Recently, national concern for record breaking level of deficit operation of KEPCO grows bigger in Korea. With this regard, many stakeholders believe KEPCO should be responsible for this result although it is not clear whether KEPCO is only to blame who is in such position where full cost pricing is impossible and entrepreneurial efficiency is not guaranteed. Particularly, less concern is given to Performance Evaluation for Public Organization(PEPO) which did not give prior warning against major deficit of KEPCO or help to improve its capacity to deal with the problem, and thus prevented KEPCO from acknowledging its managerial weakness by crediting KEPCO with successive grade B during the period of previous government. Based on such viewpoint, this study analyzes reports of PEPO for 5 years in terms of evaluability assessment and suggests proper direction for better PEPO in the future. From this analysis, it was found that firstly, relevant suggestion was not made to prevent or improve defict problem; secondly, comments are increasing every year without consistency; thirdly, comments related to long-term investment are only recently found; fourthly, suggestions are based on political orientation rather than evidence or expertise. This study is expected to contribute to evidence-based evaluation and knowledge management since it tackles evaluation reports themselves for the first time.
Recently, energy consumption for heating costs, which is 35% of smart farm energy costs, has increased, requiring energy consumption efficiency, and the importance of new and renewable energy is increasing due to concerns about the realization of electricity bills. Renewable energy belongs to hydropower, wind, and solar power, of which solar energy is a power generation technology that converts it into electrical energy, and this technology has less impact on the environment and is simple to maintain. In this study, based on the greenhouse heat storage tank and heat pump data, the factors that affect the heat storage tank are selected and a heat storage tank supply temperature prediction model is developed. It is predicted using Long Short-Term Memory (LSTM), which is effective for time series data analysis and prediction, and XGBoost model, which is superior to other ensemble learning techniques. By predicting the temperature of the heat pump heat storage tank, energy consumption may be optimized and system operation may be optimized. In addition, we intend to link it to the smart farm energy integrated operation system, such as reducing heating and cooling costs and improving the energy independence of farmers due to the use of solar power. By managing the supply of waste heat energy through the platform and deriving the maximum heating load and energy values required for crop growth by season and time, an optimal energy management plan is derived based on this.

The development of an analysis model that reflects the microstructure characteristics of polyvinyl alcohol (PVA) fiber-reinforced cementitious composites, which have a highly complex microstructure, enables synergy between efficient material design and real experiments. PVA fiber orientations are an important factor that influences the mechanical behavior of PVA fiber-reinforced cementitious composites. Owing to the difficulty in distinguishing the gray level value obtained from micro-CT images of PVA fibers from adjacent phases, fiber segmentation is time-consuming work. In this study, a micro-CT test with a voxel size of 0.65 ㎛3 was performed to investigate the three-dimensional distribution of fibers. To segment the fibers and generate training data, histogram, morphology, and gradient-based phase-segmentation methods were used. A U-net model was proposed to segment fibers from micro-CT images of PVA fiber-reinforced cementitious composites. Data augmentation was applied to increase the accuracy of the training, using a total of 1024 images as training data. The performance of the model was evaluated using accuracy, precision, recall, and F1 score. The trained model achieved a high fiber segmentation performance and efficiency, and the approach can be applied to other specimens as well.

