A Study on the Development of a Health Risk Assessment Method for the Management of the Health Environment of Residents Living Around Areas Affected by Chemical Accidents (화학사고 주변 지역 거주자의 보건환경 관리를 위한 건강위해성 평가 방법 개발에 관한 연구)

  • Objectives: This research is part of a study to be conducted over five years starting from 2017 by the Ministry of Environment on the development of technologies to evaluate the impact of chemical accidents on the human body. Methods: For this research, a five-stage specific study method was developed. Results: In brief, the developed health risk assessment method can be summarized as follows. First, a health risk assessment system was built based on the guidelines set forth by the USA NRC/NAS. Second, based on the disease manifestation theory, the health risk assessment method was divided into 1) a carcinogenic health risk assessment method focused on all carcinogens except non-genotoxic carcinogens and 2) a non-carcinogenic health risk assessment method focused on noncarcinogens including non-genotoxic carcinogens. Third, the detailed contents of the health risk assessment method were developed in four stages(hazard identification, dose-response assessment, exposure assessment, and risk determination) through theoretical consideration of the assessment of the level of health risk related to chemical exposure. Finally, a health risk assessment methodology, classified into stages to address acute, subacute/subchronic, and chronic conditions was developed after considering the physicochemical behavior of hazardous chemicals upon implementation of countermeasures after a chemical accident. Conclusions: A method to evaluate the health risks related to toxic chemicals generated by chemical accidents was developed. This study was performed with the purpose of developing a mathematical health risk assessment method to evaluate the health effects of exposure to hazardous chemicals upon implementation of emergency countermeasures after chemical accidents.

Estimation of Sodium Hydroxide Waste Origin-Destination Matrices for Preventing Hazardous Material Transportation Disasters

  • Hazardous materials (HazMats) are substances that are flammable, explosive, toxic, or harmful, if released into the environment. Since the transportation of HazMats increases in many developed countries, HazMat transportation has the key function in the process of HazMat usage to trace information of production, storage, shipment, usage, and waste disposal. The Korean Ministry of Environment (KMOE) and the National Emergency Management Agency (NEMA) have developed many laws, regulations, and standards for hazardous materials. However, the Korean HazMat laws, regulations, and standards do not guarantee accurate information of HazMat origin-destination (O-D) shipments, though the HazMat O-D movement is the critical information in safety and security of HazMat transportation. The objectives of this research are: (1) to investigate emerging and recurrent issues in Korean HazMat transportation, and (2) to develop the estimation method of O-D matrices for hazardous materials under limited data sets. The sodium hydroxide waste shipment among forty candidate HazMats is selected as the sample research case. The growth-factor method is applied to estimate the 2005 O-D matrix of sodium-hydroxide waste shipment. The column-and-row factoring process is used to calibrate the estimated sodium-hydroxide O-D matrix. The result shows the applicability of the O-D estimation process for hazardous materials. The Sodium Hydroxide Waste Origin-Destination Matrix is obtained to trace routes and paths of the Sodium Hydroxide transportation.

  • Since 2015, small and medium domestic enterprises that treat more than a certain quantity of chemical substances in accordance with the Chemical Substance Control Act are obliged to submit an off-site impact assessment and risk management plan. In order to reduce the administrative and economic burden of the risk assessment, its impact was determined. Toxic leaks of nitric acid, methanol, and acetic acid were estimated and the correlations (between them?) were calculated. In addition, the correlations of this study were used to compare the KORA results according to the accident scenarios of the actual workplace and the extent of the damage as a function of distance in the case of toxic leaks. In this study, the correlation formula of the materials can be used to quickly determine the damage distance in the event of the accidental leakage of materials in the road or workplace, and to prepare emergency plans and respond to emergencies more quickly.

A Study on Job Analysis and Physical Fitness of Special Security Guard in Nuclear Power Plant (원자력발전소 특수경비원의 직무분석과 체력에 관한 연구)

  • Special security guards play the role to safely operate and manage nuclear power plants from unintended internal and external threats. Physical fitness management of special security guards is one of the most important factors for improving and maintaining the level of physical protection. Thus, the purpose of this study is to analyze the physical fitness factor and physical fitness level required for mission accomplishment through job analysis of special security guards. The special security guards of Nuclear Power Plant in Korea were performing 7 jobs, 26 duties, 159 tasks. In order to accomplish theses tasks, the following physical fitness were required: muscle strength and muscle endurance of the hand, upper limb, lower limb and core, quickness, agility and Cardio function. The duties that require a lot of physical fitness were in the order of conducting arrest and self-defense, conducting unarmed defensive tactics, demonstrating proficiency with semiautomatic rifle, using protective equipment, performing emergency plan and defensive strategy, etc. The results of this study are expected to provide basic data necessary for establishing guidelines for fitness qualification and training of special security guards in the future and contribute to enhancement of physical protection of nuclear power plants.

