  • In this paper, we performed analysis and comparison on emergency response action for passengers, drivers, workers and controllers in case of failure occurrence on rail infrastructure and rolling stock. In general, the subjects of emergency response action perform the response action with following emergency response procedures when accidents occurred. In reality, however, no matter how well the subjects are trained, it is hard to follow the emergency response procedures precisely without making any mistakes. As for emergency response action, the most significant factor for the subjects is to follow the emergency response procedures as learned, without any hesitation. In this paper, therefore, we analyzed the emergency response actions that should be performed by passengers and railway workers when emergency accidents occurred. We also examined the communication facilities for emergency response among train, wayside and station in order to provide the emergency reporting system for passenger and the method for cleaning out the accident area.

  • This study is for an effective response as the pre-stage for railway agencies to prepare the rail road kind based emergency response standard operation procedures when the emergency event occurs. Accordingly, I would like to increase the utility in helping the railroad employees to make their decisions. And that is possible through suggesting them to make computerized Emergency situation based activity and Emergency response that is individual based. And of course all of this procedure would be based on the emergency event categorized response scenario.

  • This study is to prepare the emergency response procedures for an unmanned LRT (Light Rapid Transit) which is being commercially operated recently. This emergency response procedure adds several particular characteristics which happens in the hardware and software aspects at the unmanned LRT in addition to the present emergency response procedures. The emergency response procedure has to conform to the emergency response planning. For doing that this emergency response procedure includes three important sub systems. First of all, the functional emergency response system has been developed. Secondly, Standard Operation Procedure (SOP) is suggested for the better and faster emergency response between emergency response personnel and institutes. Thirdly, emergency response training and drilling system is also provided for emergency response personnel. Finally, a software program for emergency response training and drilling will be developed and suggested to be used for the emergency response personnel.

  • Emergency response guidelines play an important role which reduce consequence of accident. For development of useful emergency response guidelines, engineering methodology should be applied to the development procedures. In this study accident propagation model, bow-tie methods, emergency response decision methods were applied to existing emergency response guideline develop procedure. In this way, this study suggest generalized emergency response guideline develop procedures. Also a sheet was developed using suggested procedures to make sample guidelines for a case.

  • Purpose: By analyzing the health status of emergency patients on islands in the Jeollanam-do province, this study aims to provide basic data for proposed future medical emergency services on the islands. This information includes monthly and hourly statistics on patients' characteristics, patient frequency, an analysis of first aid procedures, response times, and time spent at hospitals. Methods: The study analyzed the monthly and hourly frequency of emergency patients, first aid status and procedures, general patient characteristics, accident types, patient cognitive status and agility, marine police response times, and frequency and percentile of hospital dispatch times. Results: 1Q and #q show the highest patient turnover rate in one year. 50.5% of daily patients are admitted between 4 PM and 12 PM. The hospital dispatch time is within a one- to two-hour window for 54.0% of all patients. Conclusion: The emergency medical service system for the Jeollanam-do province islands and seas is available to all Korean residents, citizens, and visitors. It is necessary to implement an emergency medical system for the relevant organizations.

The Research on the Real-time Emergency Response Plan for the Company based on Consequence Analysis for Chemical Accidents (화학사고 발생 시 피해예측 모델과 연계된 사업장의 실시간 비상대응 체계에 관한 연구)

  • The recent surge in the production and handling of hazardous materials in Korea necessitates developing and implementing robust emergency response plans. These plans are crucial in safeguarding the well-being of workers and residents in the event of an incident. The consequence analysis methodology outlined in the KOSHA guidelines provides a foundation for designing emergency response plans in the event of chemical accidents. However, the consequence analysis is evaluated based on assumed accident cases or worst-case scenarios. Consequently, the emergency response plan based on the consequence analysis may overestimate the damage area, complicating rescue efforts and unnecessarily increasing costs. More information and parameters become available after an accident, enabling more accurate consequence analysis. This implies that the results of consequence analysis based on this detailed information provide more realistic results than those based on assumed accidents. This study attempts to optimize the resource allocation and cost-effectiveness of emergency response plans for chemical accidents. Existing procedures and manuals are revised to elucidate the proposed model and conduct real-time consequence analysis. The existing emergency response plan is compared to verify the proposed model's efficacy. The obtained results indicate that the proposed model can exhibit better performance.

  • Temporary residence in disaster scenarios emergency response system designed for utilizing emergency incident types identified through the rapid emergency response procedures and proper application of the resulting accident is very important in order to minimize the damage.   • This paper presents a review guideline for evaluating SERPs(standard emergency response procedure) in rail accidents. In order to develope it, design elements of the SERPs, that impact the performance of emergency responding personnel, were identified. Then several review guidelines and standards, being used in other industries including nuclear domain, were surveyed. Finally, the review guides and criteria corresponding to those elements were derived from the survey.