The Ecosystem Conservation Levy (formerly known as the Ecosystem Conservation Cooperation Fund) system has been in place for 20 years, and it can be said that it has now entered the settlement stage. Based on an analysis of publicly available project implementation data from 2014 to 2020, we found that: 1) As the number of return projects increases, the targets of restoration technologies are also strengthening, and it is necessary to frame a series of processes from application, creation, and monitoring for some detailed projects to improve the effectiveness and efficiency of utilizing the levy. 2) Most of the implemented projects are applied as micro-ecosystem creation, but there are many cases where the contents of the project can be seen as other project categories. This shows that the purpose of the return project needs to be approached more clearly and suggests that institutional complementation is needed from the project application stage. 3) The detailed technologies applied tend to be gradually expanding, but most of them are technologies that are not differentiated from general development projects. It is urgent to secure a more technical identity, such as a range and list of utilized technologies suitable for the characteristics and purposes of return projects. 4) It is necessary to establish a relevant evaluation system or framework to utilize the monitoring results of restoration projects. 5) There have been few cases of application of single restoration technologies since the beginning, but the content and scope of the complexity tend to expand in recent years. Even if the objectives are not comprehensive and diverse, it can be seen that many parts of the projects are oriented toward convergence, so it is necessary to conduct separate research on this. 6) As for the direction of improvement of the return project, it is possible to consider expanding the restoration and conservation focus to partially accommodate the complexity of the natural environment and human ecology. It seems that the expansion of restoration technologies that consider the role and function of humans in the natural environment should be explored.
This study aimed to evaluate the spatial variability of downstream river flow resulting from the operation of the Gimcheon Buhang Dam in the Gamcheon watershed. The dam's effects on flood reduction during the flood season and on increasing streamflow during the dry season-two main functions of multipurpose dams-were quantitatively analyzed. Streamflow data from 2013 to 2021 for the study waterhsed were simulated on a daily basis using SWAT-K (Soil and Water Assessment Tool - Korea) model. Comparison of the simulated and observed values found goodness of fit values of 0.75 or higher for both the coefficient of determination and the Nash-Sutcliffe model efficiency coefficient. The spatial analysis of the dam's effect on flood reduction focused on the annual maximum flood: rates of flood reduction at the four stations ranged from 8.5% to 25.0%. The evaluation of streamflow increase during times of low flow focused on flow duration curves: in particular, compared to the case without an upstream dam, the average low flow at the four sites increased from 33% to 198%.

Aqueous film forming foam (AFFF) is a critical fire suppression agent used in combating hydrocarbon fires. This type of fire suppressant is highly effective due to its ability to form a protective film, dissipate heat, inhibit combustion, and utilize a blend of chemical substances to extinguish fires. While these properties offer significant advantages in responding to hydrocarbon fires, AFFF is distinct in its deployment as it is dispensed in the form of foam. Therefore, the rheological analysis of AFFF foam using a rheometer plays a crucial role in predicting the spray characteristics of AFFF for combating hydrocarbon fires, and this is closely associated with effective fire suppression. In this study, we conducted rheometer experiments to confirm the non-Newtonian behavior (shear-thinning) of AFFF foam and obtained data on the form's stability. These experimental data are expected to contribute to enhancing the efficiency of fire suppression systems utilizing AFFF.
Background: This study aims to develop a "Predictive Model for the Possibility of Collection Delinquent Health Insurance Contributions" for the National Health Insurance Service to enhance administrative efficiency in protecting and collecting contributions from livelihood-type defaulters. Additionally, it aims to establish customized collection management strategies based on individuals' ability to pay health insurance contributions. Methods: Firstly, to develop the "Predictive Model for the Possibility of Collection Delinquent Health Insurance Contributions," a series of processes including (1) analysis of defaulter characteristics, (2) model estimation and performance evaluation, and (3) model derivation will be conducted. Secondly, using the predictions from the model, individuals will be categorized into four types based on their payment ability and livelihood status, and collection strategies will be provided for each type. Results: Firstly, the regression equation of the prediction model is as follows: phat = exp (0.4729 + 0.0392 × gender + 0.00894 × age + 0.000563 × total income - 0.2849 × low-income type enrollee - 0.2271 × delinquency frequency + 0.9714 × delinquency action + 0.0851 × reduction) / [1 + exp (0.4729 + 0.0392 × gender + 0.00894 × age + 0.000563 × total income - 0.2849 × low-income type enrollee - 0.2271 × delinquency frequency + 0.9714 × delinquency action + 0.0851 × reduction)]. The prediction performance is an accuracy of 86.0%, sensitivity of 87.0%, and specificity of 84.8%. Secondly, individuals were categorized into four types based on livelihood status and payment ability. Particularly, the "support needed group," which comprises those with low payment ability and low-income type enrollee, suggests enhancing contribution relief and support policies. On the other hand, the "high-risk group," which comprises those without livelihood type and low payment ability, suggests implementing stricter default handling to improve collection rates. Conclusion: Upon examining the regression equation of the prediction model, it is evident that individuals with lower income levels and a history of past defaults have a lower probability of payment. This implies that defaults occur among those without the ability to bear the burden of health insurance contributions, leading to long-term defaults. Social insurance operates on the principles of mandatory participation and burden based on the ability to pay. Therefore, it is necessary to develop policies that consider individuals' ability to pay, such as transitioning livelihood-type defaulters to medical assistance or reducing insurance contribution burdens.
In the agricultural sector, power sources are being developed that use alternative energy sources such as electric tractors and hydrogen tractors, away from internal combustion engine tractors. As parts such as engines and transmissions used in conventional internal combustion engine tractors are replaced with motors and batteries, the center of gravity changes, and thus the risk of rollover should be considered. The purpose of this study is to analyze the overturn angle of the main parts of the electric tractor through dynamic simulation to minimize the overturn accident and to derive the optimal arrangement of parts to improve stability. A total of nine dynamics simulations were conducted by designing three components of the PTO motor, drive motor and the battery pack, and three factors of the arrangement method. As a result of the experiment, it was confirmed that Type3 Level3, in which the drive motor and the PTO motor are located at the front and rear of the tractor, and two battery packs are located in the middle of the tractor, has a high rollover angle. As a result of this study, the stability increased as the center of gravity was placed backward and located below. Future research needs to be done to find the optimal location of parts considering their performance and placement efficiency.

