A Study on the Redesign of the Next-Generation Electronic Records Management Process (차세대 전자기록관리 프로세스 재설계 연구)

  • The introduction of new technologies is a result of the advent of the Fourth Industrial Revolution and the change from management environment to cloud environment. Changes in the production and management environments are expected because of changes in the external environment. However, responding flexibly to changes is not enough. The problem of the records management process, system, and infrastructure is intertwined, and partial reorganization is difficult to cope with changes in the external environment. Therefore, we need to redesign the whole process and study the major issues to be considered so we could redesign the process and produce an improved next-generation electronic records management.

A Study on the Promotion of Electronic Government and Plans for Archival Management (전자정부 추진과 기록관리방안)

  • This paper is aimed at proposing the policies for managing archives in the process of promoting Electronic Government System. Although there have been many studies of electronic government project and plans for its establishment, this research examines the electronic government system and its problems on the basis of archival science. What I acquired in this paper is as follows. The development of information technology needs great changes ranging from the nation to the individuals. It becomes common that the use of computerized program for business purposes, computerization of information materials and the effective way of search use of electronic documents. Therefore, more and more countries all over the world have been seeking to promote 'Electronic Government', which applies the fruits of the development in information technology to administration process. Recently, Korea has been rapidly entered into the 'Electronic Government' system being against the traditional way of administration. In electronic government system, the 'Life Cycle' of public records will be computerized. Therefore, it is important to change and develop along with the government's policies for 'electronic government project' in the archival management system. This means that the archival management system which have put emphasis on the textual records should be converted to electronic records system. In other words, the records management in electronic government system requires not the transfer and preservation of the records but the consistent management system including the whole process of creating, appraising, arranging, preserving and using the records. So, the systematic management of electronic records plays an important role in realization of electronic government, but it is a subject to be realized by electronic government at the same time. However, the government have overlooked the importance of archival management for long time, especially the importance of electronic records management system. First of all, this research attempts to infer limits and problems through the theoretical considerations of the existing studies for electronic government and to clear up the relations between electronic government and archival management. Based on this, I'll seek to progress the study through reviewing the present condition of archival management in the process of promoting electronic government and suggesting the policies for enhancing the successful electronic government and the construction of scientific archival management system. Since early 1990, many countries in the world have been making every effort to concrete 'Electronic Government'. Using the examples in other nations, it is not difficult to recognize that the embodiment of electronic government is closely connected with the archival management policies. Korea have completed legal and institutional equipments including the new establishment of "Electronic Government Law" to realize electronic government. Also, Korea has been promoting electronic government with the Ministry of Government Administration and Home Affairs and Government Computer Center as a leaders. Though managing records, especially the management of electronic records is essential in electronic government system, we haven't yet discussed this section in Korea. This is disapproved by the fact the Government Archives and Records Service has played little role in promoting electronic government project. There are two problems relating this environment. First, present system can't meet the consistent 'Life Cycle' ranging from the creation to the preservation of electronic records. Second, the 'Life Cycle' of electronic records is divided into two parts and managed separately by GCC and GARS. The life of records is not end with the process raged from creation to distribution. On the other hand, the records are approved their value only whole procedures. Therefore, GARS should play a deading role in designing and establishing the archival management system. The answer to these problems, is as follows. First, we have to complete the electronic records management system through introducing ERMS not EDMS. This means that we should not change and develop towards ERMS simply with supplementing the current electronic records management system. I confirm that it is important and proper to establish ERMS system from the very beginning of the process of promoting electronic government. Second, I suggest the developmental integration of GARS and GCC. At present, the divided operations of GCC and GARS, the former is in charge of the management center for electronic business and the latter is the hub institution of managing nation's records and archives result in many obstacles in establishing electronic government system and accomplishing the duties of systematic archival management. Therefore, I conclude that the expansive movement towards 'National Archives' through the integration among the related agencies will make a great contribution to the realization of electronic government and the establishment of archival management system. In addition to this, it will be of much help to constitute and operate the 'Task Force' regarding the management of electronic records with the two institution as the central figures.

  • The purpose of this study is to identify the problems of electronic records management in the records management field and to develop a new electronic records management system that can cope with the rapidly changing records production and management environment, which is rapidly changing because of the introduction of new IT. It is time to design the next-generation records management system in all areas of process, system, and infrastructure to meet the new government record management innovation. In this point of view, the right value and direction of the next-generation records management system are determined, and the problems of the process, system, and infrastructure are identified and settled.

Analysis of Functional Appraisal Process in Electronic Record Environments (전자기록 환경에서의 기능평가 프로세스 분석)

  • This article minutely examines functional appraisal process that focuses on not content but function in which the records are created. Taking everything into consideration, functional appraisal in electronic record environments constitutes consecutive process that is performed organically in pre-creation stage of records. Ultimately functional appraisal in electronic record environments is organic process selecting electronic records across phases of whole record management, which assure business context and recordness, and need to run organization and perform business.