Verification for Structural Modeling between Servant and Transformational Leadership, Organizational Citizenship Behavior, and Organizational Performance of Private Security Organizations (민간경비 조직의 서번트・변혁적 리더십, 조직시민행동, 조직성과 간의 구조모형 검증)

  • The purpose of this study is to examine the structural model between servant - transformational leadership, organizational citizenship behavior and organizational performance of private security organizations. The security guards working in private security companies in Seoul and Gyeonggi - do were selected as population, random sampling method. The survey was conducted from September 1, 2016 to November 30. Accoridng to the purpose of the study, this study conducted factor analysis(EFA/CFA), reliability analysis, convergence and discriminant validity analysis, and covariance structure analysis using SPSSWIN 21.0 and AMOS 21.0. The conclusions of this study are as follows. First, servant leadership has a positive (+) effect (${\beta}=.406$) on organizational citizenship behavior statistically at .001 level. Second, transformational leadership has a positive (+) effect (${\beta}=.373$) on organizational citizenship behavior statistically at .001 level. Third, organizational citizenship behavior has a positive (+) effect (${\beta}=.615$) on organizational performance statistically at .01 level. Fourth, servant leadership does not affect the organizational performance statistically (${\beta}=.211$). Fifth, transformational leadership does not affect the organizational performance statistically (${\beta}=.058$). Sixth, organizational citizenship behavior has statistically positive (+) mediation effect (${\beta}=.249$) in the relationship between servant leadership and organizational performance. Seventh, organizational citizenship behavior has statistically positive (+) mediating effects (${\beta}=.230$) on the relationship between transformational leadership and organizational performance. Development of Response Scenario for a Simulated HNS Spill Incident (위험유해물질 유출사고 대응을 위한 가상시나리오 개발)

  • In response to possible HNS (Hazardous and Noxious Substance) spill accident, HNS spill accident scenario and response scenario were developed. The accident area listed in scenarios is the coastal area of Busan, and scenario for possible accident in the designated area and strategies to respond the accident were developed, respectively. The scenario for accident was developed by designating HNS spill according to risk evaluation of HNS and analysis of HNS spill probability along the coastal area of Busan, and then estimating possible and potential impact from the accident. The scenario for response has been suggested as a systematical responding operations in order to effectively reduce the estimated impact from the accident. The possible HNS spill accident on the seas around Busan, has been designated by the spillage of 1,000ton of xylene due to collision accident in Gamcheon Port, and the possible impacts occurred by the accident has been simulated with the help of the atmospheric and oceanic dispersion model of xylene. In the responding scenario for the accident, a phased strategies regarding emergency rescue of peoples, protection and recovery of xylene, protective measures for the responders, and post management of the accident have been suggested.

  • Sudden deafness requires immediate investigation and treat if there is to be any prospect of salvaging the hearing. It present an otological emergency and a diagnostic challenge. Sn Sudden sensorineural deafness can be caused by a wide variety of pathologies. A battery of tests and investigations must be performed forthwith if treatment is to be started without further delay. The concept that nothing can be done for the patient with sensori-neural deafness must be abandoned. Some pathologies causing sudden deafness are not amenable to therapy or can show only partial reversibility. But there are several causes, showing little or no spontaneous recovery, which do responed to appropriate treatment. It is important to identify them and concentrate on their management. The age and sex ratios and the unilaterral or bilateral nature of the lesion are related to the etiology and depend upon which type of case is included in the series. Though individually rare, collecting for about 2.5 per cent of new otoloical patients. Some 70 per cent of cases are unilateral. Viral, bacterial and treponemal infections accounted for about 30 per cent of the cases. Some 16 per cent were due to vascular lesions of the cochlea. In almost 22 per cent there was no obvious cause (idiopathic), they occurred in young adult and were either sensory or neural. About 12 per cent were traumatic and 9 per cent were ototoxic in origin. The remaining 11 per cent were due to a group of rarities. The two vital factors are the site of the lesion and the duration of the hearing loss. The earlier these are diagnosed and treated the better the response. The etiology, pathology and treatment are reviewed.

