Disasters in South Korea are taking on more diverse and intricate aspects than before, while being affected by the industrial development and deterioration of the cities. Therefore, it is urgently needed for success in disaster countermeasures to secure emergency communications operating system which would make it possible to share various information between the control tower and field personnel quickly and accurately. This study proposes a method of improving the national emergency communications operating system based on the Federal disaster management system, emergency communications system, and Standard Operating Procedures (SOPs) employed in the US, which is the leading country in the field of disaster management. First, the organization of the emergency communications needs to be more systematized than in the past. The organization of the emergency communications of the central and local governments have to be administered according to their different roles and objectives. Furthermore, they must cooperate with each other based on interoperability. Second, emergency communications councils need to be established, composed of representatives related to disasters, and national and regional units need to be formed and operated separately. Third, the SOPs should not only cover both the operational and technical elements, but also assign the roles and responsibilities to the members of the disaster communications system. These improvements will assure the correct functioning of the disaster communications system in the field, which is expected to increase the probability of success in disaster countermeasures.
Nuclear emergency preparedness and response is an essential part to ensure the safety of nuclear power plant (NPP). Key support technologies of nuclear emergency decision-making usually consist of accident diagnosis, source term estimation, accident consequence assessment, and protective action recommendation. Source term estimation is almost the most difficult part among them. For example, bad communication, incomplete information, as well as complicated accident scenario make it hard to determine the reactor status and estimate the source term timely in the Fukushima accident. Subsequently, it leads to the hard decision on how to take appropriate emergency response actions. Hence, this paper aims to develop a method for rapid source term estimation to support nuclear emergency decision making in pressurized water reactor NPP. The method aims to make our knowledge on NPP provide better support nuclear emergency. Firstly, this paper studies how to build a Bayesian network model for the NPP based on professional knowledge and engineering knowledge. This paper presents a method transforming the PRA model (event trees and fault trees) into a corresponding Bayesian network model. To solve the problem that some physical phenomena which are modeled as pivotal events in level 2 PRA, cannot find sensors associated directly with their occurrence, a weighted assignment approach based on expert assessment is proposed in this paper. Secondly, the monitoring data of NPP are provided to the Bayesian network model, the real-time status of pivotal events and initiating events can be determined based on the junction tree algorithm. Thirdly, since PRA knowledge can link the accident sequences to the possible release categories, the proposed method is capable to find the most likely release category for the candidate accidents scenarios, namely the source term. The probabilities of possible accident sequences and the source term are calculated. Finally, the prototype software is checked against several sets of accident scenario data which are generated by the simulator of AP1000-NPP, including large loss of coolant accident, loss of main feedwater, main steam line break, and steam generator tube rupture. The results show that the proposed method for rapid source term estimation under nuclear emergency decision making is promising.
Each year Malaria affects over 200 million people worldwide. Particularly, African continent is highly hit by this disease. According to many researches, this continent is ideal for Anopheles mosquitoes which transmit Malaria parasites to thrive. Rainfall volume is one of the major factor favoring the development of these Anopheles in the tropical Sub-Sahara Africa (SSA). However, the surveillance, monitoring and reporting of this epidemic is still poor and bureaucratic only. In our paper, we proposed a method to fast monitor and report Malaria instances by using Social Network Systems (SNS) and precipitation volume in Nigeria. We used Twitter search Application Programming Interface (API) to live-stream Twitter messages mentioning Malaria, preprocessed those Tweets and classified them into Malaria cases in Nigeria by using Support Vector Machine (SVM) classification algorithm and compared those Malaria cases with average precipitation volume. The comparison yielded a correlation of 0.75 between Malaria cases recorded by using Twitter and average precipitations in Nigeria. To ensure the certainty of our classification algorithm, we used an oversampling technique and eliminated the imbalance in our training Tweets.

