Building an Electronic Approval Module Using Multi-Level Security (다중등급 보안 정책을 적용한 전자결재 모듈의 개발)

  • This paper is to develop a security module for electronic approval systems. Electronic documents are created, transmitted and saved in the company's intranet computer network. Transmitting electronic documents, however, brings us a security problem. Communications among various computer systems are exposed to many security threats. Those threats are eavesdropping, repudiation, replay back etc. The main purpose of this paper is to develop a module which provides the security of electronic documents while they are passed from one place to another This paper applies Multi-Level security to the electronic approval system that guarantees security of electronic documents from many threats. Multi-Level security controls the access to the documents by granting security level to subject users and object electronic documents. To prevent possible replay back attacks, this paper also uses one time password to the system. The security module is composed of client program and server one. The module was developed using Microsoft Visual Basic 6.0 and Microsoft SQL Server 7.0. The code uses Richard Bondi's WCCO(Wiley CryptoAPI COM Objects) library functions which enables Visual Basic to access Microsoft CryptoAPI.

  • There are increasing needs for an individual or enterprise to interchange documents electronically through communication network to enhance the efficiency of business, owing to rapid process of transactions. But e-commerce encounters the problems regarding the handling the electronic documents, that is to say, deposit and proof of the electronic documents. This paper deals with Authorized Electronic Data Depot as an integrated system for processing, relaying and proving documents that. Authorized Electronic Data Depot operates as e-enabler in exchanging documents in trust among administrative agencies and a comprehensive government directory, digital government seal certification system and DNS system. Authorized Electronic Data Depot leads public and private sectors to save the paper-related costs. But the regulations concerning an authorized electronic data depot is introduced in the course of revision of Electronic Transactions Act. The purpose of this paper is to suggest some guidelines in legalizing the authorized electronic data depot.

  • A letter of credit is the best settlement among various means of payments until now. A letter of credit plays very important roles in rational and smooth international trade. Letter of credit is usually used in international trade. But many people have to prepare a lot of transport documents in order to transact with L/C. Therefore, the transactions will be happened to delay in international trade very often. Owing to the EDI, international trade will be materialized with electronic business of E-commerce. If we transact with the electronic documents, it will be reduced the time very much in international trade. Generally speaking, all relating parties transact with L/C complying with UCP, but there are no ruling articles about electronic documents in UCP. If all parties want to transact with electronic documents in global business, UCP has to contain the electronic provisions. So, ICC published eUCP on 2002. The purpose of the study was to analyze original electronic papers and provisions through foreign precedents in UCP and eUCP. If we want to exchange the electronic document, the UCP provisions about electronic documents would be revised as follows: UCP provision 20(b) would be revised, “Unless otherwise stipulated in the credit, banks have to accept as an original documents, a documents produced or appearing to have been produced: (i)by reprographic, automated or computerized systems (ii)as carbon copies,; provided that it is marked as original and, where necessary, appears to be signed. A document may be signed by handwriting, by facsimile signature, by perforated signature by symbol, or by any other mechanical or electronic method of authentication."

A Study on the Global Transmission Strategies of e-Trade Documents using Non-Negotiable Sea Waybill (해상화물운송장을 활용한 전자무역문서의 글로벌 유통 전략에 관한 연구)

  • The purpose of this study is to propose a new mechanism for the global transmission of electronic trade documents and to promote them using it. Trade settlement methods are changed from L/C bases to non-L/C bases and in particular, the telegraphic transfer is dramatically increased since mid 1990. But the status of transmission of electronic trade documents still rely on the letter of credit and bill of lading. So it need to change the process of transmission of electronic trade documents utilizing non-negotiable sea waybill instead of bill of lading. In this study, I pointed out two problems as obstacle factors in global transmission of electronic trade documents. First is the system connection problem between domestic and foreign banks and second is the electronic right transfer problem in the bill of lading. Electronic bill of lading has already been made, but are not used and e-Nego has also not been activated under the above issues. Therefore, it should be solved previously the above problems for the global transmission of electronic trade documents under the letters of credit. However, in transactions of transfer, it does not need the inter-bank connection and also does not occur the electronic right transfer problem of bill of lading if using the non-negotiable seaway bill instead of bill of lading. In this paper, I recommend the global transmission strategies of e-trade documents using the non-negotiable sea waybill in transactions of transfer. Hopefully, I expect the activation of global transmission of e-trade documents through the utilization of electronic non-negotiable sea waybill as suggested by this study.

