Redesign of the Records Management Process at the Production Stage for Long-Term Electronic Records Preservation: A Focus on Cloud On-Nara System (전자기록의 장기보존을 위한 생산단계의 기록관리 프로세스 재설계: 클라우드 온-나라 시스템을 중심으로)

  • Deficiencies are present in records management during the production stage of long-term electronic records preservation. As such, this study seeks to address these issues by introducing Cloud On-Nara System (On-Nara Document 2.0) at records management sites and providing various systems and linked services. In particular, the factors that degrade the continuity of long-term preservation in the records management process, from the production to the utilization of electronic records, in On-Nara Document 2.0 were identified, and the causes were analyzed in compliance with ISO 15486-1:2016 and the Public Records Act. As a result, in redesigning the records management procedure, the organization of the records management hub between systems and the conversion of the document preservation format for long-term preservation were proposed. Moreover, the application of consistent production format selection criteria and the reinforcement of the production and management of granular metadata were recorded. These measures were proposed in an effort to reestablish management methods.

A Study on Current Status Analysis and Improvement Plans for Electronic Medical Records of Closed Medical Institutions (폐업 의료기관 전자의무기록 관리현황 및 개선방안 연구)

  • Although most medical institutions in Korea use electronic medical records (EMR), there are many problems in the management and preservation of records when such medical institutions are closed. Records of closed medical institutions need to be systematically managed; however, the rate of closed medical institutions transferring records to public health centers is significantly low. Given that each medical institution has a different system and format, public health centers often cannot access records. In addition, there are no management standards that suit the reality of public health centers and the specificity of EMR. Recently, a strengthened Medical Law has been passed wherein records of closed medical institutions should be kept by health centers; therefore, this study focused on drawing up measures for efficient records management by public health centers. To this end, the relevant laws and management status were identified and an interview was conducted. After analyzing the problems, improvement plans in institutional, technical, and administrative aspects were proposed.

  • In this paper we explain the definition and component of electronic records, and reestablish the principle of the preservation. Also we discuss the conceptual approaches and requirements for long-term preservation in an electronic environment. The preservation in digital environment is to protect itself of record identity with the reliability and authenticity, and to ensure the accessibility of records. It needs to be periodical migration along with digital environment change for the long-term preservation of the electronic records. and to select software independent standard format. to ensure the integrity of electronic records along with this preservation strategy, process and relative information required for digital preservation are to record in the form of metadata. The preservation system is separated into four functional entities ; registration process, preservation process, access process, main record management system. Also, this article is conceptually to introduce the selection criteria of storage media, the security provision for the archive collections and the disaster recovery which apply to the digital archives.

  • Digital Records, which are created, stored, and managed in digital form, contains security vulnerability such as data modification, due to the characteristic of digital data. Therefore it is necessary to guarantee the reliability by verification of integrity and authenticity when managing digital records. This paper propose digital forensics based migration process for electronic records by analyzing legacy digital forensics process, and derives the requirements to develop digital forensics based electronic records migration tool through analyzing trends of abroad digital records migration technique and tool. Based on these develop digital forensic based digital records migration tool to guarantee integrity and authenticity of digital records.

  • Electronic records produced by central administrative agencies are transferred to the National Archives of Korea. In the absence of defects or errors in electronic records, it is a proof that the government's electronic records management system is operating normally. Various problems have been found in this process, and there still remain problems to be solved. At the heart of it is a standard records management system, which has been continuously improved. In this paper, I introduce the functional improvement of the record management functions of the standard records management system. Among them, the important matters describe the background and reason for the improvement. In addition, the direction of development of the standard records management system was examined in terms of recognition conversion of recordkeepers, strengthen collaboration between recordkeepers and developers, improving records management metadata quality, linking related systems, automating records management, and IT environment change.

A Study on the Electronic Records Element for Full Text Opening Information Service (원문정보공개서비스를 위한 전자기록구성요소에 관한 연구)

  • The purpose of this study was to survey the electronic records for professionals on the effectiveness of the government's 3.0 full-text open information service (FOIS). By using Authenticity, Reliability, Integrity, and Usability as criteria, the management conditions of electronic records on InterPARES were analyzed in the public sector. Through this analysis, this study provided some suggestions on how management conditions for electronic records for the government 3.0 FOIS may be improved. A direction to ensure effective electronic records management was also suggested. Based on the literature review, a questionnaire was developed. The study results were as follows. First, Authenticity and Reliability were lower than the other criteria scores. In particular, Integrity had a higher score while Authenticity, Reliability, and Usability showed average scores. Second, there were various perspectives on electronic records management depending on the individuals' backgrounds and no statistically significant differences were found. In particular, administrators who are in their thirties and archivists with two to four years of experience showed higher scores in the four criteria. Based on these results, this study suggested systematic improvement plans for functions and services based on the four criteria in the Korean government's 3.0 FOIS.

Trends Analysis of Electronic Records and Archives Research in Korea: Retrospect and Prospect (국내 전자기록 연구의 동향 분석 - 회고와 전망 -)

  • The current study aims at reviewing electronic records research trends published during the past 11 years, in order to shed light on what have been accomplished so far as well as what should be done to make progress in the field of archival science. A total of 57 research articles have been selected from 2 journals from archival science and 3 journals from library and information science. Selected articles are categorized into 8 subject areas. For each subject area, research trends are analysed. Where further research are needed are also identified. Implications from the analysis are addressed in terms of the need of empirical studies and sound research methodology as well as of the necessity of establishing consensus on what constitutes academic research in archival science.

  • This study proposes the functional elements for long-term preservation of electronic records, which are parts of nation's important records and information assets. For this purpose, We compared the international standard ISO 14721 with international research projects and digital archives systems from multi-nations. We identified 18 functional elements for long-term preservation of electronic records. They can be used as the basis to strengthen authenticity and usability when building new digital archive systems or upgrading existing systems at the Archival Institutions.

  • Unlike paper records, accessing electronic records needs to be supported by specific combination of hardware and software. The electronic records have longer life span than the storage media, hardware, software and the formats that were used for the production of such records. Because the quality of electronic record can become deteriorated as time goes on, we need to have appropriate mechanisms to secure the long-term preservation and access to the digital information at a certain point in the future. Based on this reality, this study proposes the functions and the development method of the format registry, which efficiently supports the preservation strategy such as migration and emulation, collecting and managing technical information elements. These elements consist of the foundation of the long-term preservation of the electronic records.

A Study on the Development of a Selection System for Preservation Formats of Image-Type Electronic Records (이미지 유형 전자기록물의 보존포맷 선정체계 구축방안 연구)

  • Electronic records, characterized by their inherent volatility and instability, necessitate sustainable preservation measures to ensure their long-term accessibility. The National Archives of Korea has instituted a selection system for preservation formats tailored predominantly for document-type electronic records. However, this system falls short in accommodating other record types such as audiovisual records. This study endeavors to broaden the applicability of the existing system, with a concentrated focus on image-type electronic records, and to formulate foundational guidelines for their long-term preservation. In South Korea, image-type electronic records rank as the second most prevalent category following document-type. The image-type electronic records are the most basic form of audio-visual records, and research on this lays the foundation for future discussions on other audio-visual records. Consequently, this research has led to the development of a selection system for preservation formats specifically for image-type electronic records. This system is designed to facilitate the prompt and efficient evaluation of preservation format suitability, even in the context of emerging image formats. The efficacy of this system was validated through its application to extant image formats, resulting in the selection of TIFF, JFIF, and PNG as the optimal preservation formats. The outcomes of this study offer valuable insights and practical reference points for future preservation format evaluations within the field of electronic record management.