  • In this paper we explain the definition and component of electronic records, and reestablish the principle of the preservation. Also we discuss the conceptual approaches and requirements for long-term preservation in an electronic environment. The preservation in digital environment is to protect itself of record identity with the reliability and authenticity, and to ensure the accessibility of records. It needs to be periodical migration along with digital environment change for the long-term preservation of the electronic records. and to select software independent standard format. to ensure the integrity of electronic records along with this preservation strategy, process and relative information required for digital preservation are to record in the form of metadata. The preservation system is separated into four functional entities ; registration process, preservation process, access process, main record management system. Also, this article is conceptually to introduce the selection criteria of storage media, the security provision for the archive collections and the disaster recovery which apply to the digital archives.

  • In this paper we propose a method to distinguish damaged electronic records and an electronic record recovery method according to damage type. The proposed classification engine and recovery engine classify damaged electronic records based on the form and structure of electronic records and increase the probability of recovery according to the damaged form. Through this process, we propose a method to minimize the electronic records that are destroyed and verify them through experiments.

  • Based on the risk factor evaluation for the file format, this paper defines the procedures for presenting the long-term preservation plan for that format and the technical information registry necessary for building the system. This is a procedure to perform a risk assessment for the format, evaluate the risk, and select a long-term preservation strategy based on the information registered in the registry and information on the external signature and internal signature of the electronic record. We also reviewed the criteria for selecting appropriate long-term preservation strategies in the process and provided the criteria for adopting each detailed strategy of migration and emulation, which are long-term preservation strategies. And we implemented this process as a long-term preservation decision support system. This system can be used to provide guidelines for the maintenance, management, service and long-term preservation of information resources of electronic records in public institutions such as National Archives of Korea and Libraries.

  • Digital Records, which are created, stored, and managed in digital form, contains security vulnerability such as data modification, due to the characteristic of digital data. Therefore it is necessary to guarantee the reliability by verification of integrity and authenticity when managing digital records. This paper propose digital forensics based migration process for electronic records by analyzing legacy digital forensics process, and derives the requirements to develop digital forensics based electronic records migration tool through analyzing trends of abroad digital records migration technique and tool. Based on these develop digital forensic based digital records migration tool to guarantee integrity and authenticity of digital records.

A Study on Transfer Process Model for long-term preservation of Electronic Records (전자기록의 장기보존을 위한 이관절차모형에 관한 연구)

  • Traditionally, the concept of transfer is that physical records such as paper documents, videos, photos are made a delivery to Archives or Records centers on the basis of transfer guidelines. But, with the automation of records management environment and spreading new records creation and management applications, we can create records and manage them in the cyberspace. In these reasons, the existing transfer system is that we move filed records to Archives or Records centers by paper boxes, needs to be changed. Under the needing conditions of a new transfer paradigm, the fact that the revision of Records Act that include some provisions about electronic records management and transfer, is desirable and proper. Nevertheless, the electronic transfer provisions are too conceptional to apply records management practice, so we have to develop detailed methods and processes. In this context, this paper suggest that a electronic records transfer process model on the basis of international standard and foreign countries' cases. Doing transfer records is one of the records management courses to use valuable records in the future. So, both producer and archive have to transfer records itself and context information to long-term preservation repository according to the transfer guidelines. In the long run, transfer comes to be the conclusion that records are moved to archive by a formal transfer process with taking a proper records protection steps. To accomplish these purposes, I analyzed the 'OAIS Reference Model' and 'Producer-Archive Interface Methodology Abstract Standard-CCSDS Blue Book' which is made by CCSDS(Consultative committee for Space Data Systems). but from both the words of 'Reference Model' and 'Standard', we can understand that these standard are not suitable for applying business practice directly. To solve this problem, I also analyzed foreign countries' transfer cases. Through the analysis of theory and case, I suggest that an Electronic Records Transfer Process Model which is consist of five sub-process that are 'Ingest prepare ${\rightarrow}$ Ingest ${\rightarrow}$ Validation ${\rightarrow}$ Preservation ${\rightarrow}$ Archival storage' and each sub-process also have some transfer elements. Especially, to confirm the new process model's feasibility, after classifying two types - one is from Public Records center to Public Archive, the other is from Civil Records center to Public or Civil Archive - of Korean Transfer, I made the new Transfer Model applied to the two types of transfer cases.

Quality Criteria for Measuring Authenticity, Reliability, Integrity and Usability of Records (기록의 품질 기준 분석 - 진본성, 신뢰성, 무결성, 가용성을 중심으로 -)

  • Good records management is essential for good governance in modern democratic society. Though the records management institutions and policies in Korea were improved rapidly since the enactment of Public Records Management Act in 1999, the newly introduced records systems for administrative organizations including the New Electronic Data Management System(NEDMS) and Electronic Records Management Systems for Records Centers(ERMS/RC) have many problems in terms of ensuring the quality of records. The purpose of this study aimed to suggest quality criteria for measuring authenticity, reliability, integrity and usability of electronic records based on the international standards and guidelines such as ISO 15489, InterPARES project and BS ISO 15489 guidelines. The present study began with defining concepts and structure of records as evidence of activities. And it analysed four characteristics such as authenticity, reliability, integrity and usability of records by comparing various definitions in diplomatics and archival science literatures, and some projects reports. Finally it suggested the quality criteria for measuring authenticity, reliability, integrity and usability of records, and methods for maintaining them in each process of creation, maintenance and preservation.
