철도 시설사고 및 차량장애에서의 비상대응 주체별 행동요령에 관한 연구 (A Study on Emergency Response Action In case of Failure Occurrence on Rail Infrastructure and Rolling Stock.)

  • In this paper, we performed analysis and comparison on emergency response action for passengers, drivers, workers and controllers in case of failure occurrence on rail infrastructure and rolling stock. In general, the subjects of emergency response action perform the response action with following emergency response procedures when accidents occurred. In reality, however, no matter how well the subjects are trained, it is hard to follow the emergency response procedures precisely without making any mistakes. As for emergency response action, the most significant factor for the subjects is to follow the emergency response procedures as learned, without any hesitation. In this paper, therefore, we analyzed the emergency response actions that should be performed by passengers and railway workers when emergency accidents occurred. We also examined the communication facilities for emergency response among train, wayside and station in order to provide the emergency reporting system for passenger and the method for cleaning out the accident area.

화재 사고에 대비한 무인 경전철의 비상대응절차에 관한 연구 (A Study on the Emergency Response Procedure of Unmanned Light Rail Transit (LRT) against Fire Accident)

  • 본 논문은 최근 상업 운전을 시작한 무인 경전철의 안정적인 운영을 위한 열차 화재사고 비상대응절차를 마련하기 위한 것이다. 기존 비상대응절차와 관련하여 무인 경전철이 갖는 하드웨어적, 소프트웨어적 특성을 분석하고, 특히 무인이 갖는 중요한 의미를 반영한 절차서를 제시하였다. 비상대응절차는 우선 비상대응계획의 목적 등에 부합해야하는데 이를 위해서 다음의 절차를 제시하였다. 첫째, 비상대응을 지원하기 위한 기능별 비상대응체계 구축, 둘째, 비상대응직원 및 기관간의 신속한 대응조치를 위한 표준운영절차(SOP) 구축, 셋째 일상 상황에서 비상대응직원에 대한 비상대응훈련 등의 체계를 반영한 상세 항목이다. 아울러 향후 이러한 비상대응계획에 따라 효율적인 관리를 위해 직원을 대상으로 한 훈련프로그램이 제시되어야 한다.

  • This study is for an effective response as the pre-stage for railway agencies to prepare the rail road kind based emergency response standard operation procedures when the emergency event occurs. Accordingly, I would like to increase the utility in helping the railroad employees to make their decisions. And that is possible through suggesting them to make computerized Emergency situation based activity and Emergency response that is individual based. And of course all of this procedure would be based on the emergency event categorized response scenario.

  • 재난 대비 임시거주시스템 활용을 위한 비상대응 시나리오 설계를 통하여 신속한 비상사고 유형 파악과 그에 따른 적절한 비상대응절차의 적용은 사고 피해를 최소화하기 위하여 매우 중요하다. 따라서 본 연구에서는 재난 발생 시 예상되는 비상사고의 잠재 가능성을 분석하여 발생 가능한 비상사고 시나리오를 도출하였고 이러한 재난 대비 임시거주 비상 시나리오를 기본으로 하여 시나리오에 따른 비상대응 및 복구 방안을 도출 하였다. 또한 비상대응시나리오의 각 이벤트별로 비상대응 시 취해져야할 비상대응에 필요한 요구사항을 행동 주체별 대응 단계별로 정의하였다. 또한 비상대응 주체별 단계별 시나리오 구성을 통해 재난 발생 시 신속하고 종합적인 비상대응이 이루어 질 수 있는 기반을 마련하였다.

응급실 내 1급 응급구조사의 폭력경험과 대처 및 반응 (Violence experiences, coping, and response of paramedics in the emergency room)

  • Purpose: The purpose of this study was to investigate experiences of violence with patients or family members by paramedics working at emergency rooms. Methods: A questionnaire was administered from June 1 to 31, 2017 to 225 paramedics working at 27 emergency medical centers. The collected data were analyzed with SPSS statistics ver 24.0 program. Results: Within the past year, 208(92.9%) of 224 participants experienced violence among whom 202(90.2%) experienced verbal abuse, 193(86.2%) experienced physical threat, 89(39.7%) experienced physical violence, and 52(23.2%) experienced sexual violence. The level of violence response depending on the overlapping experience of violence type showed significant difference from emotional response (p= .001), social response (p= .001), physical response (p= .004), and overall violence response (p= .001). Conclusion: In conclusion, paramedics are frequently exposed to violence in the emergency rooms, of which they mostly experience verbal abuse. In addition, because the reporting system in the event of violence and the coping process are not well-informed, paramedics are unable to sufficiently utilize the reporting system and programs established within the institution. Therefore, the support of the legal system is needed to create a safe working environment for the medical staff who work in the emergency medical centers.

