  • The purpose of this paper is to implement a multiple bio-signal central monitoring system based on textile fabrics flexible platform which can obtain and monitor bio signals(heart rate, body temperature, electrocardiography, electromyogram) of workers in special working environments and additional situational information (3-axis acceleration, temperature, humidity, illumination, surrounding image). This system can prevent various accidents that may occur in the remote work environment and provide fast and efficient response by detecting workers' situations in real-time. For it, the textile fabrics flexible platform was made as innerwear or outerwear so that it does not interfere with workers' performance while collecting bio-signal and situational information, and obtained information is sent to the central monitoring system through wireless communication. The central monitoring system is based on wireless medical telemetry service of WMTS (Wireless Medical Telemetry Service); can monitor from 2 to 32 people simultaneously; and was designed so that it can be expanded. Also, in this study, to verify performance of the WMTS communication model, packet transmission rates were compared according to the distance.

A Study on the Effectiveness of the Hazardous Chemical Transport Vehicle Management System (유해화학물질 운반차량 관리제도 실효성 연구)

  • Purpose: The effectiveness of the transport vehicle management system of the Chemical Substances Control Act will be studies and used as basic data for future system improvement plans. Method: After the enforcement of the Chemical Substances Control Act, the effectiveness for the transport vehicle management system was studies by comparing the transport plan, guidance and inspection status, safety training completion management, ect., and the reduction rate of chemical accidents. Results: The average number of chemical accidents in transport vehicles nationwide is 20 each year. And It is decreasing with the stabilization of the Chemical Substances Control Act('15.1.1). The first reason for the decrease in chemical accidents is the increase in submission of transport plans. Second, as the guidance and inspection rate increased every year, the shipper company's management of transport companies was naturally strengthened. Finally, it is judged that chemical accident caused by transport vehicles decrease through safety education. Conclusion: The current tranport vehicle management system of the Chemical Substances Control Act is effective. However, further research is needed to improve the practical and efficient transport vehicle management system.

Analysis of the Operation of Fire Observers in the Domestic Manufacturing Industry - Focusing on the Revised Occupational Safety and Health Act (국내 제조업 화재감시자 운영 실태 분석 - 개정 산업안전보건법 중심)

  • Welding and cutting, which are representative tasks in handling firearms at industrial sites, are the basis for production and maintenance processes across all industries. They are also essential in the root industry. Specifically, they are widely used in the manufacturing industry, including equipment industries such as shipbuilding, automobiles, and chemicals, and subsequent maintenance work and general facility repair. However, such hot work carries a high fire risk owing to sparks scattering and inadequate management, resulting in a high occurrence of accidents. In response, the government and relevant organizations have recently revised the Occupational Safety and Health Act to prevent accidents during hot work. These revisions impose more stringent regulations than before, which are expected to help prevent actual fire accidents. However, whether the fire observer system, which is the core element of the revision, would be practically applied and maintained is unclear. Therefore, this study compared the fire observer system in the revised Occupational Safety and Health Act with those in the laws and systems of developed countries, conducted interviews with safety and health experts to assess the suitability of the new system for fire observer operations, and improvement plans were derived accordingly. Therefore, the laws and systems of developed countries grant more authority to fire observers compared with those of Korea. Moreover, professional training in handling emergency is required. Interviews with safety and health experts revealed that regardless of company size, the same operating standards were applied, and standards for deploying fire observers in various locations were unclear. Furthermore, there was a lack of professional education and training, and the role and authority of fire observers were limited. These findings revealed a problem in this sector. The results of this study are expected to serve as basic data for establishing a practical system for placing fire observers and supplementing laws, guidelines, and systems for preventing fire accidents.

  • The consequence analysis (CA) is widely using in the petrochemical plant through adoption of the process safety management (PSM) system, but it has not practical problem that the CA was not reflected effects for employee count, business interruption loss, utility usage, and etc.. In this study, to establish the practical emergency response plan and to achieve risk based management, the consequence based on the damage area and the financial loss were estimated and compared through application on facilities in the petrochemical plant. If the damage area is used, the consequence category must be determined by safety area considering simultaneously damage area, fatality area and toxic area. Also, the consequences based on the financial loss is more practical method for the case of considering process properties and circumstances.

