The purpose of this study is to introduce issues on agricultural policy of participatory government and to suggest some implications for national consensus. According to the finance and investment plan, 119 trillion won in total will be invested in the farming industry for improving the welfare system and development of the sector over the next 10 years. It is very important that this plan will make Korean farmers competitive and income per capita increased more and more. By the way, the plan has been argued by farmer’s organization(NGO) and some people of academic circles because there is a fair question as to how effective these investment aids will be. Therefore, the finance and investment plan must be established on the basis of effective execution system as well as additional discussion for national agreement. In addition, the 'Special Plan Committee for agriculture-fishery and farming-fishing communities' will work out an ideal framework for succeeding this plan.

Korea Government have carried out various policies to reduce the energy consumption that cause the global warming and environmental pollution. Energy consumption of buildings in Korea has reached 24% of total energy quantities and energy consumption of apartment has been continuously increasing. It has executed the building energy efficiency rating system and energy performance assessments and certification systems have been in force to save energy consumption of buildings. Therefore, this study tried to asset the energy performance of apartment according to the shapes of unit plan, and then to evaluate the energy performance of apartment according to altering balcony area into living area in the unit plan of apartment and thus, to present the effective unit plan to reduce the energy consumption. According to the results, in case of standard unit plan, the 3Bay and 4Bay unit plans showed more effective energy consumption than the 2Bay unit plan, respectively, 5%, 6%, and in case of extended unit plan, respectively, 2%, 5%. Compared the energy efficiencies of the standard unit plan to the extended unit plan, the standard one showed more effective energy consumption than the extended one, respectively, 2% in case of the 2Bay and 4Bay unit, 5% of the 3Bay unit.

This research is to identify an easy and effective method of teaching-learning plan. The teaching-learning plan is a blue_print applied for designing effective lessons. However, most of the teachers regard it as a difficult and inefficient job. This study proposed the concrete instructional model framework as a tool to develop the teaching-learning plan easily and effectively. The concrete instructional model framework will represent a decomposed instructional strategy applied for each step of the instructional model developed by educational researchers. This method is applied to develop a computer teaching-learning plan. Therefore, the proposed method will expand an easier teaching-learning plan. Furthermore, the proposed method develops a teaching-learning plan with fluent content in detail based on low-level instruction strategies applied in the concrete instruction model framework.

In this paper, we discussed an effective VDSL frequency plan for symmetric 10MDSL service. The frequency plan 998 and plan 997 for asymmetric VDSL services have been not optimally designed for 10MDSL services. To obtain the reaches and data rates of 10MDSL, we proposed two frequency allocation schemes : Static method and dynamic method. We can select frequency bands with their fixed boundaries in static method while with their variable boundaries in dynamic method. To show the effectiveness of our proposed methods, we performed some simulations about plan 997 and plan 998, new static method, and new dynamic method. According to the simulation results, the proposed dynamic method can provide the best data rates and reaches for 10 Mbps symmetric VDSL services.

The current electrical safety plan developed for the national electricity system has been playing an important role in handling a variety of electrical accidents. However, it can be more effective to prevent or reduce those accidents if a preventive electrical safety plan is available. In this paper, an approach to developing the safety plan is described. We first discuss the contents that should be included in the plan. Noting that an effective plan requires the system level consideration of all the factors affecting the safety issues, an operation concept document (OCD) is considered. The OCD can allow us to understand the behavior of the safety system based on the operation environment, the system functions, the performance requirements, all at the system level of the safety system. Thus, the OCD can be useful in developing the safety plan. A detailed description then follows on how the OCD is developed for the electrical safety system under study. Finally, we discuss how the developed OCD can be used in deriving the preventive electrical safety plan.