재난의료지원팀 내 1급 응급구조사의 재난대비·대응역량에 관한 연구 (Disaster preparedness and response competency of emergency medical technician-paramedics in the disaster medical assistant team)

  • Purpose: This study aimed to investigate disaster preparedness competence and disaster response competence of paramedics working in emergency medical centers operating a disaster medical assistance teams. Methods: Data of 174 emergency medical technician(EMT)-paramedics were collected from July 15 to August 14, 2018 at regional and local emergency medical centers that operate disaster medical assistant team. Analysis of the data was carried out with IBM SPSS statistics 24.0 software (IBM, Armonk, NY, USA). Results: The mean disaster preparedness competence score was $3.57{\pm}0.63$ (out of five). Participants' disaster preparedness competence significantly differed according to type of emergency medical center (p<.000), disaster education experience (p<.000), and education frequency (p=.001). The mean disaster response competence score was $4.09{\pm}0.57$ (out of five). Participants' disaster response competence significantly differed according to disaster education experience (p<.000) and medical assistance experience (p=.045). Conclusion: Emergency medical technician-paramedics without disaster training should first be provided with this training. Further, it is important for EMT-paramedics to know their disaster preparedness and response capacities and strengthen their shortcomings. It is also important to develop education and training programs that properly equip EMT-paramedics with practical competencies.

Performance Evaluation of Smart Intersections for Emergency Response Time based on Integration of Geospatial and Incident Data

  • The major objective of this research is to evaluate performance of improved intersections for response time to emergency vehicle preemption. Smart technologies have been introduced to civil infrastructure systems for resilient communities. The technologies need to evaluate their effectiveness and feasibility to confirm their introduction. This research focuses on the performance of emergency vehicle preemption, represented by response time, when smart intersections are introduced in a community. The response time is determined by not only intersections but also a number of factors such as traffic, distance, road conditions, and incident types. However, the evaluation of emergency response has often ignored factors related to emergency vehicle routes. In this respect, this research synthetically analyzes geospatial and incident data using each route of emergency vehicle and conducts before-and-after evaluations. The changes in performance are analyzed by the impact of smart intersections on response time through Bayesian regression models. The result provides measures of the project's performance. This study will contribute to the body of knowledge on modeling the impacts of technology application and integrating heterogeneous data sets. It will provide a way to confirm and prove the effectiveness of introducing smart technologies to our communities.

재난대응계획 및 매뉴얼 등의 발전방안 (Improvement Suggestion for Emergency Response Plans and Manuals)

  • 최근 자연적 사회적 요인으로 인해 재난의 규모와 복잡성이 점점 증가하는 양상이며, 이로 인해 단일 기관의 대응만으로는 한계가 있다. 다수 기관이 동일한 현장에서 재난대응을 할 경우 유기적인 상호 협력을 위해서는 사전에 합동대응을 위한 대비가 필요하다. 재난대응계획은 재난발생 시 대응기관 간 역할과 책임을 규정한 것으로서, 특히 합동대응을 원활히 하기 위해서는 기관 간에 수평적 수직적 상호협력체계가 명시되어 있어야 한다. 본 연구에서는 현재 수립하고 있는 안전 관리계획, 위기대응매뉴얼 등 다양한 계획과 매뉴얼들의 현황을 살펴보고 문제점을 도출하였으며, 외국 사례의 분석을 통해 실효성 있고, 수직적 수평적 협력이 가능한 재난대응계획의 구조와 내용 등 발전방안을 제시하였다.

  • This Paper introduced a proper time evaluation for railway emergency response staffs using the Therblig Analysis. We defines what Activities the emergency response staffs should take when the fire occurs on the railway. This has been possible through the development of the scenario that is focused on the fire accident and it also has been driven to minimize the spread and damage of the accident. Gilbreth's Therblig Analysis has been used here to derive the reasonable time that would take for the emergency response staffs to respond to the fire accident on the railway system. We developed Emergency Response Scenario against Accidents and defined the Activity of the main Action for Emergency Response staffs.

차량 사고에서 병원 전 응급의료 대응시간 단축을 위한 융합연구 (A Convergence study for the Shorten of Pre-hospital Emergency Medical Response Time in Vehicle Accident)

  • 본 연구는 차량 사고에서 병원 전 응급의료 대응시간을 단축시키기 위한 방안을 모색한 융합연구이다. 연구방법은 한국형 교통사고 심층조사 분석 체계(Korea In-Depth Accident Study)에서 2011년 1월 1일부터 2016년 7월 30일까지 3개의 응급의료센터에 119구급대로 내원한 차량 탑승자 353명을 대상으로 날씨, 도로유형, 사고유형, 구조대 출동 여부를 활용하여 병원 전 응급의료 대응시간에 대해 요인 분석하였다. 연구결과에서 고속도로는 병원 전 응급의료 대응시간을 가장 많이 소요하였고 전체시간에 영향을 주는 요인으로 확인되었다(${\beta}=.543$, p<.001). 따라서 고속도로에서 소요되는 시간을 단축시키기 위해 고속도로 119구급대의 운영과 비상회차로의 적극적인 사용, 개별 장치를 부착한 자동 긴급구조신호 서비스의 제공을 제시하였다.