Industrial Internet of Things (IIoT) is an important factor in increasing production efficiency in industrial sectors, along with data collection, exchange and analysis through large-scale connectivity. However, as traffic increases explosively due to the recent spread of IIoT, an allocation method that can efficiently process traffic is required. In this thesis, I propose a two-stage task offloading decision method to increase successful task throughput in an IIoT environment. In addition, I consider a hybrid offloading system that can offload compute-intensive tasks to a mobile edge computing server via a cellular link or to a nearby IIoT device via a Device to Device (D2D) link. The first stage is to design an incentive mechanism to prevent devices participating in task offloading from acting selfishly and giving difficulties in improving task throughput. Among the mechanism design, McAfee's mechanism is used to control the selfish behavior of the devices that process the task and to increase the overall system throughput. After that, in stage 2, I propose a multi-armed bandit (MAB)-based task offloading decision method in a non-stationary environment by considering the irregular movement of the IIoT device. Experimental results show that the proposed method can obtain better performance in terms of overall system throughput, communication failure rate and regret compared to other existing methods.

In this research, a questionnaire was developed to investigate high school students' viewpoints, originating from science history, on 'motion of on object', the subjects were seventy- five 10th grade students and sixty-five 11th grade students. Results found that the highest percentage among the types of 10th grade students' thoughts was related to the Middle Ages 'Impetus' viewpoints. Percentages of 11th grade students' thoughts were highest for Middle Ages and Newton views. These results provided proof that the development of student thoughts' based on science history' are consistent with school year. Furthermore, student thought regarding 'object motion' under the conditions of no force, vacuum, or air under a weightless stage were related to progressive viewpoints on science history. However, the percentage of thoughts related to earlier viewpoints were considerable. Student thoughts on parabolic motion, circle motion, and conservation amount of motion were found to be highly significant in similarity to the viewpoints of Galilei, Descartes, and Huygens; view cultivated before Newton. Consequently, this study determined that educational efficiency could be raised by providing historically more progressive views to cope with conflictory student thoughts-thoughts related to past views in science history.