A Study on the Perception and Improvement Plans of Performance Based Pay System of Elementary School Teachers and Elementary School Health Teachers (교원 성과급 제도에 대한 초등교사와 초등보건교사의 인식과 개선방안)

  • Purpose: The purpose is to provide basic information for establishing improvements on performance-based pay's evaluation method of health teachers. Methods: For subjects, 200 teachers at public elementary schools and 200 health teachers at public elementary schools in Gyeonggi-do were conveniently sampled, and then surveyed through a questionnaire. The questionnaire was to recognize recognition of teachers working under the teacher's performance-based pay system, which was quoted in the questionnaire of Choi ji-hye (2005) and Lee mi-gyeong (2008). Inquiry for the recognition of teachers on evaluation of health teacher's performance-based pay system and improvements on the performance-based pay's evaluation method of health teachers were used after consultation with five incumbent health teachers and a review with the thesis director. Results: The performance-based pay's evaluation method of health teachers has the same method with general teachers in schools, so it is not fair to evaluate the performance of health teachers. The ways to improve the performance-based pay evaluation method of health teachers is as follows: first, the approval on improving 'the number of class hours' which is a detailed item of a teacher's performance evaluation criterion to 'the number of health lesson hours per week and the number of students visiting the school infirmary per week'; second, improving 'life guidance' into 'counseling results of medically-treated students, parents of students and personal hygiene guidance'; third, improving 'a teacher in charge' into 'awarding of points by being recognized as a health teacher in charge of all students and considering the economic situation of the region,; forth, improving 'difficulty of position' into 'the number of health-teacher's annual promotion task items and the treatment number of issuing and receiving of official documents', and improving the 'task difficulty' into 'importance and urgency of emergency patient management, risk level and urgency of infectious diseases and avoiding work in charge' appeared to be more than 90% respectively. Conclusion: The performance-based pay system of teachers being carried out every year should be executed by preparing fair evaluation criteria suitable for task properties and the role of health teachers with different evaluation criteria compared to general teachers.

Syncope and pneumomediastinum during the maxillary sinus elevation with an air-syringe: a case report (주사기를 이용한 상악동 거상술 시 발생한 실신 및 종격동기종에 관한 증례보고)

  • Pneumomediastinum is a very rare and potentially catastrophic complication of dental procedures. Its common causes are tooth extraction, endodontic treatment, and subgingival curettage using handpieces and high-pressure air/water syringes. We present a case of massive pneumomediastinum with subcutaneous emphysema in a 61-year-old female who underwent bone grafting into the maxilla for pretreatment of dental implantation using a syringe. The patient suffered from abrupt severe odynophagia and loss of consciousness. The patient transferred to emergency department and images work-up revealed a pneumomediastinum and subcutaneous emphysema on the entire face and neck. We performed conservative treatments including prophylactic antibiotics, oxygen inhalation, and fasting meals, and then discharge after 7 days uneventfully. The patient's syncope might be resulting from hypotension and pain shock induced by pneumomediastinum with a sudden chest compression. The pneumomediastinum could be resulting from concurrent perforation and massive air infiltration into the maxillary sinus during bone grafting. We suggest that pneumomediastinum needs prompt diagnosis and management because of the risk of airway obstruction when a patient present syncope in the dental room.

Classification of Soil Creep Hazard Class Using Machine Learning (기계학습기법을 이용한 땅밀림 위험등급 분류)

  • In this study, classification models were built using machine learning techniques that can classify the soil creep risk into three classes from A to C (A: risk, B: moderate, C: good). A total of six machine learning techniques were used: K-Nearest Neighbor, Support Vector Machine, Logistic Regression, Decision Tree, Random Forest, and Extreme Gradient Boosting and then their classification accuracy was analyzed using the nationwide soil creep field survey data in 2019 and 2020. As a result of classification accuracy analysis, all six methods showed excellent accuracy of 0.9 or more. The methods where numerical data were applied for data training showed better performance than the methods based on character data of field survey evaluation table. Moreover, the methods learned with the data group (R1~R4) reflecting the expert opinion had higher accuracy than the field survey evaluation score data group (C1~C4). The machine learning can be used as a tool for prediction of soil creep if high-quality data are continuously secured and updated in the future.