It has been found that implementing the function analysis is very important in terms of accomplishing successful Value Engineering(VE), and the function definition is a basic activity at design VE phase. In spite of the importance, the real function analysis activities in the VE are not regard as consequence. In this regard, this paper attempts to use the campus mater plan to lead an effective function analysis. So, the purpose of this value engineering study is to provide the criteria to develop the campus mater plan. This value engineering study used as a guide for the standardization of the campus mater plan. In addition, broader application is possible through the analysis throughout the different ways of the project.

In this study, the effectiveness of the method for the promotion council to make rehabilitation community development plan with rural villages to continue community development is investigated in Ota-district, which is affected by chuetu earthquake. Initially, Ota-district made the acting contents of the plan based on the village's request, which is considered resident life and problems in village. Next, Ota-district made the vision of plan based on the acting contents. This plan procedure has been effective to compliment the village community facilities and running on village event, in addition to setting the village's community to continue to manage community facilities and event. As a result, this way has helped good management of village event using the facilities and interchanging among residents. Also, the use of acting contents by request of the promotion council and village's community, while respecting both, has been effective in that the promotion council assists the village event after the rehabilitation community development plan is finished.

In this study, for the effective environmental investigation at the level of planning, environmental assessment model to be integrated with urban comprehensive plans was developed. This model was applied to the Suwon City urban comprehensive plan and was tested to derive the future application program and the adaptability to the current research issues. The results of this study can be summarized as follows: First, we defined basic items for environmental assessment as to be used in the developed SEA model. We also defined three ranges and twelve items for the environmental assessments, which can be used in the assessment of the urban comprehensive plan through the expert advices. Second, we performed the case study by applying the developed SEA model to the Suwon City urban comprehensive assessment, and investigated the environmental impacts through an expert inquiry at the "phase 5" of the model. The results of the case study showed that Suwon City urban comprehensive plan contained partially discrepancies at the goal of the planning. The spatial strategy for leisure, park and open space, and green belt was analysed not to be effective in energy use. The case study also indicated that the environments of Suwon City are expected to be much worse in each sectional plan, if the City was to implement the present five sectional plans for life boundary and distribution of population, land use plan, transportation plan, industrial development plan, and life environmental plan. Third, according to the result of the case study, an mitigation plan for urban comprehensive plan of Suwon City was proposed as the following four stages; modification of planning goal, modification of site alternatives, modification of planning contents, and proposal of mitigation measures.

This thesis introduce the organization system and office regulation of standardization administrative organization for the change of times, also suggest improvement plan for its effective management. The main improvement plan refer to the standardization administrative organization\`s work, this thesis suggest, 1. Readjustment of national standardization system and effective reorganization for standards information organization. 2. For industrial standards system, the korea industrial standards should be maintained uniform system, So decentralized korea industrial standard at government ,must be unified and maintained to unique policy for its effective improvement. 3. To strengthen with international standards organization, a institutional device, budget funds, and expert should be backed up. 4. For training and education of expert, Refer to the performance of one\`s duty, the proper expert should be chosen and posted. Also, systematic training and education system for expert must be developed, So they can be on duty continuously, Finally, this thesis suggest that the necessity of systematic and unique policy must be established for high position at international area. Since the limitation of data, the future research will be performed for budget funds and personnel setup.

According to 'Metropolitan Traffic Network Plan' announced in 2001, radial railways which connect Seoul with satellite cities around Seoul appear gradually. And followed by this, social demand for circular metropolitan railways that can connect the radial railways horizontally is increasing. But existing plans about circular metropolitan railways has limits to propose only passing cities of the railways. If there is no detailed guideline for circular metropolitan railways, the each railway for circular line will be constructed individually and then it will be not effective circular railways totally. Additionally that railway project will be easily interrupted by popular complaints. Therefore "The basic plan for circular metropolitan railways" is needful to guide a right direction for circular metropolitan railways. In this paper, rough track diagram of 'node' station for circular metropolitan railways is proposed. It is essential part of the basic plan. If the track diagram of a node is publicized in advance and individually lines of circular metropolitan railways is enforced to followed it, all lines will has rich circular functionality. Finally, effective circular metropolitan railways can be built.