At the time of entering the super-aged society, the health problem of the elderly is becoming more prominent due to the rapid digital era caused by COVID-19, but the gap between welfare budgets and welfare benefits according to regional characteristics is still not narrowed and there is a significant difference in emergency medical access. In response, this study proposes an ICT-based New Normal Smart Care System (NNSCS) to bridge the gap I n health and medical problems. This is an integrated system model that links the elderly themselves to health care, self-diagnosis, disease prediction and prevention, and emergency medical services. The purpose is to apply location-based technology and motion recognition technology under smartphones and smartwatches (wearable) environments to detect health care and risks, predict and diagnose diseases using health and medical big data, and minimize treatment latency. Through the New Normal Smart Care System (NNSCS), which links health care, prevention, and rapid emergency treatment with easy and simple access to health care for the elderly, it aims to minimize health gaps and solve health problems for the elderly.
The purpose of present study is to provide an efficient 'Disaster Emergency Communication System' (below DECS) to deal with serious disaster situations in national levels. Currently, DECSs such as the VHF, UHF, and TRS are worked to control some disaster situations in the world. However, new system such as for sending the correct image and big data is more likely to need than current the DECSs in the comtemporary societies. Several serious disaster events such as the Sam-Poong Department Store Collapse, Daegu Subway Fire, and Sewol Submerge event, nevertheless, there was not the DECS based on the field in South Korea. In July 2014, finally, South Korean government started to provide a PS-LTE system which is the new and one system with fire fighting, police, army, railway. however, there are no many academic studies for DECSs to deal with disaster situations in South Korea. The present research highlights to explore an efficient DECS of Korean styles to fix some national security and public safety. The paper provides three key findings: first is how to make a unified Korean DECS based on PS-LTE. Second is how to make sure the frequency of 700MHz levels to communicate in the shady areas. Three is what kinds of communication facility is adequate for fixing PS-LTE DECS.
The disaster safety communication infrastructure is necessary basic infrastructure for protection of people's lives, safety and wealth. In order to build this infrastructure needs ensure public safety disaster communication technology and cooperation disaster recovery agencies. Recently advanced national disaster safety communication infrastructure necessity according to people's expectations increase for public safety is emerging as domestic and international. And there is situation which required leading rolls of country. In this paper, we analyzed public disaster safety communication status of domestic and international. Also, we analyzed Korea disaster safety communication management necessity and proposed its policy implication.

최근 여러 지역에서 발생되는 지하철 참사 및 대형화재 또는 지하철 역사, 대형 지하상가, 백화점, 지하공간, 대형쇼핑센터, 숙박업소, 공공건물등 대형 다중이용시설 등에서 발생될 수 있는 예측 불가능한 인재, 천재지변에 안전하게 대피하기 위한 수단으로 비상등 및 여러 감지기들이 소방법 개정으로 의무설치 하고 있다. 비상등 및 감지기들은 비상시 위험 감지 및 경고 전파를 위해 사용되는데 방음벽이나 격벽, 경고 거리의 제한으로 인해 경고 전달의 어려움이 있다. 본 논문에서는 무선 데이터 전송기능 및 경고등, 음성전파 기능을 갖는 무선 지능형 화재 감지/경고시스템을 설계하고자 한다.

본 논문에서 제안하는 시스템은 특정 지역 내에 공청방송시스템과 인터넷 망이 설치되어 있다는 가정 하에서 콘텐츠 송출 시스템과 콘텐츠 분배기 및 TV 제어기로 구성된다. 이 시스템의 목적은 재난경보방송을 위한 긴급방송 콘텐츠를 송출하여 이를 TV를 통해 건물 내에 있는 사람들이 강제적으로 시청하게 함으로써 재난정보를 알리는 것이다. 그 지역 내의 일반적인 인프라와 경제적인 측면을 고려하여 콘텐츠 송출시스템과 콘텐츠 분배기는 LAN에 연결되며 콘텐츠 분배기와 TV 제어기는 RF로 연결되도록 구성하였으며, TV 제어기는 IR로 TV를 제어한다. 제안하는 시스템은 재난경보방송 외에도 안내정보 등을 공유하려는 목적으로도 다양하게 활용될 수 있다.

To deal with the emergency of the solitary aged people, we have developed a collapse-sensing phone, in which a collapse sensor, a GPS receiving chipset and a CDMA sending chipset are included. The general cellular phone is somewhat expensive communication device using sound and characters, but the collapse-sensing phone is a cheaper and popular version. If the collapse sensor recognizes a certain of collapse of the aged people, CDMA sending chipset will send the location of the phone which is received from satellite by GPS receiving chipset. In this paper, a collapse recognition algorithm which is developed by using much experimental data, will be introduced to explain how to recognize the real collapse from fast sitting or immediate standing after collapse. Once a true collapse is ecognized, the phone-ID and the coordinate will be sent to the server of administrative office via CDMA network. And the position of emergency will be displayed on the GIS with the rescue center.