  • As business-to-business electronic commerce becomes activated, usage rate of standard electronic documents is rapidly increasing. Types and forms of standard documents exchanged between businesses have also been changed. Instead of EDI documents, mainly used in the initial phase, XML documents have been actively used recently. However, most framework standards for XML documents just specify basic syntax rules, messaging protocols, and standard documents. As a result, it has been usually difficult to procure efficiency and effectiveness in developing new standard electronic documents. Reflecting the experiences of developing UN/EDIFACT, UN/CEFACT provides a methodology and library for reusing standard data items as components when defining electronic documents. However, much additional effort is required for applying the methodology and library to the development process. In order to improve this situation, this paper proposes a system for supporting the development process by reusing various resources of registries/repositories, focusing on UN/CEFACT submission forms for standard electronic documents.

  • Electronic documents have characteristics that detecting whether an electronic document is modified or not is not an easy process. Thus verifying integrity of documents is very important for using electronic documents. To facilitate this process, various electronic document software provide digital signature capabilities on themselves. However, there were not much research on the security of digital signature function of software. Therefore, in this paper, we analyze the security of Adobe PDF, MS Word, Hancom Hangul, digital notary service and digital year-end-settlement service, and propose recommendations for implementation of digital signature funcion.

A Study on Digital Certification Based on the Electronic Commerce (전자상거래기반하의 전자인증에 관한 연구)

  • As a rapid development of electronic commerce transactions in these days, the security and private protection problems became more important matters under the electronic transaction base. Because electronic transaction using electronic documents be carried without direct person to person meeting, there can be the possibility to use other's identity illegally without notice, and very hard to verify authenticity of transaction as well. In addition, it is very hard to find out that the electronic documents on the process of submitting is forged documents or not, and also have much difficulty in maintaining transmitting secret. Therefore, to solve such problems on electronic commerce transactions and electronic documents, the digital signature and certification system with cryptography skill is inevitably necessary. As the wide use of digital signature together with beginning of digital government and financial transaction, not only the issuance of electronic certification, but certification market came to gradually expand. In Korea, after enacting digital signature act in 1999, the act contents were expanded to the wide range of contents complying with global standards from the end of 2001 to April, 2002, including the new clause of certification problems. And the act was put into operation now. Therefore, in this paper, we'd like to suggest development scheme through the investigation on electronic certification related problems, such as, concepts, procedures, service conditions here and abroad.

A Study on Improvement Measures for the Design Documents Delivery System in Public Road Construction Projects (공공 도로건설사업에서의 설계도서 납품체계 개선방안에 관한 연구)

  • PURPOSES : This study aims to survey and analyze the status of the design and completion documents output delivery system in public construction projects in order to assess the problems of the Ministry of Land, Infrastructure and Transport (MOLIT)'s electronic delivery system, with a focus on roads and rivers, and to offer improvement measures. METHODS : This study first surveys and analyzes laws and existing study trends with regard to the design and completion documents output delivery system in public construction projects. It further analyzes the status of the output delivery system in public construction projects, including roads, rivers, expressways, water resources, and railroads. In addition, a comparative analysis of the current electronic delivery system of MOLIT and Korea Expressway Corporation in the road field is conducted, and the problems and improvement measures for MOLIT's electronic output delivery system are presented. This study seeks to analyze problems and prepare improvement measures with regard to road and river public construction projects, as ordered by MOLIT's five regional offices. RESULTS : This study sought to prepare the electronic output delivery system with regard to public construction projects and present the analysis of its major problems and improvement measures in four categories: "the preparation of electronic design documents output delivery system improvement measures including inspection and delivery," "preparation of guidelines, systems, etc., concerning electronic design documents," "preparation of improvement measures for the construction project management system and electronic design document support tools", and "linking of MOLIT's electronic output delivery system with relevant agencies and the expansion thereof to local governments." CONCLUSIONS : This study analyzed the current status and problems of the MOLIT's electronic output delivery system in the field of road and river construction projects, and presented corresponding improvement measures. This study is expected to address the problems of the MOLIT's electronic output delivery system, and to provide the foundation for the preparation of an efficient electronic output delivery system for design and completion documents. In addition, this study is expected to boost the quality and utilization of the electronic design documents output, and to exchange, share, and link construction information among relevant agencies so as to prepare the foundation for sharing construction information.
