is desirable to refine our estimates by extending the actual measurements.

  • Since Greenhouse Gas Inventory & Research Center (GIR) of Korea was founded in 2010, the annual greenhouse gas inventory reports, one of the collections of GIR's major affairs, have been published from 2012. In the reports many items related to greenhouse gas emission quantities are included, but among them uncertainty values are replaced to basic values which IPCC guideline suggests. Even though IPCC guideline suggests the equations of each Tier level in details, the guideline recommends developing nation's own methodology on uncertainty which is closely related to statistical problems such as the estimation of a probability density function or Monte carlo methods. In the road transportation sector the emissions have been calculated by Tier 1 but the uncertainties have not been reported. This study introduce a bootstrap technique and Monte carlo method to estimates annual emission quantity and uncertainty, given activity data and emission factors such as annual traveled distances, fuel efficiencies and emission coefficients.

  • The popularity of the diesel engine revolves around its fuel efficiency, reliability, and durability compared to the gasoline engine. However, the main disadvantage of diesel engine is the emission of particulate matter (PM) which is known as carcinogenic substance. Therefore recent progress in engine management and after-treatment systems has led to great improvement to satisfy strict emission regulations. To comply with powerful environment regulations, this study is focused on the decrease of PM(soot) as to increase significantly exhaust temperature. Therefore, HC injection is used as the method to go to the PM regeneration temperature in front of filters composed of diesel oxidation catalyst(DOC) and diesel particulate filter(DPF). And especially, LPG is used because it has good chemical reactions with exhaust. In this study, we could manufacture the test bench thought LPG injection - with which soot can be decreased-, construct 3 kinds of database(DB) according to quantity of temperature to decide the LPG injection quantity and develop DPF ECU algorithm.

Effects of Road and Traffic Characteristics on Roadside Air Pollution (도로환경요인이 도로변 대기오염에 미치는 영향분석)

  • While air pollutants emission caused by the traffic is one of the major sources, few researches have done. This study investigated the extent to which traffic and road related characteristics such as traffic volumes, speeds and road weather data including wind speed, temperature and humidity, as well as the road geometry affect the air pollutant emission. We collected the real time air pollutant emission data from Seoul automatic stations and real time traffic volume counts as well as the road geometry. The regression air pollutant emission models were estimated. The results show followings. First, the more traffic volume increase, the more pollutant emission increase. The more vehicle speed increase, the more measurement quantity of pollutant decrease. Secondly, as the wind speed, temperature, and humidity increase, the amount of air pollutant is likely to decrease. Thirdly, the figure of intersections affects air pollutant emission. To verify the estimated models, we compared the estimates of the air pollutant emission with the real emission data. The result show the estimated results of Chunggae 4 station has the most reliable data compared with the others. This study is differentiated in the way the model used the real time air pollutant emission data and real time traffic data as well as the road geometry to explain the effects of the traffic and road characteristics on air quality.

Estimation of Emission Factor (Residual Rate) and Inventory of HFC-134a from Mobile Air Conditioners of Scrap Truck (폐트럭으로부터 온실가스 HFC-134a의 탈루배출계수와 인벤토리 산정에 대한 연구)

  • This paper attempted to estimate the emissions of HFC-134a from scrap truck as a result of measuring the residual quantities of HFC-134a in air conditioner of scrap truck. We measured the residual amounts in the scrap truck of 138 by applying commercial recover for refrigerants. The average residual rate(disposal-phase emission factor) is reported to be $44.3{\pm}3.3%$ within a confidence interval of 95%. Recent year model trucks exhibit the higher residual rates. Little variation, however, is observed in regard to vehicle size. The HFC-134a emission quantity from scrap truck in 2011 is estimated to be 55,908 $tCO_2$-eq that demonstrates 21.4% increase to compare with that in 2007. As the numbers of truck have increased dramatically during the last two decades, the emissions of HFC-134a from scrap truck would increase sharply in the next coming years. HFC-134a is a very high GWP greenhouse gas. therefore have to reduce the emissions from the scrap truck and need to find ways to recycle. The chemical compositions of refrigerants from scrap truck are quite similar to those of new refrigerants, suggesting that the refrigerants from scrap truck could be reused as refrigerant.

Interfacial fracture analysis of human tooth/composite resin restoration using acoustic emission (음향방출법을 이용한 치아/복합레진 수복재의 계면부 파괴해석)

  • The marginal integrity at the composite resin-tooth interface has been analyzed in real time through acoustic emission (AE) monitoring during the polymerization shrinkage of composite resin subjected to the light exposure. It was found that AE signals were generated by the polymerization shrinkage. Most AE hit events showed a blast type signal having the principal frequency band of 100-200kHz. Bad bonding states were indicated by many hit events in the initial curing period of 1 minute with high contraction rate. The quantity of hit events for the human molar dentin specimen was much less than that for the steel ring specimen but more than that for the PMMA ring specimen. The better the bonding state, the less the AE hit events. The AE characteristics were related with the tensile crack propagation occurring in the adhesive region between the composite resin and the ring substrate as well as the compressive behavior of the ring substrate, which could be used for a nondestructive characterization of the marginal disintegrative fracture of the dental restoration.

Estimation of Fugitive Emission Factors of HFC-134a from Scrap Cold Drinking Vending Machine at Use- and Disposal-Phase (음료용 폐자동판매기에서의 HFC-134a 사용 및 폐기단계 탈루배출계수 결정에 대한 연구)

  • Little information is available for emission pathway even if HFC-134a that is known as one of the major greenhouse gases has been broadly used in Korea. This paper attempts to clarify the emission characteristics of HFC-134a used for refrigerant of cold drinking vending machines (CDVMs) at the use- and disposal-phase. We measured the residual amounts in the scrap CDVMs of 47 by applying commercial recover for refrigerant. The first-order kinetic model was introduced and the emission rate would be proportional to the remaining quantity of refrigerant. The emission factor at the use-phase was determined indirectly to be $6.9{\pm}0.7$ %/yr within a confidence interval of 95%, using information on residual amount and elapsed operation time at the disposal point. Correspondingly, the annual emission rate of HFC-134a per CDVM was determined to be 11.6 g. The average residual rate of HFC-134a in scrap CDVMs was assessed to be $62.5{\pm}2.2%$, leading to a potential emission amount of 144.8 g per scrap CDVM. The chemical compositions of refrigerants from scrap passenger vehicles are quite similar to those of new refrigerants, suggesting that the refrigerants from scrap passenger vehicles could be reused. During the recovering process of refrigerant, the recovered refrigerant was contaminated by compressor lubricant that accounted for about 30% in weight. It is necessary to separate the refrigerant from the recovered material contaminated by lubricant for recycling and reuse the refrigerant.

A Lifetime Prediction and Diagnosis of Partial Discharge Mechanism Using a Neural Network (신경회로망을 이용한 부분방전 메카니즘의 진단과 수명예측)

  • In this paper, we purpose automatic diagnosis in online, as the fundamental study to diagnose the partial discharge mechanism and to predict the lifetime, by introduction a neural network. In the proposed method, Ire use acoustic emission sensing system and calculate a fixed quantity statistic operator by pulse number and amplitude. Using statically operators such as the center of gravity(G) and the gradient of the discharge distribute(C), we analyzed the early stage and the middle stage. the fixed quantity statistic operators are learned by a neural network. The diagnosis of insulation degradation and a lifetime prediction by the early stage time are achieved. On the basis of revealed excellent diagnosis ability through the neural network learning for the patterns during degradation, it was proved that the neural network is appropriate for degradation diagnosis and lifetime prediction in partial discharge.
