Rising publication costs and declining financial resources have resulted in renewed interest among librarians in resource sharing. Although the idea of sharing resources is not new, there is a sense of urgency not seen in the past. Driven by rising publication costs and static and often shrinking budgets, librarians are embracing resource sharing as an idea whose time may finally have come. Resource sharing in electronic environments is creating a shift in the concept of the library as a warehouse of print-based collection to the idea of the library as the point of access to need information. Much of the library's material will be delivered in electronic form, or printed. In this new paradigm libraries can not be expected to su n.0, pport research from their own collections. These changes, along with improved communications, computerization of administrative functions, fax and digital delivery of articles, advancement of data storage technologies, are improving the procedures and means for delivering needed information to library users. In short, for resource sharing to be truly effective and efficient, however, automation and data communication are essential. The possibility of using full-text online databases as a su n.0, pplement to interlibrary loan for document delivery is examined. At this point, this article presents possibility of using full-text online databases as a means to interlibrary loan for document delivery. The findings of the study can be summarized as follows : First, turn-around time and the cost of getting a hard copy of a journal article from online full-text databases was comparable to the other document delivery services. Second, the use of full-text online databases should be considered as a method for promoting interlibrary loan services, as it is more cost-effective and labour saving. Third, for full-text databases to work as a document delivery system the databases must contain as many periodicals as possible and be loaded on as many systems as possible. Forth, to contain many scholarly research journals on full-text databases, we need guidelines to cover electronic document delivery, electronic reserves. Fifth, to be a full full-text database, more advanced information technologies are really needed.

The purposes of this study are to compare and analyze the evaluation indicators for selection of journal suggested by scholars and organizations and to prepare theoretical background for the ideal model to meet opposing paradigms of collection management in academic libraries. A web survey method was employed to investigate applications of various selection criteria (27 for printed and 37 for electronic academic Journal) from the top 40 academic libraries in Korea. In addition, data were analysed statistically using factor analysis, t-test, Analysis of Variance(ANOVA), and Spearman's Rank Oder Correlation. The mean ranking for 9 evaluation indicators for printed were as follows: subscribing volumes per departments, degree of use, selection authority, electronic/print bundle, ISI impact factor, Internationality and reputation, costs for subscription, ILL & DDS, space considerations for printed materials. But, 11 evaluation indicators for electronic were as follows : costs for subscription, accessibility, electronic/print bundle, consortia, selection authority, access expandability, subscribing volumes per departments, scholarly features of the university, ISI impact factor, ILL & DDS, internationality and reputations.

This research aims at understanding the differences between expert and general users' perceptions regarding publication preferences for Korean classics collations and translations in order to formulate future directions for these materials. For this purpose, an overview of changes in publishing in general as well as current status of collation/translation of Korean classics in particular are being identified. An online questionnaire was carried out in order to collect data regarding perceptions and preferences of expert users and general users of Korean classics. The results are based on the analyses of more than 1,000 responses. The analyses show that electronic books will not completely replace printed books and publishing both electronic and printed books in tandem for the time being is most preferable in order to satisfy varying user needs. Statistical analysis shows differences in terms of use value, value from possession, and readability of electronic and printed books in the two groups of users. However, as for the value of preservation by relevant institutions, there was a statistical difference between two groups towards printed books unlike their electronic equivalents. The research shows strong preference towards printed forms of classics collations and translations for the purpose of scholarly research and translation. Actual usage statistics reveal much heavy use of online database of classics translations compared to the use of available electronic books. For future publishing decisions for classics collations and translations will need to take into consideration of their special characteristics and symbolic nature. Proper representation of these materials into electronic format would require a standardized platform that enable various uses in different environments.

Open access is a paradigm whereby the electronic versions of scholarly publications are made freely accessible without any restrictions. It is actively promoted globally and is also promoted domestically in accordance with this global trend. However, there is a growing need to evaluate existing activities and to seek policies for the steady spread of open access. This study examines the necessity of switching to a national repository from existing institutional repositories through policy direction analysis of open repositories. We examined domestic open access policies by analysing various overseas cases and the situation in South Korea. Finally, we determined the validity of investment in a national repository by analysing its social and economic impacts using the modified Solow-Swan model. The main parameters for applying the modified Solow-Swan model were estimated, and the domestic research and development expenditure was predicted via a regression method. Then, we applied a range of rate of returns to research and development (10% to 50%) to various scenarios and examined the effects of increasing accessibility and efficiency by 1% to 10%. We found that the implementation of a national open access repository in South Korea would have a substantial impact (to the tune of 147 billion won), without considering the potential costs of such a repository. Based on the estimates of the social and economic impact of a national repository, the implementation of a national open access repository in South Korea is economically viable. Besides having beneficial social and economic impacts, a national repository is expected to enhance awareness of open access among Korean researchers and institutions.