  • Until recently, GIS technology was mainly based on 2D for disaster management. Necessity of 3D spatial information came to the fore with a speedy and accurate response system in disaster management. However, most fire-fighting facilities presently use CAD with 2D formation, Image drawings, and conception of construction data's formation. It is not about the drawings in map production. It's about varieties of construction ways or contents. In this study, we are proposing the ways on analyzing the existing disaster management targets for 2D technology drawings, designing the 3D spatial information data model, and transforming the effective 3D spatial information into algorithm and dimension spatial information construction for easily building on mass 2D architectural drawings to 3D spatial information effectively in disaster management. We can maxim ize efficient construction time and expenses. Then what is proposed in this study about constructing 3D spatial information for manual work, and it's significance for improving decisive decisions and utilizing the tasks to prevent, prepare, respond and restore steps in disaster management.

Economic Evaluation of Integrated Operation & Management through Operation Performance Analysis of Sewage Facilities (하수도시설 통합운영 성과분석을 통한 통합운영관리의 경제성 평가)

  • For economic evaluation of integrated operation to sewage facilities, benefit-cost analysis was performed to watershed sewage works project in 7 watershed areas, 156 facilities. In this study, the cost before and after integrated operation was compared and benefits are calculated from the reduction of operators, increasement treated pollution loads, reduction cost through operation convenience, reduction water consumption through effluent reuse, and improvement of life benefit. The result showed that cost was 8,500million won and benefit was 16,747million won, so benefit was 49% higher than cost. B/C analysis result showed that B/C ratio was 1.97 and it is similar to other researches. The benefits of integrated operation included convenience of data management, increase of emergency response, decrease of complains with sewage which was not reflected numerically, so the benefits of integrated operation were expected much greater than this result

A study on the awareness of dental hygiene students' knowlege, attitude, and re-education about basic CPR re-education (치위생과 학생의 심폐소생술에 대한 지식, 태도와 재교육에 관한 인식)

  • Objectives: This study provided students of University with CPR (cardiopulmonary Resuscitation) training and investigated their knowledge on the training, attitude, level difference, and re-training necessity related factors to find the results as follows; Methods: Frequency and t-test was performed using SPSS 21.0, and were conducted according to the need for re-education in order to determine the determinants of the students. Results: The knowledge on CPR was 10.88 on average; training necessity, 3.43; emergency response ability, 3.39; and CPR performance level, 3.10. Factors determining re-training to maintain educational effect were found to increase with increase in school year (p<0.001), training necessity escalation (p<0.001), and decrease in confidence of performing CPR (p<0.01). Conclusions: Based on the findings above, it was found that, although CPR training is generally conducted in dental hygiene education, its training effect decreased with time in terms of implementation performance, compared with students' knowledge. Moreover, students who had completed the training strongly suggested the need for re-training. In this sense, schools will need to reinforce re-training as much as new training programs and the cycle needs to be as short as within 6 months for practical training system.

  • Recently, the use of hazardous chemicals has been continuously increasing. Therefore, the international trade volume is growing and chemical accidents have increased. Nowadays, the safety awareness of the public has increased. As a result, the management and supervision of hazardous chemicals have been strengthened. However, the port policy of Korea has focused on increasing the volume of cargo through facility development. Thus, the port management of hazardous chemicals has been relatively neglected. For national economic growth and society, the port management of hazardous chemicals should be considered to efficiently ensure safety and economic growth. Therefore, this study assumed scenarios where hazardous materials were moved in a dangerous container, not only on appropriate wharfs but also in ports that were close to a big city. The BTX substances were selected among the toxic chemicals with large import and export volumes, and the risk distance and damage effects were predicted using various risk assessment programs. It is expected that this could be used to improve a port safety management system and could be utilized to determine the safety distance in case of an accident.

  • The paper suggests to reclassify the casuality accidents types and causes at urban rail stations in the standardized code manner. In order to make standardized codes, 4,086 casuality accidents for Seoul Metro and Seoul Metropolitan Rapid Transit Cooperation (SMRT) are analysed. The standardized code for casuality accident types includes 4 distinct factors; casuality object, casuality location and casuality pattern. Also, the standardized code for casuality accident causes includes 4 distinct factors: casuality trigger, drinking or not, first cause and second cause. This code is deemed to play a big role to link the same casuality accident types or causes which can be used in the process of railroad safety management and emergency response system.