The purpose of this study is to investigate the use of information resources of the humanities scholars in Korea and suggest the strategic planning of academic library and information services to serve their needs. To collect data, a mail survey was conducted during the period of November 2007 through January 2008. Out of 799 humanities scholars sampled from 25 universities, 132 responded with the completion rate of 16%. Major findings in this study are as follows: First, the majority of the humanities scholars distribute their time equally to research and education, and conduct independent research. Second, they still largely depend on print resources, including scholarly journals, books, and manuscripts for getting information, while using some online information resource mostly in text such as electronic documents and journals. They expect that the frequency of using such print resources would not decline much, but the use of online resources could definitely increase in the next five years. Some variances in the behavior were observed among the groups of scholars according to their research experiences. It is suggested that academic libraries (1) conduct more active outreach, (2) prioritize between traditional and electronic resources, (3) plan information literacy education for traditional resources.

In this study, we investigated the problems of existing e-journal subscriptions caused by open access of e-journals faced by university libraries. To solve these problems, we proposed an operational model for open access based subscription. The proposed operational model, which adapts the four concepts of subscription model, system, policy, and operation interpreted according to reality, applies open access on the premise of rational subscription of electronic journals. The proposed operational model was constructed based on national support, comprehensive operation, open access based model, and cooperation system. In particular, it emphasized the need for stable and continuous access to scholarly information through national support policy. The proposed operational model can be used as a basic data for the realization and research of open access in the domestic environment.
Objectives We aimed to identify the effectiveness of photobiomodulation using low level laser therapy (LLLT), light emitting diode (LED) and others on the growth of the length of the growth plate by reviewing literatures. Methods We searched literatures using PubMed, Science Direct, CINAHL, Korea Traditional Knowledge Portal (KTKP), Oriental Medicine Advanced Searching Integrated System (OASIS), China Knowledge Resource Integrated Database (CNKI), Japan Science and Technology Information Aggregator, Electronic (J STAGE), and Japan National Institute of Informatics Scholarly and Academic Information Navigator (CiNii) using the keywords "Growth plate" "Epiphyseal growth" "Epiphyseal plate" and "Laser", "light emitting diode (LED)", "near-infrared light", and "photobiomodulation". Search range included only original article which provided English abstract were selected. The search strategy contained no language limitation. Results A total 556 studies were found. Then, 551 were excluded by scanning titles and abstracts and finally 5 articles were selected. Five articles were RCTs using rodents. Two of the 5 articles used InGaAlP Laser (630-685 nm), and the other 3 articles used GaAlAs Laser (780, 820, and 870 nm) to investigated the effects of LLLT on the growth of the length of the epiphyseal cartilage and the number of chondrocytes and thickness of each zone of the epiphyseal cartilage. Two articles concluded that LLLT had a beneficial effect on the longitudinal growth of the growth plate. In growth of the epiphyseal plate, there were no significant differences in others. Conclusions It is might that LLLT influenced on the growth of epiphyseal plate by positive affect. However, further rigorous RCTs are warranted.

Recenily, major internalional STM(Science, Trchnical, and Mcdivine) Publichers have been developing prototype systems that can provide the refeence linking of jouinal articles within the scholarly literature on a cross-publisher basis using the URN(Universal Resouree Name). In Korea, it is hard to find the efforts to link the scattered digitalized documents to an individual user through a unified web. In this study, a linking model for an inergrated gatewny fro, bibliographic information to full tcxt has been desugned and 'Electronic Research Resourced Linking system (E3R/LS)' has been developed as a prototype for centralized static reference linking system. There are three major components for constructing refrernce linking systems. The firsl componcnt the Digital Object Identifiet(DO1). is introduced as the public identifier inrended to be applied wherever thr item needs to be identified. Electronic publishing has influenced, and in some ways changed, information seeking, reading patterns and citation behaviours. This study collected the Cited Half-Lives, the indicator implies the life-span of scholarly journals, from JCR Social Science edition the before and after of the prevalence of electronic journals, and observed if there are some changes in these two periods. The analysis results of eight disciplines show that the average Cited Half-Lives increased in 2007 than in 1994 for seven disciplines except the demography. Especially in the four disciplines of economics, education, finance and sociology, the average Cited Half-Lives increased significantly. This results show that the concentration, researchers cite more recent articles and concentrate their citations on fewer ones, is lightening and the dispersion of citations is actually increasing. With the online availability of articles and journals the old online materials can be often accessed, used and cited more frequently, the more growth potential of Cited Half-Lives are made in a digital environment. Further research needs to investigate if the phenomenon will become more obvious in various disciplines after a few years.
The purpose of this study was to seek a workable alternative to replace a big deal related to the journal budget for the maintenance of academic libraries with the largest issue on the E-journal consortium. The contents of this study was to present it. It had examined the current situation, strengths, weaknesses and corresponding to replace the big deal contract. After reviewing the literature, we looked into the alternative activities for the big deal such as open access-based, usage-based, consortium improvement-based, publishers lead, and other models. As a result, the 'consortium cost reapportion model' was an alternative for the KESLI. The alternative was in the short term for cost division format, but long-term oriented for a consortium single(bloc) payment type or national licence model. The model was based on the data from the last year. It had evaluated download the PDF and HTML documents, but the three times weighting more than others, and the rest of 14 factors of 0.5 to 5 out of 100 total score. The total amount negotiated by national units 10, 20 and 30 grades for the final step was allocated to the participating library on the KESLI consortium.
